Abstract

This study aims to determine the waste management of the environmental and land office of Sitaro district. This research was conducted using a descriptive method with a qualitative approach with data sources in the form of interviews, observations and documentation. The results of this study reveal that the Department of Environment and Land of Sitaro Regency has shown its role in managing waste so that it can be further processed that provides benefits for the environment. In carrying out waste management, the Environment and Land Office of Sitaro Regency through planning has been going well. However, the implementation of waste transportation is still very minimal because of the lack of accommodation for transportation of waste. Regarding education to the community, Department employees must always carry out effective communication so that collaboration is maintained to provide benefits for the community.  Keywords: Management, Management, Waste Management

Abstract

The purpose of this study is to find out the implementation of great urban village policies in public services in Bitung City. Qualitative research methods are also called naturalistic methods. For the results of this study, it can be seen that the policy standards for implementing the great village policy in Paceda Village have met the effectiveness criteria. And also this Great Kelurahan policy can be considered realistic to solve service problems so far because the service process provided is faster, transparent and uncomplicated and the standard of service provided is also easy for the public to access. The suggestions from the researchers are related to several problems in the application in the field where people who do not have cellphones/gadgets can coordinate with the head of the RT or head of the environment in the process of managing files via online in accordance with the policies of the Great Village. Keyword: Implementasion, Policy, Village, Public Sevice

Abstract

ABSTRAK Pada dasarnya Kredit Usaha Rakyat (KUR) merupakan suatu kredit atau pembiayaan modal kerja dan atau investasi kepada usaha mikro, kecil, menengah, dan koperasi di bidang usaha produktif dan layak namun belum bankableyang sebagian dijamin oleh perusahaan penjamin. Melalui program KUR, pemerintah mengharapkan adanya percepatan pengembangan kegiatan perekonomian terutama di sektor riil, dalam rangka penanggulangan atau pengentasan kemiskinan dan perluasan kesempatan kerja. Tujuan dari penelitian ini adalah untuk mengetahui pengaruh implementasi program Kredit Usaha Rakyat (KUR) terhadap pengembangan usaha mikro masyarakat di Kecamatan Tondano Utara Kabupaten Minahasa. Metode penelitian yang digunakan adalah metode penelitian kuantitatif. Sampel dalam penelitian adalah masyarakat yang tergolong dalam penerimaan pemberian Kredit Usaha Rakyat (KUR) sebanyak 40 responden. Hasil yang diperoleh dari penelitian ini yaitu; Implementasi Program Kredit Usaha Rakyat berpengaruh positif terhadap Pengembangan Usaha Mikro Masyarakat ditunjukkan dengan persamaan regresi Y = 29,440 ₊ 0,175X serta pengujian hipotesis dengan Uji-t yang menunjukkan nilai t hitung =6,789 lebih besar dari t tabel =1,686 dengan tingkat signifikan 0,000< 0,05 yang berarti bahwa Ho ditolak dan Ha diterima. Besar pengaruh yang ditunjukkan dengan koefisien determinasi dengan R Square sebesar 0,548. Hal ini dapat diartikan bahwa besar pengaruh implementasi program KUR terhadap variabel pengembangan usaha mikro masyarakat sebesar 54,8%.

Abstract

This study aims to determine the Strategy of the Agriculture and Plantation Office in Minahasa district in Increasing Agricultural Production. This study used qualitative descriptive method using SWOT data analysis. SWOT analysis is used with the Internal Summary Matrix (IFAS) and the External Factory Analysis Summary (EFAS) to show the current position of the organization. From the results of the data analysis, the Minahasa Regency Agriculture and Plantation Office is currently in a position between the Opportunities and Weaknesses sumbe, namely Quadrant III (W-O Strategy), where the Agriculture and Plantation Office in Minahasa Regency gets external opportunities, but on the other hand it experiences several internal obstacles/problems. So in such conditions the Department of Agriculture and Plantation needs to carry out a Trun Around strategy, namely fixing or minimizing internal organizational problems so that it can seize opportunities from outside well. Based on the results of the SWOT analysis, there are 13 strategic issues which are then continued with testing the strategic level of issues with the Litmus Test and through the Litmus test there are 8 issues that fall into the strategic category, namely issues about further developing agricultural facilities with adequate infrastructure and infrastructure support to further improve again the efficiency, productivity and sustainability of the agricultural sector, issues regarding providing agricultural education to farmers regarding the correct use of agricultural facilities, regarding how to operate, maintain and carry out preventive maintenance to minimize the risk of damage, issues regarding taking advantage of market opportunities that are still open so that further optimizing the role of farmer groups by cultivating idle land so that it can be utilized, issues about optimizing the use of agricultural infrastructure and facilities as well as further developing science and technology in existing agriculture such as tractors and irrigation channels, even though the amount of infrastructure is not much, issues about developing farmers' knowledge and skills to increase access to capital through the support of natural resources and wide open market opportunities, issues about focusing on increasing agricultural products and increasing farmers' knowledge, abilities and capital to strengthen their bargaining position in agriculture, issues about optimizing agricultural land use by support from existing natural resources, as well as having a clear comprehensive plan, to reduce land conversion due to many public needs, the issue of establishing an affordable and reliable agricultural insurance program to protect farmers from the risk of extreme weather changes and normal weather changes.

