Abstract

The purpose of this research is to identify, evaluate, and analyse the range of factors that impact the quality of human resources at the Finance and Development Supervisory Agency (BPKP); as well as past, present, and future efforts in improving said resources. Research and data collection was conducted at the Finance and Development Supervisory Agency main office in Jakarta (BPKP Pusat), as well as its subsidiary at Local Government level in Special Region of Yogyakarta (BPKP DIY Yogyakarta). Data collection comprised of face to face and written interviews with 43 respondents, which includes: First Secretary at BPKP Pusat, Head of BPKP DIY Yogyakarta, 40 BPKP staff members - 27 from BPKP Pusat and 13 from BPKP DIY Yogyakarta, and 1 expert. The main factor that influences the quality of human resources at the Finance and Development Supervisory Agency (BPKP) is the level of capability and competency possessed by staff, in order for them to perform assigned function and duties at maximum capacity. At present efforts to improve this include specialised education and training held at the main Finance and Development Supervisory Agency training centre, as well as sending staff members to higher formal education and other specialised training - both domestically (within Indonesia) and abroad. Abstract

Human Capital plays an important role in organization. It is the heart of the organization strategy. Many factors embeded in it. Public Service employees as government human capital instead of the contract employees. The quality of the Public Service Employee has recently become a major issue. It is widely known that Public Service employee is lacking of disciplin. The issue discuss most in Public service employee’s disciplinary is absentheeism. This study presents factors that influence the Public Service employee’s disciplinary in Faculty of Medicine of Diponegoro University.This research purposes will support the decision – making process to increase the Faculty of Medicine of Diponegoro University employee’s disciplinary, this study proposing some models analyzed by SEM. The study population is administration staffs in Faculty of Medicine of Diponegoro University for both Public Service employees and contract employees. The respondents are 120 employees whose given some questionaires related to the study.The result of the data analysis shows that the human capital is influenced by knowledge sharing, empowerment and workplace environment. Whilst human capital influences employee’s disciplinary positively.

Abstract

Communities living surrounding forest  have  used state forest for grazing area  in East Nusa Tenggara Timur Province, Indonesia for a long time.  However, Indonesia government have not given them a permit for managing state forest. Government will  involve communities in state forest management   to generate people income but government ,as a principal, was worried that the communities, as agent,  will act in the way contrary to the interest of government. We used  a principal agent theory to analyze principal agent problems which will occur if  communities manage  state forest for  silvopasture purpose. The research showed that there are some principal agent problems in silvopasture contract if government give communities a permit for silvopasture purpose, i.e.  communities, as agent, are  not willing  to plant trees and keep forest. Government must control communities to prevent some principal-agent problems in silvopasture contract.

Abstract

Penelitian ini bertujuan mengkaji perilaku petani dalam melaksanakan pertanian buah naga secara organik di Desa Beji Kecamatan Nguntoronadi Kabupaten Wonogiri; mengkaji faktor-faktor pembentuk perilaku petani dalam melaksanakan pertanian buah naga secara organik di Desa Beji Kecamatan Nguntoronadi Kabupaten Wonogiri; dan mengkaji hubungan antara faktor-faktor pembentuk perilaku dengan perilaku petani dalam melaksanakan pertanian buah naga secara organik di Desa Beji Kecamatan Nguntoronadi Kabupaten Wonogiri. Metode dasar yang digunakan adalah kuantitatif dengan teknik purposive atau sengaja. Lokasi penelitian di Desa Beji Kecamatan Nguntoronadi Kabupaten Wonogiri yaitu Gapoktan Beji Makmur dan Kelompok Wanita Tani Pelangi. Sampel ditentukan dengan metode proportional random sampling, sebanyak 50 responden. Analisis data yang digunakan adalah Rank Spearman IBM SPSS Statistics 22. Hasil penelitian menunjukkan bahwa : (1) Perilaku petani dalan pertanian buah naga secara organik di Desa Beji Kecamatan Nguntoronadi Kabupaten Wonogiri termasuk dalam kategori baik (2) Faktor pembentuk perilaku petani dalam pertanian buah naga secara organik di Desa Beji Kecamatan Nguntoronadi Kabupaten Wonogiri yaitu penyuluhan berada pada kategori sangat baik, pengetahuan berada pada kategori tinggi, motivasi berada pada kategori tinggi, sikap berada pada kategori baik, dan pendampingan berada pada kategori baik (3) Terdapat hubungan yang signifikan antara faktor pengetahuan, motivasi, dan pendampingan dengan perilaku petani terhadap pertanian buah naga secara organik, sedangkan faktor penyuluhan dan sikap tidak berhubungan signifikan dengan perilaku petani terhadap pertanian buah naga secara organik di Desa Beji Kecamatan Nguntoronadi Kabupaten Wonogiri.

