Abstract

Indonesia is a country that has very many tourist objects to go. With that, Indonesia has the capital to attract foreign tourist to visit Indonesia. The presence off oreign tourists does have a good influence on Indonesia, especially in economic sector. To support this, the Presidential Regulation No. 21 of 2016 concerning visa-free visits was made. Policies taken by the government to make it easier for foreign countries to visit Indonesia. Including the province of North Sulawesi, which is now the focus of research. By using qualitative methods, so as to obtain data through direct observation and in-depth interviews with several informants. The results of this study indicatethat, in terms of communication has been going well. Then in terms of resources it is good, butt here must be additional staff becauseof a short age of workers. Then from the disposition or attitude of the employee, it has gone very well. From the bureaucratic structure it has also been arranged very well. However, in this policy, there are still problems, which is theuse of visa-free visits for those who have not fully understood this policy. Then, there are too many countries granted visa exemptions to Indonesia, whichis 169 countries.Keywords: implementation, visit visa-free policy.

Abstract

Abstract: Transparency is a principle that guarantees access or freedom for everyone to obtaininformation about the administration of government, namely information about policies, the process ofmaking and results achieved, transparency is needed and required to be done in institutions or anypublic institution that has an interest in the public, Building transparency in the management of zakatwill create a good control system between two parties, namely institutions and stakeholders, because itdoes not only involve internal parties but also external parties. This research uses descriptive researchtype with a qualitative approach. Data collection techniques in this study used in-depth interviewtechniques with informants related to the research and also direct observation at the research locationand using literature study. The purpose of this research is to be able to describe how the transparencyof zakat fund distribution services at the office of the amil zakat agency in North Sulawesi province.Based on the results of the study it can be seen that the transparency of zakat services carried out by theamil zakat agency of North Sulawesi province has been done transparently, this can be seen from howthe North Sulawesi provincial baznas, provide so much access to information, both through applicationservices and directly , Baznas also often conducts the distribution process of zakat by inviting Muslimsfrom various groups to get involved, although it can be seen that the involvement of the people in termsof supervision and involvement in the distribution process of zakat is still lacking, this can be seen fromthe lack of understanding of Muslims towards the management process zakat. Abstract

Embodiment and real commitment from government service provided is in the form of performance. In Reinventing Governmentmovement, performance is no longer me asured by how much input and how the procedures in the journey to achieve an output as the commonly held, but with emphasis on the end result that really-really felt the customer sort he public (Osborne &Geabler, 1993;Barzesley, 1992; Osborne&Plastrik, 1997). The Assertion is based on the fact that the government's accountability to the public during this time, which is manifested in the form of Performance is still very minimal. One of the problems in the public service are often people complain about the service in the manufacture of Electronic Identity Card(e-KTP), the e-KTP program is program launched by the Ministryof Internal Affairsof the Republic of Indonesiain February 2011. And that is examined in this case is District Government performance of services Identity Card(e-KTP) as a service provider inWestern Passisub-District Office. Research Methodology: This study use da descriptive qualitative research methods throughin-depth interviews to15 informants, observation, and tracking of documents in aid with additionalin strumentssuch as interview guides, tape recorders, and stationery. Results:Based on performance indicators Productivity, Quality of Service, Responsiveness, Responsibility, and Accountability, it is known that the performance of the District Government in the creation of e-KTP service is quite good although there are still some problems such as the destruction ofrecording equipment service activities that cause the creation of e-KTP inhibited. Conclusion: The performance of the sub-District Government of west Passian e-KTP  card service based on research at the west Passi sub-District Office can be said is good enough. Abstract

Abstract : This research aims to know the performance of The Village Council Deliberations in the Organization of the Government on the District Southern Likupang. The Village Council Deliberations is a legislative institution of the village stand on behalf of the community. The Village Council Deliberations is an institution which has the task to set the rules of the village, accommodating and channelling the aspirations of the community. But in fact came the gap between reality and expectations, which in the exercise of duty Village Council Deliberations is not maximum The methods used in this research is qualitative, descriptive with the techniques of primary and secondary data collection is done with the interview, observation and documentation study. As for being informants among other things: 1 the head of district,  7 the village chief, 7 head of The Village Council Deliberations and 14 people total informants is 29 people in 7 villages in district South Likupang. The research results showed that the performance of The Village Council Deliberations in district South Likupang seen from the implementation of functions which in size with performance measurement indicators (Productivity, Responsiveness, quality of service, corporate responsibility and accountability) is still not optimal. For example in carrying out the task of supervision in all lines is still insufficient, additionally in the hold and disburse the aspirations of society also have yet to pan out. His stuff is so in conducting the election of the members Village Council Deliberations there are often government intervention from the village, it does have an impact on the performance of the membership many inactive in the Organization's work does work. Views of the administrative management are still very bad. So is the case with transparent from The Village Council Deliberations to society that votes haven't been fullest. Referring to the conclusions above, shall recommend in a good cooperation between Government, communities, villages, with The Village Council Deliberations, then County Government shall facilitate the work of The Village Council Deliberations by holding trainings, the main thing in this case is also the awareness and responsibility of each Member of The Village Council Deliberations in their job they are already on the community entrust to them. Abstract

