Abstract

This research examines Balee Inong’s objectives as a women’s struggle community in Banda Aceh City towards increasing the role of women in the public sector. Although Balee Inong has empowered women in Banda Aceh City, one community, to fight for women’s rights, Balee Inong has not shown significant results in involving most women actively engaged in public spaces and decision-making subjects. This study uses a qualitative case study approach to analyze the roles and challenges of Balee Inong, which focuses on empowerment and work programs in Balee Inong. The study findings indicate that Balee Inong’s role has not yet been maximized due to several factors related to women’s political identity awareness, social construction, and patriarchal culture. These obstacles hinder women’s more significant role in the public sphere. This study concludes that although Balee Inong in Banda Aceh City provides opportunities for increasing women’s participation, it has not had a substantial impact on reaching all women in Banda Aceh City. The limitation of this study is that it has not fully reached women in Banda Aceh City who represent Balee Inong because of different perspectives and not yet significantly represented. This study highlights the need for more realistic efforts through comprehensive empowerment to distribute the understanding and goals of Balee Inong in the public domain.

Abstract

Local wisdom in fishing is the knowledge, values, and customary rules passed down from generation to generation by fishing communities regarding the utilization of marine resources. This wisdom serves as a guide for fishermen so that fishing activities maintain the balance of nature and the sustainability of fishery resources. Panggong Village, located in the coastal area of Meulaboh, is a community engaged in daily fishing. However, fishing is not merely an economic endeavor; it also encompasses numerous cultural values and social norms. The purpose of this study is to identify forms of local wisdom in fishing practices and analyze the role of the Panglima Laot (leader of the sea) in the fishing community of Panggong Village. The method used in this study is qualitative with a descriptive approach. Qualitative research aims to explore in-depth social phenomena that emerge within the community, particularly regarding the contribution of local wisdom to fishing practices by fishermen. The results of this study indicate that local wisdom among Panggong fishermen is still preserved, as evidenced by fishing activities, social relationships, the existence of the Panglima Laot (leader of the sea) customary institution, fishing gear, and customary regulations at sea.

Abstract

This study aims to examine social changes in rice farming practices and the sustainability of the meuseuraya culture in Rantoe Panyang Barat Village, Meureubo District, West Aceh Regency, amidst the influx of modernity and agricultural digitalization. The method used was qualitative research with a descriptive approach through observation and interviews with farmers, traditional leaders, and agricultural machinery operators. The results indicate that meuseuraya, as a form of traditional mutual cooperation, has decreased in intensity due to the use of agricultural technology such as tractors and combine harvesters. This technology has a positive impact in terms of time and energy efficiency, but simultaneously reduces social interaction and solidarity among residents. Nevertheless, the values embodied in meuseuraya are still considered important by the community as a cultural identity and social unifier. Therefore, adaptation efforts are needed to ensure the meuseuraya tradition remains relevant in the context of modern agriculture.

Abstract

BAPPEDA is a regional agency that carries out the task of coordinating the preparation, approval, and evaluation of the implementation of regional development plans. This research was conducted to examine how Islamic values are applied in the West Aceh BAPPEDA, given the very high workload, and how religious normative values are integrated into administrative practices and bureaucratic behavior. This study contributes to the field of organizational sociology by demonstrating that the integration of Islamic values into organizational culture establishes normative mechanisms that strengthen institutional performance. The method used in this research is qualitative, which can reveal community life, history, behavior, organizational functionality, social movements, and kinship relationships. Data was obtained through several data collection processes, namely observation, interviews, and documentation. The results of this research indicate that the integration of Islamic values, such as reciting prayers before starting work, being honest in work, being responsible, and being open to the regional development planning process, is being implemented. The application of Islamic values in West Aceh BAPPEDA demonstrates a bureaucratic model that is not only efficient but also oriented toward a balance between work rationality and religious morality, ultimately strengthening the organization's overall legitimacy and effectiveness. Organizational culture and the integration of Islamic values at the West Aceh BAPPEDA go hand in hand in shaping a bureaucracy that is both rational and morally valuable.
