Abstract

The problem in the implementation of training is that the objectives of the training program have not been achieved, such as increasing the competence of training participants, this is evidenced by the results of the pretest and posttest scores which are not too different. Therefore, an evaluation is needed in the implementation of the PIP training program. Considering that there has never been an evaluation of the PIP training program for the 2023 and 2024 budget years, especially in the implementation of education and training for PIP training teachers. The importance of program evaluation includes providing information that is used as a basis for making policies and decisions. The objectives of this study are, 1) to evaluate the training program for PIP training teachers at BPIP in the 2023 and 2024 fiscal years, 2) to analyze the obstacles and barriers to evaluating the training program for PIP training teachers at BPIP in the 2023 and 2024 budget years, 3) to analyze the efforts of the training program for PIP training teachers at BPIP. This research method uses a naturalistic qualitative approach (case study). By using the CIPP evaluation model. The evaluation components are: 1) context, 2) input, 3) process and, 4) product. The data analysis technique used is the Miles and Huberman model. The results of the study on the context dimension did not find any gaps, the input dimension still found gaps in the indicators: 1) facilities and infrastructure, 2) methods, and 3) teaching materials, the process dimension still found gaps in the training implementation indicators, and the product dimension still found gaps in the accreditation indicators.

Abstract

The stunting prevalence rate in Indonesia is still relatively high when compared to neighboring countries such as Malaysia and Singapore in 2021. Then Presidential Regulation Number 72 of 2021 was born as an effort to accelerate the reduction in stunting prevalence. Bogor Regency is one of the Autonomous Regions in West Java Province which also contributes to the high stunting prevalence rate, through Regent Instruction number 440/884 of 2019 concerning Integrated Stunting Intervention with the aim of reducing stunting rates. The purpose of this study is to analyze the Implementation of Stunting Handling Policies in Bogor Regency, West Java Province. To analyze the Implementation of Stunting Handling Policies in Bogor Regency, West Java Province, researchers used Hamdi's theory of public policy implementation which consists of Productivity, Linearity, and Efficiency. The method used in this research is descriptive research with a qualitative approach, namely by describing and analyzing the Implementation of Stunting Handling Policies in Bogor Regency, West Java Province. The data collection techniques used are interviews, observation, and documentation. The results showed that the implementation of stunting handling policies in Bogor Regency, West Java Province, has been running well from the aspects of productivity, linearity, and productivity. This can be seen from the decline in stunting prevalence from 27.6% to 7.59%. However, there are several determinant factors that influence the unsuccessfulness of Policy Implementation such as budget constraints, therefore the author suggests the Bogor Regent to make a Regent's regulation regarding the priority use of the budget each year.

Abstract

The different English materials among the IPDN lecturers made English materials do not have standards. Therefore, it initiates the English lecturers to create English textbooks. This research aims to know the use of the English textbook from the student's perspective. This study used a descriptive qualitative method with a technique for collecting data via questionnaires which are distributed to 202 students via Google Forms. The interviews are also used to know the students’ responses using the textbook. There are some findings: 1). Most of the respondents agree the materials in the form of reading text and focus on Government science; 2). 83,4% (168) agree with governmental topics, 16,6% (34) students disagree; 3) Tasks and activities provide opportunities to improve reading comprehension in English as well as other English language proficiency and government science; 4). Tasks and activities are coherent; 5). There are some strategies for learning English reading, such as Guessing in the form of schematic Theory and Collaboration for learning English together among the students in their dormitory

Abstract

Peer teaching is a learning approach whichis developed for developing student’s English reading skillat IPDN. This research is designed to solve some problemsin teaching English at three curriculum systems at IPDN,especially English teaching problems at parentingcurriculum system. This research explores the concept ofpeer teaching approach which utilizes peers in the form ofinteraction among the same level students and also in theform of junior and senior students who are moreknowledge of English. This research focus on thecollaboration among students, lecturers, trainers andother staffs for solving English teaching problems atIPDN. The method is mix methods (qualitativequantitative). The qualitative step is conducted by needanalysis (the strength, weaknesses, opportunities and alsothe threat belong to IPDN). The data are collected in theforms of documents, observations and interviews. Theoffering teaching approach tested in limited and extensivegroup. The results show that the pre-test score hasincrease at post test score consecutively. from 51.78 whenthe pre-test became 59.55, the first post-test, 75.11 at thesecond post-test, and 81.33 at the 3rd post test, at limitedand extensive test. The other results are the developmentof the students reading and speaking skills, the increase ofstudent’s interest of learning English, the embryo oflearning community among the students, teachers,trainers, staffs of IPDN. The requirements for planningthe activities before being applied to real classes are also aprerequisite for making learning in large classesapplicable.

