Abstract

Changes in the delivery of government services are driven by digital transformation in public administration, which involves utilizing technologies such as data analytics, artificial intelligence, and process automation to enhance the quality of public services. This research employs a descriptive approach based on a literature review from various sources, including books, scientific articles, and relevant journals, aiming to present a holistic overview of digital transformation in public administration, its opportunities, and challenges. The opportunities include ease of communication and accessibility through the implementation of e-government, open government, and broader data utilization. On the other hand, challenges include limitations in managing digital technology and issues related to data security. The digital revolution in public administration has significantly impacted government operations and public services. Digital technology enhances accessibility in various sectors such as politics, governance, health, education, and economics. This transformation fosters transparency, effectiveness, public participation, and data-driven decision-making. Moreover, digital transformation creates opportunities to establish a more open and transparent government, while simultaneously raising challenges related to human rights, privacy, and data protection.

Abstract

Penelitian ini bertujuan untuk mengetahui pengaruh proporsi dewan komisaris independen, likuiditas, dan solvabilitas terhadap audit delay pada perusahaan yang bergerak di industri property dan real estate dan terdaftar di BEI pada tahun 2018-2021. Data yang digunakan untuk penelitian ini merupakan data sekunder berupa annual report perusahaan yang telah memenuhi kriteria yang ditentukan oleh peneliti. Sampel yang digunakan untuk penelitian ini berjumlah 109 sampel. Teknik pengolahan dan analisis data yang digunakan adalah uji asumsi klasik dan uji hipotesis menggunakan software SPSS versi 26. Hasil penelitian menunjukkan bahwa secara parsial, proporsi dewan komisaris independen tidak dapat dibuktikan pengaruhnya secara statistik terhadap audit delay, namun likuiditas dan solvabilitas dapat dibuktikan pengaruhnya secara statistik terhadap audit delay. Secara simultan, proporsi dewan komisaris independen, likuiditas, dan solvabilitas dapat dibuktikan pengaruhnya secara statistik terhadap audit delay.

Abstract

Purpose: This study aims to analyze the role of the Regional Inflation Control Team (Tim Pengendalian Inflasi Daerah/TPID) in Klungkung Regency in stabilizing the prices of essential commodities and controlling inflation. It also identifies the specific strategies implemented to maintain staple food price stability at the regional level. Methodology/Approach: This study adopts a qualitative descriptive approach. Data were gathered through direct observation, in-depth interviews with stakeholders, and document analysis, focusing on TPID’s activities related to inflation control and food price stabilization. Results/Findings: The findings indicate that TPID Klungkung executed eight strategic measures: (1) market operations, (2) price monitoring, (3) coordination of supply and distribution, (4) promotion of community-based planting, (5) development of regional food reserves, (6) improvement of public communication, (7) encouragement of local product consumption, and (8) logistics system enhancement. These actions have contributed significantly to maintaining price stability and protecting consumer purchasing power, especially among low-income groups. Conclusion : This study concludes that TPID Klungkung plays a critical and proactive role in controlling inflation. The integrated multi-stakeholder approach has strengthened food security and regional economic resilience. This model serves as a best practice for other regions that face similar issues. Limitations: The study was limited by varied respondent interpretations during interviews and constrained access to some key informants, potentially affecting data depth and consistency. Contribution: This study contributes to a deeper understanding of regional inflation control mechanisms and provides practical insights for policymakers and stakeholders in designing effective community-driven economic strategies.

