Abstract

Kota Lama Semarang shows rapid changes where leadership is one of the factors of its success. Based on this, the researchers conducted research related to sustainable leadership as well as inhibiting and supporting factors for the success of the sustainable leadership model in the revitalization of Kota Lama Semarang phase 1. The results showed that the leader succeeded in taking his leadership so that there was rapid development. This is evidenced by analysis through the 5I Model for Sustainability Leadership and analysis of inhibiting and supporting factors. The rapid changes made the Kota Lama area have new challenges, so that the leader in this matter must be able to maintain the cultural values that exist in the Kota Lama Semarang.

Abstract

The city of Semarang is one of the tourist destinations for foreign and domestic tourists. Tourism villages were formed to empower the community so that they can act as direct actors in an effort to increase readiness and concern for village potential or tourist attractions in their respective villages. The development of the Nongkosawit Tourism Village can be said to be still not developing well or seems slow like other tourist villages, allegedly because the roles between the government, the community, and the private sector have not been optimal in tourism development. In this study, researchers used descriptive qualitative research methods. The results of this study are that there are five roles of stakeholders in the development of the Nongkosawit Tourism Village, namely policy creator, coordinator, facilitator, implementor, and accelerator. Stakeholders involved in the development of the Nongkosawit Tourism Village are POKDARWIS Kandang Gunung, Semarang City Culture and Tourism Office, Nongkosawit Village, Bappeda of Semarang City, Disporapar of Semarang City Public Works Service, Central Java, Universitas Negeri Semarang, Tourist, and the Nongkosawit community. The conclusion of this study is that the relationship between stakeholders is still found that is not optimal so that it hinders the development of the Nongkosawit Tourism Village. Suggestions from this research is the relationship between internal stakeholders such as the community and POKDARWIS still needs to be improved and the existing problems must be resolved immediately

Abstract

Sadar wisata and Sapta Pesona progam is a program that aims to move the area to be ready to receive tourists, in the form of community empowerment through conservation activities carried out by Disbudpar Pokdarwis Semarang to create a conducive climate for growth and development of tourism, especially in Sub Kandri. The purpose of this research is to know how the activity implementation of preservation Pokdarwis in Kandri Village based on technical guidelines of the implementer activity, where the succes measurement is seen in three things those are activity, creation effort and coordination institution. The next purpose was to describe the motivating factors and demotivating of activity based on Grindle’theory. The method which used is descriptive qualitative method. The data collection techniques which are done with observation, interview, documentation and the literature study. The informants of this research is staff guidance section of the community Disbudpar of Semarang City and members of Pokdarwis Sukomakmur and Pandanaran in Kandri Village. The result of this research shows the implementation has done well based on technical guidelines of activity, eventhough the result of achievement is not maximum. The factors which be demotivated are the achievement of degrees changed, available resource particulary for human resource quantity and budget, including the loyality level and response of target group. The writer’s suggestions are needed to use of available field, specific allocation budget and strick warning to pokdarwis member which obey the role.

Abstract

The sprawl covid-19 pandemic that is spreading and difficult to control has made college in the red zone covid-19 and affected areas mandatory online lecture. Diponegoro university rector issued a bill of rector number 20 / un.7. P/ se /2020 asa basis for the implementation of online college and subsequent release of letter number 23/ un7. P/ se /2020 as standard operating procedure (SOP) in implementing online lectures at diponegoro (undip). In the online college implementation using two platforms Ms. Brushes and undip. The purpose of the study is to analyze the implementation of online lectures at diponegoro university and analyze the host factors from the implementation of online lectures at diponegoro university. The study employed a decadent qualitative study method, attributing the informer to the custodian method of sampling and snowball sampling. Although the implementation of online lectures at diponegoro university is consistent with the established standard procedure (SOP), it is not going to be a success, because student LPS is not offset by student competence by its scientific discipline. That is because in the implementation of online lectures at diponegoro university, they still meet some obstacles that are a hindrance to learning achievement. Abstract

