Abstract

The Electronic-Based Government System (SPBE) is a government administration that utilizes information and communication technology to provide services to SPBE Users as stipulated in Presidential Regulation No. 95 of 2018. SPBE aims to create an integrated government business process between Central Agencies and Regional Governments, form a complete government unit and produce bureaucracy and high-performance public services. To support the implementation of SPBE, the National SPBE architecture is compiled as a detailed guide that covers technical and methodological aspects, ensuring the integration of government electronic systems. This architecture provides convenience in increasing efficiency and effectiveness, as well as being a guide for SPBE governance in Central Agencies and Regional Governments. The XYZ Regency Government has implemented the SPBE architecture as the basis for implementation in its area. This study analyzes the SPBE architecture in XYZ Regency based on the National SPBE architecture to provide optimization recommendations on the application architecture domain. Despite the existence of Presidential Regulation Number 95 of 2018 and Number 132 of 2022, the preparation of government architecture in Indonesia still faces challenges due to the lack of clear guidance. More detailed references are needed as derivatives of existing regulations to ensure consistent and optimal implementation, help agencies understand and implement the SPBE architecture, so that digital transformation towards Indonesia 4.0 is achieved by 2040.

Abstract

Optimal, efficient, and accurate drug stock management at hospital depots is crucial for ensuring the smooth operation of medical and operational services. Therefore, the use of machine learning is currently essential for managing drug stocks at hospital depots more optimally. This optimization process involves stages such as data collection, data pre-processing, attribute selection, data labeling, classification algorithm selection, model training, model eval_uation, and result interpretation. The data used in this research includes information on drug stocks at hospital depots with details on drug items, quantities, prices, depot origins, demand trends, and types of transactions. The aim of using these algorithms is to classify drug stock items into categories such as "sufficient," "deficient," and "excess" based on historical data patterns and relevant attributes. Model eval_uation is carried out by comparing classification results with actual data and measuring eval_uation metrics such as accuracy, precision, recall, and F1-score. It is hoped that the classification results will indicate the need for optimization in the previously implemented algorithms and provide new solutions for managing drug stocks at hospital depots. The Shuffle Frog Leaping algorithm (SFLA) implemented will help drug stock management staff identify demand patterns more optimally, efficiently, and accurately. Thus, this research has the potential to make significant contributions to optimizing drug stock management and decision-making at hospital depots, which will also positively impact the progress of hospital services.

Abstract

Student transfers are a significant issue in schools and can affect the dynamics of education and student performance. This research aims to predict student transfers using a comparative analysis of three classification methods: Support Vector Machine (SVM), K-Nearest Neighbors (KNN), and Naïve Bayes. The study utilizes historical data from BK Palu School, covering the years 2022 to 2024, which includes demographic, academic, socio-economic, and student quality information. The methodology involves data collection, data preparation, algorithm selection, implementation, and evaluation of the three methods. The performance of the classification methods is assessed using metrics such as accuracy, precision, recall, and F1-score. The results indicate that SVM has the highest accuracy in predicting student transfers, followed by KNN and Naïve Bayes. This study contributes to identifying key factors influencing student transfers and offers schools a robust model to develop targeted strategies for reducing transfer rates. Ultimately, this research provides insights into optimizing student retention and improving the overall quality of education.

Abstract

The advancement of technology in a company has an impact on improving business quality. From this observation, architectural planning is a part that is used to build alignment between business strategy and information technology. Architecture within the business domain illustrates how a company conducts business activities and functions to achieve the company's goals. Therefore, the company's business model architecture depicts the current state of architecture by identifying business needs and activities. From this study, the business role of PT. GEMPITA CAHAYA MAKMUR, a company engaged in the procurement of goods and services, especially in the field of wholesale office stationery, printing, photocopier sales, and photocopier and laptop rentals, which has customers from medium-sized companies, large companies, both private and government. The use of the Enterprise Architecture Planning or EAP framework focuses on business architecture. The purpose of this research is expected to produce a blueprint proposal that will be beneficial for PT. GEMPITA CAHAYA MAKMUR to plan the business model architecture that will become the foundation for the design phase of application architecture.

Abstract

This study aims to analyze stunting in children in Tangerang Regency using clustering methods such as k-means, Hierarchical Clustering with Agglomerative Nesting, and Density-Based Spatial Clustering of Applications with Noise (DBSCAN). Stunting is a significant health issue affecting child growth due to chronic malnutrition and recurrent infections. The research revealed that k-means produced the best clustering results with a Silhouette Score of 0.52, indicating its effectiveness in categorizing children based on age, nutritional status, and stunting risk. The k-means method identified three clusters: Cluster 0 (ages 46-55 months, good nutrition, no stunting), Cluster 1 (ages 9-18 months, varied nutritional status, high stunting risk), and Cluster 2 (ages 27-36 months, good nutrition, no stunting). The study suggests preventive actions such as balanced nutrition education, regular health monitoring, complete immunizations, and physical activity, alongside curative measures like nutritional consultations and supplements. The findings provide a framework for targeted preventive and curative interventions, enabling Tangerang Regency's health department to effectively address and reduce stunting rates.

