Abstract

This study examines the dynamics and institutional durability of various delivery units in Indonesia, including the Presidential Work Unit and the Presidential Staff Office, within a comparative cross-administrative framework and the conceptual lens of deliverology, as practiced by the Prime Minister’s Delivery Unit in the United Kingdom. In contrast to short-term approaches driven by leadership style and performance orientation, this study emphasizes the importance of systematizing and sustaining coordination, synchronization, and control functions. The findings reveal that establishing delivery units in Indonesia tends to be temporary and pragmatic, lacking robust legal foundations and strong institutional integration. Political factors, leadership personalization, and overlapping authorities emerge as key impediments. Employing a collective or multiple-case study design with a comparative analytical approach, this research concludes that while several principles of deliverology, such as using targets and performance monitoring, have been adopted, delivery units have yet to be institutionalized as long-term governance instruments. Therefore, the study recommends establishing a stronger legal framework, developing adaptable institutional designs, and promoting professional leadership to ensure the continuity of these units in supporting the implementation of national priority policies.

Abstract

This paper examines the dynamics of political party representation in Indonesia with a focus on Partai Solidaritas Indonesia (PSI) in Jakarta, particularly in the context of digital platform usage in the party's role in local governance. The background of this study includes the need to update political analysis in Indonesia in light of the digitization phenomenon affecting political practices, as well as to evaluate the party's presence at the local level, which has often been overlooked in previous studies that concentrated on the national level. PSI Jakarta is chosen as a case study due to its role as a new political party actively engaging in digital activities, making it an ideal representation to explore the digital face of political parties. This study adopts the “three faces of the party” concept by Katz and Mair, which includes the party’s face at the organizational level, public office, and grassroots level, to analyze how PSI Jakarta manages these three aspects in its digital platform usage. The research employs a qualitative case study approach, utilizing data collection methods such as observation, interviews, and document analysis. The primary focus of this paper is the relationship between the three faces of the party and the organizational challenges faced by PSI Jakarta, as well as the relevance and implications of these findings for general political party studies. The main findings indicate that PSI Jakarta leverages digital platforms as a tool for interacting with constituents and managing party performance; however, there are still challenges in aligning the three faces of the party proportionally.

Abstract

Despite the critical urgency of revising the Disaster Management Law after two decades of implementation, this policy reform has not been formally executed by the Parliament. This paper aims to analyze disaster governance through a political linkage approach to examine the political dimensions of disaster policy systematically. Using an interpretive qualitative method with digital discourse analysis, this study examines data sourced from YouTube webinar content involving the Parliament, Civil Society Organizations (CSOs), academics, practitioners, and the private sector. The research findings summarize various strategic policy reform proposals, encompassing aspects of institutional strengthening, mandatory budget allocation policies, the integration of Disaster Risk Analysis documents, and the reinforcement of social inclusiveness and local knowledge. The main contribution of this paper highlights the dominance of technocratic linkage within the relationship between CSOs and Parliament in the digital political space. This interaction demonstrates a slight shift from procedural democracy toward substantive democracy, focusing heavily on policy content depth and programmatic problem-solving.

Abstract

This paper aims to review the object of study and learning design of Government Science in Indonesia through an examination of the vision, distinctiveness, graduate profile, and curriculum of higher education institutions, as well as through study programs, as outlined by academic and educational authorities. This study examines the discourse on the development of Government Science in Indonesia, which has been widely discussed by epistemic communities, including study program associations and learner discussion forums. The method used is a desk study of curriculum documents, focusing on 13 undergraduate (S1) Government Science Study Programs that are ranked “Unggul” (Excellent) or accredited "A". The analysis areas cover the vision, distinctiveness, graduate profile, and curriculum of the study programs. The results of the review indicate that higher education institutions have formally incorporated the discourse on the development of government science; however, the curriculum review reveals a strong tendency to use the nomenclature "politics and government" in addition to the term "governance". Higher education institutions, as dual authorities, risk scientific bureaucratization and becoming trapped in ontologism. Therefore, substantial transformation is needed so that Government Science is treated as a scientific enterprise, not just an educational commodity. Higher education institutions must also escape the trap of ontologism by strengthening axiology and epistemology, with the goal of building a critical, reflective, and people-centered scientific framework.
