Abstract

The COVID 19 pandemic creates a new pattern of life not only in the health aspect, but also in the socio aspects of society with various social engineering as a form of non-natural disasters mitigation. The fishing community is one of the communities affected by the COVID 19 pandemic due to the social engineering of physical distancing which reduces the social space for the fishing community in their daily activities in Sungai Apit District. This study aims to describe the socio conditions of the fisheries community in Sungai Apit District before and during the COVID 19 pandemic due to social engineering. This research was conducted using qualitative methods with purposive sampling technique as many as 18 respondents. This research was analyzed by qualitative descriptive, namely explaining socio phenomena based on qualitative data. The results showed that fishing communities there has been a change due to social engineering on social indicators. Social indicators are the involvement of fishing communities in social institutions, limited social interaction,and changes in health status.

Abstract

Pandemi Covid-19 disikapi dengan berbagai bentuk rekayasa sosial, seperti pembatasan sosial berskala besar dan menengah, kebijakan sekolah dan bekerja dari rumah, serta penerapan protokol kesehatan. Hal tersebut melahirkan perubahan sosial yang direncanakan dengan hasil akhir yang diharapkan adalah terputusnya mata rantai penyebaran Covid-19. Tujuan penelitian ini adalah (1) mengidentifikasi faktor penggerak perubahan sosial, (2) mengidentifikasi rekayasa sosial (program pemerintah) yang diterima masyarakat nelayan Kecamatan Sungai Apit pada masa pandemi Covid-19, dan (3) mengidentifikasi bentuk perubahan sosial masyarakat nelayan Kecamatan Sungai Apit akibat pandemi Covid-19. Metode yang digunakan dalam penelitian ini adalah pendekatan kualitatif. Teknik pengumpulan data primer yang dilakukan adalah in-depth interview dengan informan kunci serta studi literatur untuk mengumpulkan data sekunder terkait indikator perubahan sosial. Metode analisis data yang digunakan adalah deskriptif kualitatif. Hasil analisis menunjukan bahwa faktor penggerak perubahan sosial berasal dari eksternal masyarakat/faktor eksogen, yakni program dan kebijakan pemerintah (BLT Covid-19, PSBB, serta pemberlakuan sekolah dan bekerja dari rumah) sebagai bentuk rekayasa sosial yang memengaruhi perubahan sosial masyarakat nelayan. Bentuk perubahan sosial yang terjadi adalah perubahan jenis kegiatan produktif, tingkat kesejahteraan, dan budaya atau gaya hidup masyarakat. Rekayasa sosial pada masa Covid-19 tidak menyebabkan perubahan   pada   struktur   masyarakat   nelayan,   tetapi   perubahan   pada   budaya   masyarakat.Title: Social Changes Of Fisheries Community In Sungai Apit Subdistrict Due To Pandemi Social Engineering Covid-19The Covid-19 pandemic has been addressed with various forms of social engineering such as large and medium-scale social restrictions, school policies and work from home and the application of health protocols. This gave birth to planned social changes with the expected end result being the discontinuation of the chain of the spread of Covid-19. The objectives of this study were (1) to identify the driving factors for social change, (2) to identify social engineering (government programs) received by the fishers community of Sungai Apit Subdistrict during the Covid-19 pandemic and (3) identify the form of social change in the fishers community of Sungai Apit Subdistrict due to the Covid-19 pandemic and the accompanying social engineering. The method used in this research is a qualitative approach. The primary data collection technique was in-depth interviews with key informants and a literature study was conducted to collect secondary data related to indicators of social change. The method of data analysis is descriptive qualitative. The results of the analysis show that the driving factors for social change come from external community/exogenous factors, namely government programs and policies (BLT Covid-19, PSBB and implementation of school and work from home) as a form of social engineering that affects social change in fishers communities. The form of social change that occurs is a change in the type of productive activity, the level of welfare and the culture or lifestyle of the community. Social engineering during the Covid-19 period did not cause changes to the structure of the fishers community, but rather a change in the culture of the community.

Abstract

This community service program aims to innovate in the manufacture of products made from Moringa leaves (Moringa oleifera) and catfish (Pangasius spl) in Kuok Village. The method applied in this activity is the socialization and trial of making catfish satay wraps and Moringa leaf sponge cake. The target communities in this activity are women in Kuok Village who are members of the Kuok Village PKK and the community around the Lontiok Kandil Kemilau Emas House. This activity resulted in a new perspective in the Kuok Village community in empowering women to support the household economy by innovating and participating in trials of making catfish satay wraps and Moringa leaf sponge cake.