Abstract

Minister of Home Affairs Regulation Number 52 of 2014 states that the criteria or evidence that must be met for recognition of indigenous peoples are: indigenous history, customary territories, customary law, customary objects, and customary institutions. Using a case study of the Boti Tribe, the oldest ethnic group on Timor Island, this study aims to collect evidence of the existence of indigenous peoples and their customary territories. This research will focus on verifying evidence of the existence of indigenous peoples using a socio-spatial approach. Our findings show that the Boti indigenous community still exists, with several main evidences of its existence, namely, they have a traditional history in which they were formed from several clans led by the Benu clan; there is a customary area with several use zones of land; there are customary laws that regulate daily life and local wisdom in managing natural resources; and there are traditional practices. Additional evidence was discovered that they manage customary forests sustainably, as evidenced by the consistent forest cover over the last 30 years. These findings can be used to develop academic papers and plans for regional regulations concerning the Boti Tribe's recognition.

Abstract

The Boti indigenous community on Timor Island utilizes non-timber forest products for their daily lives, but there is a lack of information about their potential and sustainable use, which requires an empowerment initiative for them. This study aims to investigate the potential and utilization of NTFPs while also formulating an NTFPs development strategy in Boti Village. A combined method, including literature review, plot measurement, socio-economic surveys, and interviews, was used to collect data. NTFPs were evaluated for their potential using the importance value index; their utilization was studied through an ethnobotanical survey; and an NTFP development strategy was formulated utilizing a SWOT-PESTLE analysis. The results show that three types—candlenut, tamarind, and lac tree—dominate among the 13 species of the NTFPs. NTFPs are used for various purposes, such as medicinal, natural dye weaving, and selling to raise household income. The NTFPs development in Boti village needs to be prioritized, with a focus on increasing the added value of NTFPs through funding, facilitation, technological assistance, planting and preserving, collaborating more, and enforcing formal and customary rules. The results can be used as a baseline or reference for sustainable NTFP management and the empowerment of the Boti indigenous community.

Abstract

Most of the population of Sukoharjo Regency have a livelihood as farmers and farm laborers. At this time, almost all the farmers and farm laborers are old farmers. This is due to the phenomenon of aging farmers and reduced youth workforce and the low interest of the millennial generation in work in agriculture. This study aims to find out how the millennial generation is interested in jobs in agriculture and to find out the factors that influence the interest of the millennial generation. The research method used is qualitatively descriptive. The results showed that the millennial generation's interest in working in agriculture in Kartasura District and Bendosari District, Sukoharjo Regency was seen from perception, involvement, attention, and motivation. There are two factors that influence the interest of the millennial generation, namely driving factors and inhibiting factors. The driving factors include inheritance of agricultural land, introduction of agriculture by parents, sharing of knowledge about agriculture by parents, supporting natural resources, encouragement from the government, and being able to open jobs in agriculture. Inhibiting factors include limited agricultural land, non-agricultural work, low social status, no interest in agriculture, no formal education in agriculture, and lack of family income in agriculture.

Abstract

According to the Decree of the Minister of Agriculture No.484 of 2021, so far agricultural development has only focused on the upstream sector. There is a need for industrialization based on the processing of agricultural, forestry, fishery, and non-agro commodities that are integrated upstream and downstream. According to the results of the 2018 Inter-Census Agricultural Survey, the percentage of food processing activities by farmers at the national level and Central Java Province is still very low. There is only one KWT in Boyolali Subdistrict that consistently conducts food processing until now, namely KWT Madu Mulyo located in Madumulyo Hamlet, Pulisen Village, Boyolali Subdistrict, Boyolali Regency. This study aims to analyze the level of motivation of KWT Madu Mulyo members in food processing activities, determine the factors that form the motivation of KWT members, and determine the relationship between the forming factors and the motivation of KWT Madu Mulyo members in food processing activities. This research method is quantitative method. The results showed that the level of motivation of KWT Madu Mulyo members in food processing as a whole is high which includes motivation based on existence needs is high, motivation based on relatedness needs is very high, and motivation based on growth needs is low. Factors shaping motivation are divided into internal and external factors. Internal factors include cosmopolitanity, respondents' income, number of children under five years old.

Abstract

This study aims to assess the social, economic, and environmental impacts of rural development programs, namely PNPM, in the case of building communal cattle. This qualitative research was conducted in Kulwaru Village, Yogyakarta Special Region Province. Data was collected from 15 informants, including the communal cattle group, local government, and related community figures. The data collected was then analyzed using Miles and Huberman interactive data analysis, including data condensation, data presentation, and conclusion. The results of the research show that (1) The construction of communal cattle provides changes in the social aspect, namely by increasing public awareness of environmental cleanliness, growing the spirit of cooperation, and mutual trust in the management of communal cattle, resulting in a decrease in crime in Kulwaru Village; (2) In the environmental aspect, there are changes in several aspects including settlements and the environment are more organized, pollution from wells is reduced, there are no flooding problems, resulting in safer public health and livestock; (3) In the economic aspect, communal cattle have an impact on several things, including increasing livestock productivity, ease of health checks, easy access to credit, and the processing of livestock manure waste into fertilizer with profitable value. This study recommends to stakeholders the importance of development programs tailored to local needs and potential as a viable strategy for sustainable rural development.Keywords: Communal Cattle, Impact Assessment, Rural Development, PNPM, Special Region Of Yogyakarta.
