Abstract

Triple helix merupakan konsep kolaborasi yang mendukung dalam pembangunan wisata bahari melalui hubungan dua arah antara government,business, dan academia. Peran government memiliki porsi yang lebih besar untuk mempersiapkan payung regulasi dalam perencanaan sektoral yang akan dilaksanakan oleh business dan academia. Penelitian ini digunakan metode kualitatif deskriptif bertujuan untuk mendeskripsikan secara jelas masalah penelitian tentang potensi kolaborasi triple helix serta implikasi bagi wisata bahari di Indonesia. Government berperan dalam menyediakan kerangka regulasi (RPJM dan Perda); business memberikan bantuan finansial dalam program CSR; sedangkan academia menyusun master plan pemberdayaan sekaligus menjadi fasilitator dalam lingkup kegiatan pengabdian kepada masyarakat.

Abstract

Program kampung tematik merupakan salah satu program pemerintah kota semarang untuk menanggulangi permasalahan kemiskinan yang dilakukan melalui peningkatan kualitas lingkungan dan peningkatan potensi lokal untuk mendorong perekonomian masyarakat. Kampung Alam Malon merupakan salah satu kampung tematik yang mampu mempertahankan keberlanjutannya sejak ditetapkan pada tahun 2016 hingga saat ini. Metode yang digunakan dalam penelitian ini adalah kualitatif deskriptif dengan teknik pengumpulan data observasi, wawancara, serta dokumentasi. Indikator yang digunakan untuk mengetahui efektivitas program adalah pemahaman program, tepat sasaran, tercapainya tujuan, dan perubahan nyata. Selain itu faktor pendorong dan penghambat program dilihat dari faktor kondisi lingkungan dan sumber daya. Hasil penelitian menunjukkan bahwa pelaksanaan program kampung tematik di Kampung Alam Malon belum sepenuhnya dapat dikatakan efektif karena masih terdapat masyarakat yang belum mengetahui maksud dan tujuan program, peningkatan kualitas lingkungan dan partisipasi masyarakat yang belum optimal, serta belum adanya perubahan nyata di bidang ekonomi terkait pendapatan kelompok. Faktor penghambat program berasal dari kondisi lingkungan berkaitan dengan kondisi pendidikan masyarakat. Saran yang dapat diberikan penulis untuk mengoptimalkan efektivitas program yaitu diperlukan sosialisasi secara lebih intensif melalui para tokoh masyarakat dan menyebarluaskan informasi mengenai program melalui media online, menyelenggarakan gotong royong yang melibatkan seluruh masyarakat guna memelihara sarana yang telah dibangun, membuat kegiatan yang inovatif dan variatif untuk memaksimalkan partisipasi anggota kelompok, serta mengoptimalkan promosi secara online maupun offline untuk meningkatkan penjualan batik dan kunjungan wisata. Faktor penghambat berasal dari kondisi sosial terkait tingkat pendidikan masyarakat dapat diatasi dengan pemberian pemahaman secara informal melalui tatap muka langsung diluar pertemuan warga.

Abstract

In the implementation of the provision bike lanes policy in Province DKI Jakarta, there are still many violations of motorized vehicle users crossing bicycle lanes. In fact, according to regulations, motorized vehicles are prohibited from crossing the bicycle lane. This indicates that the policy communication for the provision of bicycle lanes in DKI Jakarta has not been able to influence the behavior of motorized vehicle users to comply with the prohibition on crossing bicycle lanes. This study aims to analyze the policy communication for the provision of bicycle lanes in the DKI Jakarta Province and analyze the driving and inhibiting factors of communication of provision bike lanes policy in Province DKI Jakarta. This research method is descriptive qualitative. Specifically, the researchers made observations on the bicycle lane at RS Fatmawati Raya, Panglima Polim, and Sisingamangaraja Street, South Jakarta Administration City. The result of this research is that the communication of provision bike lanes policy in Province DKI Jakarta is not yet fully good because the transmission is not yet optimal for policy implementers and policy target groups, and the consistency of policy communication is not yet optimal for policy target groups. The driving factor for this policy communication consists of understanding policy implementers related to policies and coordination with various parties to disseminate policy. The inhibiting factors for this policy communication consist of human resources, financial resources, road conditions, traffic conditions, and community behavior. Suggestions from this research are to improve communication of provision bike lanes policy which is still not optimal and reduce barriers to communication of provision bike lanes policy in Province DKI Jakarta.

