Abstract

The existence of the Peat Arboretum is very important for environmental preservation, especially in areas that have extensive peatlands. It's just that its existence is less of a concern to the parties concerned. The manager has experienced a lack of income due to the absence of adequate management activities. The purpose of this community service activity is to improve the managerial competency of managing the Post-Covid 19 Pandemic Peat Arboretum in Bengkalis Regency. The implementation method used is a participatory approach and counseling and active assistance aimed at the management of the Peat Arboretum in Bukit Batu District, Bengkalis Regency. The results of the dedication show that the management of the Peat Arboretum as eco-tourism requires support from various parties. It is not enough just to rely on corporate CSR or government projects. Especially since the Covid 19 pandemic practically the activity of visiting tourists to locations has been greatly reduced. Managerial competence is felt to be important to the attention of all stakeholders in the management of the Peat Arboretum, because all team members can experience an increase in their leadership competence. Managerial competence makes coordination and communication easier, members are more open, and members feel valued and there is member attachment to the team.

Abstract

Parking is an activity of placing a vehicle in a certain place for a temporary period, either in a specifically designated area or in a public space, in accordance with applicable regulations. The effective organization of parking services is the responsibility of the regional government through the Parking Unit of the Pekanbaru City Transportation Department. This research aims to evaluate the performance of the Parking Unit of the Transportation Department in organizing parking services, which includes identifying the factors that influence the performance of parking service organization. The research method used in this study is qualitative with a descriptive case study approach. Data and research sources are from the results of interviews, observations, and documentation. The research results show that the performance of the Parking Unit of the Transportation Department in organizing parking services in Pekanbaru City still needs to be improved. The factors that influence this performance include limitations in human resources and budget, lack of supervision, and low public awareness regarding orderly parking. Efforts that can be made are by increasing the capacity of human resources, increasing the budget, maximizing supervision, and increasing effective socialization to the community to improve the performance of parking service organizations in Pekanbaru City.

Abstract

Penelitian ini bertujuan untuk mengetahui strategi serta hambatan dalam pengembangan jaringan telekomunikasi berbasis internet di Kabupaten Tanah Datar. Adapun permasalahan dalam penelitian ini adalah: 1. Masih terdapat beberapa nagari atau jorong yang tidak memiliki jaringan internet (blankspot), 2. Jaringan internet yang belum optimal di beberapa daerah. Konsep teori yang digunakan dalam penelitian ini adalah konsep strategi publik yang dikemukakan oleh Geoff Mulgan. Indikator dalam penelitian ini meliputi Tujuan, Lingkungan, Pengarahan, Tindakan dan Pembelajaran. Penelitian ini menggunakan metode penelitian kualitatif dengan pendekatan deskriptif, data yang diperoleh melalui observasi, dokumentasi, dan wawancara terhadap sejumlah informan. Dari hasil penelitian diperoleh data bahwa strategi pengembangan jaringan telekomunikasi berbasis internet yang dilakukan oleh Dinas Komunikasi dan Informatika Kabupaten Tanah Datar belum berjalan dengan baik. Dari hasil penelitian juga ditemukan data bahwa ada dua faktor yang menjadi hambatan dalam pengembangan jaringan telekomunikasi berbasis internet yaitu faktor wilayah daerah Tanah Datar yang memiliki kontur tanah berbukit dan bergelombang serta faktor ekonomi membangun menara telekomunikasi yang cukup besar. Dengan adanya pemahaman mengenai strategi pengembangan jaringan telekomunikasi berbasis internet di Kabupaten Tanah Datar diharapkan dapat terus berjalan dengan baik untuk memenuhi kebutuhan telekomunikasi masyarakat.