Abstract

The electronic selection of village heads has been widely implemented in recent years. Sleman Regency is one of the regencies that conducts village head election using the e-votting method. Concerns about technological manipulation that could affect the vote counts for each candidate pair have been raised by a community group known as the “Manikmoyo” village head association. Puprose of this research is to understand the implementation of e-votting based village head elections in Sleman Regency, to identify the factors causing opposition, and to observe and formulated strategiest to be implemented by the Departement of Community and Village Empowerment of Sleman Regency. Data collection methods for this research include nterviews, observations, and gathering documents related to the implementation of e-votting based village head elections in Sleman Regency. The results of this research indicate that the role of the Department of Community and Village Empowerment as a leading sector in the e-votting based village head elections in Sleman Regency has been quite effective. The causes of opposition include public concerns about the adoption of the new technology as a votting method and issues related to data security and privacy. These concerns dominate the resistance to this technology in village head elections, as they relate to vote counts that will affect each candidate pair. The influencing factors consist of internal and external factors, followed by the determination of strategies for success based on SWOT analysis and litmust tests. The strategic issues identified include optimizing the high technology acceptance rate in Sleman Regency to conduct program socialization and various governmental activities related to technology implementation.

Abstract

This study aims to describe and explain the Family Hope Program (PKH) in Bandung Regency. The research approach used is descriptive qualitative, with data collection methods used are interviews, observations and documents related to the problem being studied. Simply put, PKH is a conditional social assistance provided to Beneficiary Families (KPM) with certain conditions that have been registered in the Ministry of Social Affairs' DTKS. Integrated Social Welfare Data (DTKS) is a data that serves as a reference source for the implementation of social welfare, in this case the data contains data on social assistance needs and social welfare services. This DTKS is to be used as a reference basis in the distribution of social assistance, Indonesia has implemented the Family Hope Program since 2007. This study uses the implementation theory approach from Van Metter and Van Horn (1975) which includes 6 variables, namely standards/measures and policy objectives, policy sources, characteristics or characteristics of implementing agencies, attitudes of implementers, communication between related organizations and implementation activities, economic, social, and political environments. This study shows that the implementation of the Family Hope Program (PKH) in Bandung Regency has an impact on improving the welfare of poor families. However, in its implementation, PKH assistants are still found to have double jobs or work elsewhere.

Abstract

This article aims to explain collaborative governance in Mount Sinabung disaster preparedness, focusing on the collaborative process. The problem centers on the Disaster Resilient Village which was formed by the Karo Regency BPBD, but during its establishment from 2019 to date, it has not implemented the Destana program in disaster preparedness. To answer this problem, the Collaborative Governance theory of Chris Ansell and Alison Gash is used. Data were collected through interviews and triangulation, as well as a literature review, and analyzed qualitatively. This study concludes the collaborative process of the Runggu of the Karo District Government on disaster management and the Runggu tradition in the village. Building trust by forming Destana and the Destana program that is included in the village budget. Commit to a joint agreement to prepare the documents for the Village Disaster Management Plan and Village Contingency Plan. Then the document is understood and implemented together according to their respective roles. This resulted in medium-term results in Gung Pinto Village receiving a Village Resilience rating in the Primary category. The findings from this study were that of the 14 villages formed, only 1 village could carry out the collaboration process well. With recommendations for the need for an empowerment process in collaborative governance in disaster preparedness at Mount Sinabung in Karo Regency, North Sumatra Province.

Abstract

This study focuses on the design and implementation of a collaborative learning model aimed at enhancing reading comprehension among first-year students at the Institute of Public Administration (IPDN) in Indonesia. The model was specifically developed to address challenges in a higher education boarding school environment, including limited access to technology and the transition to online learning. A mixed-methods approach was employed, involving 141 students organized into small groups of 3-4 members, mixing higher and lower achievers to encourage diverse interactions. The study examines how this model promotes student engagement, independence, and collaborative problem-solving skills—key components for lifelong learning. Data collection involved online questionnaires, interviews, and reading comprehension tests, which were analyzed using thematic coding and descriptive statistics. The results demonstrate significant improvements in reading comprehension, expanded vocabulary related to government concepts, and the emergence of student leaders who facilitated group learning. Additionally, the model was well-received by students, enhancing their independence and fostering a collaborative learning environment. The findings emphasize the potential of this model to support lifelong learning by developing essential skills that extend beyond the classroom, thereby promoting both academic achievement and personal growth.
