Abstract

Halal tourism is one of the emerging sectors in the halal industry. The article aims to identify the main problems, solutions, and strategies for developing a model of halal tourism. The qualitative and quantitative approaches are used in this article, including in-depth interviews and expert group discussions with the community leaders, academics, culinary and travel entrepreneurs, local tourism board, hotel entrepreneurs, and tourists representing halal tourism stakeholders. The data was complemented with research questionnaires and compiled using the Analytic Network Process (ANP) method, with Super Decision as a data processing tool. The article provides empirical insights into halal tourism in Indonesia, focusing on the root cause, the outcome of solutions, and the formulation of a future development strategy. Government-related issues remain the main priority, followed by community and halal facilities entrepreneur issues (hotel, travel, and halal food). The results showed that the priority problem in developing halal tourism in Indonesia is infrastructure problems. The solution is to build adequate road infrastructure, repair damaged roads, and complete road direction to halal tourism locations in every region of Indonesia. Halal tourism goals in Indonesia can be realized by implementing a functional synergy between the government and the local community.

Abstract

This study systematically synthesizes and critically evaluates the application of Protection Motivation Theory (PMT) in explaining organizational cybersecurity behavior, addressing conceptual fragmentation in prior research through the integration of protection habit and cybersecurity awareness into an extended PMT framework. A Systematic Literature Review (SLR) was conducted in accordance with PRISMA 2020 guidelines, drawing on peer-reviewed studies published between 2015 and 2025 retrieved from Scopus-indexed and major academic databases using structured Boolean search strategies. Following duplicate removal, screening, and full-text eligibility assessment, 35 studies were included and analyzed through thematic and narrative interpretative synthesis. The findings indicate that coping appraisal particularly self-efficacy consistently exerts a stronger influence on cybersecurity behavior than threat appraisal. However, sustainable compliance is reinforced by protection habits and cognitively mediated by cybersecurity awareness, suggesting that PMT functions as a dynamic motivational system rather than a static cognitive model. The study contributes theoretically by reconceptualizing protection habit as a behavioral reinforcement mechanism and cybersecurity awareness as a translational mediator within the PMT structure, thereby proposing an integrative behavioral-system model to enhance theoretical coherence and contextual applicability in organizational cybersecurity research.

Abstract

The Satu Wakaf Indonesia application is a new platform for digital waqf, which necessitates a strategic policy for its development. The needs of strategic policy stand from the current problems that occur in the implementation of the application. The objectives of this study are: (1) the key sub-elements of the Satu Wakaf Indonesia development strategy, and (2) The Satu Wakaf Indonesia development strategy using the ISM approach. The research method used is a qualitative method with the Interpretive Structural Modelling (ISM) approach. The data source for this study is the results of filling out questionnaires by expert informants. The results of the study show that the key sub-elements in the needs and objectives are the same, namely related to the importance of the Satu Wakaf Indonesia program regulation. In the element of constraints are associated with the low literacy of the community waqf, the lack of publication, the lack of professionalism of Nazhir and the lack of legal support. The activity elements found need coordination between BWI, Nazhir, Ministry of Religion, BAZNAS, and local governments and related institutions. The strategy for developing the Satu Wakaf Indonesia program is the following. First, hold a transparent publication. Second, increase the professionalism of Nazhir with support and provision of facilities from the government. Third, provide legal protection for the Satu Wakaf Indonesia program. This is to ensure the problems related to the Satu Wakaf Indonesia application can be resolved and the community will feel safe making waqf through Satu Wakaf Indonesia.

Abstract

The modern halal industry is not just associated with the food industry, but also with the tourism sector. In light of Islamic Financial Institutions, the objective of this study is to identify solutions for advancing waqf-based halal tourist development.  This study employs a qualitative methodology based on the Analytic Networking Process (ANP). Academics, practitioners, and regulators in the fields of halal tourism and waqf served as this study's expert informants. The primary obstacle to the growth of waqf-based halal tourism in Islamic financial institutions is the issue of innovation in Islamic financial products, namely innovation in funding goods derived from productive waqf. Access to Islamic finance through simplified administrative procedures for halal tourist MSMEs is the most effective answer to this challenge. The research findings have led to the creation of laws by the Indonesian Waqf Board and the OJK for Islamic financial institutions in Indonesia. The rule would include particular contracts for funding items for small and medium-sized enterprises (SMEs) in the halal tourist industry, as well as funding sources from waqf income. This study focuses exclusively on the halal tourist industry within the context of waqf-based development by Islamic financial institutions.