Abstract

Latar belakang penelitian didasarkan pada tingginya angka pengangguran di Kabupaten Agam yang mencapai 14.652 orang pada tahun 2023. Penelitian ini bertujuan untuk menganalisis efektivitas program penempatan tenaga kerja yang dilaksanakan oleh Dinas Ketenagakerjaan Kabupaten Agam serta mengidentifikasi faktor-faktor penghambat dalam pelaksanaannya. Metode penelitian menggunakan pendekatan kualitatif deskriptif dengan teknik pengumpulan data melalui observasi, wawancara, dan dokumentasi terhadap informan yang terdiri dari pihak Dinas Ketenagakerjaan, mitra perusahaan, dan pencari kerja. Hasil penelitian menunjukkan bahwa program penempatan tenaga kerja telah berkontribusi terhadap penurunan pengangguran, namun belum sepenuhnya efektif karena beberapa indikator belum tercapai, seperti jumlah pencari kerja terdaftar dan penempatan tenaga kerja yang termonitor. Faktor penghambat utama meliputi keterbatasan sumber daya manusia yang menguasai teknologi informasi, minimnya anggaran operasional, kurangnya sarana prasarana, serta terbatasnya informasi lowongan kerja. Penelitian ini menyimpulkan bahwa peningkatan kapasitas SDM, optimalisasi pemanfaatan teknologi, serta sosialisasi yang lebih merata diperlukan agar program penempatan tenaga kerja dapat berjalan lebih efektif dan tepat sasaran.

Abstract

Riau Province has great potential in ecotourism development, especially in coastal areas, mangrove forests, and tropical peatlands. However, this development is faced with serious challenges in the form of environmental pollution that threatens the sustainability of natural tourism destinations. This study aims to identify the forms of pollution that occur in Riau's ecotourism areas, analyze their impacts on ecosystems and tourism activities, and formulate strategic solutions for sustainable management. The method used is a qualitative approach with case studies in several leading ecotourism locations such as Mangrove Ecotourism in Bengkalis and Zamrud Lake tourism in Siak. Data were collected through interviews, observations, and field documentation. The findings of this study clearly demonstrate that environmental pollution—particularly from domestic waste, peatland fires, and land-use changes—poses a significant threat to the ecological integrity and long-term viability of ecotourism destinations in Riau Province. Without immediate and coordinated intervention, these threats risk undermining the region’s ecotourism potential. Therefore, this study concludes that sustainable ecotourism in Riau can only be achieved through an integrative and participatory management model that involves capacity building for local communities, strict enforcement of environmental regulations, and multi-stakeholder collaboration. Such strategic efforts are essential to preserve the natural assets of Riau and ensure that ecotourism continues to provide ecological, social, and economic benefits in the future.

Abstract

Penanaman modal atau investasi merupakan sarana untuk mengakselerasikan pertumbuhan ekonomi daerah dan meningkatkan kesejahteraan masyarakat didaerah. PT. Pengembangan Investasi Riau selaku Barang Usaha Milik Daerah Provinsi Riau memiliki subsdiary company yang usahanya bergerak dibidang Pembangkit, Distribusi, Listrik dan Energi. Tujuan Penelitian ini adalah untuk melihat bagaimana proses akuntabilitas dalam pengelolaan BUMD ini. Metode penelitian kualitatif dengan pendekatan deskriptif. Teknik analisis data menggunakan metode triangulasi data. Hasil penelitian adalah Pemerintah daerah telah melaksanakan prosedur dengan baik sebagai pengawas, PT. PIR belum melaksanakan operasional kegiatan dari segi hal teknis dengan baik sehingga menyebabkan terjadi ledakan dan terhenti operasionalnya. Kondisi riil aset yang terbengkalai dimanfaatkan oleh oknum untuk melakukan perataan tanpa mengikuti prosedur yang sah sehingga terjadi pelanggaran hukum. Output dari Pembangunan Pembangkit tersebut adalah tersedianya Listrik dan menambah kuantitas listrik di area kelurahan tanjung rhu sedangkan Outcomenya adalah daerah di sekitar tempat dibangunnya Pembangkit akan mengalami lonjakan aktivitas ekonomi.

Abstract

The Role of Leaders in Scouting Activities in Riau Univercity face some problems such as confusing information and lack of collaboration whether internal or external activities. The formulation of this research is how is the Role of Leaders in Scouting Activities in Riau Univercity and what factors that become obstacle of Leader's Role in Scouting Activity in Riau Univercity. The purpose of this research is to determine the factors that inhibit the Role of Leaders in Scouting Activities in Riau Univercity. This research used the theory of Oemar Hamalik about five things that need to be considered for the role in organization led, include : catalyst, facilitator, problem solver, source link, and communicator. This research method is used qualitative descriptive approach. Then, the informant in this research is the chairman of clusters, builders, and head of scouts Riau Univercity. The data collection techniques in this research are interviews, observation, and documentations. The result of this research is the Role of Leaders in Scouting Activities in Riau Univercity is running in accordance with existing procedures that is through deliberation and consensus in solving problems. Another way are communicating with coaches, learners, and relevant agencies to establish cooperation in every carry out activities. So that, the activities can be carried out smoothly. Factors that hamper the Role of Leaders in Scouting Activities in the form of participation of some coaches and learners, as well as limited budget funds and not sufficient. Abstract

