Abstract

The poverty is still a strategic issue in Mamuju Regency, West Sulawesi. In 2015 the poverty rate is 6.7%, but the decline of every year is still very slow. Understanding the relationship between poverty and the factors that influence it is important to determine the right policies for poverty alleviation in Mamuju Regency. This study aims to: (1) analyze spatial patterns of poverty; and (2) analyze the relationship of poverty with factors that influence spatially. This study used cross sectional village level data of 97 villages/kelurahan in the Mamuju Regency. The data used are poverty, land certification, agricultural land use, labor in industrial sector, distance to capital and village fund. A spatial analysis of poverty uses Moran Index approach to find out spatial pattern of poverty in Mamuju Regency. Analysis of the relationship between the poverty level of each village/kelurahan with the factors influence it using the Geographically Weighted Regression (GWR) approach. The result of spatial analysis of poverty indicates that the poverty level of the village/kelurahan in Mamuju Regency is clustered. The result of GWR analysis shows that the land certificates, the percentage of land area of plantation, paddy field, fields area, and fishpond, percentage of labor in micro and small industry sector, distance to the capital and village fund proved to have significant effect varying to village poverty level.

Abstract

Pemalang Regency had low economic rate, based on agriculture sector especially food crop sub-sector with Paddy and Maize as main contributor, had a high paddy fields conversion wich decreased the economic rate through Paddy production decreasement. The main objective of this research were to compose the Maize cultivation area development planning for Pemalang Regency economy improvement. The method used in this research were: mapping the Maize cultivation existing area, land suitability and availability evaluation, analysis of economic, marketing and correlation between Maize production with GDP growth and employment absorption. The results showed that there were about 1,804 ha of exsisting Maize cultivation area and 4,276 ha marginally suitable (S3) potential land. The Maize development were be feasible to be continued. Best benifit obtained from the channel that composed by Farmer-Depot-Industry, it gave lowest margin and highest farmer's share. The Maize market in integrated condition. Allocation potential land and 285.66 ha of Perhutani’s area predicted gave 5.94% of agriculture sector increasement and absorb all unemployment in Pemalang Regency.

Abstract

The increasing of paddy field change has threatened the fulfillment of rice needs. The objective of this research is to analyze the spatial pattern of land use change, to predict land use change in 2030, to arrange rice availability balance sheet in 2030 and to arrange land use direction to support rice availability in Brebes and Cilacap Regencies. The rate of paddy field change started from 2005 till 2015 in Brebes regency higher than the rate of change in Cilacap. Land use change model is built using cellular automata (CA) approach. The prediction in 2030 have shown settlements will be growing while the paddy field will have more high pressure. The prediction of paddy field in both of Regency. The calculation in 2030 shows that either Brebes regency or Cilacap regency has already surplus with the amount of rice surplus from year to year constantly will decrease. To maintain the rice availability, paddy field is directed to be protected. Shrub and mix crop are directed to be paddy field to increase rice production

Abstract

Abstrak :  Kota Serang mengalami perubahan fungsi dalam waktu relatif sangat singkat.  Semula Serang merupakan kota kecamatan.  Pada Tahun 2000, saat Provinsi Banten mekar dari Provinsi Jawa Barat, Serang berubah menjadi ibukota provinsi Banten.  Pada Tahun 2007, Serang berubah lagi menjadi kota otonom.  Perubahan tatus dari bukan kota menjadi kota berakibat pada perubahan orientasi pembangunan wilayah dari perdesaan menjadi perkotaan, sehingga lahan pertanian beririgasi teknsi yang subur terancam terkonversi. Penelitian ini bertujuan untuk mengkaji perubahan penggunaan lahan kota Serang sebelum menjadi ibukota provinsi Banten, setelah menjadi ibukota provinsi Banten dan setelah menjadi kota otonom, dan memprediksi perubahan penggunaan lahan kota Serang hingga Tahun 2030 saat berakhirnya RTRW.   Perubahan penggunaan lahan dianalisis melalui metode tumpang susun peta penggunaan lahan tahun 1993-2000, tahun 2000-2007, dan 2007-2016.  Prediksi perubahan penggunaan lahan dilakukan dengan bantuan perangkat lunak NetLogo Versi 5.3.1 dengan transisi perubahan penggunaan lahan tahun 2000-2007.  Hasil penelitian ini menunjukkan bahwa lahan sawah secara terus menerus mengalami pengurangan, dan sebaliknya lahan permukiman mengalami peningkatan.  Laju perubahan pada Tahun 1993-2000 lebih tinggi dibandingkan dengan periode Tahun2000-2007 dan Tahun 2007-2016.  Pada Tahun 2030 luas lahan sawah akan tersisa 6.679,85 ha dan lahan permukiman berkembang menjadi 6.316,96 ha.  Bila tidak dilakukan pengendalian, lahan sawah diperkirakan akan habis terkonveri pada tahun 2068.