Abstract

The Internet of Things (Internet of Things ), also known as the connectivity of various physical objects to the internet for autonomous data exchange, has become an integral part of human life. Its impact extends beyond the conventional use of smartphones for social media, influencing diverse aspect of daily activities. This research focuses on exploring the extent to which women in the city of Manado engage with Internet of Things . Employing a descriptive qualitative approach, with theory of utilization and using phenomenological methods, the study utilizes a Combination Purposive sampling technique based on the analysis of individuals actively involved in various activity (Patton, 2002). Both secondary and primary data sources are employed with the researcher serving as the primary instrument. Initially, ten informants were selected, but to enhance information gathering, an online platform survey was distributed, resulting in responses from twenty one informants. The study reveals that women in Manado extensively leverage Internet of Things technology, particularly through Internet of Things – based application on smartphones, while also utilizing devices in their artificial environments due to their availability.

Abstract

This research aims to understand and comprehend the implementation of infrastructure development programs in Jirene Village, Nogy District, Lanny-jaya Regency in 2022. The data used in this research are primary and secondary data. Primary data was obtained through interviews using a prepared interview guide. The data analysis technique used is interactive analysis method. The results obtained regarding infrastructure development in Jirene Village show that the development of infrastructure in Jirene Village is still lagging behind and can be considered suboptimal, as seen from the construction of roads which is perceived as disturbing by the community, even though village budget should prioritize the welfare of the community. From this research, it can also be seen that the perception of the community towards road infrastructure development in Jirene Village is disappointing. The expectations of the community in Jirene Village regarding road infrastructure development are far from reality. The community in Jirene Village believes that the allocated budget for development has not resulted in tangible outcomes.

Abstract

Marore Island, which is part of the Sangihe Islands Regency, has for many years been a gateway and also a center for cross-border trade between the residents of the Sangihe Islands and the residents of the South Philippines. The strong inflow of goods then tends to be more "illegal trading". The Sangihe Islands Regency Government then tried to overcome this by issuing Sangihe Islands Regency Regional Regulation Number 4 of 2013 concerning the Standardization of Marore Cross-Border Service Posts. However, after more than 5 years of this policy being established, it turns out that the problems in the field have not been resolved. In fact, this cross-border trade tends to expand and shift to the capital area of the Regency, namely to the city of Tahuna and also to the sub-district of Peta. On the basis of this reality, research is carried out to find weaknesses and shortcomings in the implementation of this policy. The goal is to produce relevant and appropriate policy designs to overcome this problem. This study is designed using a descriptive qualitative method and uses the policy implementation theory from Jones (1984) which states that policy implementation is related to aspects of organization, interpretation, and application. The output of this research is aimed at academic interests and practical interests. The academic interest is to obtain IPR and the practical interest is to be used as a concrete academic proposal for the re-design of the Sangihe Islands Regency Regional Regulation Number 4 of the Year concerning the Standardization of the Marore Cross-Border Service Post.

Abstract

Penelitian ini menganalisis implementasi kebijakan penempatan Aparatur Sipil Negara (ASN) pada jabatan struktural di Badan Kepegawaian dan Pengembangan Sumber Daya Manusia Kabupaten Puncak pada periode 2018-2024. Tujuan penelitian ini adalah untuk menganalisis dan mendeskripsikan implementasi kebijakan dalam penempatan ASN pada jabatan struktural di BKPSDM Kabupaten Puncak. Penelitian ini menggunakan desain penelitian kualitatif. Hasil penelitian menunjukkan bahwa komunikasi yang baik antara Bupati, Sekretaris Daerah, dan Kepala Badan Kepegawaian sangat penting dalam penempatan ASN. Implementasi kebijakan seringkali dipengaruhi oleh faktor politik, yang terkadang mengabaikan kualifikasi dan prestasi ASN. Selain itu, pelaksanaan Peraturan Pemerintah Nomor 100 Tahun 2000 dan Peraturan Bupati Nomor 29 Tahun 2021 tidak sepenuhnya efektif, terutama dalam hal objektivitas penilaian kinerja dan disiplin ASN. Lingkungan kebijakan yang meliputi aspek sosial, ekonomi, dan politik juga mempengaruhi implementasi kebijakan. Faktor politik sering mendominasi keputusan penempatan ASN, yang berdampak pada kinerja dan hasil yang dicapai. Kesimpulan dari analisis data dan temuan lapangan menunjukkan bahwa implementasi kebijakan penempatan ASN pada jabatan struktural BKPSDM Kab. Puncak belum berjalan efektif.

Abstract

Talaud Islands Regency is a regency in the province of North Sulawesi located on the border of Indonesia and the Philippines. This area has enormous fisheries potential, characterized by high illegal fishing activities by foreign fishermen in the region. Most of the fish sold in the central fish market in General Santos (Philippines) comes from these islands. The government has implemented various special stimulus programs to empower traditional fishermen, but the poverty rate of fishermen in the region has not changed significantly. The study was conducted in two stages. The first stage is to try to find the right methods to empower fishermen in the region so that they have better socioeconomic skills. The second stage is to implement an empowerment model that will make the socio-economic quality of targeted traditional fishermen will increase. The results of the study found that the cause of significant changes in the quality of social and economic life of fishermen (small fishing), rooted in the power of nepotism in the implementation of the policy. Fishermen empowerment policies in the form of fresh financial assistance and marine infrastructure, are given to the wrong targets. Assistance is not given to small fishing groups but established fishing individuals (boat owners "pajeko"), or in other communities (artisans and farmers) who do not work as fishermen. In conclusion, it is urgently needed to change the behavior of decision makers, especially those responsible for improving the quality of life of small fishermen.