Abstract

Setiap daerah dituntut untuk menjadi unik atau berbeda dengan daerah lainnya. Identitas suatu daerah, selalu terkait pada pemasaran dan branding wilayah tersebut. Sebuah tempat yang dapat menciptakan merek kuat dengan pencerminan identitasnya, maka akan menarik konsumen potensial, wisatawan, investor, ataupun penduduk, sehingga branding sendiri merupakan pembeda yang jelas menjadi ujung tombak bagi daya tarik suatu wisata.  Indonesia sebagi negara yang memiliki banyak wilayah potensi pariwisata, harus dapat beradaptasi dan siap mengembangkan potensi tersebut dengan konsep place branding. Penelitian ini bertujuan untuk mendeskripsikan dan menganalisis efektivitas place branding wisata alam Posong dengan menggunakan konsep Branding Hexagon. Metode penelitian ini adalah penelitian deskriptif kuantitatif dan bentuk variabelnya adalah variabel tunggal. Artinya, tidak mencari pengaruh atau hubungan variabel lain tetapi bermaksud mendeskripsikan tentang efektiviras place branding wisata alam Posong di kabupaten Temanggung. Metode pengumpulan data menggunakan kuesioner untuk memudahkan peneliti dalam proses pengumpulan data.  Subyek penelitian diambil sebanyak 100 orang dihitung berdasarkan rumus slovin sesuai jumlah pengunjung tahun 2021. Hasil penelitian menunjukkan bahwa place branding di Wisata Alam Posong berjalan dengan baik, hal tersebut karena Wisata Alam Posong memiliki daya tarik yang besar untuk kunjungi masyarakat. Meskipun begitu, ditemukan permasalahan pada indikator The Potential yang berkaitan dengan akses jalan menuju obyek wisata. Wisata alam posong perlu membenahi akses jalan, medan yang sempit dan menanjak, kemudian struktur jalannya masih berupa bebatuan dapat mengurangi kenyamanan pengunjung ketika berwisata di wisata alam posong.

Abstract

Capacity assessment is a parameter in determining the success of disaster risk reduction. The reference for the assessment of capacity in Indonesia is the Hyogo Framework for Action (HFA) agreed by 160 countries in disaster risk reduction efforts. The implementation of the HFA in Indonesia is ACT 24/2007 about the disaster relief. The capacity assessment was conducted to find out how disaster mitigation efforts in Banjarnegara by looking at disaster mitigation priorities. The purpose of this study was to describe the score capacity in disaster management and disaster risk reduction efforts.The results of this research is the capacity score disaster relief in the region reached 70.46% from 88 indicators so that fall into the category B. It means capacity in Banjarnegara district into disaster management can already be said either. From these results, the main concern is the basic risk factors reduce the efforts through the establishment of "Desa Tangguh Bencana".

Abstract

Globalization supports bureaucratic reform in the central government and local governments so that many are competing to create e-government. This phenomenon is also supported by the COVID-19 pandemic, which causes public services to use communication technology in their activities. The Central Java government through Dispermadesdukcapil makes a population administration application. One of the applications is called the Sweet Genduk Application which was given to the Disdukcapil Magelang Regency. Birth certificates, death certificates, child identity cards (KIA), family cards (KK), change of address, and synchronization of personal information are all examples of population administration that can be submitted through the app. However, the Genduk Manis Application is still unable to provide excellent population services due to the fact that errors still occur frequently when using the application, the information in the application is not up-to-date and complete, and the services provided through the application have not been maximized due to these limitations and the response from employees on requests. Many people believe that waiting for incoming services will take a long time. The goal of this research was to establish a correlation between user satisfaction and various aspects of the studied systems and services, including the quality of the systems themselves, the quality of the information they provided, the quality of the services themselves, and the quality of all three together. This study employs a quantitative approach by surveying adults who have downloaded the Genduk Manis app and are over the age of 18. Validity and reliability tests, as well as tests of hypotheses about relationships between variables, are used in the analysis. The study found that there is a positive and significant relationship between user satisfaction and system quality (48.6%), information quality (33.1%), and service quality (37%), and that all three factors together have a significant relationship to user satisfaction (F count = 165). In addition, we know that the independent variable contributed 84.9% of the total variance in the dependent variable based on the results of the R Square test.