Abstract

The earthquake that occurred in Banda Aceh on December 26, 2004, followed by the tsunami along the coastline of the Indian Ocean caused a huge number of casualties and infrastructure destruction including green open space. This article presents the change of Banda Aceh green open space before and after the tsunami, the requirement of Banda Aceh green open space based on vast territory and population, and the development direction of Banda Aceh green open space. The applied method was image interpretation, and classification, analysis of green open space requirement was calculated based on vast territory in accordance with Act No. 26/2007, based on population with green open space requirement standard per capita as in PERMENPU No. 5/PRT/M/2008. Green City Development Program (P2KH) concept which was applied to arrange the development direction of Banda Aceh green open space, and integrated with the land use plan in RTRW of Banda Aceh. The result of green open space wide before and after tsunami analysis showed that even before the tsunami, Banda Aceh green open space still far from sufficient as required of spatial planning constitution (13,92 % of the city area). Right after the tsunami, Banda Aceh green open space was reduced to only remaining about 9,31 % of the city area. Five years later (2010) Banda Aceh green open space was increased to 12,83 % of the city area, and by the year of 2015 Banda Aceh has green open space about 37,51 % of the city area. The requirement of Banda Aceh green open space based on the vast territory is 1.227,18 ha public green open space, and 613,59 ha private green open space, based on total population predicted by 2029 is 687,89 ha. The development direction of Banda Aceh green open space is intensification by increasing the quality of existing green open space and extensification by the acquisition of private land for green open space.

Abstract

Paddy land conversion in Sukabumi City is worrying whereas its rate is 6,06 ha annually, while its production is very high that reaches 6.7 ton/ha. The aims of this study are to analyze the total paddy land that had been converted into other uses as well as to formulate strategies to implement this program. The method used are by using overlay land use map year 2010, 2012 and 2015 and combination AHP-SWOT The results show that paddy land that had been converted into other uses as many as 181.94 ha. The main strategies to implement this program are by increasing productivity, developing cooperation between private sector and farmer group, and strengthening its institution.

Abstract

Bontang is the youngest city in East Kalimantan which focused to industrial sector. As the industry city, Bontang has been growing rapidly especially for population and regional development. This study was aimed to (a) identified land use in Bontang at 2002, 2009 and 2016 (b) analyze land use change and land use prediction in 2023 (c) evaluate land suitability and availability for settlement and (d) to estimate the land required for settlement in Bontang. The research was conducted by overlay method, matching system based on minimum limiting factor and descriptive analysis. Results analysis showed that actual land use in Bontang (2016) was dominated by bush, forest, mangrove, settlement, industry and plantation area. Dominant land use change (2002-2016) in Bontang was forest to bush. The area of settlement in 2016 was about 1.770 ha and predicted to be the highest increased compared to other land use in 2023. Land suitability analysis showed that 4.864 ha or 30,71% of this region was in suitable class fo settlement. The availability of suitable land settlement exclude the existing was about 941,5 ha, which could meet the needs of settlement up to 2050.

Abstract

Bogor Regency has three strategic functions, as a buffer zone of Jakarta, water system conservation area, and agricultural development area. Rapid population growth led to the need for land better place to live and businesses, it triggers a change in land use that resulted in the violation of spatial pattern plan. Therefore, the spatial usage must be controlled, in order to be in line with the spatial pattern plan and support functions of Bogor Regency. The main purpose of this study was to formulate the control direction of spatial usage in Bogor Regency. The spatial analysis used to obtain information on land use, land ownership, location permits, and evaluation of land use on spatial pattern plan. Schallogram method used to determine the level of the hierarchy of the region, and factors affecting the inconsistency of land use on spatial pattern plan obtained by the analysis of field data. Formulation of the directives controlling spatial utilization is obtained by descriptive analysis. The results showed that 51.33% of exsisting land use in Bogor Regency has not been done and still can be directed in order to conform with the spatial pattern plan, the remaining 38.06% was suitable and unsuitable 10.62%. The factors that cause such inconsistency were the lack socialization policy less, the absence of licensing, housing needs, public facilities availability and accessibility, lands of usage before defined spatial pattern plan, the transfer of land ownership, and sortage of agricultural support facilities. The implications of these results were necessary to apply four control instruments, those are licensing, zoning regulations, provision of incentives and disincentives, and sanctions. Besides, the need for policy dissemination and surveillance, monitoring and evaluation periodically.

Abstract

Controlling the rate of land use change is necessary due to maintaining environment sustainability.  One of the efforts is studying the changes that occur in the past few years. These changes can be studied by Markov - Cellular Automata model.Cianjur is one of the regency that has a high risk of landslide hazard, so it is necessary to control land use change in order to realize environmental sustainability in accordance with the spatial plan of Cianjur regency (RTRW). The purpose of this study was to see land use changes that occurred and evaluated with the spatial plan (RTRW) and also to conduct controlling scenarios of land use changes. The analysis showed that Cianjur regency has drastically decreased in forest area up to 10,3% and landuse inconsistencyof 10,4%. The prediction results showed that landuse change without intervention would dramatically increase inconsistency up to 20,5%. Land use scenario of restoring forest could reduce inconsistency up to 16,6%.
