Abstract

The use of technology in public services continues to evolve to enhance the efficiency and quality of e-government, particularly in population administration services. The Department of Population and Civil Registration (Dispendukcapil) of Kediri Regency introduced the Sahaja Online application as an innovation to digitalize administrative services. This study aims to describe the effectiveness of population administration services through the Sahaja Online application using a descriptive method with a qualitative approach. The focus of the study refers to the theory of online service quality effectiveness by Sá et al. (2017), which includes management quality, service quality, information quality, and technical quality. Data collection techniques involved interviews, observation, documentation, and literature review. Data were analyzed through data reduction, data presentation, and conclusion drawing. The findings show that the Sahaja Online application is fairly effective in facilitating population administration services. The application demonstrates management in accordance with SOPs, reliable and secure services, clear and up-to-date information, and technical features that ease user access. However, several challenges remain, such as limited human resources, daily service quotas, device accessibility issues, and uneven dissemination of information. Therefore, it is necessary to develop a cross-platform application, enhance the capacity of service personnel, and optimize information dissemination through the involvement of local governments and community leaders.

Abstract

Pengembangan desa wisata berbasis komunitas menjadi salah satu strategi penting dalam memperkuat sektor pariwisata berkelanjutan di Indonesia. Penelitian ini bertujuan untuk mendeskripsikan pengembangan Desa Wisata Simathani Marurup di Bumi Perkemahan Jurang Senggani, Desa Nglurup, Kecamatan Sendang, Kabupaten Tulungagung. Penelitian ini menggunakan pendekatan kualitatif deskriptif dengan teknik pengumpulan data berupa observasi, wawancara, dan dokumentasi. Fokus penelitian mengacu pada empat indikator utama pengembangan destinasi wisata, yaitu atraksi (attraction), aksesibilitas (accessibility), fasilitas pendukung (amenity), dan layanan pendukung (ancillary services). Hasil penelitian menunjukkan bahwa Bumi Perkemahan Jurang Senggani memiliki potensi wisata alam yang kuat dengan daya tarik utama berupa camping ground hutan pinus, jalur pendakian Gunung Wilis, dan Air Terjun Jurang Senggani. Aksesibilitas menuju lokasi masih menjadi tantangan akibat keterbatasan infrastruktur jalan, namun telah dilakukan berbagai upaya perbaikan oleh pemerintah desa, pihak eksternal dan pokdarwis. Fasilitas pendukung seperti area perkemahan, toilet, dan warung makan telah tersedia, meskipun pengembangan amenity ramah keluarga masih diperlukan. Pada aspek layanan pendukung, pokdarwis telah berperan aktif dalam pengelolaan wisata, namun perlu peningkatan kapasitas dan standardisasi layanan. Penelitian ini menyimpulkan bahwa pengembangan wisata Bumi Perkemahan Jurang Senggani menunjukkan arah yang positif, meskipun masih memerlukan penguatan pada aspek aksesibilitas, fasilitas, promosi, serta sinergi antar pihak untuk mewujudkan destinasi wisata berbasis komunitas yang berkelanjutan.

Abstract

The Village Government of Jatirenggo in Glagah district, Lamongan Regency has initiated efforts to enhance public services through the introduction of an innovative application called Jatirenggo Integrated Online Services (JALANTOL). This web- and Android-based platform was developed to facilitate various online community services, including administrative processes, promotion of local UMKM, news and announcements, complaint submissions, and an e-library. Despite these advancements, some residents still struggle to understand or navigate the features within the application. This study aims to analyze public service innovation through the implementation of the JALANTOL application in Jatirenggo Village. Employing a descriptive qualitative method, the research is grounded in the innovation success theory by Bugge et al. (2018), which includes six key indicators: governance and innovation, sources of ideas for innovation, innovation culture, capabilities and tools, objectives, outcomes, drivers and obstacles, and collecting innovation data for single innovation. The findings reveal that the development of JALANTOL aligns with governance standards and has been socialized to the public. The innovation stemmed from the Village Head’s response to technological progress and the needs of a mobile population. The culture of innovation is evident through leadership support and active problem-solving by village officials. Additionally, most staff and residents have the skills to operate the system, supported by training and infrastructure improvements. The goals of the application are largely being met, as many residents have adopted it for public service use, despite persistent technical challenges such as server downtime. Collaboration with various stakeholders continues to improve the application through feature additions and interface updates.

