Abstract

Fuel oil subsidies are the main alternative for governments in developing countries, especially fuel-exporting countries, to strengthen domestic industrial development. Through this subsidy policy, fuel oil can be accessed by the wider community at a relatively low price and can encourage various businesses. However, the implementation of this subsidy policy leads problems in the distribution of welfare. This study aims to demonstrate the negative effects of the fuel subsidy policy using qualitative methods. The fuel subsidy policy must be reviewed because it is not on target to help the poor, hoarding fuel stocks, scarcity of fuel stocks in the domestic market and unstable fuel prices in the country which ultimately disrupt various business activities.

Abstract

Penelitian ini mengkaji tentang bagaimana peran pemerintah dalam mendukung pengembangan kearifan lokal. Kajian akan berfokus pada peran pemerintah desa Senduk Kecamatan Tombariri dalam mendukung kearifan lokal Mahmejaan yang ada di Desa Senduk. Penelitian ini menggunakan menggunakan metode kualitatif. Temuan penelitian menggambarkan bahwa peran dari pemerintah desa sangat menunjang dan mendukung serta akan terus mendampingi dan memberikan dukungan penuh pada perkembangan tradisi Mahmejaan. Namun, tidak ada anggaran yang di keluarkan oleh Pemerintah Desa untuk tradisi Mahmejaan. Pemerintah Desa hanya membantu menyediakan fasilitas-fasilitas bagi pelaksanaan tradisi tersebut, yang salah satunya adalah memberikan ijin penggunaan Balai Desa untuk pelaksanaan tradisi Mahmejaan. Kata Kunci: Peran; Pemerintah Desa; Tradisi Mahmejaan ABSTRACT This research examines the role of government in supporting the development of local wisdom. The study will focus on the role of the Senduk village government, Tombariri District, in supporting the Mahmejaan local wisdom in Senduk Village. This research uses qualitative methods. The research findings illustrate that the role of the village government is very supportive and supportive and will continue to accompany and provide full support for the development of the Mahmejaan tradition. However, there is no budget allocated by the Village Government for the Mahmejaan tradition. The Village Government only helps provide facilities for the implementation of this tradition, one of which is giving permission to use the Village Hall for the implementation of the Mahmejaan tradition. Abstract

This research aims to determine community perceptions of the performance of village officials in administering village government. This research uses qualitative methods with a research focus on community perceptions regarding the performance of village officials in administering government in Tempok village, Tompaso subdistrict, Minahasa Regency. Community perceptions will be studied using the approach proposed by Anwar Prabu Mangkunegara, regarding performance indicators. According to him, to assess performance, you can use several indicators, namely: looking at the quality of work, quantity of work, accuracy and responsibility. From the research results, it is clear that the community's perception of the performance of village officials in Tempok village, seen from the indicators of work quality, work quantity, accuracy and responsibility, are all considered to be not good. This can be seen from the lack of understanding of village officials regarding their duties and functions. Apart from that, they are often not on duty at the right time, which affects the public service process. This is made worse by the unavailability of a village office as a place to carry out community services. Keywords: Perception; Performance; Village Apparatus

Abstract

Climate change is a challenge faced by various countries, including Indonesia, and makes it part of the Sustainable Development Goals (SDGs) agenda. This environmental phenomenon is influenced by various sectors, including waste, whose management in Indonesia has not been optimal. Malang City is one of the cities with the highest waste generation in East Java. Regarding waste management in Malang City, the City Government has issued the latest policy, namely Malang City Regional Regulation (Perda) No. 7 of 2021 concerning Waste Management. This regional regulation replaces Regional Regulation No. 10 of 2010 concerning Waste Management, which is no longer valid. This study aims to describe and analyze the evaluation of waste management policies in Malang City. The type of research used is descriptive with a qualitative approach. The evaluation method is the Context, Input, Process, and Product (CIPP). The data analysis technique used in this research is the interactive model analysis of Miles, Huberman, and Saldana. If we look at the evaluation results using the CIPP method, we find obstacles that must be resolved for the success of waste management policies in Malang City. These obstacles include facilities and infrastructure for waste management in Malang City, which still need to be met, the lack of community role in the program for sorting waste from the source, and waste management operations, which require large budget allocations.

