Abstract

This paper explains about Teuku Umar University Students' perceptions of the smoking ban policy at public places in West Aceh Regency. The smoking ban policy is an effective way of controlling smoking and indirectly reduces the negative impact on the health of passive smokers due to smoking by releasing it in public places. This research uses quantitative research methods with survey methods. the population of Teku Umar University students who accept 50 people who have an age range between 18-25 years and are male and female. The results showed that most Teuku Umar Universities were of the view that the ban on smoking in public places had run well. Even so, there are still students who do not need this policy, this can be seen from the habits of students who smoke in places that include smoking areas

Abstract

This study aims to describe the factors behind the planned expansion of Meulaboh City as a New Autonomous Region and the perception of the people of West Aceh regarding the planned expansion of Meulaboh City as a New Autonomous Region. The method used in this research is quantitative research with a survey method. From the research results, it can be concluded that the majority of the people of West Aceh stated that the plan for the expansion of Meulaboh City was motivated by factors for regional economic development and regional or city development. In addition, the plan for the expansion of Meulaboh City also aims to bring services closer to the community and to get more development budgets from the Central Government. However, the plan for the expansion of Meulaboh City was not motivated by factors of injustice in the development and filling of political positions in West Aceh District. In addition, the majority of the people of West Aceh agreed to expand Meulaboh City. This attitude is influenced by various reasons including the expansion of Meulaboh City can make the city more advanced, the expansion of Meulaboh City can open new jobs, the expansion of Meulaboh City can accelerate development, and because the area of West Aceh Regency is very large.

Abstract

BUMG merupakan lembaga yang dibentuk oleh gampong dalam bentuk pengelolaan berbagai jenis usaha yang hasilnya dapat dinikmati sebesar-besarnya bagi masyarakat gampong. Tujuan didirikannya BUMG untuk memperoleh sumber pendapatan asli gampong yang bermodal dari dana gampong untuk dikelola dengan baik dan mensejahterakan masyarakat gampong. Penelitian ini bertujuan untuk mengetahui tingkat efektivitas pengelolaan BUMG Suak Puntong dan apa saja kendala yang mempengaruhi pengelolaan BUMG Suak Puntong Kecamatan Kuala Pesisir Kabupaten Nagan Raya. Jenis metode penelitian ini menggunakan penelitian kualitatif bersifat studi kasus. Dalam pengumpulan data yang digunakan data primer dan sekunder. Berdasarkan hasil penelitian menunjukkan bahwa pengelolaan BUMG di Gampong Suak Puntong Kecamatan Kuala Pesisir Kabupaten Nagan Raya kurang efektif. Program usaha yang telah dijalankan diantaranya Sewa teratak, Sewa kursi, dan Simpan pinjam. Dari 3 usaha BUMG hanya 2 usaha yang terlaksana. Terdapat kendala-kendala dalam pelaksanaan BUMG yaitu dari usaha yang dikelola ketidakpuasan lembaga dari hasil yang dicapai, sampai sekarang usaha BUMG juga masih dalam tahap perkembangan dan rancangan.

Abstract

BUMG is an institution formed by the village in the form of managing various types of businesses whose results can be enjoyed as much as possible for the village community. The purpose of the establishment of BUMG is to obtain a source of original village income with capital from village funds to be managed properly and for the welfare of the village community. This study aims to determine the level of effectiveness of the management of BUMG Suak Puntong and what are the obstacles that affect the management of BUMG Suak Puntong, Kuala Pesisir District, Nagan Raya Regency. This type of research method uses a case study qualitative research. In collecting data, primary and secondary data were used. Based on the results of the study, it was shown that the management of BUMG in Village Suak Puntong, Kuala Pesisir District, Nagan Raya Regency was less effective. The business programs that have been carried out include terracotta rental, chair rental, and savings and loans. Of the three BUMG businesses, only two have been implemented. There are obstacles in the implementation of BUMG, namely from the business managed by the institution, dissatisfaction with the results achieved so far, the BUMG business is still in the development and design stage.

Abstract

This study discusses the design of a manual archive system in the Simeulue Regency Village Community Empowerment Service in the field of Mukim and Village Community Empowerment where the design of an archive system is made to store documents and management is done manually. The aim of the research is to make the filing system more structured, maintained, organized and documents easy to find when needed so that it makes it easier for services in the filing field as well as makes it easier for employees to find documents that will be used or needed again and documents can be managed better by supervising and checking documents for this research method using qualitative research methods with a descriptive approach, this approach was chosen because the research was carried out directly to see the topics to be examined, conducted question and answer observations regarding the document administration process then, carried out a report document archiving strategy by making archival designs . Data collection techniques by means of observation, interviews, document data related to DPMD. The design of the archive system is the creation or drawing of a form that has the aim of meeting the needs of the archives in the Office. Archives are a proof or as a reminder that a report or document has arrived to an agency or service where one day the documents will be needed again. Archives are a requirement that has a function as storage, management, and retrieval of needed archives.

