Abstract

Instruksi Presiden Nomor 1 Tahun 2025 tentang Efisiensi Belanja dalam Pelaksanaan APBN dan APBD Tahun Anggaran 2025 telah memangkas Dana Transfer ke Daerah (TKD) sebesar Rp50,59 triliun sebagai bagian dari efisiensi fiskal nasional senilai Rp306,69 triliun. Kebijakan ini berimplikasi signifikan terhadap struktur APBD, kualitas belanja, dan dinamika Sisa Lebih Pembiayaan Anggaran (SiLPA) pemerintah daerah. Penelitian ini menggunakan pendekatan mixed methods yang mengombinasikan Systematic Literature Review (SLR) berprotokol PRISMA 2020 dengan analisis data sekunder realisasi APBD nasional periode 2020–2024 dari DJPK Kemenkeu. SLR melibatkan 28 artikel terpilih dari 187 artikel teridentifikasi, setelah proses skrining berdasarkan kriteria inklusi: terbit 2020–2025, terindeks SINTA 1–4 atau Scopus, dan relevan dengan topik SiLPA, kualitas belanja, dan efisiensi fiskal daerah. Hasil SLR menunjukkan bahwa SiLPA dalam literatur berfungsi sebagai indikator dual: dapat mencerminkan efisiensi pengelolaan anggaran (positif) atau kelemahan perencanaan dan rendahnya daya serap (negatif). Analisis data sekunder menunjukkan bahwa SiLPA APBD nasional mencapai Rp99,21 triliun pada 2023, sementara proporsi belanja modal terhadap total belanja cenderung menurun. Simulasi dampak pemangkasan TKD menunjukkan bahwa daerah dengan ketergantungan tinggi pada TKD (>80% pendapatan) berpotensi mengalami penurunan belanja modal dan layanan publik yang signifikan. Studi ini menyimpulkan bahwa pemangkasan TKD tanpa disertai penguatan PAD dan kapasitas fiskal daerah berisiko meningkatkan SiLPA semu yang tidak produktif sekaligus menurunkan kualitas belanja publik.

Abstract

The microfinance industry is undergoing a significant transformation driven by the emergence of digital lending platforms, a shift often referred to as ”Microfinance 2.0.” Traditional microfinance models, characterized by group-based lending and intensive personal interaction, are increasingly being replaced by technology-enabled systems that offer lower operational costs, broader outreach, and enhanced data analytics capabilities. This study aims to empirically exam- ine the impact of digital lending platform adoption on the operational performance, portfolio quality, and financial inclusion capacity of MFIs. This research adopts a quantitative approach using secondary financial and operational data collected from MFIs that have implemented digital lending platforms. Key performance indicators analyzed include cost per loan, loan portfolio at risk (PAR), processing time, and number of clients served. The data are analyzed using descriptive statistics, correlation analysis, and multiple regression modeling to evaluate the relationship between digital platform adoption and institutional performance outcomes. The findings indicate that the adoption of digital lending platforms is significantly associated with reduced operational costs, shorter processing times, and expanded client outreach. Statistical results also suggest improvements in portfolio monitoring efficiency, although variations in default risk patterns are observed across institutions. The study concludes that digital transformation contributes positively to operational efficiency and financial inclusion when supported by appropriate risk management mechanisms. Strategic integration of technology can enhance financial sustainability while maintaining the social mission of microfinance institutions in the era of Microfinance 2.0.

Abstract

This study examines the impact of interdisciplinary learning factory models on the development of students innovation skills in higher education environments that integrate academic learning with industrial practices. The increasing demand for graduates with strong innovative competencies highlights the need for interdisciplinary learning approaches that effectively bridge theoretical knowledge and real-world industrial applications within learning factory settings. The main objective of this research is to evaluate the influence of interdisciplinary learning factory models on key dimensions of innovation skills, including creative thinking, problem-solving, collaboration, and critical thinking abilities. A quantitative research design was employed using structured survey instruments administered to students participating in interdisciplinary learning factory programs, and the data were analyzed through statistical techniques, including descriptive analysis, reliability and validity testing, and inferential statistical methods to examine the relationships between variables. The findings indicate a significant and positive effect of interdisciplinary learning factory models on students innovation skills, demonstrating that integrated and collaborative learning environments effectively foster innovative competencies and enhance learning outcomes. These results suggest that interdisciplinary learning factory models represent a powerful educational strategy for strengthening innovation-oriented skills in higher education, offering theoretical contributions to learning factory research and practical implications for educational institutions in designing interdisciplinary learning frameworks that support sustainable innovation and alignment with industry needs.

Abstract

The rapid advancement of artificial intelligence technologies has significantly transformed the digital media ecosystem. In contemporary broadcasting environments, artificial intelligence systems are increasingly capable of generating and delivering media content autonomously. The emergence of AI driven radio hosts, virtual news anchors, and automated script generation systems reflects the evolution of algorithmic media production. This study aims to examine the technological architecture and operational impact of artificial intelligence in automated broadcasting environments. The research adopts an empirical qualitative approach supported by comparative analysis of documented AI broadcasting platforms and secondary quantitative indicators from industry reports. The analysis focuses on three components of algorithmic media production: AI radio hosts, virtual news anchors, and automated scriptwriting systems. The findings indicate that AI driven broadcasting significantly improves production efficiency, enables continuous media delivery, and enhances the scalability of digital media services. However, several challenges remain regarding editorial transparency, audience trust, and governance of automated information systems. The study concludes that algorithmic media production can contribute to the development of sustainable digital communication infrastructure when supported by responsible policy frameworks and human editorial oversight.
