Abstract

This research was conducted to look for factors that influence and look for strategies for implementing Tangerang Government University in developing the competency of the Tangerang City Government civil servants. The method used is descriptive qualitative. Primary data was obtained from in-depth interviews with key informants and secondary data came from observations, books, journals and related regulations. The results of the research are the factors that influence the implementation of Tangerang Government University , namely vision and goals; scope and role; target audience and training substance; learning methods; branding and collaboration. Of the 6 factors influencing the implementation of Tangerang Government University, several obstacles were found, namely lack of motivation for ASN to change; limited human resources; application capabilities are not optimal; differences in thought patterns; limited budget. Recommended strategies that can be implemented are socializing Tangerang Government University , budget support; carry out continuous updates in the application; giving awards; create a mini corporate university.

Abstract

This research aims to analyze the implementation of the prefectural system in Indonesia, examining its historical development, current application, and future trajectory in regional governance. This study employs a qualitative research design, utilizing a case study approach across several provinces in Indonesia. Data collection involved in-depth interviews, document analysis, and field observations to capture the nuances of the prefectural system's operation within different regional contexts. The prefectural system in Indonesia originated with the enactment of regional government laws and became more prominent after the New Order. It involves dividing the national territory into smaller administrative regions, with governors representing the central government, and features both deconcentration and decentralization. While previous studies have focused on decentralization and autonomy, this research highlights how these processes reinforce the prefectural system. This study provides fresh insights into the prefectural system's evolving role in Indonesia's decentralized governance. Unlike earlier works, it examines how the system balances central and local powers, anticipating its growing importance as Indonesia refines its decentralization policies.

Abstract

This study clearly sets out how much the extent of the digital divide affects e-government services being adopted by Indonesia. Such inequality in access and competence of nations in digital technology is one of the great stumbling blocks erected in the way of the Indonesian government to carry out various programs. The research methodology in this paper is largely qualitative, with a mixed method of case study and literature review of the relevant online media to facilitate a description of the digital divide that translates into the use or nonuse of digital public services. This research seeks to identify trends and relationships that may bind together policy contexts and the digital divide. The data for this research were collected through the analysis of secondary data from a wide range of data sources, including the Indonesia Digital Literacy Index survey 2022 and BPS data, both from the service provider and the service user. The findings of the research point to a very low level of digital literacy in Indonesia, especially in terms of digital security. Mainly, the digital divide complicates the social exclusion of older generations, yet, in principle, digital technologies can help people in the older generation live better lives. The core argument of this report is that cutting the digital divide requires investment, training, and leadership based on trust from the concerned parties to see there is an open fair access to digital services.

Abstract

The management of regional assets is critical for promoting good governance and accurate financial reporting, as outlined in Minister of Home Affairs Regulation Number 19 of 2016. Despite this, Perumda Pembangunan Sarana Jaya faces significant challenges in asset management, including discrepancies in data recording, inadequate human resources, and a lack of proper documentation for asset movements. These issues hinder the transparency and accountability necessary for effective governance. This is a descriptive qualitative research. Data is collected through primary sources, such as interviews with key personnel involved in asset management, and secondary sources, including document analysis of asset management procedures. The asset management at Perumda Pembangunan Sarana Jaya faces significant challenges due to manual bookkeeping, inconsistent asset classification and coding, and the absence of standardized procedures. Inventory management is also ineffective, with outdated regulations and uncoordinated data between divisions. To address these issues, it is recommended that the company improves coordination, establishes standardized asset categorization and coding systems, and implements a modern, technology-based information system for more efficient asset tracking and reporting. Additionally, data reconciliation between divisions and consistent monitoring by leadership are crucial for accurate and transparent asset management.

Abstract

This study aims to identify the causes of the Procurement Governance Index (ITKP) value, especially in the e-purchasing indicator, which is still 0 and how to develop a strategy to increase the ITKP value for the e-purchasing indicator within the Ministry of Health. The method used is a qualitative method by conducting interviews and also reviewing documents. The results of the study found that there are factors that cause the ITKP value for the e-purchasing indicator to be 0, including procedural factors that have not been carried out to completion, human resource factors that still have difficulty in dividing the time to complete administrative work on the system, method factors that circulars and socialization have been made ineffective, and external factors, namely bar/service providers who also have a hand in completing the e-purchasing package. The recommended strategy for problem solving is to provide socialization and technical guidance on the flow of the e-purchasing implementation process by a special work team, in addition, applications/monitoring tools can be created to help monitor the implementation of the e-purchasing package, recalculate the workload to ensure the quality of administrative completion work on the system, and conduct socialization to PPK/PP to add clauses to the contract related to the provider's obligation to complete administrative obligations on the electronic catalog system.

