Abstract

Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu (DPMPTSP) Kabupaten Karanganyar merupakan salah satu organisasi perangkat daerah (OPD) yang bertugas membantu Bupati dalam melaksanakan urusan pemerintahan di bidang penanaman modal, perindustrian, energi sumber daya mineral, dan pelayanan terpadu satu pintu. Kepala DPMPTSP Kabupaten Karanganyar telah mengeluarkan Surat Keputusan Nomor 060/70 Tahun 2021 tentang Budaya Kerja "Semaìnaìk". Semaìnaìk merupakan singkatan dari Semangat Dalam Bekerja, Maju Dalam Inovasi, Kompak dan Tulus Melayani. Penelitian ini bertujuan untuk mengetahui pengaturan dan pelaksanaan Budaya Kerja Semaìnaìk. Penelitian ini menggunakan pendekatan deskriptif kualitatif. Sumber data diperoleh dari wawancara, observasi, dan analisis dokumen. Teknik penentuan informan menggunakan purposive sampling dan snowball sampling. Analisis data dilakukan dengan menggunakan analisis interaktif menurut Miles dan Huberman. Hasil penelitian menunjukkan:Pengaturan budaya kerja Semaìnaìk dituangkan dalam SK Kepala Dinas DPMPTSP, sosialisasi budaya kerja telah dilakukan, namun SOP belum ada, dan sanksi yang diberikan hanya sebatas teguran. Dan Pelaksanaan budaya kerja Semaìnaìk meliputi: a. Makna budaya kerja Semaìnaìk. b. Bentuknya mencakup disiplin, tanggung jawab, inovatif terhadap teknologi, kreatif, kerja sama antar pegawai, dan pelayanan sepenuh hati. c. Monitoring dan evaluasi belum dilakukan secara khusus. d. Upaya mengoptimalkan pelaksanaan budaya kerja Semaìnaìk melalui pemasangan banner, sosialisasi mars Semaìnaìk, dan arahan dari kepala dinas.

Abstract

 Kebijakan Mpok Sinah Klamben di Kelurahan Mangkubumen Kecamatan Banjarsari, KotaSurakarta diharapkan sedikit banyak dapat mengurangi beban hutang pelaku UMKM MpokSinah Klamben yang terjerat rentenir di Kelurahan Mangkubumen Kecamatan BanjarsariKota Surakarta. Permasalahan yang sering terkait dengan Implementasi Keputusan LurahMangkubumen tentang Kelompok Usaha Kecil Menengah Kelurahan Mangkubumen (MpokSinah Klamben). Implementasi Mpok Sinah Klamben merupakan salah satu langkahpembangunan yang dapat diartikan sebagai sebuah proses mendayagunakan masyarakatmelalui keahlian dan potensi yang dimilikinya, dengan harapan masyarakat dapatmengembangkan diri secara lebih mandiri. Kelurahan Mangkubumen merupakan salah satukelurahan yang berusaha memberdayakan masyarakat, salah satunya melalui ProgramKelompok Seni dan Usaha Kecil Menengah Kelurahan Mangkubumen (Mpok Sinah Klamben).Tujuan penelitian menganalisis Implementasi Keputusan Lurah Mangkubumen tentangKelompok Usaha Kecil Menengah Kelurahan Mangkubumen (Mpok Sinah Klamben)diKelurahan Mangkubumen.Metode penelitian yang digunakan adalah deskriptif kualitatifdengan teknik pengumpulan data melalui wawancara, observasi, dan dokumentasi. Informandalam peneltian ini dipilih secara purposive. Validitas data yang digunakan adalah tekniktriangulasi data atau sumber, sedangkan teknik analisa data yang digunakan adalah modelanalisis implementasi dari Daniel Mazmanian dan Paul Sabatier. Unit analisis dalampenelitian ini adalah organisasi. Penentuan unit analisis ini didasarkan pada pertimbanganobyektif, untuk mendeskripsikan penelitian mengenai menganalisis Implementasi KeputusanLurah Mangkubumen tentang Kelompok Usaha Kecil Menengah Kelurahan Mangkubumen(Mpok Sinah Klamben)di Kelurahan Mangkubumen. Hasil penelitian menunjukkan bahwamenganalisis Implementasi Keputusan Lurah Mangkubumen tentang Kelompok Usaha KecilMenengah Kelurahan Mangkubumen (Mpok Sinah Klamben)di Kelurahan Mangkubumendapat diambil dari berbagai aspek, termasuk dampaknya pada kesejahteraan pelaku UMKM,efektivitas pelaksanaan, dan dukungan dari masyarakat. Implementasi Masyarakat MelaluiProgram Mpok Sinah Klamben telah dilakukan melalui tiga tahap implementasi, yaitupenyadaran, pengkapasitasan, dan pendayaan. Tahap penyadaran telah dilakukan melaluisosialisasi kepada seluruh masyarakat. Sebagian besar masyarakat mendukung adanyaprogram ini, namun terdapat juga beberapa yang kurang mendukung. Tahap pengkapasitasantelah dilakukan melalui pembentukan Pengurus Mpok Sinah Klamben, memberikan bimbinganteknis dan pelatihan, serta membuatkan aturan main diantara mereka.Tahap pendayaan telahdilakukan melalui pemberian fasilitas pendukung, meningkatkan promosi melalui mediasosial, dan mengikutsertakan Mpok Sinah Klamben dalam event-event.