Tujuan penelitian ini adalah untuk mengetahui pengaruh komunikasi kepala balai terhadap kinerjapegawai di Kantor Balai Pemantapan Kawasan Hutan Wilayah XXII Kendari. Penelitian inimenggunakan metode kuantitatif. Responden penelitian adalah sebanyak 44 orang pegawai di KantorBalai Pemantapan Kawasan Hutan Wilayah XXII Kendari. Instrumen dan teknik pengumpulan datayang digunakan adalah kuesioner dan dibantu dengan wawancara terstruktur (interview quide).Teknik analisis yang digunakan untuk pengujian hipotesis analisis statistik korelasi sederhana ataukoreasi product moment. Dari hasil penelitian dengan menggunakan analisis regresi linear sederhanadiketahui bahwa komunikasi kepala balai punya korelasi dan daya penentu (determinasi) yangsignifikan terhadap kinerja kerja pegawai yang berarti bahwa pengaruh variabel bebas terhadapvariabel terikat adalah sebesar 27,0% sisanya 83,0% dipengaruhi oleh faktor lain di BalaiPemantapan Kawasan Hutan Wilayah XXII Kendari. Dalam penelitian ini dapat disimpulkan bahwasemakin baik komunikasi kepala balai maka semakin tinggi kinerja pegawai di Kantor BalaiPemantapan Kawasan Hutan Wilayah XXII Kendari.Kata Kunci : Komunikasi, Kinerja, Pegawai

Abstract

Tujuan penelitian ini untuk mengetahui bagaimana hasil evaluasi logistik alat kesehatan di puskesmasUPTD pinolosian kabupaten bolaang mongondow selatan. Metode penelitian yang digunakan dalampenelitian ini yaitu metode penelitian deskriptif dengan pendekatan kualitatif. Pengumpulan data dalampenelitian ini dilakukan melalui wawancara, observasi dan pengumpulan dokumen. Sedangkan teknikanalisis data yang peneliti gunakan adalah kualitatif dengan analisa deskriptif Moleong Lexy.Berdasarkan hasil penelitian dapat di tarik kesimpulan bahwa Evaluasi Logitik Alat Kesehatan diPuskesmas UPTD Pinolosian merupakan serangkaian prosedur untuk menilai suatu program danmemperoleh informasi tentang keberhasilan pencapaian tujuan. Serta merupakan suatu proses untukmemungkinkan kualitas pengadaan Alat Kesehatan. Dengan adanya evaluasi maka puskesmas dapatmengetahui apa saja alat kesehatan yang perlu di tambah dan apa saja alat kesehatan yang sudah tidaklayak digunakan serta perlu dilakukan penghapusan barang, dalam hal ini yang berperan peting dalamevaluasi yaitu Dinas kesehatan.Kata Kunci : Evaluasi Logistik Alat Kesehatan di Puskesmas

Abstract

Tujuan penelitian ini adalah untuk mengetahui bagaimana pengelolaan pendidikan sekolah menengahpertama Daerah Perbatasan di kecamatan Tabukan Selatan Kabupaten Kepulauan Sangihe ProvinsiSulawesi Utara.Penelitian ini menggunakan metode pendekatan deskriptif kualitatif. Pengelolaan pendidikan sekolahmenengah pertama daerah perbatasan dilihat dari empat indikator pengelolaan menurut George RTerry, yaitu perencanaan, pengorganisasian, penggerakkan dan pengawasan. Informan penelitian iniadalah kepala sekolah, siswa dan tenaga pengajar. Pengumpulan data menggunakan pedomanwawancara, sedangkan Teknik analisis yang digunakan adalah analisis model interaktif model dariMiles dan Huberman.perencanaan pendidikan Sekolah Menengah Pertama Daerah Perbatasan di Kecamatan Tabukan-Selatan sudah cukup baik dilihat dari ketersediaan sarana, prasarana serta tenaga penagajar yangsudah cukup memadai.Pengorganisasian Proses pengorganisasian pendidikan merupakan proses yangmelibatkan berbagai pihak, yakni kepala sekolah, guru dan Siswa. Mereka selalu bergerak secarabersama-sama sebagai satu kesatuan. Dan untuk memadukan gerak langkah tersebut diperlukansuatu garis koordinasi yang mantap. Penggerakkan fungsi penggerakkan sudah berjalan dengan baiksehingga semua siswa mampu terdorong untuk menyalurkan minat dan bakatnya masing-masingserta mampu mengikuti kegiatan perlolmbaan antar sekolah. Setiap siswa juga mampu lulus sesuaidengan standar mata pelajaran (KKM) yang ada, terlebih sudah tidak adalagi siswa yang putussekolah.Pengawasan proses pengawasan sudah berjalan dengan baik dimana Kepala sekolah selalumemantau kegiatan-kegiatan sekolah serta kinerja para guru.Kata kunci : Pengelolaan, Pendidikan Menengah Pertama, Daerah Perbatasan

