Abstract

This Article relates to how community participation in the Climate Village Program (Proklim) in RW12 Umbansari Village, Pekanbaru City. The phenomenon found in this Proklim research is the low level of community participation in coping and adaptation action activities as well as the institutions in RW12 according to the achievements that have been achieved based on the results of the proklim target assessment, and the lack of outreach to the community about Proklim activities so that people are not aware what are the goals and objectives of the proklim. This study aims to determine the level of community participation in proklim activities, as well as to find out what are the inhibiting factors that make community participation still not achieved in proklim in RW12 Umbansari Village. The theory used in this study is T.Ndraha's theory of participation in the process of decision making, implementation, use of results and evaluation. This study used a qualitative research method, namely by taking a phenomenological approach and collecting data using interview techniques, direct observation and documentation. The results of this study are that the target has not been achieved according to proklim standardization due to the lack of community participation in Proklim in RW12 Umbansari Village, due to low socialization, low public awareness, apathetic people, and community work factors that hinder the level of community participation in Proklim

Abstract

This reseach  examines development of tourist attractions at the department of culture and tourism of Pekanbaru City. The theory used is Cooper et al's theory from the book Kebijakan Pembangunan Destinasi Pariwisata, which states that a tourism destination development framework must have the following basic components: Objects and Attractions, Accessibility, Amenity, Supporting Facilities, and Institutions. This study employs qualitative research methodologies and is analyzed using qualitative descriptive methods. The findings of this study suggest that tourist attractions should be developed by attracting tourist attractions through upgrades and adjustments, as well as more sufficient amenities or facilities and infrastructure that exist in tourist attractions by providing guidance to the community. In addition, use the budget according to their needs to be sufficient.

Abstract

Abstract This research discusses the leadership pattern of sub-district heads in carrying out administrative functions in Minas District, Siak Regency. Leadership patterns are the way a leader guides, directs and motivates members of his team or organization. The phenomenon found in this research is that there is still a lack of communication coordination between sub-district leaders and the community and timely decision making is still not optimal. The aim of this research is to determine the leadership pattern of the sub-district head in Minas District, Siak Regency and to determine the obstacles faced by the sub-district leadership in carrying out administrative functions in Minas District, Siak Regency. The theory used in this research is the theory of Martoyo, S (2015: 497), the leadership patterns used are divided into six, namely, analytical and decision making abilities, motivational abilities and skills, communication and listening abilities, the ability to create a healthy work environment, the ability to delegate duties or authority, and responsibilities. This research uses qualitative methods, data collection uses interview techniques, direct observation and documentation. The results of this research are that the lack of coordination between sub- district leaders and the community is still not optimal, which causes the sub-district leadership's conveyance of aims and objectives to not be understood and in carrying out administrative functions, the connection factor is an obstacle for leaders in situations requiring leaders to make decisions. Abstract

The analysis of employee performance at the Rumbai Sub-district Office, Pekanbaru City, aims to evaluate the effectiveness and efficiency of public services provided by employees. This study uses a descriptive method with a qualitative approach, involving interviews and direct observation of employees and the community. The results of the analysis show that employees at the Rumbai Sub-district Office have a high commitment to their duties, supported by good teamwork and innovation in service. In addition, training and development provided to employees contribute positively to improving performance. Transparent performance assessment is also an important factor in encouraging employees to achieve the set targets. Overall, employee performance at the Rumbai Sub-district Office is very good, which has a positive impact on community satisfaction and the achievement of regional development goals.

Abstract

Kekerasan terhadap perempuan dan anak di Indonesia masih menjadi permasalahan yang belum dapat terselesaikan hingga saat ini. Di Provinsi Riau sendiri kasus kekerasan terhadap perempuan dan anak masih terus meningkat tiap tahunnya. Meskipun kasus kekerasan terhadap perempuan dan anak telah diatur dalam Peraturan Presiden Nomor 7 Tahun 2023 tentang Kementerian Pemberdayaan Perempuan dan Perlindungan Anak, kasus tersebut masih terus terjadi sampai saat ini. Adapun penulisan artikel ini menggunakan metode penelitian kualitatif. Hasil yang didapatkan adalah fungsi dari aplikasi “Cek Puan Rika” dan bagaimana tantangan dalam pelaksanaannya.

Abstract

This research aims to analyze and explain how the strategy in handling cases of harassment carried out by DP3A and explain what are the obstacles in overcoming this case at DP3A in Pekanbaru. Harassment cases are serious problems that require special attention in Pekanbaru City. The problem in this case is the high rate of violence against women and children that occurs, requiring the government to respond by providing protection to women and children as victims of violence. Through a Descriptive approach and literature study, this research analyzes in depth the strategy of handling sexual harassment cases implemented by DP3A. By referring to the strategy stage model according to Andrew (2011), this study identifies the obstacles faced at each stage, from formulation to assessment. The results show that although significant efforts have been made, there are still several aspects that need to be improved, such as community service, case management, as well as handling social stigma and limited resources. These findings are expected to be valuable input for DP3A in developing more effective strategies in protecting victims of sexual harassment. Analysis of the case management indicators shows that although there are some good practices, there are still gaps in terms of community education.

