Abstract - The disturbance resulted from the image taken in the water are lighting and signal distortion. This research describes the level of difficulty and noise that interfere with the processing of digital images taken on the sea surface. The method used in the research is thresholding otsu-gaussian method with gray level that will be tested differently, where previous research had been investigated by using vehicle plate number object [2]. The result of the research are [1] the smaller the gray level specified at the histogram density will affect the segmentation result with the reduced noise generated by the image without vibration noise or noise with vibration. [2] with no image vibration noise segmentation results greatly affect the noise such as (a) with no image vibration noise, the segmentation results strongly affect the noise such as (a) reflected light (b) other reflected shadow of water so that it becomes background on objects in the water. [3] the vibrated image will actually eliminate the minimal background noise generated from the reflection of water. the vibrated image will also affect the change of the original shape of the object due to factors influenced by the vibration bias that occurs in the waterAbstrak- Gangguan yang dihasilkan dari gambar yang diambil dari dalam air yaitu, pencahayaan, distorsi signal [1]. Sedangkan pada makalah penelitian ini akan memaparkan tingkat kesulitan beserta noise yang menggangu pada pengolahan citra digital yang diambil diatas permukaan air. Metode yang akan diusulkan pada makalah penelitian ini adalah metode thresholding Otsu-Gaussian dengan tingkat level keabuan yang akan di ujicoba berbeda-beda, dimana pada penelitian sebelumnya telah diteliti menggunakan objek plat nomor kendaraan [2]. Hasil dari penelitian ini didapat (1) Semakin kecil level keabuan yang ditetapkan pada kerapatan histogram akan memperngaruhi hasil segmentasi dengan berkurangnya noise yang dihasilkan oleh gambar tanpa noise getaran mupun noise dengan getaran. (2) Dengan citra yang tidak ada noise getaran hasil segmentasi sangat berpengaruh terhadap noise seperti: (a) Cahaya yang dipantulkan air (b) Bayangan lain yang dipantulkan air sehingga menjadikan background pada objek yang ada didalam air. (3) Untuk citra yang diberi getaran justru akan menghilangkan sedikitnya noise backgroung yang dihasilkan dari pantulan air. (4) Citra yang diberi getaran juga akan memperngaruhi perubahan dari bentuk asli objek karena faktor yang dipengaruhi oleh bias hasil getaran yang terjadi pada air.Kata Kunci : Otsu-Gaussian, Air, Noise

Health is one of the essential human requirements in addition to food, housing and education, because only in a healthy state humans can live, grow and work better. Numerous people who are less concerned about health, especially on oral and dental health because of dental and oral diseases can strike anyone and anytime. Certainty factor is a method to prove whether a fact is certain or uncertain in the form of metrics that are usually used in expert systems. This method is just righ for expert systems that diagnose something uncertain. Dempster-Shafer is a mathematical theory for evidence based on belief functions and plausible reasoning, used to mingle separate pieces of information (evidence) to estimate the probability of an event. Thus, appear a problem on how to make expert system with two comparison of certainty factor and dempster-shafer methods on the expert system diagnosing dental and dental diseases. The objective of the research was to contribute a solution by building an application that can determine the dental and mouth disease fast and efficient. It is hoped that this application can be developed into another cases so that it extend the insight of smarthphone based java program.

In the data processing of examination/test system for new students' entrance in Muhammadiyah University of Bengkulu had been using computer facility for method of input the result of test when the test implementation still using paper sheets (conventional).In the process of writing thesis, the author discusses about how to create items that will be done by testee are not same as the others, its mean the number of that test items will be random so the testee are more coducive in implementation of test.Online examination/test system is designed by using the Unified Modeling Language (UML). It hoped can be used to overcome the problems in the selection test of new students' entrance and can be fully utilized and feasible to be used in order to achieve system that is accurate, fast, precise and more effective. Linear Congruent Method (LCM) is a method that generates random numbers are widely used in computer programs. In this method, repetition in spesific time period or after a few times of generation.This is one of main characteristic from this method. Determination of the constants in LCM very determine whether good or not the random numbers obtained. In the sense of obtaining random numbers as if there will be no repetition. Using of LCM method in this case is simply to randomization number of items in order to every students who did a test selection run with effective.