Abstract

The goal of this research is to evaluate the government's lobster business policies, particularly those that are aligned with the interests of fishermen (pro fishermen). Policy evaluation is critical in assessing the success of the lobster trade for the benefit of fishermen In this study, a qualitative method with a case study approach is used. Data was then gathered through observation, interviews, and supporting documentation. The informants interviewed in this study were chosen using snowball sampling based on their suitability with the required information. Informants include lobster catchers, traders, and local governments. The data is then analyzed using coding, categorization, comparison, and discussion research findings. The findings revealed that lobster trade policies were developed and implemented without the inclusion of fishermen as policy targets. As a result, they are excluded from existing policies and make it difficult for fishermen to find alternative sources of income. The failure of this policy is due to the following factors: (1) a lack of definitive data on lobster catching fishers; (2) an over-campaign concerning lobster availability in Simeulue.(3) There is no local government support for lobster cultivation efforts; (4) there is no socialization, coaching, equipment assistance, or capital injection; and (5) there is no local government support for carrier transportation modes.

Abstract

The purpose of this study is to analyze the quality of service in the issuance of land certificates at Badan Pertanahan Nasional (BPN) Nagan Raya Regency. This research is qualitative research with a post-positivist approach. In this study the data obtained by researchers from observations, interviews, and documentation. The results of this study note that the certainty of the time and method of service in the issuance of land certificates at the BPN Nagan Raya Regency is still not done well. This is because officers still often extend the process of making land certificates, then in terms of the cost of obtaining land title certificates at the Nagan Raya BPN office, there are still many people who feel dissatisfied because there are additional costs that must be met by the community such as transportation costs for officers. Then regarding the obstacles that are often encountered by officers in terms of issuing land certificates are the frequent occurrence of disputes or disputes over land, incomplete files in the management of land certificates, boundary stakes, and lack of timeliness. Therefore, it is expected that employees at the Nagan Raya Regency BPN Office can provide accurate explanations to the community when processing land certificates both in terms of completeness of files, costs and time required by employees, so that with this the community can feel good service and comfort. and employees can carry out their duties according to the tempo that has been given to the community.

Abstract

Language is an important element in communicating both individually and in social groups that exist in society, especially in public services such as the Dayah Education Office of West Aceh Regency, as a public service body requires the use of good and correct language, especially in Aceh where the majority of the people adhere to Islam and of course can refer to the Koran and Hadith. The method used in this community service is in the form of counseling and socialization by using a discussion system for anything that has not been understood. In this service activity, many errors were found in public services, especially in the use of communication language used by employees and staff at the Dayah Education Office of West Aceh Regency, with this counseling, as well as learning to improve better services, especially in the use of communication languages based on the Qur'an and Hadith. The use of appropriate and good language will also affect the image of a public institution, because the people who are served will feel comfortable and appreciated.

Abstract

Evaluation of the Medium Term Development Plan (RPJM) of Nagan Raya Regency for 2017-2022 is information that generally describes the general description of the results of the assessment of the RPJM regarding the achievement of Financial Performance and Analysis of Achievement Indicators of vision and mission, substance in accordance with targets and performance indicators as well as RPJM Systematics as materials to support development planning in Nagan Raya Regency in the future. This paper aims to see the results of the Nagan Raya Regency RPJM Evaluation which objectively provides an assessment with the data presented sourced from the Nagan Raya Regency RPJM documents for 2017-2022 and other planning documents for accountable comparisons for improving the quality of development planning in the future. come.

Abstract

This study aims to determine the implementation of waste management policies in Simeulue District. The method used is qualitative, while the informants are determined by purposive sampling. Data was collected through interviews and documentation. While data analysis is done by means of transcription, classification, and drawing conclusions, The results of the study show that the implementation of policies related to waste management, abbreviated as Jakstrakab, as stated in Simeulue Regent Regulation Number 21 of 2019, shows that: (1) Jakstrakab communication through outreach has not reached many groups; (2) resources are still limited, especially related to human resources, budget, and waste management facilities such as abandoned fleets, warehouses, and equipment; (3) regarding the disposition, there is still overlapping work; and (4) the large bureaucratic structure causes officers to carry out their duties and functions not in accordance with the established Jakstrakab. The study concludes that bureaucracy, commitment, efficient communication, and resource allocation are necessary for Simeulue's waste management policy to be implemented. It is necessary to overcome obstacles including poor communication, a lack of resources, and bureaucratic disarray. Simeulue may enhance waste management practices toward sustainability by strengthening communication, managing resources better, and enlisting the support of policy implementers.
