Abstract

Current conditions indicate that the personnel of the apparatus is very far from what should be displayed by the personnel of the current apparatus which shows low professionalism, including KKN practices involving apparatus, inappropriate numbers, services for convoluted communities living in patron patterns, clients, less creative and innovative. According to the theory of Mustopadidjaja (2003), the aim of implementing bureaucratic reform is to improve bureaucratic performance to be more effective and efficient, the creation of bureaucracies that are professional, neutral, transparent, democratic, independent and have integrity and competence in carrying out their duties and responsibilities state servants, good and clean government, free from KKN and improve the quality of services to the community. While the quality of public service is the quality of service for bureaucrats to the community that is able to meet the desires or needs of the customer / community. Sinambela (2006: 6-8). For the sake of the realization of an ideal government, the bureaucracy must be a servant of the community. One of the important tasks of the bureaucracy is to provide excellent service for the community. Therefore good public service is one measure of the success of bureaucratic reform. In this study using quantitative research methods and data collection techniques using questionnaires / questionnaires for primary data collection distributed to all employees totaling 36 while the community amounted to 36 so the total sample is 74 people. The results of the study generally explain that there is an effect of bureaucratic reformation on the quality of public services in the Population and Civil Registration Office of the city of Manado, but the changes have not been significant.Keyword: Bureaucratic reform, Quality of public services

Abstract

Abstract: Finance and Development Superfisory Agency is a non – departmental institution formed onlyby Presidential decree.Where many people judge needs to be done over the dissolution of theFinance andDevelopment Superfisory Agency,the reason is because it is necessary for both power and efficiency ofpublic spending because it has too many institutions existing internal control. This research is done onthe employees of Finance and Development Superfisory Agency in North Sulawesi.Thepuspose of thisstudy was to determine the performance of the Finance adnDevelpoment Supervisory Board role inserving the community. The analytical method used is descriptive method in the from of field that isrequired in this study is derived from the result of interviews,field notes and photos- photos as afield.Then the fields obtained by researchers, it will be the field using an interpretive approarch,whereresearchers interpret the meaning of the field that has been collected by giving attention and record asmany aspects studied at the time.Keywords : Performance:Finance and Development Superfisory Agency

Abstract

Abstrak: The system of Licensing and Investment information services Electronically (SPIPISE) is theinnovation of public service that aims to bring about the licensing service and non-licensing better. Thesystem of Licensing and Investment information services electronically allows investors to do simplylicensing arrangements, cheap, efficient, and predictable. The system of Licensing And Investmentinformation services Electronically also provides convenience for officers of the capital investmentCoordination Agency (BKPM) and Integrated Service of one door (PTSP) to do the validation and get datain processing the application for the investment into capital investment coordination board authority norone door Integrated Services. The system of Licensing and Investment information services electronicallyhas three (3) main menu; information capital investment, capital investment and Supporting Services.Implementation of the system of Licensing and Investment information services electronically viewed from4 implementation theory according to Edward III, namely: communication, resources, attitudes andbureaucratic structure. This research uses descriptive method of kualitatif approach through an in-depthinterview to 10 (ten) informants, observation and search additional documents in the form of a list ofguidelines for interviewing, recording device and stationery to write. Abstract