Abstract

Drug abuse is still prevalent among the public, especially among the younger generation. Efforts have been made to prevent drug abuse among teenagers and students, one of which is by socializing on the dangers of drugs and prevention. Socialization is believed to be the most effective and economical way to prevent drug abuse. Socialization methods include discourse, questioning and discussion. This socialization aims to improve understanding and provide information regarding drug hazards and prevention. There is an increase in student knowledge compared to before socialization. So that students' awareness of the dangers of drugs is better and students are able to guard themselves and be alert to the spread of drugs.

Abstract

The fisheries sector has a very important role for the people in Rokan Hilir Regency in driving their economy. Therefore, the fishery potential that is owned must be utilized as much as possible for the welfare of the community. This research was conducted in March 2022. The method used is the survey method. This study aims to analyze the superior marine fishery agroindustry products in Rokan Hilir Regency and determine the internal and external factors of the marine capture fisheries agroindustry as well as alternative strategies for developing marine capture fisheries agroindustry in Rokan Hilir District. The results of the AHP analysis showed that the results of the weighting and scoring of several types of commodities and post-harvest technology used were known that the superior marine fishery agroindustry products in Rokan Hilir Regency were processed products derived from shrimp raw materials. While the results of the SWOT analysis concluded that the position of the marine fisheries agroindustry in Rokan Hilir Regency based on the IE matrix was in cell V of growth and stability, which means that the position of the marine fisheries agroindustry was in a balanced position. Alternative strategies that can be applied are utilizing the availability of fish raw materials from nature, increasing support and attention to marine fisheries agroindustry businesses, improving & maintaining the quality of marine fisheries agroindustry products, proposing related training on financial managerial capabilities, establishing fisheries institutions/cooperatives marketing fisheries agroindustrial products sea, increasing more intensive training in pest and disease management, establishing partnerships with collectors/agents/traders so that production results are guaranteed price levels in marketing, establishing modern processing sites based on raw material handling so that the availability of raw materials can be stocked or stored to minimize costs production

Abstract

Fisheries counseling activities are an asset in realizing independent, competitive, and resilient fishermen in Padang Pariaman regency. Fishermen have hopes and goals to develop their businesses, so they participate in fisheries extension activities. This study examines fishermen's satisfaction with fisheries extension activities in Padang Pariaman Regency, West Sumatra. The research implementation starts from June to October 2022. The research uses a survey method with an explanatory research approach. Respondents were taken based on the accidental sampling technique using the Slovin Formula, so the number of respondents used was 68 fishermen. This study uses descriptive analysis data. Fishermen's satisfaction in fisheries counseling activities is still felt to have yet to satisfy fishermen. Fishermen's satisfaction in fisheries extension activities consists of three stages of activity, namely: 1) Fishermen feel dissatisfied at the extension planning stage;  2) the implementation of fisheries counseling activities are in the dissatisfied category; 3) the evaluation of fisheries extension activities is in the dissatisfied category

Abstract

Efficiency is an important aspect that can be used as a benchmark for making decisions in production with various available production input alternatives. Knowing efficiency both technically and economically will reduce the gap between productivity that should be produced. Efficiency is used as an indicator in seeing the ability of the production unit in the fishing business, to know the potential for production inputs it is necessary to analyze its efficiency both technically and economically as well as its development potential. So this research was conducted to see how the efficiency of the dominant fishing gear used by fishermen in Tanah Merah District is technically by looking at the factors that affect fishing production and its financial feasibility. This study uses a quantitative descriptive analysis with a survey method approach and uses an analysis of technical efficiency and financial feasibility. The results showed that the technical efficiency of the capture fisheries business using drift nets by looking at the Cobb-Douglas production function showed a VRS value of 1.185 > 1, which means that it is in the increasing return to scale category where the percentage increase in production is greater for the addition of production factors so that the use of production factors is technically efficient. . Based on the results of the financial feasibility analysis it was concluded that the fishing business using drift nets is feasible to be cultivated in terms of financial parameters in the form of R/C ratio, PPC and ROI.

