Abstract

Abstract: TThe implementation of Qanun Syariah in Aceh is considered something of a dilemma.  The implementation of Qanun is considered to violate the provisions of Indonesian positive law, in process of Qanun, the Al-Quran and Hadith are used as a basis, and it contains repressive da'wah, da'wah by making the government of structural da'wa, can pressure the public to obey the Islam.  The qualitative method in this research focuses on activities, relationships, situations and conditions in the field. In carrying out this research, author went directly to institutions related to the implementation of Qanun Islamic Sharia in Aceh in Wilayatul Hisbah, Islamic Sharia, Governor, DPRA, MPU, Ministry of Law and Human Rights. The results is state that Qanun Syariah according to Khaled Abou el Fadl is a contemporary form of da'wah that is included in government structures. Banda Aceh has the authority in accordance with the legitimacy of the State.

Abstract

Mudir is actually the highest leader in the Islamic boarding school and is an icon of the Islamic boarding school itself. The mudir must be at the forefront and be the spearhead of the Islamic boarding school's progress. Mudir must also play a role in preventing the flow of radicalism from spreading within the Musthafawiyah Islamic boarding school. And currently H. Mustafa Bakri Nasution is believed to be the mudir of the Musthafawiyah Islamic boarding school who has a very important role in maintaining the ideological traditions of the Musthafawiyah Islamic boarding school. The aim of this research is to see the role of H. Mustafa Bakri Nasution as the mudir of the Musthafawiyah Islamic boarding school in preventing radicalism from targeting its students, and how the mudir's efforts to implement the ideology of religious moderation within the Musthafawiyah Islamic boarding school environment. The purpose of this study is to see how the role of H. Mustafa Bakri Nasution as the head of the Musthafawiyah Islamic boarding school in preventing radicalism that targets his students, and how the head's efforts to implement religious moderation in the Musthafawiyah Islamic boarding school environment. This study uses a qualitative methodology by making students, educators and the head as data collection instruments and using descriptive as a technique for describing it. The results of this study indicate that the role of the head of the Musthafawiyah Islamic boarding school in preventing the entry of radicalism is by controlling the curriculum to comply with the Ministry of Education and Technology and controlling the quality of ustadz/ustadzah as educators at the Islamic boarding school. In addition, the head is selective about thoughts that come from outside, and collaborates with parties who contribute to bringing Islamic thought that develops in accordance with Islamic teachings that have become a traditional ideology in the Mustafawiyah Islamic boarding school environment.

Abstract

This study explores the meaning of the bai’at of Sheikh Mustafa Husein and relates it to the contemporary context at Pesantren Musthafawiyah Purba Baru. The research employs a qualitative approach using functional theory, which views society as a system consisting of interconnected parts that work together to maintain the stability and balance of the whole. This theory was developed by sociologists Émile Durkheim, Talcott Parsons, and Robert K. Merton. The content of the bai’at emphasizes commitments such as refraining from adultery, not taking human life, avoiding immoral acts, worshiping none other than Allah forever, and pledging not to betray the homeland and religion until the end of time. In relation to the present context, this bai’at is effective in fostering a spirit of nationalism among the santri. They continue to uphold their dignity in interactions with non-mahram individuals, exercise patience to avoid conflict, and preserve the purity of their monotheistic faith in Allah, affirming Him as the one and only God on earth.

Abstract

Regulations established by several government authorities to regulate the obligation to wear the hijab and wear Islamic clothing are considered a form of gender discrimination against women, however, if viewed from the perspective of da'wah communication, the hijab is a symbol and medium for conveying da'wah. The aim of the research is to examine the background to the birth of the policy which requires women to wear the hijab, and whether this has a significant correlation with the real protection of women in society and whether there are elements of the application of Islamic law which contains da'wah in regulations in several regions in Indonesia.  This research uses the library research method by using statutory regulations, whether formed based on Mayor, Regent or Regional Regulations, as the research object. Based on data obtained from regulations and primary literature, the research results will be reduced and arranged according to the research sequence, then processed into research data.