Giving citizens access to information from government and non-government institutions is one form of public information disclosure. Openness of public information that has been considered difficult to reach by the public is expected to help build openness between the community and government and non-government institutions in the future. In practice, obtaining the latest, accurate and complete data requires public information disclosure. In planning and development, up-to-date data is needed, especially building and land data that can support its implementation. Therefore the Dinas Pekerjaan Umum dan Penataan Ruang (DPUPR) Bengkulu Tengah Regency responsible for building management needs to conduct building data collection activities so that the availability of information regarding building data can be met. Perkembangan ilmu pengetahuan dan teknologi sekarang ini banyak menghasilkan alat-alat yang dapat membantu manusia dalam menyelesaikan pekerjaannya secara otomatis. Salah satu bidang ilmu yang mendukung dalam mempermudah pekerjaan manusia tersebut adalah computer vision. Masalah utama dalam computer vision adalah bagaimana mengenali gambar dan memanfaatkan gambar yang ditangkapnya. Tujuan dalam penelitian ini yaitu membangun system yang mampu mendeteki dan menghitung objek yang tertangkap oleh kamera berdasarkan warna. Hasil dari penelitian ini menunjukkan bahwa color object tracking dapat digunakan untuk mengenali dan menghitung warna yang ditentukan dengan kamera.

Internship is a process that is an obligation to be carried out in the academic process at the Telkom Institute of Technology Purwokerto, however with various media sources used in finding internships, students have problems in finding suitable internships. This study aims to apply Agile Scrum and Simple Additive Weighting in making applications to find a suitable internship place. Agile Scrum is used as a method of continuous application development, Simple Additive Weighting is used as a method in determining recommendations based on existing input. Application testing is carried out using Black Box Testing which tests the success of the function in carrying out its scenario and User Acceptance Test which is used as a benchmark in the suitability of the application with user needs. The results of this study are an android application in the form of an apk that was tested using Black Box Testing and got valid results in all scenarios and had a score of 87% on the User Acceptance Test

Social media remains an essential platform for connecting people with friends, family, and the world around them. However, when events spread on social media are primarily negative, it will cause depression, anxiety, and stress that tend to increase. This study aims to classify depression, anxiety, and stress using the Support Vector Machine. The data in this study were obtained from active Facebook users using the Depression Anxiety Stress Scale (DASS 21) questionnaire. This study adopted the Knowledge Discover Database process. The result of this study is an evaluation of the performance of the Support Vector Machine classification of depression, anxiety, and stress. The accuracy of the Support Vector Machine in this study is 98.96%.

ABSTRACTIt is now commonplace that secrecy must be truly enhanced and tightened as it weighs the emergence of the latest technology that is growing rapidly. Of course an agency, group, or individual have data that is confidential and do not want to be known by other parties hence the need for a system capable of securing the data. For this reason this research aims to create Cryptography application by applying a combination of Hill Cipher and RSA algorithm, Cryptography is also called coding language and I apply Hill Cipher because it is a classical method that uses multiplication for each encoded character while RSA is a modern method that has 2 keys ie key public and secret key where the public key is used for encryption and secret key to retranslate the original form. By applying a combination of classical and modern methods it can be more secure so it is more difficult to be solved by unwanted parties.Keyword : Data Security, Cryptography, Hill Cipher, RSAABSTRAKDi masa sekarang sudah menjadi hal yang biasa bahwa kerahasiaan harus benar – benar ditingkatkan dan diperketat karena menimbang kemunculan teknologi terbaru yang semakin pesat berkembang. Tentu sebuah Instansi, kelompok, ataupun individu memiliki data yang bersifat rahasia dan tidak ingin diketahui oleh pihak lain maka dari itu diperlukannya system yang mampu mengamankan data tersebut. Untuk itulah penelitian ini bertujuan membuat aplikasi Kriptografi dengan menerapkan kombinasi Algoritma Hill Cipher dan RSA, Kriptografi juga disebut bahasa persandian dan saya menerapkan Hill Cipher karena merupakan metode klasik yang menggunakan perkalian untuk tiap karakter yang disandikan sedangkan RSA adalah metode modern yang memiliki 2 kunci yaitu kunci publik dan kunci rahasia dimana kunci publik digunakan untuk penyandian dan kunci rahasia untuk menterjemahkan kembali k bentuk asli. Dengan menerapkan kombinasi metode klasik dan modern ini dapat lebih mengamankan sehingga lebih sulit untuk dapat di pecahkan oleh pihak – pihak yang tidak diinginkan.Kata Kunci : Pengamanan Data, Kriptografi, Hill Cipher, RSA.

