Abstract

Tujuan penelitian ini yaitu untuk mengetahui pengaruh teknologi informasi terhadap efektivitas belajar mahasiswa Politeknik Negeri Pontianak khususnya program studi D3 Administrasi Bisni. Penelitian ini menggunakan metode analisis kuantitatif, dengan alat pengumpul data kuisoner dan studi dokumentasi. Sample mahasiswa jurusan Administrasi Bisnis Program Studi D3 semeser 6 sebanyak 59 yang ditentukan dengan metode Slovin. Sedangkan alat analisa data menggunakan Regresi Linier Berganda, yang digunakan setelah seluruh syarat uji analisa data terpenuhi. Pengujan hipotesis menggunakan uji t. Penelitian ini mendapatkan hasil teknologi informasi berpengaruh signifikan dan positif terhadap efektivitas pembelajaran dengan nilai t hitung 5,354 dan t tabel sebesar 1,671 dengan nilai signifikansi sebesar 0,000 yang berarti lebih kecil dari 0,05. Hal ini mengandung arti bahwa penggunaan teknologi informasi yang efektif dapat seperti aplikasi mobile, platform pembelajaran online atau perangkat lunak pembelajaran dapat meningkatkan efisiensi belajar mahasiswa.

Abstract

Training is an important tool for career development. By acquiring new skills and knowledge, individuals can increase their chances of getting a job, getting promoted, or getting a promotion. Training leads to new career opportunities and can help achieve long-term goals. Community service was carried out by the PPM Team from the Department of Business Administration with the theme "Development of Alumni Skills Through 4-Star Hotel Administration and Service Training at Mercure Pontianak". A possible solution to the problem is to offer advanced training or professional development for alumni to improve their skills in administration and service. This can be in the form of seminars, workshops, or special training programmes that help them stay relevant to the latest developments in the field. The output targets in this PPM are the PPM Journal and articles in print or electronic media. This PPM is expected to be able to improve technical skills relevant to administration and hotel services, especially for POLNEP Business Administration alumni

Abstract

The digital economy encompasses online business transactions, electronic commerce, digital services, and the digital creative industry, offering opportunities for growth, innovation, and efficiency while also challenging privacy, data security, and the digital divide. Alumni have significant potential in the digital business world, with access to education, experience, and extensive networks. Some findings suggest that electronic money positively impacts economic growth, but legal protection challenges remain, such as consumer data breaches and the need for regulation. The PKM team provides outreach to alumni and active students on legal developments in digital business. Lectures and training methods are used to impart understanding of legality and legal protection in digital business. This outreach successfully enhances participants' understanding of legal aspects, such as business identification numbers (NIB), business permits, tax obligations, trademark registration, copyright, product regulations, and intellectual property protection to avoid legal risks and enhance their business reputation.

Abstract

The financial report on the management of Non-Tax State Revenue (PNBP) for radioactive waste reuse and recycling services for Radioactive Substances has irregularities. The aim of this research is to analyze the conditions required in preparing rates and types of PNBP so that this service can be proposed as a service with fixed fees and a legal umbrella for better management and supervision of public services and PNBP. Based on the use of applied research methods with a qualitative approach, it was found that the basis for considering the preparation of tariffs for this service is transparency, fairness, responsive-ness, simplicity, timeliness and certainty. The result of the tariff calculation using the ABC method is Rp. 26,736,329,- obtained based on the real needs for each service delivery activity. The results of the volume effectiveness analysis were 5.6 and the service revenue performance was 378.76 percent, considered very effective and performing well.

Abstract

Abstrak Penelitian ini bertujuan untuk menganalisis mengapa usulan aspirasi masyarakat dan daerah dalam perencanaan pembangunan secara nasional belum optimal; dan menelaah bagaimana strategi peningkatan usulan aspirasi masyarakat dan daerah dalam perencanaan pembangunan nasional. Penelitian ini menggunakan metode kualitatif dengan pendekatan deskriptif. Analisis data dilakukan dengan model interaktif Miles, Huberman and Saldana (2014). Dari hasil penelitian menunjukkan bahwa usulan aspirasi masyarakat dan daerah dalam perencanaan pembangunan secara nasional belum optimal antara lain disebabkan oleh (1) Belum optimalnya pengembangan sistem usulan aspirasi masyarakat dan daerah yang sesuai dengan kebutuhan anggota serta kebutuhan masyarakat; (2) Belum adanya regulasi yang mengatur sebagai pedoman untuk melakukan pengolahan Aspirasi Masyarakat dan Daerah, (3) Belum maksimalnya SDM yang tersedia, khususnya tenaga fungsional; dan (4) Belum maksimalnya dukungan anggaran untuk menghasilkan output dalam rangka pelaksanaan tugas Puskadaran tergolong sangat minim. Untuk itu, Strategi Peningkatan Usulan Aspirasi Masyarakat dan Daerah dalam Perencanaan pembangunan di daerah harus memperhatikan adanya sinkronisasi, koordinasi dan integrasi dengan perencanaan pembangunan nasional, karena capaian tujuan pembangunan daerah harus bersifat mendukung pencapaian tujuan pembangunan secara nasional. Abstract Strategy for Increasing Community and Regional Aspiration Proposals in National Development Planning. This study aims to investigate why proposals for community and regional aspirations in national development planning have not been optimal and how the strategy for increasing community and regional aspirations in national development planning can be improved. This research employs a qualitative approach with a descriptive approach. The interactive model Miles, Huberman, and Saldana were used to analyze the data (2014). The research findings indicate that the proposals for community and regional aspirations in national development planning are not yet optimal, among other reasons, because (1) the proposed system for community and regional aspirations is not yet optimally developed following the needs of members and the needs of the community; (2) no regulation regulates as a guideline for processing Community and Regional Aspirations; and (3) the available human resources are insufficient. For this reason, as a result, the Strategy for Enhancing Proposed Community and Regional Aspirations in Regional Development Planning must prioritize synchronization, coordination, and integration with national development planning because regional development goals must support national development goals.

