Abstract

ABSTRACT In achieving power through political channels, the network becomes a factor decisive victory of candidates, the establishment of the network through the tournament ceki seen will be able to influence voting results candidates. This research was conducted in Denpasar, Singaraja and Jembrana and examines the development of the network through the game entrenched in society that ceki game. Powercube theory or the theory that describes the power cube in three dimensions, namely levels, space and form. Associated with the tournament ceki, the initiator who is chairman of the political parties that are in the first dimension that has stratified the top, the second dimension is the space where the tournament as a party to organize and coordinate with the community and participants, the third dimension dimensional shapes, participants ceki and volunteers become abgian the third dimension is either in open or closed. Qualitative Descriptive deemed appropriate peel this issue because it will be able to clarify the phenomena that occur in the community post-implementation ceki tournament. Political participation ceki participants showed a positive effect after the holding of the tournament ceki, they assume that their candidate has been championing the aspirations . Abstract

ABSTRACT Dana punia activities that are not classified into the money politic activities, became the basis of the highlights of this study to show how the dana punia have been politicized to hide money politics. As a step theoretical, this study uses the theory of democracy collusive Dan Slater, who raises collusion and twilight institution theory in doing analysis of the research results. The method used in this research is descriptive qualitative method, while data collecting technique through interview (interview), chat with many people (discorse) and document analysis. Field findings indicate dana punia as a means of communication instruments candidates to obtain the support and voice of the community. Furthermore, there are no rules that prohibit their dana punia activities at the election moments. In addition to the initiative of candidates, dana punia was needed by the people for ceremonial purposes, repair temples facilities. The theoretical implications to shows that the theory of collusive democratic and twilight institution affect the voters and community support for election candidates who give dana punia in head district of Badung Regency General Election in 2016 in Pecatu village. Abstract

ABSTRACT This research is motivated by the position and the role of the village elite in influencing the formulation musrenbang in Gianyar Blahbatuh village. Non government elite into a figure capable of mobilizing the community so as to create social dynamics that will affect resultant force on the formulation of policies between the ruling elite and the local elite in the village Blahbatuh. The purpose of this study seeks to dissect the participation of the local community to the village elite in relation to the formulation musrenbang Blahbatuh village. This study uses qualitative research methods - the descriptive study using a model of Bungin. Engineering research data collection is done by direct observation, and literature that have relevance to the theme of the research as well as assign a resource by interviewing community leaders non - government and aperture Blahbatuh villages and rural communities. The research proves that the villagers Blahbatuh have a high level of political consciousness it is proved that the village administration is part of the local community so that the synergy between the government, the elite non - government and community berasas democratic, rational, interactive and transparent. Local elites non - government became an influential figure in the formulation typically musarembang not only suggest policy proposals alone but actively conduct political lobbying in policy development processes as well as determine the direction of policy. Abstract

ABSTRACT Maritime sector policy runs into a tidal condition until President Joko Widodo attempted to exploit one of the power sources of Indonesia through maritime policy discourse, aiming Indonesia as the world's maritime axis. Factually, the implementation of maritime policy discourse encounter obstacles and seems going nowhere caused by the focus of government in national infrastructure development and facing unoptimized condition. This research using Foucault's discourse analysis. Data found that the media contributes to deploy the maritime policy discourse and the realization of maritime policies to Kedonganan fishermen yet unoptimized as discovered that the policies been less prosperous in generally. Those policies formed into sailing operational aid and fishermen insurance facing an unoptimized target. Based on those results, the conclusions drawn into the actualization of maritime policies particularly for coastal fishermen tend to be less effective in a regulation side and less prosperous for the Kedonganan fishermen in general because of an unoptimized target. Abstract

ABSTRACT This study aims to determine the extent to which the application of the principles of Transparency and Accountability to manage village fund allocation (ADD) in Pecatu Village, South Kuta Regency, Badung Regency in 2017 in developing villages and based on Village Law No. 6 of 2014 and Permendagri No. 113 of 2014. This study uses a qualitative descriptive methodology. The results of this study indicate that the allocation of village funds in this village has applied the principle of accountability supported by the principle of transparency in stages. the preparation of the RPJM was prepared with the community through village meetings. In realizing transparency in managing the Village Fund Allocation, Pecatu Village provides information to the community through village meetings and the installation of billboards in front of the village office. Therefore, in Pecatu village it is transparent and accountable, but there are still weaknesses which are obstacles that must be overcome. Abstract