Abstract

Waste Bank is one of the efforts to reduce waste generation and as a community-based development activity. The purpose of this study was to analyze the management of a community-based waste bank at the Kencana Waste Bank, Candirejo Village, Ungaran Barat District, Semarang Regency using a community-based development cycle. This research method is a qualitative descriptive method with data collection techniques through observation, interviews, and documentation. The results showed that the community-based waste bank management at the Kencana Waste Bank had been going well, although there were still some things that were lacking in implementation. Of the seven cycles, the cycle of Increasing Community Group Participation and the cycle of Growing Competence of Community Groups to Change is the best cycle because there are no obstacles. Recommendations that can be given are evaluating the mechanism for registering customers of the Kencana Waste Bank, continuing to carry out socialization, education and motivation regarding waste sorting, implementing 3Rs in daily life, the importance of doing good and correct waste management, and increasing community participation in joining the Bank. Abstract

The Village Fund Direct Cash Assistance (BLT) is one of the efforts to deal with the impact of the COVID-19 pandemic which has been implemented at the rural level since 2020. The realization of the distribution of Direct Cash Assistance (BLT DD) in Botoreco Village only reached 6.1% of the 30% that should have been given to groups target. This study aims to analyze the process of implementing the Village Fund’s Direct Cash Assistance in Botoreco Village, Kunduran District, Blora Regency. In addition, to analyze the driving factors and inhibiting factors of the implementation process. This study uses the theory of policy implementation with the theoretical concepts of Donald Van Meter and Carl Van Horn to identify factors. This research also refers to the Regulation of the Minister of Villages, Development of Disadvantaged Regions, and Transmigration Number 6 of 2020 and Regulation of the Regent of Blora Number 77 of 2022. This study uses descriptive qualitative methods with data collection technique s through interviews, literature study, and observation. The results showed that the Village Fund’s Direct Cash Assistance had been given in a timely manner to the target group, monitoring and evaluation were also carried out routinely. However, the data collection process carried out was not right on target. The realization of distribution has not been maximized because the village fund budget is used for village physical development. So that the Village Fund’s Direct Cash Assistance is only given to 25 recipients. The process of implementing the Village Fund’s Direct Cash Assistance in Botoreco Village is driven by policy resource factors and the characteristics of the implementing agency. In addition, the process of implementing the Village Fund’s Direct Cash Assistance in Botoreco Village was also hampered by standard factors and policy objectives; communication between organizations and implementation activities; environmental social, economic and political conditions; and the disposition of the implementor. Thus, suggestions that can be given include the need for adjustment of target criteria, the need for integrated data updates, routine assistance in the process of implementing the Village Fund’s Direct Cash Assistance, the village government needs to set a priority scale, especially in handling the impact of covid-19.

Abstract

One of the efforts to reduce the risk of the dangers of Mount Merapi is to make policies related to relocation. Relocation must be carried out for people who are included in the Disaster Prone Area (KRB) III of Mount Merapi. However, there are still three hamlets in KRB III Merapi that do not want to be relocated, namely Kalitengah Lor, Kalitengah Kidul and Srunen hamlets in Glagaharjo village Cangkringan district. The community's refusal to relocate will have a negative impact because Mount Merapi has a high potential for danger. Disaster preparedness management is needed by paying attention to social capital in the community. So that it can strengthen internal factors in society in facing the dangers of Merapi. This study used a qualitative method using purposive sampling in determining the subject. The techniques used for data collection are interviews, observation, and documentation on primary and secondary data. Then analyzed with an interactive model, namely data reduction, data presentation and conclusions. The results of the study found that there is social capital in the form of trust, norms and social networks. These three things make the people on the slopes of Mount Merapi more resilient and ready to face the disaster of the eruption of Mount Merapi that will occur. While habitual factors, individual roles, education and socio-economic class are the driving factors. It is recommended to expand the network, especially to private parties and agencies related to livestock rescue and care.
