Abstract

Abstrak: Penelitian ini bertujuan untuk mengetahui penerapan budaya kerja PRODIIA, kendala dan upaya dalam mengatasi kendala terkait budaya kerja PRODIIA di Kantor Kecamatan Giriwoyo Kabupaten Wonogiri. Penelitian ini dilakukan dengan menggunakan metode deskriptif dengan pendekatan kualitatif. Data penelitian diperoleh langsung dari sumber di Kantor Kecamatan Giriwoyo melalui wawancara, observasi, dan dokumentasi. Informan kunci dalam penelitian ini adalah camat di kantor Camat Giriwoyo. Penelitian ini menggunakan dua teknik pengambilan sampel yaitu purposive sampling dan snowball sampling, dengan menggunakan uji validitas triangulasi sumber dan teknik. Model interaktif kemudian menganalisis data yang dikumpulkan. Hasil penelitian menunjukkan bahwa penerapan budaya kerja PRODIIA di Kantor Kecamatan Giriwoyo meliputi Budaya kerja profesional; budaya kerja yang disiplin; budaya kerja integritas; budaya kerja yang inovatif; dan budaya kerja yang akuntabel. Penerapan budaya kerja PRODIIA di Kantor Kecamatan Giriwoyo melalui pengembangan karir pegawai, bimbingan teknis (Bimtek) dan pendidikan dan pelatihan (Diklat), pengawasan pegawai, dan evaluasi pegawai. Masih terdapat kendala dalam penerapan budaya kerja PRODIIA yaitu adanya pekerjaan yang tidak dapat diselesaikan tepat waktu, kurangnya sumber daya manusia dan budaya “prekewuh” untuk memberikan teguran kepada pegawai. Solusi yang diberikan oleh Kantor Kecamatan Giriwoyo adalah evaluasi berkala, memaksimalkan sumber daya manusia yang ada serta pembinaan dan pendekatan kepada pegawai.Kata Kunci: budaya kerja; kantor kecamatan; PRODIIAAbstract: This study aims to determine the application of PRODIIA's work culture, obstacles and efforts in dealing with obstacles related to PRODIIA work culture at the Giriwoyo District Office, Wonogiri Regency. This research was conducted using a descriptive method with a qualitative approach. The research data were obtained directly from sources at the Giriwoyo District Office through interviews, observation, and documentation. The key informant in this research is the sub-district head at the Giriwoyo sub-district office. This study uses two sampling techniques, purposive sampling and snowball sampling, using the validity test of source and technique triangulation. An interactive model then analyzes the collected data. The study results show that applying PRODIIA work culture at the Giriwoyo District Office includes professional work Culture; disciplined work culture; integrity work culture; innovative work culture; and accountable work culture. Implementing the PRODIIA work culture at the Giriwoyo District Office through employee career development, technical guidance (Bimtek) and education and training (Diklat), employee supervision, and employee evaluation. There are still obstacles in implementing the PRODIIA work culture, namely the existence of work that cannot be completed on time, lack of human resources and a “prekewuh” culture to give reprimands to employees. The solutions provided by the Giriwoyo Subdistrict Office are periodic evaluation, maximizing existing human resources and coaching and approach to employees.Keywords: district office; PRODIIA; work culture

Abstract

The COVID-19 pandemic has become a global problem that has impacts on various government sectors. The education sector included the fields of science and technology, is one of the main pillars that must be maintained and improved under any circumstances. This study was conducted to determine the evolvement of educational technology during the COVID-19 pandemic. Articles related to educational technology have been collected through data-based Mendeley, using the keyword "Education Technology". The articles were filtered through several stages, as follows; a number of 163,616 articles were screened by related title, which then 33,228 articles were obtained after bering filtered by year 2020-2022. Then 23,747 articles were identified after being filtered to document type, journal (Education and Information technologies) obtained 197 articles, which then filtered by access type (open access) acquired 84 articles, and eventually 20 articles were eligible by inclusion and exclusion criteria that focused on the topic of educational technology during the COVID-19 pandemic. The findings of the article analysis were: 1) Educational technology during the COVID-19 pandemic, 2) Types of educational technology, and 3) Factors that influence the application of educational technology, and 4) Impact of educational technology. Educational technology is significantly important for continuity of learning process during the COVID-19 pandemic.

