Abstract

This study aims to analyze capacity development strategies for Micro, Small, and Medium Enterprises (MSMEs) in the manufacturing sector of Bogor Regency. Despite their significant contribution to the region’s Gross Regional Domestic Product (GRDP), the quantitative growth of MSMEs has not aligned with improvements in competitiveness and business sustainability. Adopting a descriptive qualitative approach, this research collected data through in-depth interviews with nine stakeholder groups and a review of policy documents and sectoral statistics. Referencing the capacity development framework from the United Nations Development Programme (UNDP) and Horton’s three-tiered intervention model, the study identifies five key challenges in MSME capacity strengthening: weak stakeholder coordination, internal capacity gaps among business actors, non-contextual policy responses, disparities in program implementation, and the absence of outcome-based evaluation systems. The results suggest that capacity development must be carried out simultaneously at the micro level (entrepreneurs), meso level (supporting organizations), and macro level (policy and systems), with emphasis on data integration, actor segmentation, and outcome-based evaluation. The study contributes theoretically by contextualizing international frameworks to local governance and practically by proposing a classification-based strategy and behavior-sensitive evaluation model for MSME development. The results offer actionable insights for designing inclusive and adaptive capacity-building policies at the subnational level.

Abstract

This study explores the intersection between land acquisition and forestry governance in Indonesia, focusing on its implications for the implementation of National Strategic Projects (PSN). The analysis identifies a regulatory misalignment arising from the lack of procedural and temporal coherence between the two regimes, particularly concerning the issuance of the Location Determination Decree (Penetapan Lokasi or Penlok) prior to the formal reclassification of forest areas. Such inconsistency has generated overlapping institutional mandates, uneven implementation, and legal uncertainty in project execution. Employing a qualitative juridical approach, this study relies on document analysis of key regulations and administrative records. Using the Pekanbaru Ring Road Toll Project as a case study, the findings demonstrate how policy acceleration may blur legal boundaries and affect the overall coherence of administrative governance. The study recommends refining Article 67(3) of Government Regulation No. 23 of 2021 on Forestry Management to align with Government Regulation No. 19 of 2021 on Land Procurement for Public Interest. This harmonization would strengthen legal certainty, institutional coordination, and governance integrity, thereby promoting a more legitimate and sustainable framework for infrastructure development.

Abstract

This study aims to determine how the socio-cultural competence of apparatus resources in the One-Stop Integrated Service Implementation Unit of Kembangan District. Each Apparatus Resource is required to have three competencies, technical competence, managerial competence and social cultural competency. As a service provider who is directly dealing with the community, socio-cultural competence is needed by every service provider officer. Competency development carried out at this time more development of technical competencies and managerial competencies, so in this study the author tries to develop a model for developing the socio-cultural competence of apparatus resources in the PTSP Implementation Unit of Kembangan District. In this study a Social Cultural Competency Development Model was formed which can be implemented internally (implemented by UP PTSP Kembangan District and carried out externally (implemented by BPSDM DKI Jakarta Province) .The internal development model is in the form of personal approach, coaching, briefing, gathering, benchmarking, personnel development (self-development), while external development is carried out in the form of service orientation, education and training services for persons with disabilities, communication education, ASN exchanges with private employees, competency tests and competency test feedback.

Abstract

The National Renewal Forum strengthens social harmony, facilitates intergroup dialogue to resolve conflicts, and encourages the implementation of multicultural values in Indonesia. This study aims to understand the role of the FPK of DKI Jakarta Province in implementing the policy of organizing national integration, identify the leading causes of the implementation of the policy of organizing national integration that is not optimal, and formulate strategies that can increase the effectiveness of the implementation of the policy of organizing national integration. This study uses a qualitative method with a case study approach, conducted at the National Renewal Forum (FPK) of DKI Jakarta Province as the research location. The data in this study were obtained through participatory observation, in-depth interviews, and documentation. The findings of this study are the DKI Jakarta National Integration Forum (FPK) has a strategic role as a facilitator of national integration, especially in maintaining cross-cultural interactions in a diverse society. The conclusion is the role of FPK has not been optimal due to several main obstacles: individual quality, budget constraints, lack of support from the board of trustees, ineffective internal interactions, lack of publication of the role of FPK, and lack of implementation of the main tasks of FPK.

Abstract

This study aims to identify problems and formulate a model for managing spare parts inventory of fisheries supervisory vessels in the Directorate of Fleet Monitoring and Operations, Ministry of Marine Affairs and Fisheries to be optimal. The research method is carried out using a qualitative approach. Data collection is done by interviews, field observations and analysis of data and documents. Water inventory management theory (2003) is a theory used to determine the cycle or process of managing spare parts inventory and the Economic Order Quantity (EOQ) method of Horngren (2016) to determine the optimum order quantity and Analysis of ABC Chin (2017) in Putra (2020 to classify inventory into 3 (three) classes, namely A (very important items), B (items that are quite important), and C (relatively unimportant). This study concluded that the management of spare parts in the POA Directorate has not been optimal due to several factors, namely: 1). Human Resources: operators do not have inventory background, and inventory recording with the SAKTI application requires operator involvement, 2). Method: procurement of spare parts is carried out periodically only once a year, so it cannot anticipate changes in needs, and 3), Machinery (Tools): Parts inventory is still done manually with Ms. Excel. Researchers develop a business process model that includes procurement, inventory, storage, delivery, and use of spare parts to improve the efficiency of parts inventory management.

