Abstract

Globalization supports bureaucratic reform in the central government and local governments so that many are competing to create e-government. This phenomenon is also supported by the COVID-19 pandemic, which causes public services to use communication technology in their activities. The Central Java government through Dispermadesdukcapil makes a population administration application. One of the applications is called the Sweet Genduk Application which was given to the Disdukcapil Magelang Regency. Birth certificates, death certificates, child identity cards (KIA), family cards (KK), change of address, and synchronization of personal information are all examples of population administration that can be submitted through the app. However, the Genduk Manis Application is still unable to provide excellent population services due to the fact that errors still occur frequently when using the application, the information in the application is not up-to-date and complete, and the services provided through the application have not been maximized due to these limitations and the response from employees on requests. Many people believe that waiting for incoming services will take a long time. The goal of this research was to establish a correlation between user satisfaction and various aspects of the studied systems and services, including the quality of the systems themselves, the quality of the information they provided, the quality of the services themselves, and the quality of all three together. This study employs a quantitative approach by surveying adults who have downloaded the Genduk Manis app and are over the age of 18. Validity and reliability tests, as well as tests of hypotheses about relationships between variables, are used in the analysis. The study found that there is a positive and significant relationship between user satisfaction and system quality (48.6%), information quality (33.1%), and service quality (37%), and that all three factors together have a significant relationship to user satisfaction (F count = 165). In addition, we know that the independent variable contributed 84.9% of the total variance in the dependent variable based on the results of the R Square test.

Abstract

The Village Fund Direct Cash Assistance (BLT) is one of the efforts to deal with the impact of the COVID-19 pandemic which has been implemented at the rural level since 2020. The realization of the distribution of Direct Cash Assistance (BLT DD) in Botoreco Village only reached 6.1% of the 30% that should have been given to groups target. This study aims to analyze the process of implementing the Village Fund’s Direct Cash Assistance in Botoreco Village, Kunduran District, Blora Regency. In addition, to analyze the driving factors and inhibiting factors of the implementation process. This study uses the theory of policy implementation with the theoretical concepts of Donald Van Meter and Carl Van Horn to identify factors. This research also refers to the Regulation of the Minister of Villages, Development of Disadvantaged Regions, and Transmigration Number 6 of 2020 and Regulation of the Regent of Blora Number 77 of 2022. This study uses descriptive qualitative methods with data collection technique s through interviews, literature study, and observation. The results showed that the Village Fund’s Direct Cash Assistance had been given in a timely manner to the target group, monitoring and evaluation were also carried out routinely. However, the data collection process carried out was not right on target. The realization of distribution has not been maximized because the village fund budget is used for village physical development. So that the Village Fund’s Direct Cash Assistance is only given to 25 recipients. The process of implementing the Village Fund’s Direct Cash Assistance in Botoreco Village is driven by policy resource factors and the characteristics of the implementing agency. In addition, the process of implementing the Village Fund’s Direct Cash Assistance in Botoreco Village was also hampered by standard factors and policy objectives; communication between organizations and implementation activities; environmental social, economic and political conditions; and the disposition of the implementor. Thus, suggestions that can be given include the need for adjustment of target criteria, the need for integrated data updates, routine assistance in the process of implementing the Village Fund’s Direct Cash Assistance, the village government needs to set a priority scale, especially in handling the impact of covid-19.

Abstract

One of the efforts to reduce the risk of the dangers of Mount Merapi is to make policies related to relocation. Relocation must be carried out for people who are included in the Disaster Prone Area (KRB) III of Mount Merapi. However, there are still three hamlets in KRB III Merapi that do not want to be relocated, namely Kalitengah Lor, Kalitengah Kidul and Srunen hamlets in Glagaharjo village Cangkringan district. The community's refusal to relocate will have a negative impact because Mount Merapi has a high potential for danger. Disaster preparedness management is needed by paying attention to social capital in the community. So that it can strengthen internal factors in society in facing the dangers of Merapi. This study used a qualitative method using purposive sampling in determining the subject. The techniques used for data collection are interviews, observation, and documentation on primary and secondary data. Then analyzed with an interactive model, namely data reduction, data presentation and conclusions. The results of the study found that there is social capital in the form of trust, norms and social networks. These three things make the people on the slopes of Mount Merapi more resilient and ready to face the disaster of the eruption of Mount Merapi that will occur. While habitual factors, individual roles, education and socio-economic class are the driving factors. It is recommended to expand the network, especially to private parties and agencies related to livestock rescue and care.

