Abstract

Implementation is part of the public policy cycle due to political decisions in an organization. Implementation describes the intention and objective of government policy to the public. The success rate of policy implementation depends on the implementer. The regime change from New Order to Reformation Era allows the government to establish a new administrative area. In addition, regional autonomy policies change due to regional demands and a strong influence of culture and customs. Regional expansion paid attention to the principles of autonomous boundaries and community welfare of the new administration area. Regional expansion refers to the geography, community, efficiency, managerial, technique, and social principles. Furthermore, regional expansion incorporated culture and customs due to differing cultures inside a region, encouraging the community to govern their region within the framework of the Republic of Indonesia. Maluku Utara is one of the Indonesian provinces that separated from Maluku Province. The Government established Maluku Utara as a new province as a response. Halmahera Selatan is one of the regencies in the Maluku Utara province, which possesses a strong influence on Bacan Sultanate culture and customs. In addition, Halmahera Selatan has a low development rate compared to other regions, except for human resources and infrastructure.

Abstract

Downsizing is the most popular strategic choice in organizational change, especially in the private sector. The strategy often chosen in downsizing is reducing employees, eliminating structure and function to produce efficiency, productivity, and competitiveness. However, a study is needed to elaborate on the concept of downsizing. The purpose of this research is to map the downsizing concept, describe how this strategy is implemented, its dynamics and development, as well as the effectiveness level of downsizing strategy. This research takes the form of a systematic literature review, which involves an assessment based on articles/publications related to downsizing. Downsizing articles are sourced from the Scopus database, and then mapped based on the number of articles per year, authors, countries, affiliations, and sponsors. As a result, the goal of downsizing has not been supported by strong evidence in the field because downsizing and efficiency do not have a strong correlation. Indeed, downsizing results in negative impacts on both organizations and employees. His mistake was to put the strategy of reducing employees and financial efficiency as the main goal. Therefore, downsizing must be part of a paradigmatic organizational change strategy and not merely serve as a short-term strategy.

Abstract

An e-learning conceptual model is a framework for evaluating the quality of learning systems and outcomes. The results of the BAN-PT assessment show that the values for academic and non-academic achievement indicators are still low, this indicates that there are challenges that need to be overcome in implementing e-learning. This study aims to analyze the role of system quality and self-efficacy on e-learning use and user satisfaction that affect academic performance by developing the D&M IS Success Model. The study was an explanatory quantitative survey design model with 40 structured questionnaire items sent online. 66 respondents were sampled, taken using purposive sampling method with the Taro Yamane formula at a significance level of 10% of the population of undergraduate psychology students of 197 students. PLS-SEM method was used in analyzing the connection of exogenous and endogenous variables simultaneously. The research findings show that the overall q square value of the contribution of exogenous variables to academic performance through use and user satisfaction is 95.4% and exogenous variables affect academic performance by 75%. Self-efficacy has a positive and significant effect on use and user satisfaction with t-statistic values of 3.761; 2.422 and p-values of 0.000; 0.016, respectively. User satisfaction has a positive effect on academic performance with a path coefficient value of 0.588. E-learning evaluation allows measuring the success of implementing e-learning in achieving increased academic achievement.

Abstract

E-learning system is designed with the consideration of the learners' needs in order to provide quality learning opportunities and positive learning experiences. This study aim to analyze user satisfaction and achieving overall system success. A survey on student satisfaction regarding the facilities and infrastructure in the learning activities indicates that approximately 18.3% are dissatisfied with the existing facilities. The objective of this study is to analyze the use and satisfaction of users of the Learning Management System (SIPEJAR) as an e-learning platform. The Research method was conducted with an explanatory quantitative approach and adopts the D&M IS Success Model as a theoretical framework. A total of 84 students were selected as respondents using the proportionate stratified random sampling method with Taro Yamane's formula at a significance level of 10% from the population of 542 undergraduate psychology students. The data was collected through questionnaires and analysis with SEM-PLS. The research results show that service quality has a positive and significant effect on usage, p-value of 0.029 but not for the system quality and information quality. System quality, information quality, and service quality have a significant effect on user satisfaction, p-values respectively, of 0.004, 0.038, and 0.003. Apart from that, system usage also has a significant influence on user satisfaction, p-value of 0.000. By identifying the usage and factors that influence user satisfaction, e-learning providers can focus their attention on improving specific aspects of the user experience and enhancing the overall learning process.