Abstract

This study examines the implementation of the SSWALFA website as an E-Government innovation for permit services in Balas Klumprik Village, Surabaya City. The website is used across all Regional Government Organizations (OPD) in Surabaya, including Balas Klumprik Village. However, in practice, several challenges still hinder the effectiveness of public services. This research employs a qualitative descriptive method, with data collected through interviews, observations, and documentation. The collected data is analyzed through data reduction, data presentation, and conclusion drawing. The findings indicate that SSWALFA provides significant benefits. Based on the relative advantage indicator, the website simplifies the permit application process and document verification. In terms of image, the use of SSWALFA has positively impacted the reputation of Balas Klumprik Village. Regarding compatibility, the innovation aligns well with existing values and has been widely accepted without resistance. The ease of use indicator shows that SSWALFA offers convenient access for the community. Lastly, the use intention indicator highlights an increasing frequency of SSWALFA usage each month. However, the lack of widespread socialization has resulted in many residents being unaware of the website. Therefore, this study recommends expanding public awareness efforts through social media platforms such as Instagram, TikTok, and YouTube to improve community engagement with SSWALFA.

Abstract

E-Government is a popular term in recent years. E-Government as a form to improve the government system which aims to increase the productivity and quality of public services that are more effective, efficient and transparent. However, the implementation of E-government has in fact not run smoothly. This is due to certain obstacles such as lack of finance, lack of IT operational capabilities, etc. The concept of public private partnership (PPP) emerged as a solution to obstacles that arise in the implementation of e-Government. Several government agencies have successfully implemented e-Government and have good quality public services. One of them is the Surabaya City Culture, Youth, and Sports and Tourism Office which provides innovative online-based public services such as e-Tickets for Surabaya tours, e-Catalog Museums, BeSmart, and so on. The focus of this research is the innovation of the Surabaya tourism e-ticket service. This is intended to highlight how the Department of Culture, Youth, Sports and Tourism of the City of Surabaya can run the e-government and private parties who are cooperating as an effort to optimize and introduce tourist areas in the City of Surabaya.

Abstract

The performance of the Kader Surabaya Hebat essentially represents the outcomes achieved by one of the government programs in supporting the delivery of public health services, particularly through Posyandu (Intregrated Service Post) activities. However, the implementation of these activities still faces various challenges, such as the absence of cadres and a lack of motivation and commitment in carrying out their duties. This study aims to analyze and evaluate the impact of motivation and commitment on the performance of Kader Surabaya Hebat in Posyandu activities in the working area of Tembok Dukuh Urban Village Bubutan District Surabaya City. The research was conducted by distributing questionnaires to 90 respondents, with the study population consisting of all 281 active Kader Surabaya Hebat in Tembok Dukuh Urban Village, representing 10 neighborhood associations (RW) in the area. The study examines the independent variables (motivation and commitment) in relation to the dependent variable (performance). The method used in this research is quantitative descriptive, and data analysis was conducted using Structural Equation Modeling (SEM) with SmartPLS 4 software. The results of the study show that motivation has a positive effect on  cadres performance at a rate of 0.220, indicating that higher motivation levels lead to more optimal performance. Moreover, commitment has a more significant effect on cadres performance, with a rate of 0.496. The variables of motivation and commitment simultaneously show an impact on performance with a value of 0.714, indicating an effect of 71.4%. This is also supported by the path coefficient results of motivation and commitment on performance, with a t-statistic value ≥ 1.96 and a p-value ≤ 0.05. These findings emphasize that enhancing the motivation and commitment of cadres can be a key factor in optimizing the delivery of community health services at the urban village level.

Abstract

Public service is one of important things to fulfill the needs of the community. However, there are still many public servicess that do not satisfy the community. So that many updates and strategies issued by the government to realize quality services. Providing public services in merging two urban villages into one is certainly not an easy thing and there are certainly many challenges. Therefore, in this study, researchers are interested in examiningg public services in tanjung Perak Village as a village office that is currently experiencing a merger of villages, which initially merged North Perak and east Perak Villages into one. The purpose of this study was to describe the quality of population administration services in Tanjung Perak Villages, Pabean Cantian district, Surabaya City). The type of research uses the quality theory by Hadiyati, et al (2017) which consists of 7 aspect, namely infrastructure, employess, administrative services, trust, information transparency, access dan equality. The result of this study indicate that the services provided can be said to be quite good and the aspects that support are aspects of access and equality. While the aspects that need to be improved are the infrastructure aspect of the lack of waiting rooms and ineffective queues so that it is necessary to reuse the queue counter machine to be effective and efficient, the employess aspect is that there are still employees who communicate with colleagues when servig the community, the aspect of clarity of waiting time and the aspect of trust from the lack of community support, seen that there are still many people who do not change their identity because they feel they do not need if their daily activities.