Tahun 1975, pemerintah Indonesia dan Philipina menandatangani Border Crossing Agreement untuk mengatur hubungan lintas batas penduduk Pada dasarnya ada 3 hal yang diatur yaitu : Visit of Relatives, Religious worship, Pleasure. Kenyataannya kemudian, aktivitas lintas batas antara penduduk dua negara ini, sudah jauh bergeser dari kesepakatan yang tertuang dalam BCA. Hasil penelitian membuktikan asumsi yang diajukan bahwa hubungan lintas Batas sudah “keluar” dari isi Border Crossing Agreement antara Indonesia – Philippina. Dari penelitian juga ditemukan bahwa sentra perdagangan ternyata adalah di Pulau Marore. Sementara Pulau Miangas adalah tempat transit perdagangan. Dari evaluasi dengan menggunakan teori analisis dampak silang dari Dunn (1990) ditemukan bahwa : 1. Dampak sosial. Nilai-nilai budaya lokal tidak terdeterminasi oleh intensitas hubungan antara dua penduduk. Dampak sosial yang menonjol adalah hanya pada pilihan-pilihan penggunaan kebutuhan primer yang lebih banyak menggunakan produk-produk Phillipina, yang disebabkan empat faktor, yaitu soal harga yang lebih murah, biaya, jarak dan kualitas. 2. Dampak Ekonomi. Pengamatan lapangan memperlihatkan, transaksi jual beli lebih banyak memberikan keuntungan pada pihak penduduk Phillipina Selatan. Meskipun memberikan keuntungan bagi nelayan lokal, hasil tangkapan ikan yang dibawa ke General Santos dan dijual kembali dengan harga yang jauh lebih tinggi. Sentra-sentra perdagangan di Talaud dan ternyata juga di kepulauan Sangihe, lebih banyak memasarkan produk-produk jadi dari Phillipina. Sementara barang-barang jadi yang dijual ke Phillipina adalah barang-barang kebutuhan primer yang bukan produk lokal (Talaud dan juga Sangihe) 3. Dampak Politik.Untuk Kepentingan mendapatkan dana dari Pusat, maka perdagangan perbatasan yang lebih menguntungkan ketimbang perdagangan ke “dalam”, ketertinggalan pembangunan infrastruktur dibandingkan daerah-daerah lain di Indonesia, menjadi “andalan” beberapa aktor politik lokal untuk mengangkat isu melepaskan diri dari Negara Kesatuan Republik Indonesia. Adapun kesimpulan dari penelitian ini bahwa Border Crossing Agreement sudah urgen untuk segera di update oleh karena sudah tidak sesuai dengan kenyataan di lapangan. Saran dari penelitian ini adalah BCA harus diikuti dengan MOU yang lebih teknis yang juga meliputi pengaturan perdagangan perbatasan._____________________________________________________________________________Kata kunci: Evaluasi Dampak, Border Crossing Agreement, illegal trading, simplikasikebijakan.

Abstract

The Organizational Structure of the Regional Secretariat of the Southeast Minahasa Regency hasbeen effective. In other words, the regional secretariat organization of the Southeast Minahasa district isnow able to create or realize the implementation of the main tasks and functions of the area secretariateffectively. The effectiveness of the organizational arrangement of the Southeast Minahasa regionthe secretariat can be demonstrated by several criteria: rationality, according to needs, efficiency, can functionoptimally, can target optimal results, can use the budget appropriately and efficiently, able to anticipate thedevelopment and improvement of tasks/jobs and able to overcome problems or obstacles/obstacles that arisein the implementation of tasks and functions. Based on the conclusions from the results of the study it issuggested that the analysis of organizational needs is always done periodically and continuously so that thefuture of the organization of the Regional Secretariat of the Southeast Minahasa Regency will be moreeffective in carrying out its duties and functions as mandated by applicable law.Keywords: Effectiveness, Organizational Structuring

Abstract

The purpose of this research is to know Tourism Development In Pilau Nau Waropen Regencyof Papua Province. This research uses quantitative approach method. Tourism Development Can be seenfrom three Indicators about Tourism Development proposed by Djoko Wijono Namely Akstraksi (Promote),Amenitas (Provision of Facilities), and Aksebilitas (infrastructure facilities). The research informants wereHead of Tourism, Head of Object and Attractions, Head of Tourism Destination Management Section,Tourist, totaling 6 people. Data was collected using interview guidelines, while the analytical technique usedwas interactive model analysis from Miles and Hubernan.Based on the result of data analysis, it is concluded that the Tourism Development In Nau Islandis seen from the indicator of Akstraksi (Promosikan), Amenitas (Provision of Facilities) is still not good.Based on the research results can be recommended suggestions: 1. In the development of Nau Islandtourism in Waropen district, local government khsusnya Tourism Department needs to promote tourism bymaking events Waropen cultural festival as a way to attract tourists sympathy towards Waropen island. Inaddition Tourism Department should be intensely promoting through the website for outside tourists to knowthe beauty of tourism island Nau. 2. In order for Nau Island tourism to become a favorite tourist destinationfor both local and foreign tourists, the local government through the Tourism Department should buildhotels and cellular networks, because if seen in the field that the problem of lodging and cellular jeringanis still a major obstacle for tourists.Keywords: Tourism Development.