The performance of an organization is influenced by many factors, both within and outside of the individual including human resources, funds, materials, equipment, technology, and working mechanisms that take place within the organization. A conducive work environment or organizational culture will provide comfort so as to encourage the performance of employees, including how the condition of human relationships within the organization, both between superiors and subordinates. Administration Service of Land Certificate Issuance at the National Land Office of Pekanbaru City still has many complaints of the people who take care of the land certificate and the researcher wants to know how Performance of National Land Agency Official of Pekanbaru City in Administration Service of Land Certificate Issuance and what are the Factors inhibiting Performance of National Land Agency Pekanbaru City in Administration Service of Land Certificate Issuance. The concept of theory used is Employee Performance by Mitchel in Sedarmayanti which there are five indicators that are quality of work, timing, initiative, ability and communication. Researchers use qualitative descriptive method. And the theoretical concept of inhibiting factors used is mahsun which has a benchmark there are three that is the fastest service time and quality, the level of educational skills in accordance with field work and attendance or delay. In the data collecting researchers using observation, interview and documentation techniques. The results of this study indicate that the performance of National Land Agency Employee Pekanbaru In Service Administration Issuance of Land Certificate is not fully optimal and there are still many obstacles that occur. Abstract

The number of Internet Cafes in Pekanbaru City is the highest number compared to the City / Regency in Riau Province. Based on the observations that the authors do in the field, it is seen that many internet cafes in Pekanbaru City violate regulations such as its many internet cafes that operate beyond the operational hours, many students who play in internet cafes at study hours. based on the above, the researcher is interested to study how the Internet Cafes Supervision in Pekanbaru City. This type of research is done by qualitative approach with descriptive method. Based on field facts with observation data collection techniques, interviews, and documentation. The concept of Theory used is Supervision according to Sukanto that there are 3 variables are: Determining the standard of supervision, Conduct research on the object of supervision, Make corrective action against violations. The informant of this research is from Satpol Police Unit of Pekanbaru City. The results of research conducted by researchers can be concluded that the supervision of internet cafes business in Pekanbaru City has been running of internet cafes business in Pekanbaru City. Factors influencing the supervision of internet kiosk business Pekanbaru is the lack of personnel of Pekanbaru Police Precinct Police Unit in conducting supervision, because the number of supervisors with the supervised is not worth it, then the second factor is the supervision system which is not good supervision system, that is supervision rarely done and not routine then still often the occurrence of leaked information raids to internet cafe business owners at the time will be done raids. Abstract

The proliferation of new tourist attractions outside the city of Bukittinggi, of course, will have an effect on tourism in the City of Bukittinggi, both from the domain of visits and revenue. With the development of tourism that does not change, many tourists are likely to get bored with tourist attractions that just like that every year that may be able to reduce revenue in the city of Bukittinggi. Being aware of this requires a new development to attract the interest of tourists to travel to the city of Bukittinggi. This research is conducted to find out how the development of tourism conducted by the Department of Tourism Youth and Sports City of Bukittinggi to increase the original income area in the tourism sector and to determine what factors affect the development of tourism in increasing local revenue. According to the theory there are several kinds of analysis used for the development of tourism is planning (planning), organizing (organizing), actuating (movement), and Controlling (supervision). This research uses descriptive qualitative method that is analysis which try to give detailed description based on reality found in field. The results of this study indicate that the development of tourism Bukittinggi city affect the increase in local revenue. The tourism office of youth and sports of Bukittinggi city has made several improvements in the places of tourism objects in Bukittinggi, Kinantan Culture Park and Park Panorama Lobang Japan. However, the development has not been smooth, due to lack of budget from the government to do the development. So the development is not done thoroughly, due to lack of budget from the government.