Abstract

Pemerintahan kampung dan kelurahan  melalakukan  inovasi dalam rangka mencapai  kesejahteraan dan meningkatkan perekonomian masyarakat dengan  Usaha mikro, kecil dan menengah (UMKM), dalam hal ini sangat membutuhkan partisipasi masyarakat. Penghulu beserta Bapekam  berinovasi dan mengembangkan potensi alam yang ada untuk UMKM, Kampung Maredan Barat merupakan salah satu  wilayah  yang mayoritas penduduknya adalah petani, pedagang, peternak dan buruh harian lepas. Masyarakatnya diberikan pelatihan  untuk mengembangkan  kemampuan  yang dimiliki, masyarakat yang memiliki  kemauan  serta kemampuan bisa membaca dan  melihat potensi diri,  serta mampu melihat potensi alam lingkungan, untuk bisa  mencari  peluang dan membuka  usaha bagi masyarakat.  Adanya peluang usaha maka perekonomian akan meningkat, makan akan membantu pertumbuhan ekonomi masyarakat sehingga akan baiknya ekonomi serta mampu mengurangi tingkat perpindahan penduduk dari desa ke kota. UMKM menjadi sumber inovasi dan kreativitas  menghasilkan produk dan jasa dengan mempunyai nilai tambah serta meningkatkan daya saing pasar. Permasalahan Mitra adalah :  Pembuatan sertifikat izin produk industri rumah tangga dan label halal, belum begitu meneriknya tempilan label produk membuat  konsumen kurang tertarik untuk membeli produk  dan pemasaran melalui online atau e-commerce

Abstract

Penelitian ini mengadopsi metode kualitatif dengan pendekatan analisis studi literatur untuk mengidentifikasi strategi pembangunan berkelanjutan yang dapat meningkatkan kesejahteraan masyarakat wisata di Pulau Semut, Kelurahan Limbungan, Kecamatan Rumbai Timur, Pekanbaru. Dalam studi literatur, peneliti mengumpulkan informasi yang ada untuk menjelaskan fenomena yang sedang diteliti. Pembangunan berkelanjutan menjadi isu penting di daerah wisata, terutama dalam konteks pengelolaan sumber daya alam dan budaya lokal. Melalui kajian literatur yang mendalam, penelitian ini menggali berbagai strategi yang telah diterapkan di lokasi serupa, serta best practices yang relevan dengan konteks lokal. Hasil analisis menunjukkan bahwa integrasi antara pelestarian lingkungan dan pengembangan infrastruktur yang berkelanjutan merupakan kunci untuk mencapai kesejahteraan. Pendekatan partisipatif yang melibatkan masyarakat dalam pengambilan keputusan, serta kolaborasi antara pemerintah, swasta, dan komunitas lokal, diidentifikasi sebagai faktor penentu keberhasilan strategi ini. Penelitian ini diharapkan dapat menjadi acuan bagi stakeholder dalam merancang dan melaksanakan programprogram pembangunan yang lebih efektif dan berkelanjutan di Pulau Semut

Abstract

In Indonesia, many people own motorized vehicles but the tax distribution is still low. This shows that people are not obedient in making taxpayer payments. This research was conducted to find out and analyze how the compliance of taxpayers in Rumbai Subdistrict in increasing motor vehicle tax revenue. The research method used is a descriptive qualitative approach. However, there are still challenges in terms of socialization and public awareness of motor vehicle tax payments. Therefore, further efforts are needed in improving technological infrastructure and educational campaigns so that taxpayers can be more optimal in supporting effective and efficient public services. Because the higher the level of taxpayer compliance, the higher the local revenue will be obtained.

Abstract

Penelitian ini adalah lanjutan dari penelitian sebelumnya tentang Model Pengembangan wilayah kecamatan Binawidya Kota Pekanbaru. Penelitian lanjutannya adalah Perwujudan Good governance pada pasca Pemekaran Kecamatan Binawidya sebagai kecamatan yang baru dimekarkan tahun 2020, Pemekaran kecamatan sangat penting untuk meningkatkan pelayanan public. Prinsip dasar yang diterapkan dalam menuju kepemerintahan baik yaitu partisipasi, aturan hukum, transparansi, daya tanggap, berorientasi consensus, berkeadilan, efektivitas dan efisiensi, akuntabilitas dan visi strategis. Pendekatan penelitian yang digunakan dengan pendekatan deskriptif kualitatif melalui observasi, dokumentasi dan wawancara yang mendalam dengan informent (Pemerintah, swasta dan masyarakat) sebagai tiga domain yang memberikan dukungan pelaksanaan good governance. Hasil penelitian yang dicapai yaitu perwujudan fungsi Governance pada state (negara atau Pemerintah),Private sektor (dunia usaha) dan society (masyarakat) serta permasalahan yang menjadi hambatan dalam penyelenggaraan pemerintahan, pembangunan dan perberdayaan masyarakat
