Abstract

Untuk menunjang perkembangan daerah-daerah terpencil, pemerintah telah menerapkan kebijakan dalam menyediakan sarana angkutan perintis yang menghubungkan daerah-daerah terpencil tersebut dengan daerah-daerah lainnya dalam meningkatkan aksesibilitas masyarakatnya. Hal ini diharapkan dapat memacu perkembangan perekonomian daerah terpencil tersebut dalam mengejar ketertinggalannya dari daerah-daerah lain yang lebih maju sehingga nantinya dapat meningkatkan effective purchasing power masyarakat pengguna jasa transportasi di daerah tersebut. Tujuan penelitian ini adalah untuk mengevaluasi layanan angkutan kapal perintis selama kurun waktu 2015 sampai dengan 2020. Analisis yang telah dilakukan menunjukkan bahwa tingkat ketercapaian layanan perintis berdasarkan voyage pada tahun 2019 adalah sebesar 96% dari total target voyage sebesar 1.893 voyage. Tingkat ketercapaian layanan perintis berdasarkan layanan barang pada tahun 2019 adalah sebesar 58% dari total target sebesar 140.662 ton. Tingkat ketercapaian layanan perintis berdasarkan layanan penumpang pada tahun 2019 adalah sebesar 180% dari total target sebesar 430.974 pax. Berdasarkan jumlah voyage, layanan perintis tahun 2019 memiliki 16 trayek dengan realisasi di bawah 60% (14%), 1 trayek dengan realisasi di atas 100% (1%), dan 96 trayek lainnya dengan realisasi 60%-100% (85%). Berdasarkan jumlah layanan penumpang, layanan perintis tahun 2019 berdasarkan penumpang terlayani memiliki 24 trayek dengan realisasi di bawah 60% (26%), 50 trayek dengan realisasi di atas 100% (53%), dan 20 trayek lainnya dengan realisasi 60%-100% (21%). Berdasarkan jumlah layanan barang, layanan perintis tahun 2019 berdasarkan barang terlayani memiliki 25 trayek dengan realisasi di bawah 60% (33%), 5 trayek dengan realisasi di atas 100% (7%), dan 45 trayek lainnya dengan realisasi 60%-100% (60%).Kata kunci: Angkutan perintis, daerah terpencil.

Abstract

This study investigates maritime connectivity performance in ASEAN countries using the Liner Shipping Connectivity Index (LSCI) from 2019 to 2023. It aims to identify significant trends, segment national performance, and provide policy-relevant insights on regional maritime development. The research is grounded in transport connectivity and regional integration theory, emphasizing the role of liner shipping as a critical enabler of trade efficiency and economic cooperation in Southeast Asia. The study employs a quantitative approach using longitudinal LSCI data across ten ASEAN member states. It applies descriptive statistics, linear regression modeling for each country, and clustering through k-means (fastclus) to categorize national maritime connectivity performance. Indonesia records the highest average LSCI (49.28), indicating a consistent lead in regional maritime connectivity. Cambodia demonstrates the strongest upward trend with a significant positive slope (β = 0.98; p < 0.01), followed by Myanmar (β = 0.61; p < 0.05) and Laos (β = 0.58; p < 0.01). Cluster results suggest three distinct groups of countries based on average connectivity levels, highlighting disparities and the need for policy harmonization. The regression models explain up to 94% of the variance in several countries' LSCI growth. The findings support regional policy formulation to strengthen weaker maritime economies and align ASEAN maritime strategies with trade facilitation goals. This study presents a novel integration of trend modeling and cluster segmentation of LSCI data within the ASEAN context. It contributes both theoretically to the study of maritime connectivity metrics and practically to policy and infrastructure development.

Abstract

As an archipelagic country, Indonesia relies heavily on ports as the main infrastructure to support the national logistics system and international trade. Despite its importance, port management in Indonesia faces challenges such as lack of government support, corruption, bureaucratic inefficiency, and gaps between policy and implementation. This study aims to analyze the effect of concession implementation, technology utilization, and port services on the role of Port Business Entities (BUP) and their impact on port infrastructure performance in DKI Jakarta and Banten Provinces. The study used a quantitative method with a Likert scale questionnaire based on 31 indicators covering five variable constructs: concession implementation, technology utilization, port services, BUP role, and port infrastructure performance. Data were collected from 310 respondents selected through stratified sampling, consisting of users of port services managed by BUP from November 2023 to January 2024. Data analysis was carried out using SmartPLS 3.2.9 software to validate the relationship between variables through the Structural Equation Modeling (SEM) approach. The results of the study indicate that concession implementation, technology utilization, and port services significantly influence the role of BUP, which in turn improves port infrastructure performance. In addition, the indirect influence of these variables reinforces the importance of strategic management and technology utilization in port optimization. This study confirms that implementing good concession policies, integrating modern technology, and improving port services can significantly improve the performance of port infrastructure in Indonesia. These findings provide important implications for policymaking and strategy development to optimize port operations in the future.