Abstract

Purpose: This study aimed to analyze the effectiveness of the maternity leave policy in Bali in safeguarding women workers' rights and to identify the normative challenges encountered in its implementation. Methodology: This study adopts a normative legal approach, focusing on literature studies and secondary data analysis, including an examination of relevant legislation, doctrines, and legal principles concerning maternity leave. Results: The findings indicate that while the maternity leave policy has a strong legal foundation, its implementation in Bali remains suboptimal, especially in the informal sector, where compliance with the regulation is low because of insufficient socialization and monitoring mechanisms. The implementation of the maternity leave policy in Bali requires strengthening through more effective socialization and monitoring, particularly in the informal sector, to ensure that women workers’ rights are fulfilled in accordance with existing regulations. Conclusion: Maternity leave in Bali is legally protected but poorly implemented, especially in informal sectors. It supports women’s health but does not solve wage inequality or unequal domestic roles. Stronger enforcement and shared caregiving are key to achieving true gender equality. Limitations: This study is limited to a normative approach with a focus on Bali; therefore, its findings may not be fully generalizable to other contexts. Contribution: This study provides insights for local policymakers on the importance of enhancing maternity leave policy implementation, particularly to support female workers' rights in Bali.

Abstract

Gianyar Regency is one of the tourist destinations in Bali. This tourist area is certainly not free from various problems, both problems that can be easily overcome and problems that can hinder the development of tourism itself. Common problems are related to waste management. Based on these conditions, the purpose of this study is to determine waste management in supporting the development of sustainable tourism in Gianyar Regency. The research methodology used in this study is qualitative research with observation. The data sources used are secondary data sources. Secondary data in this study are data obtained from documentation or literature studies from the research locus. The results of the study indicate that waste management that has been carried out in Gianyar Regency is sorting waste from households and scheduling waste delivery according to its source to the final disposal site. Waste sorting activities starting from households have a significant impact on environmental cleanliness and the development of sustainable tourism in Gianyar Regency.

Abstract

Purpose: The purpose of this research is to improve the effectiveness of the targeted monitoring system so that it can increase the responsiveness and participation of investors in submitting LKPM online. And also to identify and analyze the factors that become obstacles that hinder such participation. So that the government can monitor investment developments, ensure smooth business and provide an outline in formulating future policies, in order to create a conducive investment climate in Klungkung Regency. Research methodology: This research uses a qualitative method. With data collection techniques through interviews, observations and documentation. The sampling technique uses purposive sampling, on 35 business actors in the Klungkung Regency area. With a qualitative analysis method, using data triangulation analysis techniques, namely combining data from interviews, observations and documentation. Result: The results of this study show a correlation between the low level of online LKPM submission and the level of investor participation in Klungkung Regency, which is still relatively low. And also obtained a picture of the causal factors originating from internal factors and external factors of investors. And obtained several alternative solutions to overcome it, including competency development, information system development, improving infrastructure quality, implementing socialization, providing technical assistance, and periodic supervision. Limitation: The limitations of this research are, with a small number of participants, namely 35 investors, it certainly cannot represent a wider population or cannot be generalized to all investors. This research was also conducted in a short time, so it could not explore the topic in depth. Contribution: This research can produce valuable data and information about the level of participation and the factors that influence it. So that it can be used as a basis for further research to evaluate the effectiveness of policies in increasing the participation of investors.

Abstract

Public awareness regarding the sorting of household waste is a critical component of sustainable environmental management initiatives. The objective of this study is to utilize a logistic regression analysis to examine the factors that influence the level of public awareness in sorting household waste. The independent variables that were the focus of the study included age, gender, education level, and employment status. The findings of the analysis indicate that gender, education level, and employment status exert a substantial influence on awareness of sorting waste (p-value <0.05). The probability that a woman will sort waste is 5.5 times greater than that of a man. As demonstrated in Figure 1, respondents with high school and college education levels exhibited a 11.3- and 13.9-fold increased likelihood of sorting waste, respectively, compared to respondents with junior high school education. The presence of both student status and employment was found to have a substantial impact on the probability of waste segregation, with odds ratios of 62.44 and 34.08, respectively. In contrast, the age variable did not demonstrate a statistically significant effect; however, a tendency was observed indicating that the productive age group exhibits a greater degree of awareness regarding waste sorting in comparison to the elderly. The Hosmer and Lemeshow test demonstrated that the logistic regression model employed was appropriate (p-value = 0.072). This finding emphasizes the importance of educational, occupational, and gender-based approaches in developing strategies to enhance public awareness regarding household waste segregation.