Abstract

This study aims to analyze capacity development strategies for Micro, Small, and Medium Enterprises (MSMEs) in the manufacturing sector of Bogor Regency. Despite their significant contribution to the region’s Gross Regional Domestic Product (GRDP), the quantitative growth of MSMEs has not aligned with improvements in competitiveness and business sustainability. Adopting a descriptive qualitative approach, this research collected data through in-depth interviews with nine stakeholder groups and a review of policy documents and sectoral statistics. Referencing the capacity development framework from the United Nations Development Programme (UNDP) and Horton’s three-tiered intervention model, the study identifies five key challenges in MSME capacity strengthening: weak stakeholder coordination, internal capacity gaps among business actors, non-contextual policy responses, disparities in program implementation, and the absence of outcome-based evaluation systems. The results suggest that capacity development must be carried out simultaneously at the micro level (entrepreneurs), meso level (supporting organizations), and macro level (policy and systems), with emphasis on data integration, actor segmentation, and outcome-based evaluation. The study contributes theoretically by contextualizing international frameworks to local governance and practically by proposing a classification-based strategy and behavior-sensitive evaluation model for MSME development. The results offer actionable insights for designing inclusive and adaptive capacity-building policies at the subnational level.

Abstract

The volatility of global food prices has increasingly impacted developing countries, including Indonesia, which remains vulnerable due to its dependence on imported commodities. In Bogor Regency, rapid urbanization and the conversion of agricultural land have further exacerbated food price instability. This study aims to assess the effectiveness of food price control strategies implemented by the Bogor Regency Government, focusing on inflationary pressures arising from both cost-push and demand-pull factors. The research employs a qualitative descriptive method, combining secondary data from literature reviews with primary data collected through in-depth interviews and documentation from key stakeholders, including local government agencies, market authorities, and central institutions. The findings reveal that although several programs—such as the Mobile Food Market (Gerakan Pangan Murah), food reserve management, and market interventions—have been implemented, significant challenges remain in infrastructure, inter-agency coordination, and public awareness. This study highlights the strategic roles of the Food Security Agency, the Department of Trade and Industry, Bank Indonesia, the Central Statistics Agency (BPS), and law enforcement in maintaining food price stability. Through the implementation of the 4K Strategy—Affordability, Supply Availability, Smooth Distribution, and Effective Communication—Bogor Regency has the potential to develop a more resilient food system capable of withstanding both supply- and demand-side shocks. The study concludes that a comprehensive and collaborative approach is essential for managing food inflation sustainably. Key recommendations include enhancing inter-agency synergy through regular coordination forums, strengthening local food production through agricultural innovation and farmer support, developing distribution infrastructure such as road networks and cold storage facilities, and expanding mobile food market programs and public education on smart food consumption. These measures are crucial to ensure that food remains affordable and accessible to all segments of society, particularly vulnerable groups, while also reinforcing the region's economic resilience.

Abstract

The improvement of the Human Development Index (HDI) in the education dimension heavily relies on the achievements of Expected Years of Schooling (EYS) and Mean Years of Schooling (MYS). Bogor Regency, one of the most populous regions in Indonesia, faces critical challenges in accelerating progress in both indicators. This study aims to analyze the underlying factors of the suboptimal improvement in EYS and MYS through local government spending and to formulate appropriate strategies to enhance the effectiveness and equity of education budget allocation. The research employs a mixed-methods approach using descriptive analysis, SWOT, and the Analytical Hierarchy Process (AHP). Data collection was conducted through document review, in-depth interviews with key informants, and structured AHP-based questionnaires administered to local stakeholders. The findings reveal that the unequal distribution of secondary schools, shortage of civil servant teachers, and limited access to education in remote areas are the primary constraints. The AHP analysis identifies internal weaknesses as the most influential factor hindering educational outcomes. Strategic recommendations emphasize the equitable development of junior secondary schools, capacity-building and equitable placement of teachers, and the advancement of spatial data-driven budget planning systems. The results underscore the necessity for cross-sectoral integration and stakeholder engagement in evidence-based education policy formulation. This study contributes to the development of a more adaptive, participatory, and outcome-oriented strategic framework for regional education development aimed at enhancing the quality of human capital.