Abstract

Kegiatan pemberdayan kepada masyarakat dilakukan untuk mendukung tercapainya diversifikasi usaha pada masyarakat pedesaan. Mayoritas masyarakat di Kampung Delima jaya, Kerinci Kanan, Kabupaten Siak memiliki usaha perkebunan sawit. Untuk itu masyarakat di berikan informasi terkait sistem budidaya ikan lele dalam kolam menggunakan sistem keramba agar terjadinya diversifikasi usaha. Tujuan dari kegiatan ini adalah 1) Memberikan pengetahuan kepada masyarakat desa terkait budidaya ikan dengan sistem keramba; 2) Menambah keterampilan masyarakat desa tentang budidaya ikan dengan sistem keramba; 3) Memunculkan minat kewirausahaan masyarakat desa dalam membudidayakan ikan dengan sistem keramba. Program pemberdayaan dilakukan dengan penyuluhan secara langsung dengan masyarakat sasaran dan melakukan demplot ikolam salah satu pembudidaya ikan lele. Pelaksanaan kegiatan dilakukan dari bulan Maret sampai dengan Juni 2023. Pengukuran perubahan pengetahuan dan keterampilan dilakukan pre test dan post test kepada peserta. Rata-rata perubahan pengetahuan dari pembudidaya ikan setelah mengikuti kegiatan ini adalah 40%, sedangkan perubahan keterampilan pembudidaya ikan dalam mengimplementasikan kegiatan usaha budidaya ikan lele berkisar 45%. Kegiatan pemberdayaan ini dapat meningkatkan pengetahuan tentang budidaya ikan lele sistem keramba yang efektif dan efisien, meningkatkan keterampilan pembudidaya ikan yaitu mampu melakukan pemilihan benih ikan lele yang berkualitas, memasang keramba pada kolam, memberikan pakan ikan dengan tepat, menjaga fasilitas dan perlengkapan, menjaga suplai air, dan melakukan penanganan hasil panen. Keberlanjutan dari pemberdayaan masyarakat masih membutuhkan pendampingan usaha budidaya ikan dari lembaga perguruan tinggi, dan dinas perikanan dan kelautan

Abstract

Keberadaan masyarakat nelayan Suku Duano di Kabupaten Indragiri Hilir memberikan kontribusi dalam pengembangan sektor perikanan, namun mereka membutuhkan aset modal sosial untuk menunjang keberlanjutan sektor usaha perikanan tangkap. Tujuan penelitian ini yaitu 1) menganalisis bentuk modal sosial nelayan Suku Duano, 2) menganalisis skala usaha perikanan tangkap nelayan Suku Duano, 3) mengkaji pengaruh modal sosial nelayan Suku Duano dalam melaksanakan skala usaha perikanan tangkap. Penelitian ini dilakukan pada bulan Februari 2022 di Desa Tanjung Pasir, Kecamatan Tanah Merah, Kabupaten Indragiri Hilir dengan jumlah responden nelayan Suku Duano sebanyak 39 orang nelayan. Pengumpulan data dengan teknik survei melalui wawancara dan kuesioner. Analisis data menggunakan metode analisis kuantitatif dengan model regresi linear berganda. Hasil penelitian menunjukkan ada tiga modal sosial nelayan Suku Duano di Desa Tanjung Pasir yaitu; 1) kepercayaan, 2) kerja sama, dan 3) partisipasi. Masing-masing modal sosial nelayan Suku Duano mayoritas masuk pada kategori rendah. Skala usaha perikanan tangkap nelayan Suku Duano dalam penelitian ini masih dalam kategori kecil, dan mayoritas nelayan berskala tradisional. Modal sosial nelayan Suku Duano memiliki pengaruh yang signifikan terhadap skala usaha perikanan tangkap, seperti kepercayaan, kerja sama, dan partisipasi yang tinggi terhadap nelayan suku lainnya akan membawa peluang tinggi terhadap pendapatan dan skala usaha perikanan tangkap. Tittle: Social Capital Fisherman of the Duano Ethnic Group in Capture Fishiries BusinessThe presence of the Duano ethnic fishermen community in Indragiri Hilir Regency contributes to the development of the fisheries sector, but they require social capital assets to support the sustainability of their capture fishing business. This research aims to: 1) analyze the forms of social capital among the Duano ethnic fishermen, 2) analyze the scale of the Duano ethnic fishermen’s capture fishing businesses, and 3) examine the influence of social capital on the Duano ethnic fishermen in implementing their capture fishing business scale. The study was conducted in February 2022 in Tanjung Pasir Village, Tanah Merah District, Indragiri Hilir Regency, with a sample of 39 Duano ethnic fishermen. Data collection was done through survey techniques using interviews and questionnaires. Data analysis was performed using quantitative analysis with multiple linear regression models. The research findings reveal three forms of social capital among the Duano ethnic fishermen in Tanjung Pasir Village: 1) trust, 2) cooperation, and 3) participation. Each form of social capital among the Duano ethnic fishermen predominantly falls into the low category. The scale of the Duano ethnic fishermen’s capture fishing businesses in this study is still small, with the majority of fishermen operating at a traditional scale. Social capital among the Duano ethnic fishermen has a significant influence on the scale of their capture fishing businesses. Factors such as high levels of trust, cooperation, and participation among the Duano ethnic fishermen towards other ethnic groups provide opportunities for higher income and a larger scale of capture fisheries businesses.

