Abstract

The Slum-Free City Program is one of the strategic initiatives by the Indonesian government aimed at reducing slum areas in urban regions and improving the quality of life for the community. The establishment of Qanun Lhokseumawe City No. 11 of 2018 has made the Slum-Free City Program an effort to address slum settlement issues in Lhokseumawe City. This study aims to analyze the barriers faced in the implementation of the Slum-Free City Program in Lhokseumawe City. The research method used is qualitative with a descriptive approach, and the data were collected through interviews, observations, documentation, and literature review. The results of the study show that the barriers in the implementation of this program include insufficient budget allocation to meet all program needs, social, economic, and cultural constraints within the community, technical and infrastructure challenges, low public participation and awareness regarding the importance of cleanliness and supporting the Slum-Free City Program, and a lack of coordination among the various institutions (government, NGOs, and private sector) involved in the program. Additionally, legal issues related to land ownership and the limitations of regulations that support the Slum-Free City Program are also significant barriers. Based on these findings, the recommendations include increasing budget allocation, strengthening inter-agency coordination, improving socialization and education for the community, and enhancing technical and administrative mechanisms. This research is expected to contribute to improving the implementation of the Slum-Free City Program in the future and help realize cities free from slum areas.

Abstract

This article explores the central role of Acehnese women in preserving the rich and diverse traditional arts and culture. Acehnese women play a crucial role in maintaining and revitalizing various forms of cultural and artistic heritage, including traditional dance, music, literature, cuisine, religious rituals, and handicrafts. Through interviews, observations, and literature review, this research reveals how Acehnese women not only act as custodians of cultural heritage but also as innovators who adapt to changing times without abandoning their traditional roots. The article highlights the contributions of women in Acehs art and cultural communities, as well as the challenges they face in maintaining traditions amidst modernization and globalization. Thus, this article provides an in-depth understanding of the dynamics between tradition and change, and the importance of women's roles in preserving ancestral heritage for future generations.

Abstract

This study explores the economic transformation of coastal fishing households in Pusong Lama village, Lhokseumawe, Aceh, from traditional fishing practices to creative, value-added production. Using a qualitative approach supported by observation, interviews, and focus group discussions, the research analyzes how local initiatives and women’s participation have redefined livelihoods through the processing of keumamah (dried tuna) into marketable creative products. Data were analyzed using the interactive model of Miles and Huberman, encompassing data reduction, display, and conclusion drawing. The findings reveal that the creative economy movement not only increases household income but also fosters social empowerment, particularly among women who now manage production, marketing, and financial activities. Despite these achievements, challenges remain in terms of raw material availability, price fluctuations, and limited marketing access. This study contributes to the growing discourse on sustainable coastal development and women’s economic empowerment by showing how traditional fishing communities can adapt to market-oriented innovation through creative industry models.

Abstract

This study aims to analyze the transformation of Bantayan tourism destination in Seunuddon Subdistrict, North Aceh Regency, based on local community potential. This phenomenon is significant since, despite Bantayan’s natural attractiveness, its tourism development remains suboptimal due to weak promotion and limited community-based innovation. The study employed a qualitative descriptive approach using field study methods, involving village officials, tourism managers, traders, and visitors as key informants. Data were collected through interviews, observations, and documentation, then analyzed using data reduction and triangulation techniques. The findings indicate that Bantayan’s tourism transformation consists of three main dimensions: strengthening local potential through community participation, improving tourism facilities and accessibility, and promoting innovation through digital media. However, the main obstacles lie in limited funding, low human resource competence, and the absence of specific regulations supporting sustainable tourism development. This research highlights the importance of collaboration among local government, tourism managers, and the community to achieve inclusive and sustainable tourism transformation based on local potential. Abstrak Penelitian ini bertujuan untuk menganalisis transformasi destinasi wisata Bantayan di Kecamatan Seunuddon, Kabupaten Aceh Utara, berdasarkan potensi lokal yang dimiliki masyarakat setempat. Fenomena ini menarik dikaji karena meskipun Bantayan memiliki daya tarik alam yang potensial, perkembangan pariwisatanya belum optimal akibat lemahnya promosi dan minimnya inovasi berbasis masyarakat. Penelitian ini menggunakan pendekatan kualitatif deskriptif dengan metode studi lapangan, melibatkan informan dari aparatur desa, pengelola wisata, pedagang, dan pengunjung. Data dikumpulkan melalui wawancara, observasi, dan dokumentasi, serta dianalisis menggunakan teknik reduksi dan triangulasi. Hasil penelitian menunjukkan bahwa transformasi wisata Bantayan mencakup tiga dimensi utama: penguatan potensi lokal melalui partisipasi masyarakat, peningkatan fasilitas dan aksesibilitas wisata, serta inovasi promosi berbasis media digital. Namun, hambatan utama masih terdapat pada keterbatasan anggaran, rendahnya kompetensi sumber daya manusia, dan belum adanya regulasi khusus yang mendukung pengembangan wisata berkelanjutan. Temuan ini menegaskan pentingnya kolaborasi antara pemerintah daerah, pengelola wisata, dan masyarakat dalam mendorong transformasi pariwisata yang inklusif dan berkelanjutan berbasis potensi lokal.