Pelayanan publik yang berkualitas merupakan hal yang diperlukan masyarakat. Dalam rangka menciptakan pelayanan publik yang berkualitas, pemerintah mengeluarkan Permendagri Nomor 4 Tahun 2010 tentang Pedoman Pelayanan Administrasi Terpadu Kecamatan (PATEN). PATEN bertujuan untuk meningkatkan kualitas pelayanan dan mendekatkan pelayanan kepada masyarakat. Penelitian ini bertujuan untuk mengetahui bagaimana implementasi PATEN di Kecamatan Bergas dan faktor-faktor yang mempengaruhi implementasi PATEN di Kecamatan Bergas. Penelitian ini menggunakan metode penelitian kualitatif deskriptif. Data dalam penelitian ini diperoleh dari wawancara dengan informan dan dokumen. Penelitian ini menggunakan pendekatan penelitian fenomenologi. Hasil dari penelitian ini menunjukkan bahwa implementasi PATEN di Kecamatan Bergas sudah berjalan dengan baik namun masih memiliki kekurangan pada faktor sumberdaya yaitu kuantitas dan kualitas staf serta fasilitas. Pada faktor komunikasi, Kecamatan Bergas telah melakukan transmisi dan memberi pemahaman mengenai PATEN. Pada faktor disposisi dapat diketahui bahwa staf-staf telah memahami tugas-tugas yang dimiliki, tidak ada penolakan dan bersikap baik saat melayani masyarakat. Kemudian, pada faktor struktur birokrasi dapat diketahui bahwa masyarakat dapat memperoleh pelayanan dengan batasan tertentu di kecamatan sehingga memudahkan masyarakat dan mendekatkan pelayanan pada masyarakat. Jadi, dapat disimpulkan bahwa yang menjadi faktor penghambat pada Implementasi PATEN di Kecamatan Bergas adalah sumberdaya. Faktor pendorong Implementasi PATEN di Kecamatan Bergas adalah komunikasi, disposisi dan struktur birokrasi.

Abstract

The sensitive nutrition intervention policy is one of the policies of the Indonesian government as an effort to overcome the stunting problem, the implementation of which involves various parties. The policy is considered capable of overcoming the stunting problem by 70%. In Semarang City, even though this policy has been implemented, the stunting rate in Semarang City still shows an increase. So there is still a question about the role of stakeholders in the implementation of sensitive nutrition intervention policy in the Semarang City. The purpose of this research is to identify stakeholders in implementing sensitive nutrition intervention policy in Semarang City and analyzing its role. This research uses qualitative research methods with data collection techniques through interview and literature study. The theory used in this research is role of stakeholders by Nugoroho. The results showed that the stakeholders in implementing sensitive nutrition intervention policy in Semarang City were the Health Office, Fisheries Service, Education Service, Food Security Service, Population Control and Family Planning Service, DP3A, Bappeda, Puskesmas, Posyandu, IDI, physiotherapist, psychologist, community and private. StakeholdersThese roles are divided into five, namely policy creator, implementor, coordinator, facilitator, and accelerator. The recommendations given are coordination among stakeholders is to be increased, formulate regulations specifically discussing stunting, stakeholders must considered the program objective.

Abstract

The Semarang City Government implemented a residential relocation policy for the Tambakrejo community by preparing Rusunawa Kudu. However, some people choose to stay because Rusunawa Kudu is far from the sea and has the potential to jeopardize the income of fishermen. To that end, the government built row houses. The goal of this research is to assess the relocation policy and examine the elements that support and hinder it. The research method is descriptive qualitative, while the determination of informants uses the purposive sampling method. The findings revealed that an effective relocation policy was defined by a clear knowledge of the objective, as well as clear and easy implementation instructions. The relocation policy in Rusunawa Kudu has been efficient in terms of the ease of the relocation implementation process. However, the relocation of row houses is considered inefficient because additional government efforts are ranging from mediation, communication, to the construction of row houses. The relocation policy of Rusunawa Kudu has the potential to cause population problems even though it has met the need for decent housing. Meanwhile, the relocation of row houses has not provided a maximum solution to the problem seen from the incomplete public facilities. The relocation policy of Rusunawa Kudu and row houses have been considered justice for the people of Tambakrejo. The relocation policy is considered to be appropriate with the distribution of Tambakrejo residents who have been relocated. In the implementation of the settlement relocation policy, there are supporting factors, namely the resources that are used properly, and the powers, interests, and strategies of the actors are applied systematically. The incompatibility of interests that affect the settlement relocation policy is one of the policy's stumbling blocks, as well as the level of compliance and low capture power.