Abstract

This research is motivated by the most prominent problem in Indonesia, namely poverty. One waythat the Indonesian government has done to reduce the problem of poverty is to provide assistance to thepoor, commonly referred to as social assistance or social assistance. Social Assistance is a transfer ofmoney or goods given to the community to protect against the possibility of social risks and to improve thewelfare of the community. To minimize the problems of social welfare, especially poverty, the Governmentof Indonesia has various prevention programs, one of which is a social assistance based program, theFamily Hope Program (PKH). Tomohon City is one of the cities in Indonesia that was targeted by theprogram. The method used in this research is quantitative method. While the instruments and datacollection techniques are interviews and questionnaires. Then, the analysis technique used is simple linearregression analysis to test the effect between variables. Based on research carried out and continued byanalyzing the data obtained, that the implementation of the family hope program has an influence on thewelfare of the community in Kinilow Village, Tomohon Utara District, Tomohon City.Keywords: Program Implementation, Community Welfare

Abstract

Di era globalisasi seperti sekarang ini setiap instansi atau lembaga dituntut untuk menjadikansumber daya manusia yang berkualitas dengan cara mengembangkan potensinya agar mampubersaing dan menciptakan inovasi baru. Tujuan Penelitian untuk mengetahui hubungan disiplin dansemangat kerja terhadap produktivitas kerja ASN di Dinas Pendidikan Daerah Provinsi SulawesiUtara. Setiap instansi pemerintah maupun swasta diperlukan adanya produktivitas kerja untukmencapai tujuan yang telah ditetapkan. disiplin kerja adalah suatu sikap, tingkah laku danperbuatan yang sesuai dengan peraturan dari perusahaan baik yang tertulis maupun tidak. semangatkerja merupakan kemampuan sekelompok orang untuk bekerjasama dengan giat dan konsekuendalam mencapai tujuan bersama...Sampel penelitian adalah sebanyak 116 orang. Hasil penelitianmenunjukkan terdapat hubungan yang signifikan disiplin kerja, semangat kerja terhadapproduktivitas kerja ASN di Dinas Pendidikan Daerah Provinsi Sulawesi Utara.Kata Kunci : Disiplin Kerja, Semangat, Produktivitas

Abstract

In general, when people talk or hear the term Management Information System (MIS), then reflected in their minds is a system that was created to carry out-processing the data into information to be used by an organization or certain parties who need information about. Based on the identification of the problem, it can be formulated problems in this study, namely: "how the management of national land management information system (SIMTANAS) in support of the effective implementation of the tasks of land in the city of Ternate Land Office". This study aimed to describe the management of national land management information system (SIMTANAS) in support of the effective implementation of the tasks of land at the Land Office of Ternate.Referring to the results of research, as has been noted in the previous section, it can be drawn some conclusions, as follows: The results showed that the implementation of the eight principles SIMTANAS at the offices of the Land of Ternate, in general has been running well, but has not been optimal so that some criteria / indicators that have not achieved the relevance, timeliness and consistency. The effectiveness of the implementation of the tasks of land, especially in the Land Office of Ternate, in general has been running as expected, although not yet reached the optimal result that some of the criteria effectiveness of the implementation of the tasks of the land has not been achieved, namely the ability of initiative, creativity and responsibility, satisfaction work, the quality and quantity of work. SIMTANAS support the effectiveness of the implementation of the tasks of land, especially in the Land Office Ternate pretty good, although not yet fully achieved. Not optimal SIMTANAS dikungan on the effectiveness of the implementation of the tasks indicated by the weak land some SIMTANAS performance indicators, such as relevansi, timely and consistency. Based on some of the results of all this research, it can put forward some suggestions as follows: In order to optimize the implementation of the principle of SIMTANAS at the Land Office of Ternate, it is necessary to spur the implementation of some of the principles that have not been achieved, the principle of relevance, timeliness and consistency. To optimize the effectiveness of the implementation of the tasks of land, it is necessary to accelerate the ability of initiative, creativity and responsibility, job satisfaction, quality and quantity of the work of employees, especially at the Land Office of Ternate. To increase the carrying capacity SIMTANAS on the effectiveness of the implementation of the tasks of land at the Land Office of Ternate, need to work on improving the performance of some of the principles SIMTANAS, such as relevance, timeliness and consistency by improving the system equipment and job skills training, both for power electronic engineering and power fieldworkers.Keywords: National Land Systems

Abstract

The purpose of this study is how the effect of organizational structure on performance in the tourismdepartment of South Bolaang Mongondow Regency. This study uses quantitative methods, the populationand sample in this study amounted to 32 samples. The instruments and data collection techniques used werequestionnaires. The analysis technique used to test the hypothesis of simple correlation statistical analysis orproduct moment chore. Based on the results of data analysis, conclusions are drawn: 1) OrganizationalStructure has a positive and significant effect on performance in the tourism department of South BolaangMongondow Regency. This means that the better the organizational structure, the higher the performance inthe tourism service; 2) Organizational Structure has a significant correlation and determination(determination) on performance in the tourism department of South Bolaang Mongondow Regency. Thismeans that the Organizational Structure is one of the dominant determinants of tourism performance in theagency.Kata Kunci : Organization, Performance, Tourism