ABSTRACT This research aims to know the form of Social-Politic Movement of Teman Ahok towards Province of Jakarta’s Election in 2017. This research uses theoryl of New Social Movement by Nelson A. Pichardo and uses qualitative descriptive method. Sampling technique that is used is purposive sampling. This research shows that the form of Teman Ahok Social-Politic Movement are : first , Teman Ahok arranged a movement called Satu Juta KTP Untuk Ahok to support Ahok for Jakarta’s Election in third quarter of 2015. Teman Ahok was collecting KTP of Jakarta’s people and the target is finished. Second, Teman Ahok uses Social Media to gained peoples who want Ahok to becoming Governor of Jakarta. Third, Teman Ahok was connected with four political parties such as Golkar, Hanura, PSI, and Nasdem while collecting KTP in DKI Jakarta. Abstract

ABSTRACT Commission on Elections General as the body organizing the elections that have the authority to carry out ranging from planning to implementation has been duly guarantee in full the political rights of every citizen the country without exception for persons with disabilities in the implementation of the election general. This study aims to describe accessibility of elections for persons with disabilities in the province of Bali, map the perception of the disability in its participation at the time of the election, describing the implementation of CRPD towards the fulfillment of the political rights for persons with disabilities in the province of Bali. This study uses a qualitative approach in explaining the fulfillment of rights Politics for Persons with Disabilities in Bali Province through the Implementation of CRPD. Abstract

ABSTRACT This study aims to find out how conflicts over land ownership in Kampung Bugis can occur. This study uses conflict theory by Lewis A. Coser and uses descriptive qualitative methods.The results of this study indicate that: first, the conflict between the people of Kampung Bugis with the heirs has occurred since 2008 and re-emerged in 2012 after the ruling from the Supreme Court (MA) cassation No.3081/PDT/2012 for ownership of the land. Secondly, the conflict occurred due to unclear ownership status and land boundaries, differences in the purpose of land use and the lack of community knowledge regarding laws and regulations regarding land issues, especially regarding the procedure for making land certificates. Third, efforts to resolve it through dialogue with related parties have been made but there is no agreement yet. Settlement efforts came from the Bali Turtle Island Development (BTID) as the developer of the Serangan Island area. Keywords : Conflict, Society, Conflict Resolution and Impact

Abstract

ABSTARCT The development of Human Resources to support the organization of Sacred Monkey Forest Management (Mandala Suci Wenara Wana) is not directly proportional to the development of Natural Resources like the Sacred Monkey Forest Sanctuary itself. On the other hand, only acceptable human resources are local people in the village only in accordance with the policies implemented in Desa Pakraman Padangtegal itself. Based on that policy, the Sacred Monkey Forest Management is experiencing of the human resources crisis to support the management itself. So that both the village and management create an empowerment program of human resources to teach and improve the ability of the community to be accepted to work in the village owned business units, especially Sacred Monkey Forest Management. The purpose of this research is to evaluate the efforts made by the Sacred Monkey Forest Management and Desa Pakraman Padangtegal in empowering their Human Resources through the empowerment programs they carry out. The problems from the Human Resources empowerment programs will be analyzed analyzed through the Bridgman & Davis Public Policy Evaluation theory which refers to the four indicators of input, process, output and outcome of the empowerment program. The findings based on these indicators that the cause of the human resource crisis that occurred until now caused by the lack of interest and enthusiasm of the local community from Desa Pakraman Padangtegal to follow the programs that has been held caused the lack of qualified Human Resources to work in the village owned business units or Management Sacred Monkey Forest itself besides indeed because of policies that have been implemented by the village since the beginning. Abstract

ABSTRACT The problems of policy implementation of human resource competence certification Human Resources (HR) Tourism in the era of the ASEAN Economic Community (AEC) in the realizing of the program has not been implemented, that problem must beovercome. In practice, the implementation of policy is a dynamic process so that in the end will get a result in accordance with the goals or target of the policy itself. The regional Government policy for tourism to support the ASEAN Economic Community (AEC) is to increase knowledge and skills (competencies) for perpetrators of tourism for the fulfillment of the standardization of services and tourist management through competency test.This research uses a qualitative method with descriptive approach. The data obtained by the authors by making observation to be able to see directly the phenomena that occurred in the field and conduct in-depth interviews with informants related to the implementation of HR competency certification policy in the era of the MEA. The conclusion of this research is, first the implementation of HR certification policy era of tourism in the MEA is not optimal in the implementation. Second, the benefits of the certification of tourism human resources competence in the era of MEA has not been felt. The implication of this research is that the policy of the policy of certification of human resource competence (HR) Tourism in the era of the ASEAN Economic Community (AEC) should be increased in order to realize the program to be implemented and the expected goal is achieved Keywords: Policy Implementation, Certification of human resource competency (HR) Tourism, the ASEAN Economic Community (AEC).
