Abstract

Bokoba merupakan salah satu bentuk sastra lisan yang disampaikan dengan gaya diceritakan, dinyayikan, dan diiringi alat musik serta menggunakan bahasa Melayu. Bokoba dituturkan, didengarkan, dan dihayati secara bersama-sama pada peristiwa tertentu berkaitan dengan upacara perkawinan, upacara menanam dan menuai padi, kelahiran bayi, dan tujuan magis. Penelitian ini menggunakan metode kualitatif dengan menggunakan studi etnografi komunikasi dimana dalam penyajiannya terdiri dari tiga konsep yaitu situasi komunikasi, peristiwa komunikasi dan tindak komunikasi. Informan penelitian berjumlah 7 (tujuh) orang dengan teknik pengumpulan data dengan menggunakan wawancara, observasi non partisipan, dan dokumentasi. Dari hasil penelitian ditemukan makna : (1) situasi komunikasi yaitu situasi komunikasi yang terjadi pada pertunjukan Bokoba di zaman dahulu berbeda dengan zaman sekarang, hal ini di lihat setting and scene. (2) peristiwa komunikasi pada pertunjukan Bokoba yang memiliki perbedaan dengan pertunjukan di zaman dahulu dilihat dari kompenen-kompenen peristiwa komunikasi yang dikemukakan oleh Hymes yang di sebut SPEAKING. (3) tindak komunikasi, di konsep ini ditemukan bahwa tukang Koba mahir berbasa-basi atau melantunkan Koba sehingga maksud dan tujuan yang disampaikan di mengerti oleh audiens atau penonton. Beberapa nilai-nilai yang dapat disimpulkan dalam penelitian ini adalah seperti nilai Budaya, nilai pendidkan religious, nilai ketangguhan dan nilai kepedulian.

Abstract

Women's Leadership Style in the Ministry of Religion. This study aims to analyzethe style of women's leadership in the ministry of religion in the city of Pekanbaru. This study usesa qualitative descriptive research method approach. Data collection techniques usingquestionnaires, interviews, and observations. Research informants were the Head of the Ministryof Religion Office. Head of Subdivision, Head of Sharia Organizing Section, and ASN Staff. Dataanalysis in this study used interactive model analysis from Miles and Huberman which included:the stages of data reduction, data presentation, and data verification to draw conclusions. Theresults of the study can be concluded that the leadership of women in the Ministry of Religion inPekanbaru is more dominant using participatory leadership styles. Although the leadershipsometimes leaders combine other leadership styles and also use the theory of situations in theapplication of leading a position.

Abstract

Strategy for Utilizing Information and Communication Technology in SmartVillage Program Planning. This research is qualitative research. The aim of the study was todetermine the strategy of technology and communication utilization in the smart village programin Rokan Hulu Regency. The research informants were the Head of Office, Head of Department,Head of Office, Office of Communication and Information, Head of Village, Village Head,Community and Youth Leaders. Data collection techniques are interviews, observation anddocumentation. Data analysis through processes ranging from data reduction, data presentation,and conclusion drawing. The results of the study show that the development and governancestrategy of Information and Communication Technology conducted by the Government of RokanHulu Regency cannot be optimally implemented.

Abstract

Pangeran Island is a relatively new tourist destination and currently being developed by Department of Tourism and Culture in one of the villages, namely Belibak Village, Anambas Islands Regency is one area that has natural tourism potential that can be presented as a leading tourism destination. Anambas Islands Regency. Of course, in carrying out development, it is inseparable from the communication strategy carried out by the Department of Tourism and Culture. The purpose of this study was to determine the strategy of selecting communicators, compiling messages, selecting media and determining audiences. This study used qualitative research methods. The research subjects were six people who were selected using a purposive technique, six informants. This tourist destination is expected to be able to develop itself and explore the existing potential without forgetting and maintaining culture. Abstract

