Abstract

This study analyzes accountability and transparency in the management of political party assistance funds at the National Unity and Politics Agency of North Lampung Regency. The research uses a descriptive qualitative approach to examine how financial accountability, administrative accountability, information transparency, procedural transparency, and accountability mechanisms are implemented in the distribution, use, reporting, and supervision of public funds for political parties. Data were collected through interviews with relevant officials and document studies related to party assistance funding. The findings show that the management of political party assistance funds has generally followed the applicable regulatory framework, particularly in administrative verification, fund distribution, guidance, and accountability reporting. However, several aspects still require strengthening, including human resource capacity, documentation quality, public access to information, and consistent reporting discipline by political parties. The study concludes that accountable and transparent management is essential to strengthen good governance, prevent misuse of public funds, and increase public trust in political party financing.

Abstract

The research method used is descriptive qualitative research. This method is used to describe the role of training in improving the capacity of village government apparatus (a study at the Village Government Office in Lampung, Ministry of Home Affairs). All data were obtained directly from informants in the field using interviews and document studies. The results of the study indicate that training plays a crucial role in improving the capacity of village government apparatus through the dimensions of knowledge, skills, attitudes and behavior, as well as leadership and management. Through planned and ongoing training, village apparatus can improve their understanding of regulations and policies, develop technical and service skills, develop professional attitudes and integrity, and strengthen leadership and management capabilities within village government organizations.

Abstract

This study analyzes employee performance at the Sungkai Tengah Subdistrict Office, North Lampung Regency. The research was motivated by the strategic role of subdistrict employees in delivering public services and by preliminary indications of administrative delays, uneven coordination, and limited use of administrative technology. The study used a qualitative descriptive approach with data collected through interviews, observation, and documentation. The analysis applied employee performance indicators consisting of work quality, work quantity, cooperation, responsibility, and initiative, while also identifying supporting and inhibiting aspects of performance implementation. The findings show that employee performance is generally good. Work quality, work quantity, and responsibility are categorized as good, whereas cooperation and initiative are fairly good and still require improvement. Supporting aspects include employee work ability, motivation, discipline, a conducive work environment, available facilities, and leadership support. Inhibiting aspects include administrative delays, uneven technological capacity, workload imbalance, limited inter-unit coordination, and different levels of employee experience.

Abstract

Effective coordination between the Protocol Division and Regional Government Organizations (OPDs) is essential for ensuring the successful implementation of official governmental agendas and maintaining the quality of public administration. However, the increasing complexity of governmental activities often creates coordination challenges related to communication, task synchronization, and institutional collaboration. This study aims to analyze the coordination management between the Protocol Division and OPDs in implementing the official agendas of the Regional Head in Central Lampung Regency. A qualitative approach with a case study design was employed to obtain an in-depth understanding of coordination practices within the local government. Data were collected through in-depth interviews, direct observations, and document analysis involving protocol officers and representatives from relevant OPDs. The data were analyzed using the interactive model of data reduction, data display, and conclusion drawing, while data credibility was ensured through source, method, and time triangulation, as well as member checking. The findings reveal that coordination management is implemented through four interconnected stages, namely planning, implementation, supervision, and evaluation. The Protocol Division serves as the central coordinating unit responsible for integrating the roles and responsibilities of multiple OPDs to ensure the orderly execution of official governmental activities. Effective coordination is supported by leadership commitment, competent human resources, intensive inter-agency communication, and collaborative working relationships. Nevertheless, coordination remains constrained by sudden schedule changes, limited human resources, inconsistent understanding of protocol procedures, and insufficient documentation of evaluation results. This study concludes that strengthening institutional coordination mechanisms, standardizing operational procedures, enhancing staff capacity, and optimizing digital communication systems are essential for improving the effectiveness, responsiveness, and sustainability of protocol management within local government.
