Abstract

Purpose: Bali Province, a popular tourist destination, is facing challenges due to the "Foreign Tourist Invasion." This term refers to foreign tourists dominating the local economy by establishing illegal businesses, such as restaurants, tour services, and money changers. These operations often evade taxes and negatively affect local enterprises. Research Methodology: This study employed a qualitative descriptive approach using a case study method. Data were collected through in-depth interviews, direct observations, and document analysis in tourism hotspots, such as Kuta, Seminyak, and Nusa Dua. Results: The study reveals that tourism leakage is caused by the weak enforcement of regulations, the dominance of foreign-owned businesses, and minimal local community involvement. Consequently, most tourism revenue benefits foreign investors rather than local residents. Conclusion: To mitigate leakage, this study recommends strengthening community-based tourism (CBT), supporting local SMEs, enforcing tourism-related regulations, and diversifying tourism markets to include more domestic travelers. Limitations: The study's findings are geographically limited to major tourist zones in Badung Regency and rely on qualitative data, which may not fully capture broader statistical patterns across Bali, Indonesia. Contributions: This study provides strategic insights for policymakers and tourism stakeholders by highlighting the need for structural reforms in tourism governance. It also raises awareness of the long-term socioeconomic implications of unmanaged tourism and advocates for sustainable, inclusive tourism development rooted in local participation.

Abstract

Tujuan dari penelitian ini adalah untuk melihat bagaimana krisis fiskal Bali yang diperkirakan akan terjadi pada tahun 2025 karena defisit anggaran sebesar Rp. 691 miliar dan mengevaluasi reformasi kebijakan publik yang dapat dilakukan untuk menanganinya Metode Penelitian ini menggunakan sistem tinjauan literatur (SLR) untuk meninjau berbagai literatur tentang kebijakan fiskal daerah, pengelolaan defisit anggaran, dan pelaksanaan reformasi kebijakan publik dalam konteks pemerintahan daerah. Hasil menunjukkan bahwa faktor utama yang menyebabkan defisit anggaran Bali adalah tingkat efektivitas yang rendah, ketergantungan pada industri pariwisata, dan ketidakseimbangan antara pendapatan dan belanja daerah. Implikasi dari penelitian ini menekankan pentingnya perencanaan fiskal yang lebih adaptif dan inovatif guna menciptakan sistem keuangan daerah yang lebih stabil dan berkelanjutan di masa mendatang.

Abstract

In developing community-based tourism at Cemagi Beach, the Government always includes the community in decision making. Second, management of coastal tourist attractions provides direct and indirect benefits to the community. The community can directly feel the economic increase from beach tourism activities. Indirectly, the large number of visitors who come to beach tourism locations can see and introduce themselves to the customs and customs of the local community. Third, involve managers, government and the community regarding good development procedures. Fourth, the government always provides space for the community to maintain its culture. Then the factors that support the development of community-based tourism are natural beauty that is still preserved and also free tourist locations. Then the inhibiting factors are the lack of public awareness in maintaining environmental cleanliness and the absence of regulations governing it.

Abstract

Purpose: This community service aims to help develop Penglukatan Pancoran Solas Pura Taman Mumbul tourism to become an international spiritual tourism destination. Field data collection through observation, interviews and document study. Methodology: The analysis was carried out descriptively, analyzing the 4A components (Attraction, Accessibility, Amenities, Ancillary) and analysis SWOT (Strength, Weakness, Opportunities,Threats). Results: Based on the analysis in the field, the results obtained are that theologically the Pancoran Solas Taman Mumbul in Sangeh has eleven showers where each shower is a symbol of strength God Nawasanga guarding the nine directions of the compass. Therapeutically, painting Pancoran Solas is believed to be able to increase spiritual vibrations and neutralize negative forces in the human body. Based on explanation regarding the 4A component of Penglukatan Pancoran Solas Taman Mumbul Sangeh, the tourism potentials in Penglukatan Pancoran Solas Taman Mumbul Sangeh must be further developed. Seeing that marketing / promotion efforts have not been maximized, then the hope/impact obtained in community service is marketing/promoting the existence of Religious Tourism Penglukatan Pancoran Solas Taman Mumbul Sangeh through social media, thereby increasing the number of tourist visit. The existence of Pancoran Solas Taman Mumbul is a potential for religious tourism which is expected to help improve the economy of the surrounding community and support the development of tourism in Bali. Community participation is very important in managing the existing potential and maintaining the sanctity and sustainability of the Pancoran Solas Taman Mumbul melukat.

