Abstract

ABSTRACT Implementation of the regulations of Law No. 24 of 2013 on the Amendment of Law No. 23 Year 2006 concerning Population Administration has been implemented in Denpasar, in particular in North Denpasar District. However, after the handover of authority from the central government to local governments beginning of 2015, there are still obstacles in the implementation of e-ID card at the Department of Population and Civil Registration and record personal data in Denpasar District Office North. Problems that occur due to the limited number of forms provided by the Ministry of the Interior to the Department of Population and Civil Registration Denpasar, so far the implementation of e-ID in the Denpasar District North unresolved. This policy is expected to realize the implementation of the e-ID card program in North Denpasar District optimally. The methodology used in this research is descriptive qualitative research method. To obtain the data, researchers conducted observations of spaciousness to see the phenomenon of direct and conduct interviews to sources associated with the implementation of e-ID card policy at Denpasar District North. The conclusion of this study are the factors which resulted in the completion of e-ID in the Denpasar District North, caused by communication, resources, disposition and bureaucratic structures that are not running optimally.  Keywords : Implementation , Electronic Identity Card (e-ID)

Abstract

ABSTRACT Kinship system is referred to as Batak Association, such as Punguan Pomparan Raja Naiambaton (PARNA) that located in District of Simalungun. The purpose of this study to determine and describe the influence factors of Parna Association in the election District of Simalungun 2016. The theory used is theory of identity politics with primordial approach. This research method is descriptive qualitative. Research data collection techniques by observation, interview and documents. The results of this study found that Parna Association legitimacy as a majority is dominating community in District of Simalungun at the election by supporting one candidate regent that have relation. People in District of Simalungun still give prioritize aboriginal to become a leader in the region that can be seen from the way determining the choice of candidates still based on several factors: blood ties, races, religions, and regions. Abstract

ABSTRAK Permasalahan gaya kepemimpinan kepala sekolah untuk dapat  meningkatkan kinerja guru agar memajukan kualitas pendidikan merupakan permasalahan yang harus diatasi. Pemecahan masalah tersebut akan diikuti dengan dampak positif oleh masyarakat disekitar, termasuk di Sekolah Dasar Negeri 2 Pemecutan Kota Denpasar, dimana kepala sekolah juga mempergunakan sebuah gaya kepemimpinan dalam meningkatkan kinerja guru yang sesuai dengan kondisi di lingkungan tersebut. Dalam penelitian ini menggunakan metode kualitatif dengan pendekatan deskriptif. Data diperoleh penulis dengan melakukan observasi di lapangan dan melakukan wawancara mendalam dengan narasumber yang berhubungan dengan gaya kepemimpinan kepala sekolah dalam meningkatkan kinerja guru di Sekolah Dasar Negeri 2 Pemecutan Kota Denpasar. Kesimpulan yang diperoleh dalam penelitian ini adalah pertama, Gaya kepemimpinan kepala sekolahdalam meningkatkan kinerja guru padaSekolah Dasar Negeri 2 Pemecutan menggunakan gaya kepemimpinan partisipasi. Kedua, kinerja yang ditunjukkan oleh guru masih rendah Ketiga, Gaya kepemimpinan yang relevan digunakan oleh kepala sekolah SDN 2 Pemecutan dalam meningkatkan kinerja guru adalah gaya kepemimpinan partisipasi ditambah dengan pengawasan yang lebih baik oleh kepala sekolah terhadap kinerja guru. Implikasi dari penelitian ini adalah gaya kepemimpinan kepala sekolah dalam meningkatkan kinerja guru perlu ditingkatkan untuk meningkatkan kualitas pendidikan siswa di lingkungan Sekolah Dasar (SD) Negeri 2 Pemecutan apabila gaya yang digunakan oleh kepala sekolah meningkat maka dapat dipastikan kinerja guru juga meningkat sehingga  berdampak pada kualitas pendidikan yang dihasilkan. Kata Kunci : Gaya Kepemimpinan Kepala Sekolah, Kinerja Guru.

