Abstract

Pariwisata merupakan salah satu industri yang memberikan kontribusi besar terhadap  perkembangan ekonomi di Indonesia. Namun disisi lain sektor pariwisata merupakan salah satu faktor utama kerusakan lingkungan. Oleh karena itu perlu adanya upaya pengendalian dengan penerapan konsep pariwisata berkelanjutan. Pariwisata berkelanjutan adalah konsep pembangunan yang memperhatikan keseimbangan aspek lingkungan, sosial dan ekonomi. Kota Surakarta memiliki visi sebagai Eco-Cultural City, visi ini sejalan dengan konsep sustainable development dan menandakan bahwa Kota Surakarta sudah mulai memperhatikan pentingnya penerapan prinsip pariwisata berkelanjutan. Jayengan Kampung permata adalah sebuah kampung wisata dengan ciri khas industri kerajinan permata. Dalam perkembangannya kampung ini mengalami permasalahan yang menyangkut tentang aspek – aspek keberlanjutan yaitu kegiatan wisata minim partisipasi masyarakat, kurang memperhatikan lingkungan dan belum memberikan dampak ekonomi bagi masyarakat sekitarnya. Untuk itu, tujuan penelitian ini adalah untuk mengetahui kesesuaian Jayengan Kampung Permata terhadap konsep pariwisata berkelanjutan, secara keseluruhan dan berdasarkan pada lima komponen wisata yaitu atraksi, amenitas, infrastruktur, aksesibilitas dan kelembagaan. Metode dalam penelitian ini menggunakan teknik analisis kuantitatif  yaitu  teknik analisis scoring. Hasil penelitian ini menyatakan bahwa Jayengan Kampung Permata masuk dalam klasifikasi sesuai sebagai kawasan wisata berkelanjutan.

Abstract

This research explored the implementation of concept of Surakarta ecocultural city platform in the era of Pandemic Covid-19 in 2 case study areas of Balekambang Park as the Natural and Heritage Park and Jayengan Jewelry Kampung (JKP) as Heritage Creative Industry-based Kampung Tourism. Eco city is basically the concept to create new urban development to be more ecologically, liveable and Sustainable, while the cultural city refers to the city, which focusing on cultural and performance for branding the city.  Ecocultural city is mainly related to connectivity among people, place and culture and this concept is mostly applicated in the tourism world, where to maintain this sustainably, this has to address people, place and its cultural relationship with biophysical aspects. Therefore, in the era of disruption of COVID-19, the ecocultural based of tourist destination areas are highly affected due to the loss of tourists visiting the areas. The research found that the model of People, place, technology and government proposes for increasing adaptability of people to the disruption condition, initiating resilient, creative, healthy and smart places, exhalating technology for added value of tourism product and improving resilience  government to adapt, absorb the change, collaborating multi stakeholder partnerships

Abstract

This paper evaluated the Program of Substandard Housing (RTLH) Renovation proposed for the agenda of “Surakarta Informal Settlements Clearance 2015” for solving the problem of improving the quality of 6612 substandard houses.  This research took case study in the small-scaled area of poor settlements in the prone area along riverbank of Bengawan Solo River namely Kelurahan Ketelan. How could this outcome contribute to achieve Sustainable Development Goals (SDGs) in terms of providing housing security to establish inclusive, safe, resilient and sustainable city and human settlement as stated by SDGs? The case study research was conducted by multiple methods of qualitative and quantitative analysis. The results showed that the program had the highest contribution on the improvement of sanitation, in terms of the use of septic tank (change value of 0.5750) and the use of toilet (0.203)as one of priorities of SDGs. However,there was only little contribution in increasing access to land tenure security ( 0.002); It was surprising that the improvement of housing construction itself was not high. This program involved the collaboration among state-civil-society-community and other development parties and increased channeling assistance for settlements sustainability and poverty reduction