Abstract

 Berdasarkan hasil penelitian yang dilakukan tentang dinamika pemerintahandesa melalui implementasi prinsip good governance di kantor Desa Teguhan KecamatanJiwan Kabupaten Madiun, maka dapat disimpulkan bahwa: 1) Responsivitas sudah diimplementasikan dengan baik, dimana responsivitas ini mencakup sikap dankomunikasi yang baik dari perangkat Desa Teguhan kepada masyarakat. 2) Efektivitasdan efisien belum di dilaksankaan dengan baik dimana sebagian perangkat desa belumdisiplin dan tidak memberikan pelayanan dengan baik yaitu pegawai mempunyaikinerja yang buruk dengan datang terlambat dan pulang sebelum waktu yang ditentukan, dan memberikan pelayanan yang berbelit-belit di kalangan masyarakat 3)Keadilan dalam pelayanan publik di jelaskan bahwa prinsip keadilan dalammemberikan pelyanan di kantor Desa Teguhan belum di katakan adil karena masihmenggunkan sistem pelayanan nepotisme (sistem kekeluargaan). 4) Akuntanbilitassudah di laksanakan dengan baik dimana Kepala Desa dan perangkat desa bertanggungjawab dan mampu menjalankan prosedur dan mekanisme pelayanan di kantor DesaTeguhan. 5) Transparansi pada kantor Desa belum di terapkan dengan baik dimanaperangkat desa tidak terbuka tentang biaya pelaksana yang di berikan kepadamasyarakat sehingga masyarakat tidak tahu berapa rincian yang seharusnya dikeluarkanpada saat melakukan pengurusan tentang admnistrasi kependudukan dan juga tidak adakejelasan tentang waktu penyelesaian administrasi dokumen sehinnga masyarakatmerasa kebingungan terkait biaya dan waktu admnstrasi di kantor tersebut

Abstract

Traditional medicine is an ingredient or a combination of ingredients in the form of plant materials, animal materials, mineral materials, preparation of sarian (galenik) or a mixture of these materials that have been used for generations for treatment and can be applied in accordance with the norms prevailing in the community. One of the basic needs of living things is food and health. Food is needed by living things as a source of energy, therefore the food consumed must contain substances needed by the body, such as carbohydrates, proteins, fats, vitamins, minerals, and water. The digestive system in humans is a series of processes to convert food by breaking down complex food molecules into simple ones with the help of enzymes and absorbing the food essence needed by the human body. So that digestive system disorders greatly affect the human health system. The method used is presentation, question, answer, discussion and assistance (in the form of practice and evaluation) with preparation carried out for 2 weeks.