Abstract

Improving public service quality can be achieved through effective community aspiration and complaint services, as mandated by Law No. 25 of 2009. In North Denpasar District, the integration of requests and complaints into a unified system is lacking, leading to unresolved issues. The introduction of the Online Community Complaint and Information Service (LAPOR MASBRO) aimed to address this by providing a platform for public submissions and aspirations. However, the service has seen low participation, with many complaints still directed to the sub-district office. This study evaluates LAPOR MASBRO's effectiveness using descriptive qualitative methods and Budiani's theory of effectiveness. Results show the service is ineffective due to low engagement and lack of prominence. Recommendations include enhancing promotion and collaboration with other complaint services.

Abstract

This research analyzes the developing Mobility-as-a-Service (MaaS) policy in the Ubud tourism destination, aiming to support sustainable tourism. Using a qualitative descriptive approach, data was collected through interviews, observations, and document studies. The findings indicate that MaaS has the potential to improve public transportation integration, reduce traffic congestion, and lower the carbon footprint of tourists. However, challenges were found in three key areas: inter-agency coordination, user awareness, and digital infrastructure. This policy shows a positive direction toward an environmentally friendly and inclusive tourist transportation system. However, it requires a stronger institutional framework and cross-sector support to be effective.

Abstract

This research aims to evaluate the effectiveness of the free healthcare policy implemented by the Gianyar Regency Government in improving access to primary healthcare services for the community. Using a descriptive qualitative approach, data were collected through in-depth interviews, observation, and document analysis. The results show that the policy has a positive impact, leading to an increase in visits to community health centers, higher immunization coverage rates, and a decrease in complaints about medical costs. However, challenges remain in the availability of medical staff, the distribution of medicine, and the quality of services. The policy is considered effective, but it requires strengthening in its management and continuous evaluation.

Abstract

Abstract The performance of government agency employees is a result of work that is strongly linked to the agency's strategic goals, customer satisfaction, and contribution to the economy. Problems encountered include under-target program and activity implementation. The purpose of this study was to determine the reasons, inhibiting factors, and solutions to improve employee performance. This study used a qualitative descriptive approach. The results showed that employee performance at the Badung Regency Fisheries Office, based on indicators of responsiveness, responsibility, and accountability, was good, but productivity and service quality indicators were not yet optimal. Inhibiting factors for improving employee performance include a lack of employee interest and opportunities to participate in technical training in accordance with competencies, limited rotation between fields, inadequate communication between leaders and staff, a lack of competent human resources, and inadequate facilities and infrastructure. Solutions to overcome obstacles to employee performance include supporting the implementation of program activities so that they are realized as planned, facilitating employee competency development, building better communication, providing a budget for inadequate facilities and infrastructure, and proposing additional staff with specialized expertise in fish farming.  Keywords: Analysis, Employee Performance, Human Resources (HR)

Abstract

Abstract This study aims to analyze the governance of Village-Owned Enterprises (BUMDes) in enhancing Village Original Revenue (PADes) in Denpasar City, with a case study on BUMDes Puspa Harum Sejahtera in Tegal Harum Village. The research employs a descriptive qualitative approach, using data collection techniques such as interviews, observations, and documentation. The findings reveal that governance principles such as transparency, accountability, and participation have been optimally implemented. BUMDes Puspa Harum Sejahtera has contributed significantly to the village’s revenue annually. However, challenges remain, including limited human resources and a lack of awareness in other villages regarding the importance of establishing BUMDes. Strengthening institutional capacity, providing human resource training, and enhancing collaboration with stakeholders are identified as key solutions to ensure the sustainability of effective BUMDes governance. Abstract

Abstract As a form of transparency and accountability of local governments in preparing the Regional Revenue and Expenditure Budget (APBD) each year, the central government through the Ministry of Home Affairs has launched the Regional Government Information System (SIPD-RI) application. The use of SIPD represents the implementation of one element of e-government, namely e-budgeting. This application is expected to facilitate integration between local and central governments in realizing the vision of “One Data Indonesia.” This study aims to identify and analyze the implementation of SIPD-RI in the preparation of the APBD in Badung Regency. The research method used is qualitative descriptive. Data collection techniques include observation, interviews, documentation, and online data searching. The results of the analysis indicate that the implementation of SIPD-RI in the preparation of the APBD in Badung Regency has generally fulfilled the elements of successful e-government implementation, based on Jane E. Fountain’s theory of e-government development success. However, several challenges remain, including frequent system errors, data inconsistencies, inaccurate report outputs, and limited technical capacity of staff in using the SIPD-RI application and preparing the APBD. Solutions taken include coordinating with the Ministry of Home Affairs, providing consultation channels to address problems, and organizing technical guidance related to SIPD-RI in APBD preparation.
