Abstract

Community service entitled The Dangers of Bullying and Its Prevention was carried out on students of State Catholic Senior High Schools (SMAK) in Keerom Regency on Friday, June 14, 2024. This activity was carried out because students still did not understand the dangers of Bullying and its Prevention. The methods used were lectures and discussions. The output of this community service is an understanding of the importance of preventive measures against bullying. Therefore, it is hoped that every student can avoid bullying, both physically, non-physically and through social media. Because these actions may have been carried out by students and may even have experienced bullying, but they are not aware of it, as well as the forms of bullying. The output of this community service activity is an increase in students' knowledge of the forms of bullying and their prevention, so that students can better understand and avoid bullying.

Abstract

Pengabdian ini dilakukan dengan judul Penyuluhan Hukum Pentingnya Kepemilikan Sertifikat Hak Milik Untuk Menjamin Kepastian Hukum Di Kelurahan Hedam Distrik Heram Kota Jayapura, kegiatan yang dilakukan kepada mitra dikarenakan adanya kasus dari mitra tentang ketidakpahaman mengenai prosedur pembuatan sertifikat hak milik atas tanah sehingga dengan keahlian yang dimiliki pengabdi dapat melakukan penyuluhan hukum tersebut guna agar mitra dapat mengetahui status kepemilikan tanah mereka dan cara pengurusan sertifikat hak milik atas tanah pada Kantor Pertanahan Kota Jayapura untuk menjamin kepastian hukum. Metode pelaksanaan pengabdian ini dilakukan dengan cara melalui ceramah dan diskusi yang dilaksanakan pada hari sabtu, tanggal 22 februari 2025 yang dilaksanakan di Kelurahan Hedam. Kegiatan ini di awali dengan persiapan dan koordinasi, kemudian pemaparan materi dengan memberikan pengetahuan kepada mitra mengenai prosedur pengurusan sertifikat hak milik atas tanah. Adapun luaran dari pengabdian ini adalah memberikan pemahaman kepada mitra tentang status kepemilikan hak-hak atas tanah, pendaftaran tanah, prosedur pengurusan sertifikat hak milik atas tanah dan juga memberikan pendampingan hukum pra ajudikasi dalam proses pengurusan sertifikat pada Kantor Pertanahan Kota Jayapura.

Abstract

Pada tanggal 7 Agustus 2024 telah dilaksanakan kegiatan pengabdian kepada masyarakat dengan tema “Pencegahan dan Rehabilitasi Penyalahgunaan Narkotika Bagi Siswa” di SMA Negeri 7 Kota Jayapura. Kegiatan ini diikuti oleh 31 siswa kelas XII dan bertujuan untuk meningkatkan kesadaran siswa tentang bahaya narkotika sekaligus memberikan informasi tentang pencegahan dan rehabilitasi. Metode yang digunakan adalah penyuluhan interaktif, diskusi kelompok, dan simulasi kasus. Penyuluhan interaktif disampaikan oleh tim ahli yang memaparkan dampak negatif narkotika dari berbagai sudut pandang. Dalam diskusi kelompok, siswa diajak untuk berdiskusi tentang tantangan yang dihadapi dan bekerja sama untuk mencari solusi. Simulasi kasus memberikan pelatihan kepada siswa tentang cara menangani situasi berisiko. Hasil kegiatan ini menunjukkan adanya peningkatan pemahaman siswa tentang bahaya narkotika dan pentingnya tindakan pencegahan. Selain itu, beberapa siswa yang membutuhkan rehabilitasi diarahkan ke layanan yang tepat. Capaian utama yang dicapai adalah terbentuknya kesadaran kolektif dan keterlibatan aktif siswa dalam pencegahan narkotika.

Abstract

This community service is carried out with the title Legal Counseling on the Settlement of Customary Land Disputes Through Non-Litigation Paths in Nolokla Village, East Sentani District, Jayapura Regency, this activity is carried out to partners due to cases from partners regarding misunderstanding regarding the settlement of customary land disputes based on applicable laws and regulations in order to obtain legal certainty and where the disputing parties do not want to give in or want to win alone so that with the expertise possessed by the servant can carry out legal counseling so that the disputing parties both win or win-win solution. The method of implementing this community service is carried out through lectures and discussions held on Saturday, May 31, 2025 which was held in Nolokla Village, East Sentani District, Jayapura Regency by providing knowledge to partners regarding the resolution of land disputes in general there are two types, namely dispute resolution through Litigation and Non-Litigation to obtain legal certainty, this activity begins with preparation and coordination, then presentation of material on how to resolve customary land disputes based on applicable laws and regulations. The output of this service is to provide partners with an understanding of how to resolve disputes through non-litigation channels along with the advantages and disadvantages of resolving such disputes and also provide legal assistance to partners to resolve cases related to customary land disputes.

Abstract

This study aims to analyze the function of the kinship legal system in regulating land rights for Papuan customary communities in Jayapura City, identify factors causing legal uncertainty, and formulate a policy model that can guarantee legal certainty of these land rights. This study uses philosophical, sociological, and juridical approaches to understand the role of values, social structures, and formal legal norms in the dynamics of customary land ownership. The findings indicate that the kinship legal system, particularly those based on patrilineal and matrilineal descent, remains the primary basis for recognizing land rights at the community level. However, the weak formal state recognition of this system, overlapping sectoral regulations, the absence of customary territory mapping, and limited community access to legal justice are the main causes of legal uncertainty. To address these issues, this study proposes a hybrid policy model that integrates formal legal recognition of customary rights, participatory mapping, strengthening customary institutions, and the implementation of the principle of Free, Prior, and Informed Consent (FPIC) throughout the licensing and development process. The results of this study emphasize the importance of synchronizing state law and customary law within the framework of Papua's Special Autonomy in order to create legal certainty that is just and contextual.