Abstract

Marketing is often equated with branding. However, in fact, marketing and branding are two different concepts, although both of them are strongly related. Branding is an effort to build and communicate the identity and character of brand into society. Branding is not only applied toward product and service but also toward corporate, event, somebody (personal branding), and place. The process of branding is a new paradigm related with how a place must be managed in the future. Tourism branding is one of place brandings that is often discussed as the increasing of society’s awareness of tourism need. This study aims to discover the branding effectiveness in increasing tourist visitation in the Grand Maerakaca Central Java. The method of this study is qualitative descriptive method with questioner and interview as the collecting data techniques. The data collected method uses statistical tools in the form of a questionnaire to make it easier for researchers in the data collection process considering that the research was carried out at the time of the Covid-19 pandemic. This research subjects were taken as many as 100 people calculated based on the Slovin formula according to the number of visitors in 2018. The data sources used were primary data in the form of questionnaires and PT.PRPP internal data, while secondary data were in the form of legislation regarding tourism, Permen PAN RB, and Youth Service data. Sports and Tourism in Central Java Province. The analysis method uses the value of Community Satisfaction Survey accordance with the Regulation of the Minister of State for Administrative Reform and Reform of the Bureaucracy Number 14 Year 2017 with the evaluation framework of place branding effectiveness that is called City Brand Hexagon. The result of the study shows that place branding in Grand Maerakaca runs smoothly. It is because the Grand Maerakaca has a great attraction to be visited by society. Nevertheless, problem is found in The People indicator that is related with disclosure and employee’s friendliness. It is suggested to form Standard Operational Procedure in providing service and periodic performance evaluation

Abstract

Implementation of Policy Planning and Development Street Vendor in the Red Zone area Central Square of The City and the grand mosque Bandung city is regulated through the Local Government Act of Bandung City (Perda) and Regulations Mayor Area (Perwal) Number 571 Year 2014 as an amendment Regulations Mayor Area number 888 Year 2012 on implementation guidelines Organize and Development Street Vendors in Bandung, especially in the Red Zone area Central Square of The City and the grand mosque Bandung city is not in accordance with the prescribed rules. The purpose of this research is to know how the activity implementation of policy by executing the instructions, which the measurement of success seen on three things: planning activities, training, and monitoring, control and enforcement. The next purpose was to describe the supporting factors and inhibiting factor the implementation of the policy. The method used in this research is qualitative - descriptive type, with key informants from agencies involved in the Special Task Force team coaching arrangement and street vendors, street vendors, and society. Data was collected through interviews, observation, and documentation. The results showed that the implementation is already well underway in accordance with the implementation guidelines activities although the outcome has not been maximized. While inhibiting factor in the implementation of this policy were standard and policy objectives, both human and budgetary resources, and economic conditions. Advice that can be given are a feasibility study placement locations Street Vendor and they economic ability, the attention of every department in the budget, make SOP and MOU clearly, and increase the number of officers and support facilities in supervisory activities.

Abstract

Semarang’s local government has determined policy about advertisements’s implementation through Spacial Planning department as an implement in advertisement’s implementation policy that head for keeping the beauty of the city that appropiate with spacial planning of Semarang’s city and society’s comfort, but the implementation is still not effective yet. Based on researcher’s invention, known that implementation of the policy isn’t optimum yet and still found some violations. The purpose of this research are for describe and analyze the implementation of advertisement’s implementation policy and for analyze the factors that influence in that implementation. The method used in this research is qualitative-descriptive type. The technique that is used is observation, interview and documentation. Based on research’s result, can be understood that the implementation which has implemented, there is a promoter’s factor, and that factor is communication, but there are some constraint factors which influence the policy. The factors are the resource, bureaucracy’s structure and dispotition which become obstruct of implementation of advertisement’s implementation policy in Semarang City. The reccomendation that writer gives to Spacial Planning Department has a purpose for being better in implementating the advertisement implementation’s policy in Semarang City