Abstract

This research explores the strategy of the Regional General Election Commission (KPUD) in increasing community political participation in regional head elections in Bandung Regency. The main focus is analyzing the steps taken by the KPUD to increase community involvement in the local democratic process. Qualitative methods with a case study approach were used to understand in depth the strategies implemented by the KPUD. The research results show that even though the KPUD has implemented various strategies, there are still several obstacles in optimizing community political participation. This research provides relevant insights for related parties to improve strategies and strengthen community political participation in regional head elections in Bandung Regency.

Abstract

The purpose of this research is to determine and analyze the Organizational Development of Village-Owned Enterprises (BUMDes), determine and analyze the supporting and inhibiting factors for the Organizational Development of Village-Owned Enterprises, as well as determine and analyze efforts to overcome the factors inhibiting the Organizational Development of Village-Owned Enterprises in Minahasa Regency North of North Sulawesi Province. The theory used as an analytical tool in writing this thesis is the theory from Gouillart and Kelly in Simangunsong (2014) which explains that Organizational Development requires 4 (four) stages (known as the 4 R model) for organizational renewal, namely "Reframing, Restructuring , Revitalization, and Renewal”. The method used is a qualitative approach with data collection techniques, namely interviews, observation, documentation and data triangulation. The informants in this research were the Deputy Regent of North Minahasa, Member of Commission 1 DPRD of North Minahasa Regency, Regional Secretary of North Minahasa, Assistant 1 of the Regional Secretariat of North Minahasa, Head of the Minut PMD Service, Minut Inspector, Head of ASN Transfer and Promotion at BKPSDM Minut, Head of PPEMKP at Minut PMD Service, Head of Regional Finance Subdivision at Minut Social Service, BUMDes Sector Analyst at Minut PMD Service, Head of Wori Subdistrict, Head of Budo Village, Head of Talawaan Atas Village, BUMDes administrators of Budo Village and Talawaan Atas Village, elements of the community/UMKM actors, and tourists from Budo Tourism Village . Based on the results of research in the field, it can be concluded that the Organizational Development of Village-Owned Enterprises has not been implemented optimally due to lack of availability of human resources, low budget, lack of community participation, lack of diversification of BUMDes business types, and lack of programs and activities related to BUMDes both in the Regional Government of North Minahasa Regency and Village government.

Abstract

Competition in tourism development between regions shows that tourism has the potential to have a positive impact. The Indonesian tourism sector experienced a decline in the number of tourist visits due to the Covid-19 pandemic. However, currently tourism is starting to recover and revive. It is hoped that tourism development will make Baubau City tourism more advanced and Baubau become a tourist destination city in Indonesia. Tourist attractions that can be developed are the natural tourist attraction Batu Sori and the cultural tourist attraction Buton Palace Fort. This research aims to analyze and describe the development of natural tourism in Batu Sori and cultural tourism in the Buton Palace Fort, then describe the supporting and inhibiting factors for development activities, as well as determine the efforts made by the Tourism Office in overcoming obstacles related to the development of tourist attractions. The research was carried out using research methods qualitative descriptive. The techniques used to collect data are observation, interviews and documentation. Analyzing data using data reduction techniques, data display and drawing conclusions and verification. The results of the research explain that the development of the Batu Sori natural tourist attraction and the Buton Palace Fort cultural tourist attraction is not yet in accordance with the goals and objectives, due to budget limitations, the Sapta Pesona value is not fulfilled, the two tourist attractions are not connected to public transportation, the active role of the community or tourists is still lacking in maintaining and maintaining the environment of tourist attractions, the number and competence of tourism human resources is inadequate, and there are no regional regulations related to the Buabau City Regional Tourism Development Master Plan. Efforts made by the Tourism Office include building infrastructure facilities, providing tourism training activities, coordinating with other regional apparatus, utilizing regional financial resources and drafting regional regulations for special areas.