Abstract

The Covid-19 pandemic has had an impact on several sectors, one of them being the tourism sector. This is also felt by the Tourism Object in Boyolali Regency, namely the Pengging Umbul Tourism Object. The purpose of this research was to analyze the development of tourism management in the new normal era at the Umbul Pengging tourist attraction in Boyolali Regency and identify the driving and inhibiting factors in tourism development in Boyolali Regency in the New Normal era. This research method is a qualitative descriptive method with data collection techniques through observation, interviews, and documentation. The results of research related to attractions, namely the building still has a royal nuance, original springs, the existence of kungkum customs and padusan ceremonies. The types of activities that can be carried out are swimming, culinary, therapy and outbound. Accessibility, namely the road network, geographical position, places to eat, access to ATMs, access to entertainment and availability of public transportation. Amenities, namely the facilities in Umbul Pengging. There are driving factors and inhibiting factors in the process of developing the Umbul Pengging tourist attraction. Recommendations that can be given are the need for additional types of public transportation, adding playgrounds and sports, the need to collaborate with local residents in the development process, the need for increased promotion, the need for activities such as shows or festivals held regularly and parties Managers need to pay attention to security in Umbul Pengging

Abstract

Research to find the determinants of company performance has long been a field of strategic management studies. Many researchers discover why companies do better than others. In recent years, supply chain terminology has begun to emerge, in which a supply chain is a unit that transforms raw materials into finished products through a gradual, parallel, and/or networked structure partially or simultaneously. This study focuses on explaining supply chain performance in order fulfillment and delivery of required products to customers, with the market turbulence as a moderating variable that strengthens or weakens the relationship between the culture of competitiveness and knowledge development on supply chain performance. The research was conducted in Jepara Regency by taking samples of the Wood Furniture UKM in the Tahunan Village, Tahunan District with quantitative approach. The population in this study are all wood furniture business owners in the Tahunan Village, Tahunan District, Jepara Regency. The data are collected through a cluster random sampling technique with a probability proportional to size sampling method, with a research sample of 65 Wood Furniture UKM. The results show that the culture of competitiveness and knowledge development has a positive and significant effect on supply chain performance, either partially or simultaneously. Meanwhile, the market turbulence is only a potential moderating variable in the relationship between the culture of competitiveness and knowledge development on supply chain performance. Suggestions that can be given include sharing data and information as well as developing a shared understanding of supply chain management information that needs to be done among members of the Wood Furniture UKM Association in the Tahunan Village.

Abstract

Tourism, which is one of the strategic sectors that encourage development and economic growth in a region, must experience problems due to the emergence of the COVID19 pandemic crisis in Indonesia. Umbul Ponggok, which is a source of wealth and tourism potential in Ponggok Village, has also been affected by the COVID-19 pandemic. This condition must be overcome immediately, it is hoped that the COVID-19 pandemic will not be a reason for the cessation of the tourism sector's contribution to the welfare of the people of Ponggok Village. The background of this research is to find out how tourism crisis management is carried out by the Umbul Ponggok management and changes to the 3A elements (Attraction, Accessibility, and Amenities) during the recovery of tourist destinations by adapting to new habits during the COVID-19 pandemic. Through a descriptive qualitative approach using primary and secondary data sources from direct observation, interviews with research informants who were determined based on the Purposive Sampling technique, with key informants determined namely the Director of BUMDes Tirta Mandiri and data from various documents processed directly by Owned Enterprises Desa Tirta Mandiri as well as from books, journals, articles and websites. The results of the study show that tourism crisis management at Umbul Ponggok in facing the COVID-19 pandemic crisis towards recovery with adaptation to new habits does not seem to have mature pre-crisis planning due to unpreparedness and limited management which in turn also triggers some laxity and indiscipline in its implementation.

Abstract

Pilang village is a village included in the classification of the poor population highest in Randublatung Subdistrict. The “program Sesarengan Ngopeni Kadang Kekurangan” in the Family Hope Program aims to reduce poverty. This research aims to analyze community empowerment “Program Sesarengan Ngopeni Kadang Kekurangan” in Pilang Village, Randublatung District, Blora Regency. The research method used is a descriptive qualitative approach with data collection techniques through interviews, observation, and documentation. This research uses the theory of Robert Chambert regarding the implementation of empowerment which includes improving education, improving life, improving income, improving society. The results showed that the implementation of empowerment in the PKH Program in improving education, improving life, social welfare, improving income, improving health has not been effective because there are still obstacles in its implementation. This is influenced by inhibiting factors such as the emergence of social jealousy in the community, the workload of PKH assistants does not match the number of beneficiaries who must be assisted, the behavior of beneficiaries who are not disciplined because they do not carry out their obligations, limiting the quota of KPM recipients. The recommendations given are to increase reading interest and school enrollment rates for KPM children, increase skills training for the elderly and disabled, increase entrepreneurial activities, increase Posyandu activities for pregnant women and toddlers.

