Abstract

The development of shiphandling difficulty model for ferry is based on the empirical experience through the Master of Ro-Ro ferries. The SHDMF is consisted from two parts which are the Analytic Hierarchy Process (AHP) and Fuzzy Inference System. Both parts had been validated through internal validation in the form of consistency test for the first part and robustness test for the second part. Further, the external/face validation is required to compare the proposed model with similar model through benchmarking approach. The benchmarking approaches are elaborated for the reliability, validity, possibility, efficiency and effectiveness. Through fuzzy group decision making method, the questionnaire survey is performed to verify the most appropriate approach based on the shiphandling simulator as the most preferred benchmarking tool by experts. Next, the proposed scenario is overviewed and discussed especially related to the advantages and drawbacks of shiphandling simulator. Keywords: shiphandling difficulty, fuzzy group decision making, internal validation Model pengukuran kesulitan pengendalian feri didasarkan pada pengalaman empiris melalui pernyataan nahkoda kapal feri Ro-Ro. Abstract

Abstract

Maritime workers are workers who are regulated internationally through the Maritime Labour Convention (MLC) 2006 which has been ratified by the Indonesian government through Law No. 15 of 2016. In the convention regulated aspects include health care on ships and land, social security, welfare facilities on land, access to seafarers' complaints, protection of health and safety, and accident prevention. This study aims to evaluate the application of the convention so far through the gap analysis method and index performance analysis (IPA). Gap analysis is used to get the difference between the performances and expectations of the respondents. To see the variables that need to be improved, maintained, not a priority for improvement or variables that are above expectation then used the IPA model. This research examines how seafarers' performances and expectations are related to the implementation of MLC in Indonesia, especially in the aspects of health care, social security, and welfare on board. The results show that almost all research variables suggest a gap although relatively small in value. First, it can be summarized that there are several variables that need to be improved such as Protection and health care, Hospitals on board, and complaints. These variable variables need to get attention for future improvements. There are several variables that need to be maintained such as visit a doctor, health, sick, disability, opportunity to use telephone and internet access, procedures for handling complaints, occupational health and safety (OHS), risk assessment, and safety meetings. Last, variables that are considered excessive in implementation should also get the attention that is medical

Abstract

The purpose of this study is to describe the implementation model of the Master of Applied Transportation program. The applied master program chosen and modeled is the PIP Semarang with the consideration that there is no special Applied Master Study Program that is directly related to the shipping industry held in Indonesia. In addition, from the results of the needs analysis, the results state that there are more than 90% of graduates who have not received information related to the Master's study program which is linear with the study program they have taken and the relationship with the current scope of work proves the need to open a Master of Transportation Applied Study Program at PIP Semarang. This study uses a combined method (mixed method). Quantitative data were obtained by filling out questionnaires by 539 respondents, of which 28% of respondents were civil servants including teachers and lecturers, 25% of respondents were private employees. As a deepening of the results obtained from the questionnaire, a quantitative descriptive analysis was carried out using the PIP Semarang education management documents. The results showed that 57% of respondents stated the need for maritime specificity in the implementation of the applied master's education program in transportation. This research concludes that PIP Semarang has fulfilled the readiness of the required resources for the development of the Applied Masters study program which includes 8 National Education Standards.

Abstract

This research investigates maritime health literacy among cadets, focusing on its alignment with international standards and implications for professional practice in the maritime industry. Using qualitative methods, the study explores cadets' perceptions and experiences regarding health management practices onboard ships. Findings reveal a strong alignment with safety and environmental protocols outlined by the International Maritime Organization (IMO). However, gaps in practical training effectiveness and continual professional development highlight areas for improvement. Cadets express the need for enhanced practical simulations and lifelong learning initiatives to better prepare for health-related challenges at sea. The study also identifies positive perceptions of health promotion policies mandated by the maritime labour convention, underscoring industry commitment to promoting occupational health and safety standards. Recommendations include integrating comprehensive mental health support, fostering collaborative research efforts, and conducting longitudinal studies to assess the sustainability of health literacy interventions. By addressing these recommendations, stakeholders can enhance operational efficiency, promote crew welfare, and sustain a culture of safety within the maritime sector.

Abstract

This study investigates maritime connectivity performance in ASEAN countries using the Liner Shipping Connectivity Index (LSCI) from 2019 to 2023. It aims to identify significant trends, segment national performance, and provide policy-relevant insights on regional maritime development. The research is grounded in transport connectivity and regional integration theory, emphasizing the role of liner shipping as a critical enabler of trade efficiency and economic cooperation in Southeast Asia. The study employs a quantitative approach using longitudinal LSCI data across ten ASEAN member states. It applies descriptive statistics, linear regression modeling for each country, and clustering through k-means (fastclus) to categorize national maritime connectivity performance. Indonesia records the highest average LSCI (49.28), indicating a consistent lead in regional maritime connectivity. Cambodia demonstrates the strongest upward trend with a significant positive slope (β = 0.98; p < 0.01), followed by Myanmar (β = 0.61; p < 0.05) and Laos (β = 0.58; p < 0.01). Cluster results suggest three distinct groups of countries based on average connectivity levels, highlighting disparities and the need for policy harmonization. The regression models explain up to 94% of the variance in several countries' LSCI growth. The findings support regional policy formulation to strengthen weaker maritime economies and align ASEAN maritime strategies with trade facilitation goals. This study presents a novel integration of trend modeling and cluster segmentation of LSCI data within the ASEAN context. It contributes both theoretically to the study of maritime connectivity metrics and practically to policy and infrastructure development.