Abstract

Millenium Development Goals (MDGs) Indonesia menetapkan "Penanggulangan Kemiskinan dan Kelaparan" sebagai target pencapaian yang pertama. Kendala utama adalah kurangnya kemampuan untuk keluar dari garis kemiskinan karena biasanya kelembagaan masyarakat di lingkungan tersebut kurang memberi akses bagi penyertaan sosial, pemberdayaan, maupun keamanan. Penelitian ini bertujuan, pertama untuk mencari Konsep Model Pemberdayaan Masyarakat Permukiman Kumuh Sebagai Upaya Pengentasan Kemiskinan Perkotaan Yang Berkelanjutan (PMPKB) dan kedua, untuk menerapkan konsep Model PMPKB. Metode yang digunakan adalah Participatory Action Research (PAR) yang menempatkan peneliti dan yang diteliti dalam satu kerangka proses. Model PMPKB diterapkan di 5 kelurahan di kota Surakarta. Hasil di kelurahan Joyosuran menunjukkan bahwa Model PMPKB yang dimulai dari pemetaan masalah partisipatif sampai dengan rencana tindak komunitas serta diakhiri dengan pengintegrasian dengan rolling plan perencanaan pada tingkat kota, bisa menjadi instrumen untuk mengakomodasi aspirasi masyarakat melalui perencanaan dari bawah (bottom-up planning) yang bisa menjamin dan memastikan terintegrasinya proses bottom-up planning pada level kelurahan (sub kota) di dalam dokumen perencanan pada level kotaKata Kunci: Perencanaan Partisipatif; Kelurahan; Kemiskinan; Pemukiman Kumuh; Perkotaan; Model ; Pemberdayaan Masyarakat The Indonesia's Millenium Development Goals (MDGs) has designated "the Eradication of Poverty and Hunger" as the first target of achievement. The main obstacle is the lack of capability to escape from the poverty line because community institutions in the neighborhood do not sufficiently provide access for social inclusion, empowerment, and security. This research aims at, first, finding the Model of Slums Settlement Community Empowerment Concept as an effort for Sustainable Urban Poverty Alleviation (PMPKB), and second, implementing the PMPKB concept model. The method used in this research is Participatory Action Research (PAR) where the researchers and the object of research are put in one process framework. This model was implemented in 5 districts in Surakarta municipality. The implementation of the model at Joyosuran district shows that the PMPKB model which begins with the mapping of participative problems until community action plan and ends with the integration with the rolling plan at the municipality level, can become an instrument to accommodate community aspiration through bottom-up planning that can guarantee and ensure the integration of bottom-up planning at the district level in the planning document at the city level.Keywords: Participative planning, District, Poverty, Slums Settlement, Urban, Model, Community Empowerment

Abstract

Salah satu tujuan pengembangan Transit Oriented Development (TOD) adalah mewujudkan lingkungan ramah pejalan kaki pada kawasan kompak yang berbasis transit.  Desain kawasan TOD juga mendorong penggunaan moda transportasi umum untuk mendukung pergerakan penduduk. RTRW Provinsi DKI Jakarta 2011-2030 menetapkan Dukuh Atas sebagai kawasan TOD yang diharapkan mampu memberikan pelayanan bagi pergerakan pejalan kaki secara optimal.  Penelitian ini bertujuan untuk mengetahui kesesuaian dari pelayanan pergerakan pejalan kaki terhadap konsep TOD di Kawasan Dukuh Atas. Kesesuaian pelayanan pergerakan pejalan kaki ditinjau dari komponen kawasan kompak, simpul transit, jalur pejalan kaki dan fasilitas penunjang. Metode analisis adalah kuantitatif dengan teknik analisis skoring yang menggunakan sakala Guttman. Hasil penelitian menunjukkan bahwa meskipun pelayanan pergerakan pejalan kaki di Kawasan Dukuh Atas sudah sesuai dengan konsep TOD, namun diperlukan adanya peningkatan pelayanan pada beberapa aspek guna mengoptimalkan pelayanan terhadap pejalan kaki.

Abstract

The development of modern market especially regional modern market is growing rapidly. The regional modern market is not only growing in urban areas but up to a small town like Kudus City. Regional modern market which is growing in Kudus City is Kudus Extension Mall. This modern market is the first and largest modern market in the Kudus City. The modern market is able to serve the region at the regional scale consisting of Kudus Regency society and also surrounding districts like Demak, Jepara, Pati to Rembang. In 2011 Kudus Extension Mall was growing rapidly indicated by the expansion and changes the name from Plasa Kudus to Kudus Extension Mall. The modern market developments affecting the condition of land use in its surrounding area. Based on these issues, the formulation of the problem in this research is how the influence brought by the development of modern markets Kudus Extension Mall in affecting land use changes in its surrounding areas. The aim of this research is to determine the influence of the Kudus Extension Mall developments to changes in land use in its surrounding areas. The method used to determine the level of influence the development of the Kudus Extension Mall to changes in land use in the surrounding areas is quantitative descriptive. These results indicate that the development of Kudus Extension Mall able to encourage changes in land use that has similar activities that are commercial and supporting activities such as residential and public service facilities. The emergence of these activities leads to changes in land use in the form of extensive changes in land use functions and intensity of land use.