Abstract

Perkembangan jumlah kampung wisata terjadi dengan pesat beberapa tahun terakhir. Meskipun demikian, tidak semua kampung wisata mampu untuk mengoptimalkan potensi wisata yang mereka miliki. Salah satunya adalah Kampung Wisata Genuk Indah yang sudah ditetapkan sebagai kampung wisata selama lebih dari dua tahun tetapi belum terdapat pengembangan signifikan yang dilakukan. Keterbatasan anggaran menjadi salah satu penyebabnya yang membuat pengembangan harus dilakukan bertahap sehingga memerlukan penentuan prioritas pengembangan. Tujuan penelitian ini adalah merekomendasikan prioritas pengembangan yang efektif agar berkembang dan mendeskripsikan faktor pendorong prioritas utama yang didasarkan pada elemen branding dan indikator Anugerah Desa Wisata Indonesia (ADWI). Metode penelitian yang digunakan yaitu deskriptif kuantitatif menggunakan Analytical Hierarchy Process (AHP) dengan software Expert Choice 11. Hasil penelitian menunjukan bahwa prioritas pengembangan yang direkomendasikan adalah daya tarik wisata, konten digital & kreatif, suvenir, dan homestay. Daya tarik wisata menjadi prioritas utama dalam pengembangan Kampung Wisata Genuk Indah karena merupakan alternatif yang paling mudah diingat oleh pengunjung, paling bermakna, paling mudah disukai, dan paling mampu bersaing. Potensi pengembangan yang dapat dilakukan adalah pengembangan daya tarik wisata alam baru dan mengombinasikannya dengan daya tarik yang sudah ada melalui pembuatan paket wisata.

Abstract

Telunjuk Sakti Application is an innovation launched by Department of Population and Civil Registration of Wonogiri Regency to overcome problems of population administrative service. Mobile based Telunjuk Sakti Application Innovation is flexibly accessible by smartphone. This research aims to analyze the acceptance responses of Telunjuk Sakti Application Innovation. Referring to the Unified Theory of Acceptance Use of Technology 2 by Venkatesh (2003), technology acceptance is analyzed using perceived usefulness, perceived ease-ofuse, relative advantage, and compliance indicators. Acceptance’s driving and inhabiting factors of Telunjuk Sakti Application Innovation is analysed using indicators constructed of many theories like risk-averse culture, facing risks inability, and innovation value suitability. This research was conducted using the qualitative descriptive method, with the subject taken by purposive sampling, locals who have been using Telunjuk Sakti Application Innovation. The results of this research, fulfillment of speed and certainty of service, service results conformity, and increased service quality, prove the fulfillment of the perceived usefulness indicator of the Telunjuk Sakti Application. The ease-of-use indicator of the service menu and the acquisition of document results have been fulfilled, but some users still encounter obstacles in the form of signal and network difficulties. On the relative advantage indicator, the benefits of convenience of use compared to manual counters, cost advantages, and time advantages have been fulfilled. Subjects and motivations for using the innovation are known, but the indicators for the sustainability of use have not been met due to network constraints. The driving factors are there is no resistance to trying technology and no technological risks to innovation. Value compliance of the innovation encourages acceptance of innovation because of the benefits offered by Telunjuk Sakti Application Innovation. The inhibiting factor of accepting innovation lies in the inability to deal with risks and changes due to network barriers that have not been fully resolved

Abstract

The flood monitoring information service website was created to as government efforts to detect dink flood disasters in Semarang City, However, the flood disaster still continues in Semarang, indicating that the webiste has not been utilized to the maximum extent. So the purpose of this study is to evaluate the website information service monitoring the flood in Semarang City. This research uses the theory of the effectiveness of e-government online services by Xuetao Guo and Jielu, which consists of system quality, information quality, web presence quality and user satiety. This type of research uses a quantitative approach with a descriptive type of research. The population of this study is all users of the flood monitoring website with a sample of 100 respondents using purposive sampling techniques. Evaluation results based on research show system quality score 84.01% with excellent category. information quality 84.56% with excellent category, web presentation quality score 87.94% with excellent category, user satisfaction 78.82% with good category, and web presentation quality score 87.94% with excellent category. However, there are still gaps (gap) in all dimensions, items that require major improvements are the response speed and ease of CCTV features, the completeness of flood disaster detection information, the overall quality of the system satisfies the user, and the overall quality of information satisfies the user.