Abstract

This research applies Sharia-based accounting information systems in Muhammadiyah College, Kebayoran Lama Branch. This institution faces challenges in applying sharia accounting principles such as fairness, transparency, and accountability. Accounting information systems that are still manual cause problems in the efficiency and accuracy of financial reporting. This study aims to analyze the implementation of the accounting system, examine the management's commitment to ensuring Sharia compliance, and identify the challenges faced in Sharia-based financial reporting. The research uses a qualitative method with in-depth interviews with administrators and financial staff. The study results show that the manual system is still considered adequate but not optimal, and the understanding of sharia principles is not evenly distributed among staff. The management's commitment is relatively high, but increasing training and technology adoption is necessary to support a more integrated system. This research provides implications for Islamic educational institutions to improve the quality of Islamic financial management through digitalization and more intensive training. The latest of this research lies in the application of Sharia Enterprise Theory (SET) in the context of educational institutions, which is still rarely discussed in the Sharia accounting literature.

Abstract

The problem of distributing PKH social assistance in Manggis Village, Mojosongo District, Boyolali Regency is a serious problem. Program Keluarga Harapan aims to open KPM access for pregnant women and toddlers to utilize health facilities and educational facilities. The inaccuracy of targeting social assistance recipients is a problem that arises when social assistance is disbursed by the government, those who are supposed to get it do not get it and vice versa, they should not be entitled to it, but instead get it. This research aims to analyze and describe descriptive analytics of PKH social assistance distribution. The method used is qualitative research to describe descriptive analytics of PKH social assistance distribution by referring to the principal agent theory proposed by Eisenhardt (1988). There are 5 indicators proposed, namely the delegation of authority, the existence of parties working together, the existence of planning, the dominance of one party over another, and the existence of different interests in the PKH social assistance program. Data was collected through observation, interviews, literature and document studies, then analyzed using the stages of collection, reduction, presentation and drawing conclusions. The research results show that the principal agent indicators in PKH social assistance display various patterns. The delegation of authority is quite good, the parties working together are quite good, the planning in general is still lacking, the dominance of one party over another is somewhat lacking, and the existence of different interests is also somewhat lacking. Setting the mechanism for accepting PKH recipients consists of 2 mechanisms, namely setting the criteria for PKH recipients and setting the process for determining PKH recipients. The factors causing the implementation of PKH social assistance to be not optimal in Manggis Village are due to the DTKS not being updated regularly, as well as the problem of the principal agent, namely closeness to the village head/village officials and the RT head. Abstract

To improve employee discipline, efforts to control and supervise the discipline ofemployee working hours need to be carried out continuously and consistently. One of thefactors that can be used as a monitoring and control tool is to see the level of employeeattendance which is periodically evaluated. The manual attendance reporting system that hasbeen carried out tends to manipulate and does not submit employee attendance reports as theyare. In this study the authors used descriptive empirical research with a qualitative approach.This research was conducted at the Sukoharjo Regency DPRD Secretariat Office.The selection of the location as the place of this research was carried out deliberatelybecause the Sukoharjo DPRD Secretariat Office was one of the offices that implemented anonline attendance system in the internal arrangement carried out in the field of human resourcemanagement. Data collection techniques: observation, interviews, documentation. the resultsshowed that the implementation of online attendance at the Sukoharjo DPRD Secretariat Officewas running quite well. Judging from Tangkilisan's indicators: Target achievement, wellrealized in improving work discipline. Adaptability, at the beginning of its application therewere few obstacles in using it, but employees were able to adapt so that they could use onlineattendance well. Job satisfaction, when the online attendance system is implemented, employeediscipline has increased, because it is supported by the Income Supplement Allowance (TPP)if attendance and work are optimal. Responsibility, employees at the Sukoharjo DPRDSecretariat Office are expected to increase the discipline of their attendance and performance,so that they can be competitive at work. So that with the nature of discipline to improve workperformance will be maintained.Keywords: Effectiveness, Discipline, Online Presence