Abstract

ABSTRAK Berdasarkan isi Perda RTRW, Desa Dalung merupakan kawasan peruntukan pertanian berkelanjutan, namun yang terjadi adalah semakin meningkatnya pembangunan sektor non-pertanian dan alih fungsi lahan sawah, yang menimbulkan tanda tanya besar terkait implementasi dari Perda RTRW bersangkutan. Maka dari itu, penelitian ini akan membahas bagaimana implementasi Perda Kabupaten Badung Nomor 26 Tahun 2013 tentang RTRW Kabupaten Badung Tahun 2013-2033 dalam mengendalikan alih fungsi lahan sawah di Desa Dalung, dengan menggunakan metode deskriptif kualitatif. Implementasi kebijakan tersebut dianalisis melalui beberapa indikator dari teori implementasi kebijakan publik Paul A. Sabatier dan Daniel Mazmanian, teori good governance dan konsep good environmental governance. Hasil penelitian menunjukkan bahwa implementasi Perda RTRW tersebut belum berjalan secara efektif, dengan masih adanya ketidakjelasan akan tujuan kebijakan dan lemahnya supremasi hukum. Kata-Kata Kunci: kawasan pertanian berkelanjutan, alih fungsi lahan sawah implementasi kebijakan Perda RTRW.

Abstract

ABSTRAK Pergerakan aliran modal dan investasi yang meningkat dewasa ini akan berdampak pada semakin banyaknya pengguna tenaga kerja asing. Kabupaten Badung sebagai Kabupaten yang sangat pesat dalam hal pembangunan membuat Kabupaten Badung berpotensi untuk mendapat serbuan dan investor maupun dari tenaga kerja asing. Pengawasan terhadap pengguna tenaga kerja asing dilakukan mengingat masih adanya pelanggaran yang ditemukan oleh petugas pengawas ketenagakerjaan yaitu adanya pengguna tenaga kerja asing yang tidak melengkapi izin kerja. Penelitian ini bertujuan untuk mengetahui efektivitas pengawasan Dinas Sosial dan Tenaga Kerja terhadap penggunaan tenaga kerja asing di Kabupaten Badung. Penelitian ini menggunaan metode deskriptif kualitatif. Hasil penemuan menunjukkan pengawasan belum berjalan efektif. Hal ini karena petugas pengawas ketenagakerjaan secara kuantitas masih kurang, sulitnya mewawancari pengguna tenaga kerja asing karena kurang tegasnya petugas pengawas ketenagakerjaan, dan sulitnya petugas pengawas dalam mengetahui pengguna tenaga kerja asing yang melakukan pelanggaran sehingga membutuhkan pengaduan dari masyarakat setempat. Abstract

ABSTRAK Permasalahan sumber daya manusia  pada manajemen pengelolaan obyek wisata pandawa agar pekerjaan dapat dilakukan secara maksimal dan optimal merupakan permasalahan yang harus ditangani. Permasalahan tersebut diatasi dengan menerapkan tiga ( 3 ) fungsi manajemen yaitu fungsi strategi, fungsi manajemen komponen internal, dan fungsi manajemen konstituen eksternal. Penelitian ini menggunakan metode kualitatif dengan pendekatan deskriptif. Data yang diperoleh penulis dengan melakukan observasi langsung untuk dapat melihat secara nyata  peristiwa yang terjadi di lapangan dan melakukan wawancara mendalam dengan narasumber terkait manajemen pengelolaan obyek wisata pantai pandawa dalam mewujudkan pembangunan pariwisata yang berkelanjutan melalui BUMDA. Kesimpulan yang diperoleh dari penelitian ini adalah pertama manajemen pengelolaan yang diterapkan dalam mengelola obyek wisata pantai pandawa ialah dengan menggunakan tiga ( 3 ) fungsi manajemen pengelolaan. Kedua, sumber daya manusia yang terlibat dalam manajemen pengelolaan obyek wisata pantai pandawa pendidikannya tidak merata dan lebih dominan yang pendidikan tamatan SD dan SMP. Ketiga, untuk dapat meningkatkan kualitas pemahaman pegawai dilakukannya pelatihan dan adanya evaluasi kerja setiap sebulan sekali. Implikasi dari penelitian ini adalah untuk dapat meningkatkan manajemen pengelolaan obyek wisata dalam mewujudkan pembangunan pariwisata yang berkelanjutan pada obyek wisata pantai pandawa sangat perlu adanya sumber daya manusia dengan memiliki standar pendidikan yang diharapkan akan mampu bekerja secara optimal dan maksimal dalam memanajemen pengeloaan obyek wisata pantai pandawa serta akan berdampak pada pembangunan pariwisata yang dihasilkan. Abstract