Abstract

This paper is conducted to analyze the rationalization of career development management through talent management policies. This paper uses qualitative methods and a descriptive approach. This research was conducted at the Ministry of Marine Affairs and Fisheries of the Republic of Indonesia (MMAF RI) which consistently applies talent management in supporting career development. The results showed that managing career development through talent management schemes is very important for personnel apparatus and HR management in achieving organizational and individual career goals. Civil services consider that talent management schemes can help them obtain better and structured career development. Meanwhile, the HR management apparatus views the talent management scheme as a tool to improve organizational performance and develop the competence of civil services. The study also shows that MMAF RI must implement several strategies to ensure the success of talent management schemes. These strategies include involving civil services in the career development process, providing relevant and consistent training and development, and providing constructive and ongoing feedback to civil servants. Career development through talent management schemes is very important for personnel apparatus and HR management in achieving organizational and individual career goals. This paper recommends MMAF RI adopt an integrated apparatus HR management strategy to ensure the success of the talent management scheme and improve overall organizational performance.

Abstract

The purpose of this study is to determine the aspects contributing to resistance to the implementation of criminal policies and establish implementation strategies. To have an effective and accountable criminal justice system be formed. The resistance is provided by pretrial. The impact of this mechanism is substantial because can invalidate the law enforcement that has been established over the years and must be procreated from the beginning. The methodologies used involve qualitative research. Data was obtained through document reviews, interviews, and FGD. The results revealed that the factors determining pretrial submission harmonize with Grindle's theory that can be separated into 2 (two) aspects namely content and context of policy. Furthermore, the author reveals two additional factors. The strategies are also classified into two scopes. Internally, the DGT modifies criminal policy, annotates verdicts, and strengthens implementer unit. Externally, enhances coordination with other stakeholders in the integrated criminal justice system.

Abstract

Viscosity experiments in universities generally use falling ball method with manual observations. Measuring travel time of iron ball from one point to another manually using a stopwatch can cause a large error. This problem can be solved by designing a digital falling ball viscometer using infrared and photodiode configured with Arduino. Infrared and photodiode pairs are placed in the top and bottom glass tubes to detect the movement of iron ball so that it produces a change in voltage. This voltage change is used to mark start and stop times in time measurement. The time measurement obtained is then used to calculate speed of the ball through the formula for distance between sensors divided by time. Data obtained is then entered into viscosity formula of falling ball method to obtain viscosity value of fluid (oil). The digital falling ball viscometer is accurate when error obtained is less than 5%. The results obtained are the error of the digital viscometer measurement results are better than the error of the manual viscometer. The highest error obtained from the digital viscometer is 4%, while the lowest is 1%. This indicates that the digital falling ball viscometer has a high enough accuracy so that data obtained is in accordance with the reference and can be used as a viscosity experiment tool using falling ball method.

Abstract

This research has limitations on the discussion of optimizing the use of KKP and CMS VA as a means of payment for state spending in the Pusbangkom Management BPSDM Ministry of PUPR. This research is In this study, researchers used qualitative methods aimed at studying what phenomena were felt by research subjects, such as behavior, motivation, actions, perceptions, and others descriptively in the form of language and words so as to enable researchers to examine the subject matter in more detail. in depth, especially if there is still uncertainty about the research problem. In addition, qualitative research is also used to explain theories, to provide certainty regarding whether or not the data in this study are correct. The implementation of the use of non-cash state payment instruments, namely Government Credit Cards (KKP) and Cash Management System Virtual Accounts (CMS VA) at the Pusbangkom Management Satker of the BPSDM Ministry of PUPR has been running since 2019 until now (Year 2022), but it is known from research results that actual use is still very low, reaching only 2% of the DIPA ceiling due to the high use of cash. The not optimal use of KKP and CMS VA is influenced by internal and external factors, including internal factors, lack of leadership commitment related to the use of KKP and CMS VA , lack of HR competence , no SOP for procedures for using KKP and CMS VA. External Factors There is an additional Surcharge fee from the merchant / store provider for KKP and CMS VA transactions , There are bank account requirements for CMS VA payments , There is no punishment system from regulators (BUN). Strategic steps as an effort to optimize the use of KKP and CMS VA, namely Re-Collection of KKP and CMS VA , Setting targets for the use of KKP and CMS VA , Preparation of SOPs and Memorandum of Service for KKP and CMS VA , Strengthening HR , Conducting periodic Monitoring and Evaluation.

Abstract

The need for infrastructure development in West Java Province during 2018-2023 is IDR 861.9 trillion, while the local budget (APBD) capacity is only IDR 54.9 trillion, so there is a gap in financing needs of IDR 807 trillion. The West Java Provincial Government can use municipal bonds as an alternative for regional development financing, but this opportunity has yet to be utilized. This study aims to analyze the obstacles to issuing municipal bonds in West Java Province and establish issuance strategies. The bond success theory, according to Hardwood (2000), and the municipal bond aspect theory, according to Djaenuri (2012), are used to answer the research question. The methodologies used involve qualitative study. Data was obtained through document reviews and interviews. The results revealed that the obstacles are the commitment of the governor, project selections, regulation of the minister of finance regarding procedures for issuing municipal bonds that have yet to be published, and the readiness of the DMU. The strategies that can be implemented are commitment, project selection, regulatory, and DMU preparation strategies.Keywords: Municipal Bond, Infrastructure Financing, Creative Financing