Abstract

Sexual violence in higher education is a systemic issue that threatens student safety and academic well-being. Although 77% of Sexual violence in higher education is a systemic issue that endangers student safety and academic well-being. Although 77% of lecturers acknowledge its occurrence, 63% of cases go unreported, revealing significant institutional gaps. In response, the Indonesian Ministry of Education introduced the Regulation on the Prevention and Handling of Sexual Violence in Higher Education (PPKS). While prior studies have explored the prevalence of such violence, few have assessed policy implementation using a structured theoretical framework. This study applies the Mazmanian and Sabatier implementation model to analyze institutional and systemic challenges and propose evidence-based strategies. Using a descriptive qualitative approach, the study combines document analysis with in-depth interviews involving national policymakers and stakeholders from five purposively selected universities. Selection criteria reflect institutional diversity, geographic spread, and variation in PPKS best practices. The findings highlight ongoing challenges, including the absence of structural task force integration, limited human resource capacity, insufficient budget support, and low awareness and literacy regarding sexual violence. To address these barriers, the study proposes three strategic directions: (1) strengthening institutional mandates and issuing national technical regulations; (2) transforming campus culture through curriculum reform and multi-stakeholder collaboration; and (3) ensuring sustainability through capacity building, peer learning among task forces, and performance-based evaluation mechanisms. The study concludes that overcoming structural and cultural constraints is essential for effective implementation and that coordinated efforts are needed to create safer, more inclusive higher education environments.

Abstract

The leader is a profession with the functions and duties of representing the government in recording and supervising marriages. Then how women become penghulu seen from Islamic law and legislation. This writing uses library research method with a qualitative descriptive approach. The results of this discussion state; First, from a juridical-normative perspective, if women are appointed as penghulu, their position will be questioned if they carry out their duties as guardian judges, which in fiqh must be a man. Second, it is considered that there are still problems in entering the public sphere for women, such as supervising and recording marriages in the mosque while she is in an impure condition, and attending marriage contracts which are carried out outside the office and outside working hours. Then in PMA Number 20 of 2019 concerning Marriage Registration, it has been explained that the leader can be held by both men and women. Likewise, in the Minister of Administrative Affairs Regulation Number 9 of 2019 concerning the Functional Position of Penghulu, it also does not require that the Penghulu must be held by a male Penghulu.

Abstract

This study clearly sets out how much the extent of the digital divide affects e-government services being adopted by Indonesia. Such inequality in access and competence of nations in digital technology is one of the great stumbling blocks erected in the way of the Indonesian government to carry out various programs. The research methodology in this paper is largely qualitative, with a mixed method of case study and literature review of the relevant online media to facilitate a description of the digital divide that translates into the use or nonuse of digital public services. This research seeks to identify trends and relationships that may bind together policy contexts and the digital divide. The data for this research were collected through the analysis of secondary data from a wide range of data sources, including the Indonesia Digital Literacy Index survey 2022 and BPS data, both from the service provider and the service user. The findings of the research point to a very low level of digital literacy in Indonesia, especially in terms of digital security. Mainly, the digital divide complicates the social exclusion of older generations, yet, in principle, digital technologies can help people in the older generation live better lives. The core argument of this report is that cutting the digital divide requires investment, training, and leadership based on trust from the concerned parties to see there is an open fair access to digital services.

Abstract

The research was carried out with the aim of finding out the factors that cause the development of civil servant competencies to not be optimal and strategies that can optimize the competency development of civil servants. This research uses a qualitative approach. Data collection was obtained through data examination and interviews with sources related to competency and development. The locus of this research is Polda Metro Jaya. The research results show that the implementation of development has not been optimal. This can be seen from the fact that only a few personnel participate in competency development. Apart from that, personnel were found who did not have competence, but held positions. The lack of optimal competency development is divided into supporting factors and inhibiting factors. The suggestion from this research is to develop a strategy that can optimize competency development by maximizing supporting factors and overcoming inhibiting factors in competency development.

Abstract

Human Resources have an important role and become the key to success in carrying out activities to achieve the vision and mission of the organization. HR problems in Government Agencies are not only in HR Professionalism. In addition, organizational changes need to be made to face national development and global competition. In organizational changes, employee placement based on qualifications, competencies and performance needs to be done properly so that employee professionalism is maintained. The purpose of this study is to find employee placement strategies based on the merit system at the Directorate of Health Worker Development and Supervision to run optimally. This study used a descriptive method of qualitative approach with data collection using observation, interviews, and documentation. The number of informants in this study was 5 people with data analysis techniques using data reduction, data presentation, and conclusions. The results of this study state that the placement of employees based on the merit system has not run optimally, there are still problems including there are employees who have not been improved in competence, performance appraisals have not been consistently carried out based on organizational and employee performance targets, and have not carried out competency development mapping based on performance and competency gaps. The age factor is still a consideration in employee placement so that the application in the concept of performance achievement has not been carried out optimally. The resulting strategy is by mapping and improving competency development based on competency and performance gaps, conducting objective and measurable performance appraisals based on organizational and employee performance goals, changing organizational culture and implementing talent management in accordance with applicable regulations.
