Abstract

Tuna is the main fishery commodity that has high economic value in Tial Village, Central Maluku. This research aims to analyze the factors that influence the determination of tuna prices and their impact on the income of tuna traders in the village. The approach used was qualitative research using in-depth interviews and direct observation of 10 tuna fish traders in the local market in Tial Village. The research results show that determining the price of tuna is influenced by several factors, such as demand and supply, operational costs, weather conditions, and government policies related to fisheries. In addition, frequent price fluctuations affect traders' income, which tends to be higher when tuna prices rise and lower when prices fall, although sales volumes may increase. Traders in Tial Village use flexible pricing strategies, adapting to market conditions and the costs they incur. This research concludes that the income of tuna traders is strongly influenced by price dynamics and other external factors, which makes the tuna fish trade in this village face major challenges.

Abstract

Untuk menguji secara empiris. pengaruh kompetensi sumber daya manusia terhadap kualitas laporan keuangan Pemerintah Daerah Provinsi Maluku. Hasil penelitian ini berimplikasi pada pengembangan ilmu akuntansi khususnya pada organisasi sektor publik, yang berhubungan dengan peningkatan kualitas laporan keuangan pemerintah daerah. Dengan demikian hasil penelitian ini juga berimplikasi untuk mendorong arah riset akuntansi sektor publik (pemerintahan) dalam menganalisis lebih lanjut mengenai variabel lainnya yang mempengaruhi kualitas laporan keuangan pemerintah daerah. Tujuan dilakukannya penelitian ini adalah untuk mengetahui secara empiris pengaruh pengaruh variabel independen kompetensi sumber daya manusia (X) terhadap variabel dependen kualitas laporan keuangan (Y), variabel independen terhadap dependen pada OPD di Pemerintah Provinsi Maluku. Abstract

Penelitian ini bertujuan untuk mengevaluasi efektivitas pengadaan barang/jasa pemerintah di wilayah kepulauan dengan menggunakan skema Surat Berharga Syariah Negara (SBSN), dengan studi kasus pada Kantor Wilayah Kementerian Agama Provinsi Maluku. Fokus kajian ini adalah kecenderungan pegawai dalam menunggu instruksi sebelum bertindak dalam proses pengadaan, serta dampaknya terhadap efisiensi dan kualitas hasil pengadaan. Hasil penelitian mengungkap bahwa pola kerja yang bergantung pada arahan atasan, yang dipengaruhi oleh struktur organisasi yang bersifat hierarkis dan kurang memberdayakan, secara signifikan menghambat kelancaran pengadaan. Sikap ini berkontribusi terhadap keterlambatan dalam pengambilan keputusan, pemborosan waktu dan sumber daya, serta penurunan kualitas hasil pengadaan yang seharusnya lebih adaptif terhadap kebutuhan daerah. Selain itu, tantangan geografis wilayah kepulauan dan keterbatasan tenaga ahli semakin memperkuat pola kerja tersebut, sehingga memperburuk ketidakefektifan proses pengadaan. Sebagai solusi, penelitian ini merekomendasikan sejumlah langkah strategis untuk meningkatkan efektivitas pengadaan, termasuk perubahan budaya kerja yang menumbuhkan inisiatif, pemberian kewenangan yang lebih besar dalam pengambilan keputusan, peningkatan kapasitas sumber daya manusia, serta penerapan sistem digital dalam proses pengadaan guna mempercepat dan meningkatkan transparansi. Implementasi strategi ini diharapkan dapat mengatasi hambatan yang muncul akibat perilaku "menunggu arahan" serta memastikan pengelolaan dana SBSN yang lebih efisien, transparan, dan berdaya guna bagi pembangunan di wilayah kepulauan.