Sarugo Tourism Village is one of the traditional tourist destinations in Lima Puluh Regency. Sarugo is an acronym for Saribu Rumah Gonjong. This destination consists of a collection of traditional houses surrounded by hills and rice fields. The hills are used as orange plantations by the community. The Tourism Awareness Group as the founder and manager continues to develop and market Sarugo Tourism Village to be known to the public. The purpose of this study was to determine the stages of destination branding carried out by the Tourism Awareness Group in developing and marketing the Sarugo Tourism Village. This study uses qualitative research methods with descriptive analysis. There were six subjects in this study, namely 2 people from the Tourism Awareness Group, 1 person from the Tourism Awareness Group supervisor, 1 person from the Tourism Office, and 2 visitors. The results of this study indicate that there are five stages of destination branding carried out by the Tourism Awareness Group, namely: Market Potential Mapping, Brand Identity Development, Brand Introducing, Participation of Involved Parties, Monitoring, Evaluation and Review. Abstract

The tradition of giving Boras Sipir Ni Tondi is one of the traditions that exist in the Toba Batak people. In the tradition of giving Boras Sipir Ni Tondi, there are symbolic aspects that have certain meanings that are represented through tools or movements found in the tradition of giving Boras Sipir Ni Tondi. This study has a purpose, namely to find out the meaning of symbolic situations, the meaning of interaction products, and the meaning of interpretation of the tradition of giving Boras Sipir Ni Tondi in Pekanbaru city. This study uses a qualitative research method with a symbolic interaction approach. There were 18 informants in this study, namely Raja Parhata (3 people), male parents (3 couples), female parents (3 couples), Hula-hula (3 people), brides (3 couples), and the community/invited guests (3 people) were selected purposively with several predetermined criteria. Data collection techniques used are through interviews, observation, and documentation. The results of this study indicate that the meaning of symbolic situations in the tradition of giving Boras Sipir Ni Tondi in Pekanbaru city consists of physical objects and social objects. Physical includes tandok, ulos, boras, jambar, money, and betel leaf. The social object is the movement of tortor panomu-nomuan, at first, tortor, tortor sitio- tio, and umpasa (prayer). The meaning of the social interaction product of the tradition of giving Boras Sipir Ni Tondi includes meaning from the side of Raja Parhata/customary leaders interpreting the tradition of giving Boras Sipir Ni Tondi this as a gift of blessing, from the bride's perspective interpreting it as a prayer and hope from parents and blessings received so that the bride and groom being able to run the new household well, from the parents' point of view it means giving prayers to their children so that they are always blessed and able to live a new household life well, from the Hula-hula (uncle) side it means to give blessings, prayers and hopes for the future. kindness and strong faith and a united soul in the household, as well as from the community side to give blessings and prayers to the bride and groom. The meaning of the interpretation of the tradition of giving Boras Sipir Ni Tondi includes open actions and closed actions which include internal and external motivations and feelings of the bride and groom, while open actions include facial expressions of the bride and groom. Abstract

The number of taxpayers increased every year, but it is not followed by an awareness of the taxpayer to report his taxes, so that the Directorate General of Tax policy making online tax service system E-Billing to simplify the tax filing process. This study aims to determine the role of communicator, assessment destination communication message, media utilization, as well as the introduction of target audiences communication by the Tax Office Pratama Pekanbaru Tampan in raising awareness of the taxpayer through online tax service system E-Billing.The research sites is at Tax Office Pratama Pekanbaru Tampan on MR.SM.Amin Street (Ring Road Arengka II). The subject is determined by purposive technique that consists of the Head of extensification, Staff Extensification, and 3 taxpayer. Data collection techniques include interviews, observation and documentation.The results of this study indicate that the strategy of KPP Pekanbaru Tampan in increasing awareness Taxpayers throught socialization of online tax service system E-Billing. The first is to determine the communicator has the credibility and understanding of E-Billing and able to deliver messages communicatively. The second is planning message processing that includes a persuasive, educative and informative messages. The third is using communication media such as face-to-face media, print media, electronic media and internet media. Abstract