Abstract

Bali is globally renowned as a popular tourist destination, celebrated for its natural beauty and cultural diversity, which serve as the main economic driver for the region. Despite the existence of regulations and policies concerning tourism safety, considerable challenges remain in their practical implementation. The primary issues stem from inadequate infrastructure development and limited government facilitation, resulting in suboptimal safety facilities and systems at various tourism sites. These conditions pose a risk of accidents and threaten tourist safety, ultimately diminishing confidence in Bali’s tourism sector. This study employs a qualitative, descriptive approach, combining direct observation and literature review to assess the safety and infrastructure conditions across multiple tourist destinations. It utilizes the tourism aspect framework to analyze the current situation related to safety and infrastructure. Furthermore, to provide effective recommendations for policymakers, this research adopts the sense of safety towards a tourist destination concept from Zou & Yu, aiming to comprehensively measure and understand tourists perceptions of safety. The findings indicate that many destinations in Bali have yet to implement effective and policy-compliant safety systems. The sense of safety towards a tourist destination approach highlights the critical roles of social actors, infrastructure, as well as human and technological factors in creating a secure and comfortable environment. An integrated approach is anticipated to enhance safety standards and restore tourist confidence in Bali’s destinations.

Abstract

The phenomenon of high population mobility has given rise to a non-permanent population group that continues to grow and poses administrative challenges. The objective of this study is to analyze the effectiveness of the implementation of orderly population administration for non-permanent residents in Tonja Village, Denpasar, which is an area with high mobility due to tourism activities. The research method employed is qualitative descriptive, with data collection techniques including in-depth interviews and observations involving seven informants: four non-permanent residents, two village officials, and one population registration officer. The findings of the study suggest that the efficacy of population administration is suboptimal, attributable to three primary factors: the limited awareness among non-permanent residents regarding reporting procedures, the constraints in human resources and service infrastructure within the village, and the challenges in adapting to the utilization of information technology in population services. The findings of this study indicate that the implementation of population administration for non-permanent residents necessitates comprehensive enhancement, including the augmentation of public awareness, the training of officials, and the fortification of technology-based and participatory service systems.

Abstract

Ekowisata spiritual merupakan jenis wisata yang dapat meminimalisir kerusakan lingkungan, terhubung dengan potensi sumberdaya alam, budaya, serta religi masyarakat setempat. Jenis wisata ini termasuk wisata minat khusus yang peminatnya terus meningkat. Dusun Brahmana Bukit terletak di Desa Cempaga Kabupaten Bangli, memiliki beberapa objek alam yang menarik namun belum dikembangkan. Nuansa alami ini perlu digali dan dikembangkan sebagai objek wisata, agar dapat meningkatkan kesejahteraan masyarakat setempat. Potensi Dusun Brahmana Bukit memenuhi kriteria untuk dikembangkan sebagai ekowisata spiritual. Tujuan pengabdian kepada masyarakat ini adalah merancang masterplan sebagai pedoman dalam penataan lingkungan, membantu mempromosikan serta memasarkan di media massa, memberikan pembinaan keberlangsungan sumber daya manusia. Metode observasi, wawancara, dan dokumentasi digunakan pada tahap penggalian data. Dilanjutkan dengan analisis, sintesa, dan transformasi gagasan pada tahap perancangan. Sosialisasi dan pendampingan digital marketing serta focus group discussion diterapkan dalam rangka pemasaran, pembinaan, dan pengembangan keberlangsungan sumber daya. Hasil pengabdian kepada masyarakat ini berupa gambar masterplan, gambar tiga dimensi dilengkapi dengan animasi, dihasilkan website “Toya Nyali Water Fall,” dan dapat dibentuknya Pokdarwis (kelompok sadar wisata) di Desa Brahmana Bukit dengan tugas mengembangkan potensi sumber daya manusia dan sumber daya alam. Dengan terjalinnya hubungan berkelanjutan dengan Dinas Pariwisata Bangli, objek wisata ini dapat dimonitor, dibina dan dievaluasi, untuk pengembangan yang lebih terarah dan berkesinambungan.