Abstract

The development of Information and Communication Technology (ICT) in Indonesia, driven by Law No. 23 of 2014, has spurred bureaucratic reforms, including in population administration. The city of Surakarta is one of the cities that has successfully implemented E-Government, with the "Dukcapil dalam Genggaman" application as an innovation in public services, making it easier for citizens to manage population documents without having to visit the office. This application serves various needs such as E-KTP, family cards, and birth certificates, with a user satisfaction rate of 93.38%. However, several challenges remain, such as limited socialization, accessibility issues for the elderly, and platform availability only on Android. This study uses a qualitative descriptive method with five indicators from Rogers' theory to analyze this innovation: Relative Advantage, Compatibility, Complexity, Trialability, and Observability. The results indicate that the application provides ease of access, time efficiency, and transparency, but requires further improvement, particularly in user convenience and broader socialization. In conclusion, this application has great potential to improve the quality of public services, but further development and adaptation are needed to achieve optimal benefits. Abstract

Having a livable house is a basic right for the Indonesian people. As stated in the 1945 Constitution, article 28 h resulting from the IV amendment. This research aims to describe the implementation of regional regulation number 07 of 2023 concerning the implementation of housing and residential areas, a study of the assistance program for uninhabitable houses in the city of Surakarta. In this research, the researcher used a qualitative descriptive method using Edward III's theory (1980) with indicators of communication, resources, disposition, bureaucratic structure. The technique for determining informants uses purposive sampling. The method for collecting research data was carried out by means of observation, interviews and documentation. The data analysis used by researchers is Miles and Huberman 2014. The results of the research show that regional regulation number 07 of 2023 concerning the administration of housing and residential areas, the study of the assistance program for uninhabitable houses in the city of Surakarta, can be said to be quite good in terms of the four indicators. However, it is still unfortunate that from the results of interviews in the resource indicators section, facilities were still found to be inadequate. Thus, the government must immediately improve adequate facilities to carry out uninhabitable housing assistance program activities. Because facilities are the main priority in implementing policies so that activities run smoothly.   Keywords: policy implementation, uninhabitable housing assistance program.

Abstract

The innovative service program implemented by the Disdukcapil (Departmentof Population and Civil Registration) of Wonogiri Regency, called “AYOSKAK,” aims to simplify the process of creating death certificates, making iteasier for the public to manage their documentation and reducing queues atDisdukcapil. Although this innovative program has been running, there are stillchallenges, such as a lack of public understanding regarding the application’suse and frequent errors in the application.This research aims to assess, describe, and analyze the effectiveness of the“AYO SKAK” service innovation at Disdukcapil Wonogiri Regency. The studyemploys a descriptive research method with qualitative data analysis. Datacollection techniques include observation, interviews, and documentationrelated to the “AYO SKAK” service innovation. The collected data are thenanalyzed qualitatively, considering all gathered information and supported byinterview results, referencing the theory proposed by Budiani (2007) thateffectiveness can be measured through the accuracy of program targets,program socialization, program objectives, and program monitoring.The research findings indicate that the implementation of the “AYO SKAK”service innovation has been effective and has positively impacted the increase inthe ownership of death certificates in Wonogiri Regency. This can be observedthrough the four indicators mentioned. The target accuracy indicator is onpoint, the program socialization indicator is effective and comprehensive, theprogram objectives align with the goal of facilitating public access to deathcertificate processing and increasing ownership coverage in Wonogiri, and theprogram monitoring indicator shows that regular monitoring and evaluationhave been conducted. Nonetheless, there is a need to optimize the system tomake it easier for the public to access the application and reduce the occurrenceof errorsKeywords: Effectiveness, innovation, eath certificate.