Abstract

Salah satu strategi yang dapat mendorong pertumbuhan ekonomi yaitu dengan mempriotaskan sektor-sektor ekonomi basis dalam program pembangunan yang direncanakan untuk mengarah pada kinerja perekonomian yang lebih baik secara keseluruhan. Tujuan dari Penelitian yang dilakukan ini adalah untuk mengetahui apakah sektor-sektor ekonomi diKabupaten Kepulauan Aru merupakan sektor basis atau sektor non basis. Alat analisis yang digunakan dalam penelitian ini adalah Analisis Location Quation (LQ), Shift Share, Tipologi Klassen. Dari Hasil penelitian dapat dilihat bahwa Hasil analisis LQ 2014-2023 menunjukkan bahwa terdapat 3 sektor di Kabupaten Kepulauan Aru yang menjadi sektor basis yaitu sektor pertanian, kehutanan dan perikanan dengan nilai LQ 2,33, sektor Konstruksi 1,40 dan yang terakhir sektor Administrasi Pemerintahan, Pertahanan dan jaminan sosial wajib 5,41. Dengan demikian maka sektor terdapat 3 sektor yang merupakan sektor basis di Kabupaten Kepulauan Aru yakni sektor pertanian, kehutanan dan perikanan, terakhir sektor Administrasi Pemerintahan, Pertahanan dan jaminan sosial wajib dan sektor Konstruksi.

Abstract

Tuntutan terhadap Laporan Keuangan Pemerintah Daerah (LKPD) yang berkualitas telah banyak mendapat perhatian dari para pemangku kepentingan. LKPD berfungsi sebagai media pertanggungjawaban keuangan Pemerintah Daerah (Pemda) kepada publik dengan menyajikan informasi keuangan. Namun, berdasarkan hasil pemeriksaan LKPD Pemerintah Kota Ambon Tahun 2023, ditemukan beberapa hal yang menunjukkan bahwa informasi akuntansi yang disajikan Pemerintah Kota Ambon belum memenuhi karakteristik kualitatif sebagaimana diamanatkan dalam Peraturan Pemerintah (PP) Nomor 71 Tahun 2010 tentang Standar Akuntansi Pemerintahan. Oleh karena itu, penelitian ini bertujuan untuk menganalisis pengaruh kompetensi dan komitmen terhadap kualitas laporan keuangan, Penelitian ini menggunakan pendekatan penelitian kuantitatif dengan menggunakan data primer. Objek penelitian adalah masing-masing Organisasi Perangkat Daerah (OPD) di lingkungan Pemerintah Kota Ambon. Sampel penelitian adalah staf akuntansi dan keuangan sebanyak 122 orang. Analisis data dilakukan dengan menggunakan Partial Least Squares (PLS) dengan bantuan perangkat lunak SmartPLS versi 3.0. Analisis diawali dengan pengujian outer model yang meliputi uji reliabilitas dan validitas. Selanjutnya dilakukan pengujian inner model dan pengujian hipotesis dengan menggunakan total effect evaluation. Hasil penelitian menunjukkan bahwa konstruk variabel laten kompetensi dan komitmen berpengaruh signifikan terhadap kualitas laporan keuangan.

Abstract

This research aims to analyze the influence of the down payment on the efficiency of carrying out construction work on projects managed by the Public Works and Public Housing Service (PUPR) of East Seram Regency. Down payments in construction contracts are an important factor that influences the smooth running of the project, especially in terms of time efficiency, costs and quality of work. The research method used is a quantitative approach using surveys and interviews with contractors, project supervisors and related officials. The research results show that a higher down payment can speed up project implementation in terms of time, but does not always have a positive impact on cost efficiency and work quality. Cost overruns and a decrease in quality often occur if the management of down payment funds is not properly supervised. This research provides recommendations to the PUPR Department of East Seram Regency to establish a down payment policy that is more efficient and in accordance with the characteristics of each project, as well as increasing supervision over the use of down payment funds to minimize waste and maintain the quality of construction results.