Abstract

The aim of this research is to find out and analyze Knowledge Management in the Development of the State Civil Apparatus, find out and analyze the supporting and inhibiting factors of Knowledge Management in the Development of the State Civil Apparatus in Polewali Mandar Regency, West Sulawesi Province. The theory used as an analytical tool in writing this thesis is Nonaka and Takeuchi's theory in Nawawi (2010) which explains that knowledge management requires 4 (four) stages (known as SECI), namely "Socialization, Externalization, Combination, and Internalization". The method used is a qualitative approach by collecting interview techniques, observation and documentation. The data analysis technique in this research involves several stages, namely data reduction, data presentation and conclusions. The informant in the research was PJ. Regent of Polewali Mandar, Member of Commission 2 of the DPRD of Polewali Mandar Regency, Regional Secretary of Polewali Mandar Regency, Assistant 1 for Government of the Regional Secretariat of Polewali Mandar Regency, Head of BKAD of Polewali Mandar Regency, Head of the Communication and Information and Encryption Service of Polewali Mandar Regency, Head of Balitbangren Polewali Mandar Regency, Inspector of the Regency Inspectorate Polewali Mandar, Head of the Polewali Mandar Regency Education and Training Personnel Agency, Secretary of the Polewali Mandar Regency Education and Training Personnel Agency, Head of the Adminpeg Division of the Polewali Mandar Regency Education and Training Personnel Agency, Head of the Training Division of the Polewali Mandar Regency Education and Training Personnel Agency, Head of the PIK Division Polewali Mandar Regency Education and Training Personnel Agency, Human Resources Analysis of Young Expert Apparatus at Polewali Mandar Regency Education and Training Personnel Agency, and Polewali Mandar Regency Education and Training Personnel Agency Staff. Based on the results of research in the field, it shows that Knowledge Management in the Development of State Civil Apparatus in Polewali Mandar Regency has not been implemented optimally due to the lack of availability of human resources, low budgets, and regulations related to knowledge management have not been implemented well in the Regional Government of Polewali Mandar Regency.

Abstract

Kedde adalah prosesi penyerahan benda atau barang berupa hewan dan kain tenunan dari keluarga atau kerabat yang diundang untuk menghadiri ritual adat tertentu, kepada pihak keluarga yang mengundang atau yang mempunyai hajatan. Tujuan penelitian ini adalah untuk mengetahui dan menganalisis pelaksanaan ritual adat kedde dilihat dari aspek religi, keluarga, ekonomi dan sosial serta untuk menganalisis kebijakan Pemerintah Daerah dalam pelaksanaan Ritual Adat kedde di Kabupaten Sumba Barat, Provinsi Nusa Tenggara Timur dengan menggunakan teori analisis kebijakan yang dikemukakan oleh William N. Dunn (2000), yakni perumusan masalah, peramalan dan Rekomendasi. Desain penelitian yang digunakan adalah desain penelitian deskriptif dengan pendekatan kualitatif, dengan penggunaan data primer dan sekunder yang diperoleh melalui proses wawancara, observasi dan dokumentasi dari sumber data berupa person, place dan paper. Hasil penelitian ini menunjukkan bahwa budaya kedde merupakan salah satu budaya asli yang sudah menjadi bagian yang tidak terpisahkan dari kehidupan masyarakat Sumba Barat baik dari aspek religi, keluarga, ekonomi maupun sosial. Akan tetapi, dalam perkembangannya, pelaksanaan budaya kedde, cenderung mengarah kepada pola hidup boros masyarakat. Pada satu sisi, pemerintah berkewajiban untuk melestarikan kebudayaan, sementara pada sisi lain, pemerintah juga wajib memperhatikan kesejahteraan masyarakatnya. Oleh karena itu, untuk menjaga kelestarian budaya serta mengurangi pola hidup boros masyarakat, maka Pemerintah Daerah Kabupaten Sumba Barat perlu mengambil sebuah kebijakan untuk mengatur pelaksanaan budaya Kedde tersebut.

