Abstract

The contribution of agriculture in the Cilacap’s GDP has continued decline but agricultural labor is still quite large. It has implications for the future, especially for the welfare of agricultural labor will be decrease. The purpose of this study was to determine the competitive commodities for horticulture in Cilacap and feasibility of investment and development strategy of the competitive commodities. This research was conducted in June-August 2016. The data used is primary data through observations and interviews and secondary data obtained from the relevant agencies. Analysis of data using Location Quotient (LQ), Rasmussen's Dual Criterion (RDC), investment feasibility, land suitability and SWOT. Commodity that have a lucrative opportunity in Cilacap for horticultural crops include chilli, mangosteen and banana. In order to develop agribusiness in Cilacap, improving the quality of human resources in agriculture as well as group activities; increase promotional efforts for competitive commodities will require the provision of information competitive commodities for investors; extending the land, control over land use, guaranteed prices for competitive commodities, climate change mitigation, infrastructure development and ease access to credit for farmers; and more study for each commodity

Abstract

The pepper auction market in Sleman Regency was formed in 2017. This market is becoming the main marketing line for all pepper traders in Sleman Regency because it is serving appropriate prices for the farmer. Some problems also appeared during the implementation of the pepper auction market. This study aimed to arrange an effective strategy in developing a pepper auction market in Sleman Regency. This study conducted from January to February 2020 involving 23 major traders who chosen by the census method and 6 stakeholders who chosen by purposive sampling technique. SWOT analysis was applied to arrange an effective strategy in developing the pepper auction market. The result showed that the most effective strategy used in developing the pepper auction market was the SO-Strategy, such as: improving product quantity and quality, improving the quality of services and creating good relationships with the assembly point management party and auction participants, and building an online product and price database system. The auction market management parties and some stakeholders are required to regularly monitor and assure the market system in conducting a market auction process appropriately. We also suggested to use modern technology devices to assure the auction transparency.

Abstract

Pengembangan kawasan minapolitan di Kabupaten Cilacap belum menunjukkan kinerja optimal. Hal tersebut merupakan indikasi bahwa kebijakan pengembangan minapolitan masih belum efektif. Tujuan penelitian ini adalah mengetahui eksisting kawasan minapolitan Kabupaten Cilacap dan penguatan strategi untuk pengembangan kawasan tersebut. Penelitian dilaksanakan pada Mei sampai dengan Agustus 2019 di kawasan minapolitan Kabupaten Cilacap. Jenis data yang digunakan adalah data primer yang diperoleh dari wawancara dan FGD serta data sekunder yang diperoleh dari studi dokumen. Metode yang digunakan dalam analisis data antara lain deskriptif dan SWOT. Kondisi alam yang bagus serta sumber daya manusia yang cukup baik merupakan kekuatan utama pengembangan minapolitan. Namun, minapolitan Kabupaten Cilacap masih menghadapi masalah infrastruktur yang rusak serta akses permodalan, pemasaran, dan pengolahan hasil yang belum sepenuhnya mendukung pengembangan minapolitan. Untuk meningkatkan kinerja kawasan minapolitan, Kabupaten Cilacap perlu melakukan strategi S-O melalui penguatan kelembagaan perikanan dan regenerasi SDM, memperluas jaringan kemitraan, baik hulu dan hilir serta sektor lain (pariwisata); promosi komoditas perikanan; dan pengadaan/pembuatan infrastruktur budi daya dan pemasaran produk.Title: Reinforcement Strategy for the Development of Minapolitan in the Cilacap RegencyThe development of minapolitan area in Cilacap Regency has not shown an optimal performance. This is an indication that development strategy of minapolitan area has not been effective. The study aimed to identify the existing minapolitan area in Cilacap Regency as well as to reinforce the development strategy for the area. The research was conducted from May to August 2019 in the minapolitan area of Cilacap Regency. The study used primary data that were collected from interview and FGD as well as secondary data that were collected from document study. The analysis models used descriptive and SWOT analysis. The great natural and human resources are the main forces in minapolitan development. However, this minapolitan area is facing infrastructure damage and poor access of capital, marketing and product processing. Therefore, it is necessary to undertake an S-O strategy through reinforcement of fisheries institution and human resources, expansion of partnership networks, both upstream to downstream and other sectors (tourism); promotion of fisheries commodities; and procurement / manufacturing of aquaculture infrastructure and product marketing.