Abstract

Pandemi Covid-19 telah membawa perubahan perilaku pada nelayan di kawasan Bangliau dalam melaksanakan usaha perikanan dan melakukan interaksi sosial, Tujuan penelitian yaitu; (1)  menganalisis dampak pandemi Covid-19 pada perilaku nelayan di kawasan Bangliau Hasan; (2) menganalisis strategi adaptasi nelayan dalam menghadapi pandemi covid-19. Data penelitian berupa data primer diperoleh melalui in-dept interview, dan data sekunder diperoleh dari studi literatur. Pemilihan Informan di lakukan secara purposive. Keakuratan data menggunakan software Atlas ti dalam membantu analisis data yang menggunakan metode desktiptif kualitatif. Hasil penelitian menunjukkan perubahan perilaku pada nelayan disebabkan implementasi aturan dari pemilik Bangliau Hasan akibat Covid-19. Pemerintah membuat peraturan pembatasan sosial, sehingga berdampak pada perubahan kondisi sosial ekonomi nelayan. Ketergantungan nelayan pada Pemilik Bangliau Hasan mengakibatkan nelayan tidak memiliki alternatif lain dalam melakukan penjualan ikan ketika mengalami kondisi seperti pada saat Covid-19. Dampak pandemi Covid 19 yang dialami oleh nelayan adalah penurunan permintaan ikan, terhentinya ekspor ikan, penurunan harga ikan, perubahan frekuensi melaut, dan terhambatnya distribusi ikan keluar daerah. Strategi untuk bertahan hidup dilakukan oleh nelayan dengan melibatkan anggota keluarga dalam mencari pekerjaan, melakukan diversifikasi pekerjaan, memanfaatkan hubungan sosial, dan memanfaatkan bantuan pemerintah. Title: The Impact of Covid-19 Pandemic on Fishers’ Behavior in the Bagan Barat Urban Village, Rokan Hilir DistrictThe Covid-19 pandemic has changed fishers’ behaviour in the Bangliau area in carrying out fishing businesses and conducting social interactions. The research objectives were; (1) analyzing the impact of the Covid-19 pandemic on fishermen in the Bangliau Hasan area; (2) analyzing fishermen’s adaptation strategies in dealing with the co-19 pandemic. Research data is primary data obtained through in-depth interviews and secondary data from literature studies. The selection of informants was carried out purposively—the accuracy of the data using Atlas ti software in assisting data analysis using qualitative descriptive methods. The study results show that changes in fishermen’s behaviour are due to the implementation of the rules from the owner of Bangliau Hasan due to Covid-19. The government makes social restriction regulations so that it impacts changes in fishermen’s socio-economic conditions. The dependence of fishermen on the Owner of Bangliau Hasan has resulted in fishermen having no other alternative to selling fish when experiencing conditions such as during Covid-19. The impact of the Covid 19 pandemic experienced by fishermen is a decrease in demand for fish, a halt in fish exports, a decrease in fish prices, changes in the frequency of going to sea, and delays in the distribution of fish outside the region. Fishermen carry out strategies for survival by involving family members in finding work, diversifying jobs, utilizing social relations, and utilizing government assistance.