AbstractOne of the use of VOIP and IPTV technology that is increasingly used as a communication application on the internet are video call and video streaming, so when the data required a reliable and fast protocol performance in the process of delivery. The problem of the research is analyzing the performance of layer transport protocol in VOIP and IPTV data traffic. The objective of the research is to know the advantages and disadvantages of VOIP and IPTV data traffic and it is useful to contribute to the development of transport layer protocols in VOIP and IPTV data traffic in the future. This research is conducted independently without related to place and time. This reasearch uses SoftPerfect network Protocol Analyzer software. SoftPerfect network Protocol Analyzer is used to compare the performance of transport layer protocols of TCP, UDP, SCTV based on six parameters using different LAN and Wireless cable, test time, and sharing time. The method used in this research is based on the research approach. The results of this study indicate that SCTV protocol is a protocol that has good performance in VOIP and IPTV data traffic with TCP and UDP protocol.Keywords : Analysis, Performance, TCP, UDP, SCTP, VOIP, IPTV

ABSTRACTIn their daily life, humans usually use hands for the interaction between humans and machines or humans andhuman so that the human-computer interaction and computer-based Computer Vision using fingers has more valuethan using other objects. Many techniques are developed based on the Computer Vision model, one of the techniquethat is implemented in this field is Hand Tracking. The use of such techniques uses certain algorithms to improveperformance, one of which is the filter algorithm. Kalman Filter is an estimator algorithm in which informationfrom an object is detected in a frame and the status of the object in the previous frame to create an approximatestatus of the new state of the object so that the process of unstable object movements in the tracking process thatoccurs due to noise can be minimized by the kalman filter. The use of Hand Tracking techniques and Kalman Filteralgorithm is expected to meet the needs of more advanced human and computer interactions. Banyak teknik yang dikembangkan berdasarkanmodel Computer Vision, salah satu teknik yang sering diimplementasikan dalam bidang ini adalah Hand Tracking.Sering kali penggunaan teknik tersebut menggunakan algoritma tertentu untuk meningkatkan kinerjanya, salahsatunya adalah algoritma kalman filter. Kalman Filter adalah sebuah algoritma estimator yang dimana informasidari objek terdeteksi di suatu frame dan status objek tersebut pada frame sebelumnya untuk membuat statusperkiraan dari status baru objek tersebut sehingga proses pergerakan objek yang tidak stabil pada proses trackingyang terjadi karena noise dapat diminimalkan oleh kalman filter. Penggunaan teknik Hand Tracking dan algoritmaKalman Filter diharapkan mampu memenuhi kebutuhan interaksi manusia dan komputer yang lebih maju. Hasilpenelitian ini diharapkan berguna sebagai sarana pengembangan keilmuan dalam bidang teknik informatikadan kemampuan dalam membangun perangkat lunak pada bidang teknik Hand Tracking dan algorita KalmanFilter serta diharapkan Aplikasi ini dapat digunakan untuk kepentingan pribadi maupun umum.Kata Kunci : Computer Vision, Hand Tracking, kalman Filter