Abstract

The increasing intensity of socio-ethnic conflicts in the last decade in Yogyakarta has led to stereotypes and social segregation between local residents and migrants. This research aims to analyze how the Provincial Government of DIY can build inclusive citizenship in its community through Community Pancasila Education, namely the Sinau Pancasila Program. This qualitative research with a case study design was conducted in the Province of DIY. Data collection was conducted using interview, observation, and documentation techniques. Data analysis was conducted using qualitative data analysis techniques. This study found that the Sinau Pancasila Program is very important in the formation of inclusive citizenship in the DIY, namely to appreciate the nation's pluralism in order to minimize conflicts of identity, ethnicity, and socio-religion. The Provincial Government of DIY can build inclusive citizenship in its community through the Sinau Pancasila Program, which is functioned and maximised as an educational forum for community political education, a mingling forum, and a dialogue-communication forum. Sinau Pancasila Program is believed to be able to minimizing socio-ethnic conflicts and strengthening the value of diversity in the Yogyakarta. Therefore, the Sinau Pancasila program is very important for the Provincial Government of DIY to continuously implement this program.

Abstract

Pelayanan publik yang baik telah menjadi kebijakan pemerintah untuk pembangunan desa. Salah satu upaya untuk meningkatkan kualitas pelayanan publik adalah dengan menyusun Standar Operasional Prosedur Administrasi Pemerintahan (SOP AP). Penelitian ini bertujuan untuk mengetahui bagaimana pelatihan penyusunan SOP AP dapat berkontribusi pada peningkatan kualitas pelayanan publik aparatur desa. Penelitian ini menggunakan metode R&D dan dianalisis dengan metode kualitatif. Hasil penelitian menunjukkan bahwa pelatihan penyusunan SOP AP mampu mendorong inisiatif aparatur desa untuk memberikan pelayanan yang cepat, tepat, dan memuaskan bagi masyarakat. Berdasarkan hasil penelitian ini, pelatihan penyusunan SOP AP merupakan salah satu upaya yang efektif untuk meningkatkan kualitas pelayanan publik aparatur desa.

Abstract

Peningkatan jumlah pekerja migran Indonesia, salah satunya di Hong Kong menjadikan peluang dan tantang tersendiri bagi penyelenggaran keselamatan dan keamanannya. Banyaknya kasus terkait dengan kesejahteraan dan kesenjangan pekerja migran seringkali dialami, baik secara fisik maupun secara mental. Butuhnya dukungan orang terdekat dalam penanganan berbagai permasalahan yang terjadi sangatlah diperlukan. Jumlah PMI asal Ponorogo di Kabupaten Ponorogo merupkan jumlah yang tertinggi di Hong Kong. Berdasarkan analisa awal yang dihadapi oleh mitra, antara lain: (1) belum terwadahi secara kelembagaan keberadaan Pekerja Migran Indonesia asal Ponorogo di Hongkong, (2) minimnya pemanfaatan jejaring kedaerahan yang dilakukan untuk berkegiatan bersama, (3) belum dimanfaatkan secara baik momentum bersama yang dilakukan setiap bulan sekali bahkan setiap minggu sekali yang dilakukan, (4) jika terjadi permasalahan pada Pekerja Migran Indonesia kecendurungan diselesaikan dan dipendam secara individul, belum adanya wadah untuk konsultasi, dan (5) rasa kebersamaan dan kekeluargaan yang tinggi, namun belum adanya kegiatan positif yang dilakukan secara bersama. Adapun solusi yang dapat ditawarkan, antara lain: (1) pendampingan dalam pembentukan Komunitas Kedaerahan PMI asal Ponorogo di Hongkong, (2) program kegiatan pelatihan dan seminar advokasi dan kepemimpinan untuk meningkatkan rasa kekeluargaan dan kebersamaan, dan (3) kegiatan social movement sebagai wadah berbagi dan peduli terhadap sosial ekonomi masyarakat. Kegiatan yang telah dilakukan berkolaborasi dengan KJRI Hong Kong dan Dompet Dhiafa Hong Kong.