Abstract

Pemerintah Indonesia menggunakan asas dekonsentrasi wilayah administrasi dan asas desentralisasi untuk daerah otonomi. Sistem penyelenggaraan kewenangan otonomi dari pemerintah pusat sampai daerah kabupaten dan kota didasarkan pelimpahan kekuasaan wewenang untuk mengatur dan mengurus rumah tangganya sendiri. Untuk mengantisipasi pengelolaan dan dinamika kegiatan masyarakat seirama dengan tuntutan era globalisasi, maka kondisi ketentraman dan ketertiban umum daerah yang kondusif merupakan kebutuhan mendasar bagi seluruh masyarakat. Seorang Kepala Daerah dibantu oleh Satuan Polisi Pamong Praja dalam mewujudkan ketentraman dan ketertiban umum serta penegakan peraturan daerah. Penyelenggara pemerintahan dalam negeri yang dibekali oleh sistem pendidikan tinggi kepamongprajaan, mewujudkan kemampuan dalam menjalankan organisasi pemerintah dengan memegang teguh kode etik profesional kepamongprajaan. Metode penelitian yang menggunakan pendekatan kuantitatif, metode servei dan verifikasi. Populasi pada penelitian ini adalah pedagang kaki lima yang berjualan di Kabupaten Bandung Barat yang terdapat pada Pasar Padalarang dan Pasar Lembang (Dinas Pengelolaan Pasar dan Kebersihan Kabupaten Bandung Barat, 2019) sebanyak 483 pedang. Berdasarkan penelitian yang dilakukan untuk variabel komunikasi diperoleh nilai skor rata-rata sebesar 261, apabila dilihat kriteria penafsiran kondisi variabel penelitian tampak variabel komunikasi pada range 215,80 – 282,19 termasuk kriteria cukup baik. Variabel kompetensi memiliki nilai rata-rata sebesar 261,8 termasuk pada range 215,80 - 282,19 berada pada kriteria cukup baik. Variabel kinerja memiliki nilai rata-rata sebesar 282,3 termasuk pada range 282,20 - 348,59 berada pada kriteria baik. Komunikasi dan kompetensi secara parsial dan simultan memiliki pengaruh terhadap kinerja Satpol PP dalam upaya penegakan Peraturan Daerah Kabupaten Bandung Barat.

Abstract

Penelitian ini difokuskan pada Strategi Penyelesaian Konϐlik Batas Wilayah Administratif di Kecamatan Atambua Selatan dan Atambua Barat Kabupaten Belu Provinsi Nusa Tenggara Timur. Teori yang digunakan dalam penelitian ini adalah teori yang kemukakan oleh Miall, Ramshom, Woodhouse bentuk-bentuk penyelesain konϐlik, yaitu Arbitrasi negosiasi, mediasi, Pendekatan yang digunakan dalam analisis data adalah analisis SWOT dan Litmus Test yang untuk menganalisis strategi-strategi yang dapat dilakukan dalam menyelesaikan konϐlik penyelesaian batas wilayah administratif kecamatan yang dimaksud dengan melihat faktorfaktor penyebab terjadinya konϐlik. Desain penelitian yang digunakan adalah penelitian kualitatif dengan pendekatan eksploratif. Hasil penelitian menunjukkan bahwa faktor-faktor penyebab terjadinya Konϐlik Batas Wilayah Administratif di Kecamatan Atambua Selatan dan Atambua Barat Kabupaten adalah faktor penolakan dari warga masyarakat terhadap pelaksanaan penegasan batas wilayah kecamatan, faktor sejarah di mana kedua warga masyarakat saling mengkiaim bahwa kedua-duanya sudah lama menempati wilayah tersebut, faktor budaya yang masih dipegang teguh oleh warga masyarakat yang berbatasan dan ego kesukuan yang sangat kental, faktor pendidikan yang dapat dilihat dari tingkat pemahaman dan egoisme warga yang berbatasan terhadap tujuan dan manfaat dari penegasan batas wilayah

Abstract

The implementation of the Electronic-Based Government System (SPBE) in Sabang City faces various obstacles, such as lack of adequate human resources and technology, limited infrastructure, and minimal coordination between agencies. In addition, socialization to the community and the absence of regulations related to data security are also major challenges. This study aims to analyze the governance of SPBE in Sabang City, identify supporting and inhibiting factors for the implementation of SPBE, and formulate efforts to overcome these obstacles in order to support effective and efficient government digitalization. This study uses a descriptive qualitative approach, with data collection techniques through interviews, observations, and documentation studies. Data were analyzed using NVivo software for exploration, coding, and interpretation of results. The study found that SPBE governance in Sabang City is still in the early stages (pilot level) with many indicators not yet met. The main obstacles include limited human resources, lack of government commitment, and geographical challenges. The proposed solutions include strengthening technological infrastructure, increasing digital literacy, developing data security regulations, and optimizing human resources through training and collaboration between parties.