Abstract

This article aims to analyze the principles of Islamic communication as an ethical and strategic framework in supporting cultural transformation amidst modern social challenges. This study uses a qualitative method with a library research approach, reviewing various literature on Islamic communication and cultural change. The results of the study indicate that eight main principles of communication—clarity, openness, relevance, humility, respect, homophily, heterophily, and acculturation—have a significant contribution in creating ethical, inclusive, and contextual communication patterns. These principles are rooted in Islamic values ​​and are manifested in six speech styles (qaulan) mentioned in the Qur'an, namely: qaulan sadida, baligha, ma'rufa, karima, layyinan, and maysura. This article offers an integrative approach that not only places the principles of Islamic communication as a guideline for da'wah, but also as a cultural strategy that can accommodate the dynamics of multicultural society and the digital era. The implications of this study indicate that Islamic communication can be a transformative instrument that encourages just and civilized social change. This study recommends further field-based studies to explore the implementation of these principles in real life, especially in contemporary religious, educational, and da'wah media institutions. Artikel ini bertujuan untuk menganalisis prinsip-prinsip komunikasi Islam sebagai kerangka etis dan strategis dalam mendukung transformasi budaya di tengah tantangan sosial modern. Penelitian ini menggunakan metode kualitatif dengan pendekatan studi pustaka (library research), mengkaji berbagai literatur tentang komunikasi Islam dan perubahan budaya. Hasil kajian menunjukkan bahwa delapan prinsip utama komunikasi—kejelasan, keterbukaan, relevansi, kerendahhatian, penghormatan, homofili, heterofili, dan akulturasi—memiliki kontribusi signifikan dalam menciptakan pola komunikasi yang etis, inklusif, dan kontekstual. Prinsip-prinsip ini berakar dari nilai-nilai Islam dan terwujud dalam enam gaya tutur (qaulan) yang disebutkan dalam Al-Qur’an, yaitu: qaulan sadida, baligha, ma’rufa, karima, layyinan, dan maysura. Artikel ini menawarkan pendekatan integratif yang tidak hanya menempatkan prinsip komunikasi Islam sebagai pedoman dakwah, tetapi juga sebagai strategi kultural yang mampu mengakomodasi dinamika masyarakat multikultural dan era digital. Implikasi dari penelitian ini menunjukkan bahwa komunikasi Islam dapat menjadi instrumen transformatif yang mendorong perubahan sosial yang adil dan beradab. Penelitian ini merekomendasikan studi lanjut berbasis lapangan untuk menggali implementasi prinsip-prinsip tersebut dalam kehidupan nyata, khususnya di lembaga keagamaan, pendidikan, dan media dakwah kontemporer.

Abstract

This study analyzes how Pesantren Tebuireng adapts to the demands of modernity through cultural politics and communication strategies, two concepts that have not been fully explained in the context of traditional Islamic educational institutions. Despite numerous studies on pesantren and their role in Islamic education, a research gap remains in understanding how pesantren maintain their authority amidst globalization and changing state policies. To fill this gap, this study aims to explain how pesantren, specifically Pesantren Tebuireng, can survive and adapt to the times through cultural politics and communication strategies. Using a qualitative approach with a case study design, this study collected data through observation, interviews, and documentation, and analyzed it using triangulation techniques to ensure credibility. The theoretical framework used is cultural politics and communication strategies, which are operationalized by examining how pesantren maintain tradition while responding to external regulations and managing their image in society. The main findings indicate that Pesantren Tebuireng successfully maintains its religious identity through selective adaptation to modernity, utilizing cultural politics to maintain institutional autonomy, and implementing communication strategies to build public trust. This research contributes to the discourse on pesantren adaptation by emphasizing how communication strategies and cultural politics can serve as tools for maintaining identity and power in the face of modernity. These findings enrich existing debates on the relationship between tradition, power, and communication in the context of religious institutions and open up further research directions that deepen the interaction between pesantren and broader socio-political dynamics.