Abstract

The rapid development of the digital era has placed Information Technology (IT) as a crucial element in the banking industry. PT. Bank XYZ aims to enhance its IT capabilities to achieve its business objectives and become one of Indonesia's top banks. In line with the regulatory requirements of POJK No. 11/POJK.03/2022, this research focuses on a strategic analysis of PT. Bank XYZ's IT architecture using the Pepprard and Ward methods, combined with Anita Cassidy’s approach. The research analyzes the current conditions of the bank’s IT architecture and external factors, employing PEST and Porter’s Five Forces methods, followed by a SWOT analysis to identify strengths, weaknesses, opportunities, and threats. From this analysis, strategic recommendations are provided to support the bank’s IT goals over a four-year period (2024-2028). The strategic plan consists of 19 key IT programs covering applications, data, and technology, aimed at enhancing customer experience, data quality, and infrastructure resilience. This roadmap will help PT. Bank XYZ improve its IT operations and align its technological advancements with its business objectives, positioning the bank for growth in the competitive banking sector. The research contributes practical insights into developing an IT strategy that complies with regulatory standards and supports long-term corporate goals.

Abstract

Recommendation systems have now become an important part of a digital service, one example is e-commerce. The facts show that the COVID-19 pandemic has had a significant impact on customers by making them spend more time surfing online to get daily necessities products by shopping on e-commerce sites. With the rapid development of deep learning technology today, of course, it can be used to help in terms of the process of producing a product image-based recommendation system that has a fairly high level of similarity. This study will discuss how to produce an image-based product recommendation system architecture by comparing the results of the application of algorithms 8 pre-trained models that are available and have also been widely used in various studies and the information technology industry. The dataset used is product images sourced from the kalcare.com website. After testing the pre-trained model, then an application prototype was made to be tested then in the final stage of this research a poll was conducted to determine the response and opinion of users to the protopine recommendation system made for e-commerce kalcare.com using deep learning.

Abstract

Various applications of SPBE have been produced by the Central and Regional Authorities and have contributed to the efficiency and effectiveness of government maintenance. Nevertheless, the results of the SPBE development show a relatively low maturity rate and a high gap between the Central Authority and the Regional Government. Based on the results of the 2018 SPBE evaluation of 616 Central and Regional Government Instances, the National SPBE Index reached a value of 1.98 with a sufficient predicate of the target SPBE index of 2.6 out of 5 levels with a good prediction. Reviewed from the access of Central and Regional Authorities, the average Central Authorities SPBE index was 2.6 with a good predicate, while the average Regional Government SPBE Index was 1.87 with a sufficient Predicate. Reviewed from the target access spread, 13.3% of Central and Regional Authorities have reached or exceeded the target SPBE 2.6 index, while 86.7% have not yet reached the SPBE 2.0 index target. This shows that there are problems in the development of the SPBE nationally. On the other hand, the development of ICT 4.0 trends is a key external factor that can drive the realization of integrated SPBE implementation and improved quality of SPBE services that make it easier for users in accessing government services. The vision is a benchmark in implementing the integrated implementation of SPBE in the Central and Regional Authorities to produce integrative, dynamic, transparent, and innovative government bureaucracy, as well as improving the quality of integrated, effective, responsive, and adaptive public services.

Abstract

IT governance is a process that aims to carry out the process of aligning business objectives in an agency in accordance with the business strategy applied to that agency. One sector that is trying to improve IT in improving its governance is the education sector including all SMKNs in West Jakarta. The problem with data management within the West Jakarta Vocational High School is that there is no analysis and research on good and relevant information technology governance in every budget the boss funds issue. This study aims to determine the level of capability and gaps in information technology governance that is currently being implemented, namely the boss fund management information system (Rkas, Arkas, Ready Bop Bos and Headquarters). This study uses analysis based on the 2019 COBIT standard with a focus on the APO12 (Managed Risk) and APO13 (Managed Security) domains to produce a value of capability level that can be used as a reference for analyzing risk management and security management in boss fund management at all West Jakarta Vocational High Schools. The data used in this study came from interviews, questionnaires and direct observation to the research site. The audit results show. APO12 level 2 capability level with a value of 89.29% (Fully Achieved). The capability level of APO12 is level 3 with a value of 77.36% (Largely Achieved) where the capability level of Level 3 APO12 does not reach Fully Achieved so that the capability level of APO12 is at level 3 The capability level of APO13 level 2 with a value of 61.43% (largely Achieved) which does not reach Fully Achieved so The capability level of APO13 is at level 2. The results of this study provide recommendations for aligning the vision, mission, and objectives of boss fund management, so as to improve the function of the boss fund management information system in all SMKN West Jakarta.