Abstract

Tourism today is an activity that almost everyone in the world does. Each city tries to develop their tourism potential. One concept that can be carried out is city walk tourism. Surakarta city declares itself as a tourism city. In 2007, the Surakarta Municipality revitalized Slamet Riyadi city walk area, which along the road, there are some old buildings and tourist objects that can be visited. The tourism system is a complex thing that consists of several components that are interconnected. The function of the tourism system can be divided into two, from demand side and supply side, which has its own components. With the construction along Slamet Riyadi city walk, which passes several tourist objects, this momentum can be utilized to improve the tourism sector in Surakarta. In order to run optimally, it is necessary to see what the components of tourism system that required are. The method used in this research is literature review and crossing variables. These methods were used to find out what variables are important in the tourism system at Slamet Riyadi city walk. Of these two methods the output will be the integrated tourism components that influenced in tourist attraction at Slamet Riyadi city walk.

Abstract

Flats built as one of the alternative solutions to problems of land acquisition which is very hard to come by. There are limitations in the management of flats in Surakarta, then the resulting problems related to the condition of flats. The research problem is how to relation between condition of flats with stay occupants satisfaction in Surakarta. The method of this study is to conduct a survey of condition of flats and make the distribution of questionnaires to residents. The analysis was performed with the scoring technique and correlation analysis. Based on the analysis, found that condition of flats which has a positive correlation to the satisfaction of the inhabitants stay the distance to shopping facilities, distance to health facilities, pollution-free, the physical condition of the road and pedestrian, access to clean water, and environmental facilities. Flats for conditions that have a negative correlation to the satisfaction of the inhabitants live the ease of transportation, distance to education, distance to services and banking, distance to government services, access to the waste water, and access to electricity. Abstract

The development of traditional and modern stores is determined by several factors such as distance, accessibility and consumer behavior. Since the emergence of modern stores in Surakarta, the distance between traditional markets and modern stores are of concern to the government of Surakarta, because the distance is too close location can affect the reduction in income, traders in traditional markets that will impact the sustainability of traditional markets. The second factoris the accessibility factor. The pattern of the spread of modern stores are mostly located in the city center and most are in the residential area of the middle and upper status, whereas traditional markets mostly scattered pad residential areas with medium status. This has an impact on the level of accessibility that is owned by traditional and modern stores, where modern stores willhave a high level of accessibility than traditional markets. The third factor is consumer behavior. Offers and services provided by modern stores make modern store location becomes an alternative place to shop than in the traditional market. The issue of traditional markets will be sought able competitive with modern stores by the City of Surakarta, this study wanted to know how thedevelopment of traditional and modern shops in Surakarta viewed from a distance, accessibility, and consumer behavior. The analytical method used is the analysis techniques skooring and descriptive comparative analysis. The results showed that more modern stores have the opportunity to evolve from the traditional markets. Of these three aspects, aspects of accessibility is a challenge for the traditional market for some traditional markets do not get public transport services. Abstract

In limited urban forest in developed cities, the existence of the urban forest is very important to maintain the sustainability of the city. In the era of developed city there are still a lot of urban forest functions considered not important. Thus, the potential of urban forest in the Surakarta currently is expected to be maximized its function in order to be effective. The Problem in this research is how effectively the functions of urban forests in Surakarta. With the aim to determine the efficiency of urban forest based on its functions for the survival existence of an existing green open space in Surakarta currently. Thus the effective functions of the urban forest in Surakarta today become crucial, according to the function of ecological, social, economic and aesthetic. Through observation method and questionnaire as well as the calculation of scoring and linkert scale are expected to provide findings in the research of how effectively the functions of urban forests in Surakarta today. Therefore, in this analysis requires identification of the stages characteristic of urban forest areas, analysis urban forest functions, and analysis the effectiveness of urban forest functions.  From the analysis of the effectiveness urban forest function, it was found that the effectiveness of urban forest functions in Surakarta was not only seen through the effectiveness of quantity but also the quality of the urban forest itself. The effectiveness of urban forest will run well with the commitment of government and society. This research recommendations in the planning area is to give a good management and maintenance and sustainable development that capable producing urban forest function to be more effective in the quality and quantity. Keywords: Green Open Space, Effectiveness, Urban Forest Functions, Quantity and Quality.