Abstract

The purpose of this study was to know the availability and needs, to evaluate and to formulate the suggestion for fertilizer distribution in Bantul Regency Daerah Istimewa Yogyakarta Province. The study was conducted in May and June 2017. Research respondents are distributors, retailers, farmer groups, and farmers. Trend analysis is used to determine the availability and demand of fertilizer. The effectiveness of fertilizer distribution was determined by the six precise of the distribution of fertilizer while efficiency was measured by using marketing margin. The results showed that the availability and the need of fertilizer is fluctuating with the tendency is scarcity in few months. As a whole, the distribution of fertilizer has been quite effective and efficient but sometimes the amount and the price of fertilizer for farmers was not correct and the distribution was not accordance with the regulation. The problems in the distribution of fertilizer are the incomplete database of the availability and the need of fertilizer, the retailers were not selling the fertilizer to the farmer group while the farmers were not buying through from the farmer groups, the location of the retailer is too far from the farmer and the price of fertilizer in over of highest price recommended by the government.Kata kunci : Kabupaten Bantul; efektif; efisien; pupuk bersubsidi

Abstract

The distribution of refined sugar (RS) for small and medium industries (SMI) of the food has suffered a lot of misappropriation. To overcome it, the government will implement the auction system. The purposes of this research are 1) to identify conditions and problems the distribution of RS for SMI of food; 2) to know the readiness of SMI of food in facing RS auction system; and 3) to provide recommendations for improvement of the RS auction system. This research was conducted in Yogyakarta Province on November 2017. Research respondents are Industry and Trade Offices in DIY, food association, SMI of food and RS distributors. The problems in the distribution of RS are SMI didn’t know about the rules of RS distribution, the distribution of RS is not according to government regulations and the food association was unable to accommodate the trade of RS. SMI hasn’t been able to participate in the auction system so it needs 1) the government conducts of socialization and supervision of the RS trading system; 2) SMI establishes business units and obtain capital facilitations and 3) the government gives authorizes for BULOG to distribute RS.

Abstract

Pemerintah melalui Kementerian Pertanian mengalokasikan Anggaran Pendapatan dan Belanja Negara Perubahan untuk mencapai pemenuhan kebutuhan cabai dan bawang putih dalam negeri. Salah satu strategi pengembangan usahatani cabai dan bawang putih adalah pemberdayaan petani. Tujuan kegiatan  ini antara lain 1) melaksanakan penyuluhan dan pendampingan budidaya cabai-bawang putih dan pembuatan sarana produksi pertanian serta 2) melakukan pengawasan terhadap bantuan APBN-P cabai dan bawang putih. Kegiatan dilaksanakan di Desa Kentengsari Kecamatan Candiroto Kabupaten Temanggung. Kegiatan yang dilaksanakan antara lain penyuluhan dan pendampingan budidaya cabai dan bawang putih, pengawasan bantuan sarana produksi dan alat mesin pertanian tanaman cabai dan bawang putih serta penyuluhan dan pelatihan perbanyakan Bacillus sp. Hasil dari kegiatan pendampingan ini adalah mampu memberikan pengetahuan bagi petani tentang cara budidaya cabai dan bawang putih dengan baik serta petani memahami manfaat dan teknik perbanyakan Bacillus sp. Alokasi bantuan APBN-P dari pemerintah mengalami keterlambatan sampai ke petani yang mengakibatkan waktu penanaman mengalami kemunduran. Masalah dalam pelaksanaan UPSUS APBN-P yakni waktu pendampingan yang terlalu pendek dan bantuan sarana produksi sampai petani tidak tepat waktu. Pemerintah perlu memikirkan periode pendampingan yang efektif serta bantuan dapat diterima petani dengan tepat waktu.

Abstract

Kabupaten Kendal diharapkan mampu meningkatkan produksi untuk menunjang swasembada pangan. Untuk itu, diperlukan teknologi baru, baik input pertanian (pupuk, benih, pestisida dan lainnya) maupun sistem budidaya tanaman. Tujuan pengabdian masyarakat ini adalah 1) difusi teknologi pertanian UGM kepada petani dan 2) uji coba demplot dengan teknologi pertanian modern. Kegiatan pengabdian dilaksanakan pada April sampai Juli 2016 di Kecamatan Limbangan, Boja, Kangkung, Sukorejo dan Patean. Kelompok sasaran pada pengabdian ini adalah kelompok tani pada lima kecamatan tersebut. Hasil pendampingan program Upaya Khusus Swasembada Pangan menunjukkan kegiatan Rehabilitasi Jaringan Irigasi Tersier ada yang belum terlaksana, kegiatan bantuan benih bersubsidi telah terealisasi sesuai target, kegiatan tanam jajar legowo berjalan dengan baik. Aktvitas penyuluhan memberikan pengetahun baru bagi petani tentang teknologi usahatani (pertanian organik, pembuatan mikoriza dan sistem jajar legowo) dan petani menerapkan teknologi usahatani tersebut pada periode pendampingan. Beberapa masalah yang dihadapi dalam pelaksanaan UPSUS antara lain waktu pendampingan yang terlalu pendek serta pelaksanaan RJIT ada yang terlambat karena kelompok tani belum memperoleh dana dari pemerintah. Dalam rangka pengembangan UPSUS, sebaiknya waktu pendampingan dapat diperpanjang serta dinas juga perlu melakukan pengawasan agar program RJIT dapat dilaksanakan tepat waktu.Kata Kunci : UPSUS, swasembada pangan, penguatan kelembagaan, jajar legowo, demplot