Abstract

Penelitian ini mengkaji perlindungan hukum bagi jurnalis dalam bingkai kebebasan pers di Indonesia dengan pendekatan penelitian hukum normatif-empiris. Secara normatif dianalisis perangkat hukum utama, Undang-Undang Nomor 40 Tahun 1999 tentang Pers, Undang-Undang Nomor 1 Tahun 2023 tentang Kitab Undang-Undang Hukum Pidana (KUHP Baru), Undang-Undang ITE, dan Undang-Undang Nomor 27 Tahun 2022 tentang Perlindungan Data Pribadi (UU PDP), serta Peraturan Dewan Pers Nomor 1/PERATURAN-DP/I/2025 dan Kode Etik Jurnalistik. Secara empiris studi kasus dilakukan pada Start FM Panyabungan, Mandailing Natal melalui wawancara semi-terstruktur dan observasi sebagai data primer, sementara data sekunder dari peraturan perundang-undangan, artikel ilmiah, dan buku. Hasil penelitian menunjukkan bahwa meskipun payung hukum relatif lengkap namun terdapat kesenjangan implementatif, yakni SOP redaksi kurang terdokumentasi dan penerapannya sering bergantung pada keputusan personal, jurnalis melaporkan fenomena self-censorship akibat persepsi risiko litigasi terutama terkait KUHP Baru, UU ITE, dan UU PDP yang menambah kompleksitas terkait pengelolaan data sumber dan korban. Penelitian ini mengidentifikasi hambatan hukum, kapasitas organisasi, dan konteks lokal sebagai faktor penyebab. Rekomendasi meliputi harmonisasi interpretatif antar peraturan, penyusunan pedoman sektoral yang jelas, penguatan SOP dan mekanisme konsultasi hukum bagi media lokal, serta program pelatihan literasi hukum jurnalistik.

Abstract

This study aims to analyze the role of participatory da'wah (Islamic outreach) based on the majelis taklim (Islamic study groups) as a catalyst for social transformation of Muslim families in Mandailing Natal Regency. The study used a qualitative approach with a multiple case study design. Data were collected through participant observation, in-depth interviews, and documentation studies at several active majelis taklim (Islamic study groups). Data were then analyzed using thematic and cross-case analysis. The results show that the majelis taklim developed a participatory da'wah model through da'wah bil-lisan (oral da'wah), da'wah bil-hal (oral da'wah), family economic empowerment programs, and the use of digital media. Active member participation was a key factor in the program's success. The resulting social transformation encompassed religious dimensions, family education, and family economics. A total of 91.2% of respondents experienced an increase in the quality of family worship, 78.6% experienced changes in parenting patterns to be more Islamic, and 64.3% experienced economic improvements through skills and entrepreneurship programs. This success was supported by strong social capital, support from religious and traditional leaders, and the cultural values ​​of Dalihan Na Tolu. This research produces the concept of Community-Based Participatory Da'wah (DPBK) as a da'wah model that integrates Islamic values, community empowerment, social capital, and local wisdom in encouraging social transformation of Muslim families.

Abstract

This study aims to analyze journalist professionalism in maintaining ethical reporting and accuracy in radio broadcasting. The research employed a qualitative approach using a descriptive method. Data were collected through in-depth interviews with key informants, including the editor-in-chief, journalists, and radio management. The study focused on the implementation of journalistic ethics, reporting accuracy as an indicator of professionalism, and the factors that support and hinder professional journalistic practices. The findings reveal that journalistic ethics are implemented through the principles of independence, balance, separation of facts from opinions, respect for sources, and compliance with professional ethical and broadcasting standards. In terms of accuracy, journalists apply systematic verification procedures, source confirmation, and structured news script preparation based on the 5W+1H framework. Although journalists face challenges such as time constraints, limited human resources, and the rapid flow of digital information, ethical standards and accuracy remain higher priorities than broadcasting speed. The study implies that journalist professionalism is shaped not only by individual competence but also by an effective editorial system and strong institutional commitment to ethical standards and verification practices. These factors play a crucial role in maintaining media credibility and public trust.

Abstract

Islamic Sharia is a reflection of contemporary da'wah. Islamic Sharia includes components of bilyadi da'wah by using Islam as a reference in the formation of laws covered by Islamic Sharia. religious aspects are carefully reduced and accommodated by the state constitution. The state has an important role as social control over every behavior of the community and this is legalized through the Qanun Syariat Islam in Aceh. Along with that, the current political format is affiliated with Islamic sharia. because Islamic politics was previously considered a forum for efforts to implement Islamic teachings in state life. Meanwhile, the Islamic Sharia Qanun in Aceh is already more complex in its implementation and its scope even exceeds what Islamic politics can do.