Abstract

Pemberdayaan perempuan melalui Usaha Mikro Kecil dan Menengah dengan memanfaatkan ketersediaan potensi sumberdaya lokal dapat menjadi alternatif sumber pendapatan. Meskipun UMKM memberikan peluang, perempuan masih menghadapi berbagai keterbatasan seperti kemampuan menciptakan produk baru, pemasaran dan promosi. Kegiatan pengabdian ini bertujuan untuk meningkatkan pemahaman dan keterampilan perempuan dalam mengembangkan usaha melalui ketersediaan sumber daya lokal. Adapun metode yang digunakan berupa Participatory Action Research (PAR) berupa pelatihan dan ceramah. Metode PAR memungkinkan proses yang berkelanjutan dan responsif terhadap dinamika dan kebutuhan masyarakat yang terus berubah. Pelaksanaan kegiatan di aula kantor Dinas Koperasi tepatnya di Kecamatan Namrole, Kabupaten Buru Selatan pada 16 November 2024 dengan melibatkan 21 perempuan pelaku UMKM dari berbagai jenis usaha. Hasil pengabdian memperlihatkan bahwa, usaha yang dilakukan kaum perempuan belum cukup optimal. Dimana, produk-produk yang dihasilkan belum cukup beragam dan pemasarannya pun terbatas di sekitar Kecamatan Namrole saja. Pelatihan yang diberikan telah memotivasi perempuan dalam mengembangkan usahanya berupa peningkatan pemahaman perempuan dalam mengelola usaha dengan memanfaatkan potensi sumberdaya lokal. Empowering women through Micro, Small and Medium Enterprises by utilizing the availability of local resource potential can be an alternative source of income. Although MSMEs provide opportunities, women still face various limitations such as the ability to create new products, marketing and promotion. This community service activity aims to improve women's understanding and skills in developing businesses through the availability of local resources. The method used is Participatory Action Research (PAR) in the form of training and lectures. The PAR method allows for a sustainable and responsive process to the dynamics and needs of the community that are constantly changing. The implementation of the activity in the hall of the Cooperative Office, precisely in Namrole District, South Buru Regency on November 16, 2024, involving 21 female MSME actors from various types of businesses. The results show that the efforts made by women are not yet optimal. Where, the products produced are not yet diverse enough and their marketing is limited to the Namrole District area. The training provided has motivated women in developing their businesses in the form of increasing women's understanding in managing businesses by utilizing local resource potential.

Abstract

This study aims to 1) Analyze the level of elasticity of local own-source revenue (PAD) to gross regional domestic product (GRDP), 2) Evaluate the level of effectiveness of PAD target achievement and 3) Assess the role of PAD in strengthening regional fiscal capacity. Through the elasticity and effectiveness approaches, the results show 1) the elasticity of PAD to GRDP in Maluku Province shows a moderate average value (1.13), but there are significant disparities between regions. Ambon City and MBD were highly volatile, while SBT recorded negative elasticity; 2)  The effectiveness of PAD in Maluku Province and Ambon City was high and stable, while Central Maluku and Southwest Maluku showed low and fluctuating effectiveness. East Seram Regency recorded very high but inconsistent effectiveness, driven by incidental revenues, which reflects the lack of a strong regional fiscal capacity structure. The degree of fiscal decentralization in Maluku Province and the four districts/municipalities is still classified as low to very low, with the dominant pattern of fiscal relations being “instructive” and “consultative”. This reflects limited regional fiscal capacity and high dependence on central transfers, especially in district areas such as East Seram and Central Maluku.

Abstract

The research aimed to find out the impact of subsidy spending, social assistance spending and the economic growth in Maluku Province since 2012 - 2021. The data used of the research is secondary data from the Indonesian Central Bureau of Statistics and data from the Finance Ministry of Indonesia as well as others supporting data. The multiple linear regression method using Eviews10 application which was used as a tool to process data concluded that subsidy spending and social assistance spending had a positive and insignificant effect on reducing poverty in Maluku Province and The Economic Growth had a negative and significant effect.

Abstract

This research aims to determine the factors that influence the receipt of market service levies in Ambon City. This research is field research or survey with a quantitative approach, so the data used is primary data from questionnaires. The population in this study were Mardika market traders in Ambon City, with a sample size of 90 traders spread across Mardika Market. Hypothesis testing uses Structural Equation Modeling- Partial Least Square (SEM-PLS) with the help of SmartPLS 3.0 software. The results of this research show that market service levy rates, service level quality and knowledge and understanding of levies have a positive and significant effect on market service levy receipts. Intervening testing shows that the willingness to pay levies can mediate market service levy rates, knowledge and understanding of levies on the acceptance of market service levies, while the willingness to pay levies cannot mediate the quality of service levels on the acceptance of market service levies.