Abstract

This study aims to analyze the perspective of the Papua provincial government on the acceptance of the new autonomous region in Papua province. The research was conducted from March to April 2023 in Papua Province as the parent province among the three new autonomous regions. The data analysis technique used in this study is an interactive qualitative technique. The results of the research are that other regional governments also consider that the expansion of the New Autonomous Region (PDOB) in the provinces of Papua and West Papua is indeed a necessity and can be assessed as the impact of Papua's mismanagement so far. The policy of the central government must side with the regional government in Papua, but this is not democratic and does not understand the history and character of the indigenous Papuans, so that the state's goals can be fulfilled in carrying out the Expansion of the New Autonomous Region (PDOB) in Papua with political strategies that are dominated by the government with an action that can realize the ability to carry out development and welfare for the people of Papua and in general for the Indonesian state.

Abstract

Assessment center is a comprehensive method to assess the ability, competence and suitability of a person with a certain role or position, by measuring technical and non-technical competence. The North Sulawesi Provincial Government in supporting the bureaucratic reform process has the responsibility to implement employee development programs through the assessment center method before holding a position as a high-ranking official. This study was conducted to explain the utilization of assessment center results in career development (promotion, rotation/mutation, and competency development) of Civil Servants (PNS) in the North Sulawesi Provincial Government. Qualitative design was used in this study. The research findings that the utilization of assessment center results by the North Sulawesi Provincial Government in this case through BKD as the personnel management official has not been effective enough because there are still elements of subjectivity in the mutation/rotation of Officials/Employees. In terms of selection/filling of JPTP (Promotion), the North Sulawesi Provincial Government is committed to continuing to use the Assessment Center method even though in reality there are still elements of subjectivity when it is already in the selection committee. In addition, the results of interviews with informants indicate that the utilization of assessment center results has not been optimal due to various factors, including political intervention, lack of understanding of assessment centers, implementation of the merit system, organizational culture, talent management systems, and budget issues and availability of training, as well as regulations/legal umbrellas.

Abstract

The use of the I'DIS Application in the implementation of the Imposition of Disciplinary Punishments for Civil Servants is indicated to be inconsistent between regulations and their implementation. Many Government Agencies in the working area of ​​the Regional Office XI BKN Manado still do not use the I'DIS Application and do not understand the input process or have not reached the stage of the process of making a Disciplinary Punishment Decree. This study aims to describe and analyze the Implementation of the I'DIS (Integrated Discipline) Application in the Imposition of Disciplinary Punishments for Civil Servants in Government Agencies in the Province of North Sulawesi. By using a qualitative design, it was found that the Implementation of the I'DIS Application in the imposition of disciplinary punishments for Civil Servants in Government Agencies in the Province of North Sulawesi still lacks a deeper understanding of the application, especially when technical guidance is carried out online. Likewise, resources including human resources, facilities and infrastructure are inadequate.

Abstract

Village institutions are essential to the Village Fund governance. This study analyzes the factors contributing to the failure of these institutions in managing Village Funds and proposes strategies to enhance their capacity. The research was conducted in Warembungan Village and Kamangta Village in Minahasa Regency using a qualitative descriptive method. The findings indicate that the management of Village Funds is predominantly focused on short-term programs, such as Direct Cash Assistance. Key strategic policies related to this management include the Village Medium-Term Development Plan (VMTDP), Village Government Work Plan (VGWP), and Village Regulations regarding the Village Budget. Internal factors that hinder the efficiency of village institutions include the election of village heads not based on the majority, political interference, low transparency in recruitment processes, limited human resources, and inadequate welfare for officials. External factors include overlapping regulations, weak coordination among agencies, and ineffective supervision. As a result, budget efficiency is compromised, which increases the potential for mismanagement and conflicts of interest. To strengthen village institutions, it is essential to revise overlapping regulations, allow flexibility in the election of village heads, and enhance human resource capacity through competency-based selection. Furthermore, improving transparency in fund management, ensuring strict oversight from the government and community, and involving universities, media, and migrant communities are vital components for ensuring better village governance. With these strategies, village institutions are expected to support optimal and sustainable rural development.