Abstract

The Bureaucratic Structure Reform Policy aims to streamline the existing structure, in this case it aims tostrengthen strategic functions that were not previously accommodated and accommodated by the newstructure and increase public satisfaction with the performance and services of the North SulawesiProvincial Social Service. However, these hopes have not been maximally achieved. Therefore, this studyis proposed to answer questions about the Impact of the Bureaucratic Structure Reform Policy in theSocial Service of North Sulawesi Province. In this study, using the policy impact theory from JamesAnderson, the impact of policy can be seen based on 5 dimensions that can be used as a benchmark.Expected policy impact (intended consequences). Policies may have an impact on situations or groupsbeyond the target or purpose of the policy being made. The impact of the policy is likely to have an impacton current and future circumstances. The impact on direct costs, direct costs speak of the direct costsincurred to finance public policy programs. Policies may also have indirect costs that are borne by societyor some members of society as a result of public policies, for example regarding anxiety, discomfort, costsof social chaos, satisfaction, or even aesthetic costs. In this study, using a qualitative descriptive researchmethod, namely through interviews with 8 informants in direct observation, and looking for documentsrelated to policy, assisted by recording devices and writing instruments. The results of this study generallyexplain that the impact of this Bureaucratic Structure Reform policy has not fully achieved the expectedresults.Keywords : Policy Impact, Bureaucratic Structure Reform.

Abstract

Transparansi merupakan salah satu prinsip yang dapat menjamin akses atau kebebasan bagi seluruhmasyarakat untuk memperoleh informasi tentang penyelenggaraan dan pengelolahan yang dilakukanoleh pemerintah. Transparansi dalam pengelolahan dana desa harus dilaksanakan secara maksimal,sehingga tujuan untuk pemerataan kesejahteraan masyarakat dapat terwujud. Berdasarkan undangundangNo. 6 Tahun 2014, Dana desa merupakan dana yang bersumber dari Anggaran Pendapatandan Belanja Negara (APBN). Penelitian ini menggunakan pendekatan kualitatif dengan jenis penelitiandeskriptif, Penelitian kualitatif merupakan penelitian yang memfokuskan pada fenomena-fenomenadan kegiatan untuk mengetahui pandangan secara mendalam terhadap karakteristik umum yangterjadi dalam kehidupan masyarakat baik secara individu maupun kelompok. Sesuai dengan rumusanmasalah dan tujuan penelitian ini maka yang menjadi focus pembahasan transparansi pengelolahandana desa oleh pemerintah dalam pelaksanaan pembangunan di desa kuma selatan yang menurutkristianten (2006:73) bahwa yang dapat digunakan untuk mengukur transparansi pengolahan danadesa yaitu : ketersediaan dan aksebilitas dokumen anggaran, kerangka regulasi yang menjamintransparansi, keterbukaan proses, kejelasan dan kelengkapan informasi dalam dokumen anggaran.Kata Kunci : Transparansi, Pengelolaan, Pembangunan, Pemerintah

Abstract

Penelitian ini dilakukan untuk mengetahui bagaimana partisipasi msyarakat dalampenanganan kebersihan sungai di Kelurahan Mahawu Kecamatan Tuminting Kota Manado.Teori yang digunakan yaitu partisipasi masyarakat dalam penerimaan program dan kebijakanyang berkaitan dengan kebersihan lingkungan, partisipasi masyarakat dalam pemanfaatankebersihan lingkungan, partisipasi masyarakat dalam pemeliharaan kebersihan lingkungan.Data yang diperoleh dalam penelitian ini yaitu melalui observasi, wawancara dan dokumentasiyang kemudian di analisis sehingga menjadi satu kesimpulan. Hasil penelitian menunjukkanbahwa partisipasi masyarakat dalam menjaga kebersihan sungai di Kelurahan MahawuKecamatan Tuminting Kota Manado dilihat dari penerimaan atas program pemerintah yangberkaitan dengan penanganan kebersihan didukung serta diterima dengan baik olehmasyarakat tetapi belum semua masyarakat melakukannya dengan baik. Pemanfaatan danpemeliharaan kebersihan lingkungan, masyarakat turut berpartisipasi dalam pemanfaatanfasilitas pengangkut sampah yang ada. Pemeliharaan kebersihan lingkungan belum semuamasyarakat yang berpartisipasi dan menyadari betapa pentingnya menjaga dan memeliharakebersihan lingkungan.Kata Kunci : Partisipasi Masyarakat, Kebersihan Lingkungan