ABSTRACT Civil Servants Cooperatives (KPN) Bina Sejahtera in supporting and operating their business needed of employee performance with the participation of computer-based management information system. This study has a purpose, that is to analyze the influence of computer-based management information system on the performance of employees at KPN Bina Sejahtera Badung regency. This research was conducted in KPN Bina Sejahtera using census method (total sampling) of 50 respondents through a simple linear regression analysis. This analysis has a result, that is to prove that computer-based management information system of positive and significant effect on employee performance at KPN Bina Sejahtera Badung regency which is indicated by the value of determination total of 0.189 which means 18.9% influenced by the performance management information system remaining 81.1% influenced by other factors. The advice that can be given is the need for the involvement of managerial in increase the application field of computer-based management information system, so that the employees do not feel complicated in completing the task and responsibility of the individual concerned. Abstract

ABSTRACT The enforcement of general election in Papua province especially in mountainous area in Papua still uses Noken system. A chieftain has an important role in making decision. The important role of a chieftain is not only in the tradition order but also in the country government system. The purpose of this study is to know the role of a chieftain in Noken system from the general election in Kamu District Dogiyai Regency of Papua Province 2013. This research used qualitative method and descriptive approach. The data source is primary and secondary data. The primary data was taken from the direct interview and documentation of the informant. The secondary data was collected by using the formal scripts inscriptive. The determination of informant is done by making the informant matrix table. The technique of data collection is by doing interview with the selected informant deeply and by collected the documents which have connection with this research. The result of this study is found that Kamu District in Dogiyai regency still uses Noken system in general election process. The system is hang system or string system where they still consider to deliberation process. The role of a chieftain is decision making in Noken system. The role of a chieftain is a social role and does not bound with the formal law in a country. The loyalty of the community based on the loyalty to chieftain. Based on the result, the roles of chieftain in Noken system are firstly, summon the people to give instruction about the general election process. Secondly, explain about candidate’s vision and mission. Thirdly, control the entry process of ballot as the result of the togetherness agreement into the Noken. Fourthly, bring and give the result of ballot to the organizing committee. The result of this research also found the negative impact of the chieftain role. The negative impact of the chieftain role is the greasing the palm happening where was done by the candidates. These candidates used the authority of the chieftain in making decision. Abstract

ABSTRACT This paper aims to see how such a family-based organization MGPSSR (Maha Gotra Pasek Sanak Sapta Rsi) determine political attitudes in the elections of 2015. Simultaneously Karangasem Soroh seen as social ties within the community people Hindus in Bali which refers to one lineage (dynasty) the same one. This potential was realized by interest groups as one of the factors for support. The emotional response of citizens Pasek (MGPSSR) start flowing on candidates who have a common background of the offspring.Depart by using the theory of dramaturgy and qualitative research methods-descriptive. Research conducted in Karangasem regency showed that the formation of the Volunteer 157 as a continuation MGPSSR to engage in politics and support the candidate of his choice. This study found the implication that soroh can be a major factor supporting the victory of candidates who have the same background as well as to be the main factor causing the impartiatyof victory itself.