Tradisi adat tardidi merupakan kebudayaan yang terdapat pada etnik Batak Toba. Dalam tradisi adat tardidi terdapat aspek-aspek simbolik yang memiliki makna tertentu yang direpresentasikan melalui atribut dan perilaku manusia dalam tradisi adat tardidi. Tujuan dari penelitian ini untuk mengetahui makna situasi simbolik, makna produk interaksi sosial dan makna interpretasi tradisi adat tardidi pada kelahiran anak etnik Batak Toba di Kota Duri. Penelitian ini menggunakan metode penelitian kualitatif dengan pendekatan interaksi simbolik. Informan dalam penelitian ini berjumlah delapan orang yaitu, 2 orang tokoh adat, 4 orang pelaku tradisi adat tardidi mencakup orang tua dari anak, nenek, paman serta 2 orang masyarakat umum. Hasil dari penelitian ini menunjukkan bahwa makna situasi simbolik dalam tradisi adat tardidi pada kelahiran anak etnik Batak Toba di Kota Duri terdiri dari objek fisik dan objek sosial. Makna produk interaksi sosial meliputi pemaknaan dari masing-masing informan. Makna interpretasi tradisi adat tardidi meliputi tindakan terbuka dan tindakan tertutup.

Abstract

Kenegerian Sentajo protected forest serves as a protector of the community and natural life support systems, regulates water systems, prevents floods, controls erosion, and maintains soil fertility. The management of forest resources by the community is quite unique because it is still communally regulated, which is closely related to the kinship system and leadership of local indigenous peoples. This encourages the formation of strong communication relationships or interactions between communities and their forest resources. However, in reality, the indigenous people of Sentajo Regency have not obeyed the customary rules, which resulted in the forest that was originally preserved has begun to be converted to function by the community. The forest, whose precedence is beautiful, has now partially turned into plantation land and building houses for residents. This study aims to 1) Analyze environmental communication planning in the preservation of the Kenegerian Sentajo protected forest in Kuantan Singingi Regency; 2) Analyze the implementation and evaluation of environmental communication in the preservation of the Kenegerian Sentajo protected forest in Kuantan Singingi Regency. This research uses qualitative methods. Data collection techniques are carried out through interviews, observations, and documentation. Informants totaled 8 (eight) purposively determined persons. The data analysis technique used in this study is carried out in several stages, namely data reduction, data presentation and drawing conclusions, and testing the validity of the data using triangulation. The results of this study show that: First, the planning stage begins with an assessment which includes analyzing the situation and identifying the problem of environmental damage that occurs, Analysis of parties or actors involved, Then, planning which includes developing communication strategies, motivating and mobilizing communities with the division of indigenous territories and the selection of media and communicators. Second, this implementation stage begins with the production stage, which includes the design of the message to be delivered. Furthermore, the implementation stage is in the form of the application of customary norms, the application of socio-cultural values, and community empowerment through tree and rattan planting, their implementation, and documentation after evaluation.

Abstract

Tardidi tradition is one of the Batak Toba ethnic culture. There's an aspect of symbolic and meaning need to be represent from attribute and people behavior from Tardidi tradition. Purpose of this research to understand symbolic situation, interaction of social product, and interpretation tardidi tradition to Batak Toba ethnic child in Duri City. This research method is qualitative and interaction symbolic approach. There a eight Informant for this research such 2 tradition leader, 4 actors of uncle that represent parents, aunt and 2 common society. The Result of this research, symbolic situation in tardidi tradition to ethnic batak toba child Duri City conduct physic and social object. The physic object involves (dekke mas), ulos parompa, boras sipir ni tondi, tumpak, jambar, dan pasahat parsituak na tonggi. The social object involves pray to parents form their child, aunt, uncle, and common society Batak Toba ethnic. Interpretation of tardidi tradition conduct opened and closed behavior.
