Abstract

This research explores the strategy of the Regional General Election Commission (KPUD) in increasing community political participation in regional head elections in Bandung Regency. The main focus is analyzing the steps taken by the KPUD to increase community involvement in the local democratic process. Qualitative methods with a case study approach were used to understand in depth the strategies implemented by the KPUD. The research results show that even though the KPUD has implemented various strategies, there are still several obstacles in optimizing community political participation. This research provides relevant insights for related parties to improve strategies and strengthen community political participation in regional head elections in Bandung Regency.

Abstract

The purpose of this research is to determine and analyze the Organizational Development of Village-Owned Enterprises (BUMDes), determine and analyze the supporting and inhibiting factors for the Organizational Development of Village-Owned Enterprises, as well as determine and analyze efforts to overcome the factors inhibiting the Organizational Development of Village-Owned Enterprises in Minahasa Regency North of North Sulawesi Province. The theory used as an analytical tool in writing this thesis is the theory from Gouillart and Kelly in Simangunsong (2014) which explains that Organizational Development requires 4 (four) stages (known as the 4 R model) for organizational renewal, namely "Reframing, Restructuring , Revitalization, and Renewal”. The method used is a qualitative approach with data collection techniques, namely interviews, observation, documentation and data triangulation. The informants in this research were the Deputy Regent of North Minahasa, Member of Commission 1 DPRD of North Minahasa Regency, Regional Secretary of North Minahasa, Assistant 1 of the Regional Secretariat of North Minahasa, Head of the Minut PMD Service, Minut Inspector, Head of ASN Transfer and Promotion at BKPSDM Minut, Head of PPEMKP at Minut PMD Service, Head of Regional Finance Subdivision at Minut Social Service, BUMDes Sector Analyst at Minut PMD Service, Head of Wori Subdistrict, Head of Budo Village, Head of Talawaan Atas Village, BUMDes administrators of Budo Village and Talawaan Atas Village, elements of the community/UMKM actors, and tourists from Budo Tourism Village . Based on the results of research in the field, it can be concluded that the Organizational Development of Village-Owned Enterprises has not been implemented optimally due to lack of availability of human resources, low budget, lack of community participation, lack of diversification of BUMDes business types, and lack of programs and activities related to BUMDes both in the Regional Government of North Minahasa Regency and Village government.

Abstract

Competition in tourism development between regions shows that tourism has the potential to have a positive impact. The Indonesian tourism sector experienced a decline in the number of tourist visits due to the Covid-19 pandemic. However, currently tourism is starting to recover and revive. It is hoped that tourism development will make Baubau City tourism more advanced and Baubau become a tourist destination city in Indonesia. Tourist attractions that can be developed are the natural tourist attraction Batu Sori and the cultural tourist attraction Buton Palace Fort. This research aims to analyze and describe the development of natural tourism in Batu Sori and cultural tourism in the Buton Palace Fort, then describe the supporting and inhibiting factors for development activities, as well as determine the efforts made by the Tourism Office in overcoming obstacles related to the development of tourist attractions. The research was carried out using research methods qualitative descriptive. The techniques used to collect data are observation, interviews and documentation. Analyzing data using data reduction techniques, data display and drawing conclusions and verification. The results of the research explain that the development of the Batu Sori natural tourist attraction and the Buton Palace Fort cultural tourist attraction is not yet in accordance with the goals and objectives, due to budget limitations, the Sapta Pesona value is not fulfilled, the two tourist attractions are not connected to public transportation, the active role of the community or tourists is still lacking in maintaining and maintaining the environment of tourist attractions, the number and competence of tourism human resources is inadequate, and there are no regional regulations related to the Buabau City Regional Tourism Development Master Plan. Efforts made by the Tourism Office include building infrastructure facilities, providing tourism training activities, coordinating with other regional apparatus, utilizing regional financial resources and drafting regional regulations for special areas.

Abstract

The aim of this research is to find out and analyze Knowledge Management in the Development of the State Civil Apparatus, find out and analyze the supporting and inhibiting factors of Knowledge Management in the Development of the State Civil Apparatus in Polewali Mandar Regency, West Sulawesi Province. The theory used as an analytical tool in writing this thesis is Nonaka and Takeuchi's theory in Nawawi (2010) which explains that knowledge management requires 4 (four) stages (known as SECI), namely "Socialization, Externalization, Combination, and Internalization". The method used is a qualitative approach by collecting interview techniques, observation and documentation. The data analysis technique in this research involves several stages, namely data reduction, data presentation and conclusions. The informant in the research was PJ. Regent of Polewali Mandar, Member of Commission 2 of the DPRD of Polewali Mandar Regency, Regional Secretary of Polewali Mandar Regency, Assistant 1 for Government of the Regional Secretariat of Polewali Mandar Regency, Head of BKAD of Polewali Mandar Regency, Head of the Communication and Information and Encryption Service of Polewali Mandar Regency, Head of Balitbangren Polewali Mandar Regency, Inspector of the Regency Inspectorate Polewali Mandar, Head of the Polewali Mandar Regency Education and Training Personnel Agency, Secretary of the Polewali Mandar Regency Education and Training Personnel Agency, Head of the Adminpeg Division of the Polewali Mandar Regency Education and Training Personnel Agency, Head of the Training Division of the Polewali Mandar Regency Education and Training Personnel Agency, Head of the PIK Division Polewali Mandar Regency Education and Training Personnel Agency, Human Resources Analysis of Young Expert Apparatus at Polewali Mandar Regency Education and Training Personnel Agency, and Polewali Mandar Regency Education and Training Personnel Agency Staff. Based on the results of research in the field, it shows that Knowledge Management in the Development of State Civil Apparatus in Polewali Mandar Regency has not been implemented optimally due to the lack of availability of human resources, low budgets, and regulations related to knowledge management have not been implemented well in the Regional Government of Polewali Mandar Regency.