Abstract

One of the Sido Dadi auction market weaknesses is delay payment system to farmers. This system is done by waiting for payment from the merchant if the chili has been completely sold. This situation causes farmers to be dissatisfied with the auction market services. This study intended to determine the level of farmer’s satisfaction to the Sido Dadi auction market services and its determinant factors. This research was conducted at the Sido Dadi auction market because it was the first auction market in Galur District, Kulon Progo Regency, Yogyakarta Province. The number of respondents was 60 farmers chosen by purposive sampling. The Customer Satisfaction Index (CSI) and regression used to analyze the data. The results showed that farmers were satisfied with the auction market services. The determinant factors of farmer’s satisfaction are age, education level, and land area. Farmer satisfaction is in line with increasing of farmers’ age but in contrast to education and the farmer's land area. The Sido Dadi auction market needs to use of the contribution funds to complement infrastructure and held human resource development training. The auction market also needs to have a service Standard Operating Procedures for farmers. In addition, the local government officer needs to intensively provide service management training for auction market managers.

Abstract

The main problems of the community in the Poncosari Village are they do not know how to optimally the local potentials and do not know the development of information technology. The aims of this activity are to optimize the potential of the garden in Poncosari Village for agricultural activities and the empowerment of farmer women groups in Poncosari Village in managing smart agriculture. This activity was carried out in Poncosari Village, Srandakan Subdistrict, Bantul Regency in March until August 2019. The method used was a Focus Group Discussion, counseling, training and assistance, demonstration plot, and evaluation and monitoring. The results of this activity show that most people have started to cultivate their gardens with vegetables. The Poncosari Village community also began to recognize and actively use the Desa Apps to consult farming and marketing issues.

Abstract

Sejak pengakuan UNESCO pada tahun 2009, batik berkembang lebih cepat dibanding tahun-tahunsebelumnya. Namun demikian, hingga saat ini ketersediaan printing mengenai perkembangan batikmasih menjadi kendala yang belum terselesaikan. Tujuan dari penelitian ini adalah untuk mengetahuiperkembangan batik ditinjau dari jumlah usaha, jumlah tenaga kerja, kapasitas produksi, danpermasalahan yang dihadapi oleh industri batik serta merumuskan upaya dalam pengembanganindustri batik. Penelitian ini dilakukan di 27 provinsi di Indonesia dengan menggunakan metodedeskriptif analitis menggunakan data primer dan data sekunder. Berdasarkan hasil penelitian,diperkirakan jumlah industri batik di Indonesia mencapai 6.120 unit dengan tenaga kerja sebanyak37.093 orang dan mampu mencapai nilai produksi sekitar 407,5 miliar rupiah per bulan atau setara4,89 triliun rupiah per tahun. Permasalahan yang dihadapi industri batik terdiri dari printing, bahanbaku, keterampilan tenaga kerja, pengembangan usaha kain lokal, pengelolaan limbah, pembinaandan pendampingan oleh Organisasi Perangkat Daerah (OPD), persaingan dengan printing bermotifbatik. Upaya yang dapat dilakukan untuk mengembangkan batik yaitu memperbaharui printingindustri batik, koordinasi sistem database batik, pemanfaatan sumber daya alam lokal denganmeningkatkan penggunaan pewarna alam, optimalisasi pembinaan industri dan peran Balai LatihanKerja (BLK) dalam peningkatan keterampilan tenaga kerja, sosialisasi potensi batik, pembangunanpengolahan limbah dan peningkatan kesadaran industri batik mengenai pengelolaan limbah,penguatan brand batik tulis dan batik cap, dan advokasi dan pemasaran sosial kepada konsumenmengenai batik tulis dan batik cap.
