Abstract

This study aims to investigate the crisis phase and the role of leadership in one of the telecommunications companies in Indonesia that implemented a system of working remotely during the Covid-19 pandemic. This study used a case study methodology with a qualitative approach. Data were collected through in-depth interviews, participant observation, and related documentation. Technical data analysis was carried out through data condensation, data presentation, drawing conclusions, and verifying findings. The results of the study indicate that the leadership role during the Covid-19 pandemic was as follows: pre-crisis phase, peak crisis phase, and post-crisis phase. The pre-crisis phase of the leader guided the team to adapt to the pandemic through planning, information dissemination, and operational coordination. During the crisis phase and the peak of the crisis, the leader played a role in controlling through the provision of motivation, empathy, and inspiration. In the post-crisis phase, the leader's role was to support the recovery process through empowerment, collaboration, and team involvement. The implications of this study are on the importance of the role of leaders who adjust to the phase being faced to be able to bring the organization through difficult times.

Abstract

Village funds were a form of state recognition of villages. However, the authority received by the village government in village funds from the central government had not been matched by adequate human resources. It was one of the fundamentals behind the basic policies of the Indonesian Government as Village Government Administrators. Tuban Regency was one of the districts that received and distributed village funds where the Tuban Regency Government also did not escape the problems in distributing village funds, one of which was in Palang District, which could provide village fund distribution. This study aimed to analyzing and testing the effect of competency and training on the performance through organizational commitment of village apparatus in the village fund budget. This research used a quantitative approach with explanatory methods. This study concluded that: 1.) Competency has a significant positive effect on organizational commitment of village apparatus; 2.) Training has a positive effect but not significant on organizational commitment of village apparatus; 3.) Competency has a significant positive effect on the performance of the village apparatus; 4.) Training has a significant positive effect on the performance of the village apparatus; 5.) Organizational commitment has a significant positive effect on the performance of village apparatus; 6.) Organizational commitment to mediate the effect of competency on the performance of village apparatus positively but insignificantly; 7.) Organizational commitment to mediate the effect of training on the performance of village apparatus positively but insignificantly.

Abstract

This article aims to analyze the implementation of the defense spending policy in the fiscal year 2020 at the Ministry of Defense. The problem is focused on the success or failure of the implementation of defense spending policies in the fiscal year 2020 by using the theory of policy implementation by George C. Edward III. This study uses a qualitative approach with a descriptive method. The data were collected through documentation or literature study and analyzed qualitatively using an interactive model. This study concludes that the implementation of the defense spending policy has not been effective, especially in the procurement of the main weapon system equipment. This is a challenge faced by the Ministry of Defense. The procurement of the main weapons system can increase defense strength. However, the procurement of the main weapons system equipment that is still on raw materials from abroad shows the need for the development of the domestic defense industry. So support in the form of a larger budget and government commitment is very much needed so that the defense force can increase as well as the independence of the domestic defense industry can be realized immediately.

Abstract

The purpose of this research is to test and analyze the factors that affect the performance of insurance agents in this case insurance agents who are members of the Indonesian Life Insurance Association (AAJI) which are included in the 15 (fifteen) major insurance companies in Indonesia. This type of research is fundamental research or basic research, aiming to participate in the development of science. The method used is quantitative method with a total sample of 220 insurance agents. The analytical technique used in this research is SEM AMOS. The results showed that learning orientation had a significant effect on creative behavior, learning orientation had a significant effect on insurance agent performance, knowledge sharing had a significant effect on creative behavior, knowledge sharing had a significant effect on insurance agent performance, motivation had a significant effect on creative behavior, motivation had a significant effect on performance insurance agents, and creative behavior has a significant effect on the performance of insurance agents.

Abstract

The COVID-19 pandemic has impacted all aspects of people's lives, one of which is education. The implementation of education in the midst of the COVID-19 virus outbreak is carried out through distance learning. This study aims to describe the organizational citizenship behaviour and the factors behind the organizational citizenship behaviour of teachers in implementing distance learning at SMAN 1 Cerme during the COVID-19 pandemic. This research used qualitative with descriptive method type. Data was collected by direct observation, interviews with 21 informants, and through secondary data. The technique of determining the informant is carried out using a purposive technique by determining the key informant which develops into a snowball technique. The results of this study indicate that teachers at SMAN 1 Cerme have demonstrated organizational citizenship behaviour in the implementation of distance learning. This is shown from five dimensions, namely altruism, sportsmanship, courtesy, civic virtue, and conscientiousness. While the factors behind the teachers of SMAN 1 Cerme to carry out organizational citizenship behaviour in the implementation of distance learning during the COVID-19 pandemic were perceptions of organizational support, organizational culture and climate, job satisfaction and leadership.

Abstract

The progress of tourism is heavily influenced by the professionalism and existence of its institutions (tourism institutions). In this community service, the Airlangga University Public Administration team partnered with the Diponegoro University Public Administration team to assist MSME partners in Wonolopo Semarang. The problem with partners is the need to strengthen tourism institutions and expand the marketing of MSME products including herbal medicine villages, flora villages selling ornamental plants, and so on. Wonolopo has 10 tourism awareness groups from 8 thematic villages. The solution to the partner problem is the transfer of knowledge of tourism institutional development. There are three choices of institutional forms, namely tourism awareness groups, cooperatives and BUMDesa. The solution to the second problem is information and communication technology-based marketing with Linktree which is shared on social media and using digital marketing platforms. The results achieved after the community service was carried out were that 98.3% of MSME actors and tourism managers in Wonolopo Semarang had increased their abilities in developing tourism institutions and digital marketing innovation, as much as 1.6% needed to be improved. For this reason, more intensive assistance is needed for partners in Wonolopo, Semarang.

Abstract

Kabupaten Tuban merupakan salah satu kabupaten yang memiliki angka stunting tertinggi di Jawa Timur pada tahun 2021 dengan angka tertinggi kasus stunting di salah satu desa mencapai 80%. Jumlah tersebut mendorong pemerintah Kabupaten Tuban untuk meningkatkan pelayanan publik yang diberikan oleh seluruh lini pemerintahan dalam penanganan stunting sampai ke street level bureaucracy atau level desa. Pelaksanaan penanganan stunting yang dilakukan oleh pemerintah tentu juga dipengaruhi oleh kepercayaan masyarakat pada pemerintah. Sehingga penelitian ini bertujuan untuk mengkaji public trust terhadap penanganan stunting pada tingkat street level bureaucracy di Kabupaten Tuban. Peneliti menggunakan OECD Framework on Drivers of Trust in Public Institutions (2021) sebagai pedoman dalam melakukan penelitian. Metode penelitian yang digunakan adalah metode kualitatif. Penelitian ini dilaksanakan di tiga desa dengan urutan kasus stunting tertinggi di Kabupaten Tuban yaitu Desa Brangkal, Desa Sumberejo, dan Desa Kedungrejo. Penentuan informan pada penelitian ini dilakukan dengan menggunakan teknik purposive dan snowball. Informan dalam penelitian ini meliputi kepala desa, perangkat desa, bidan desa, kader posyandu dan masyarakat (ibu yang memiliki anak stunting). Hasil penelitian menunjukkan bahwa public trust terhadap penanganan stunting pada tingkat street level bureaucracy di Kabupaten Tuban cukup baik terutama pada dimensi openness (keterbukaan) dan integrity (integritas).

Abstract

This study aims to describe the development of human resources competencies and factors that inhibit and support the development of human resource competence in order to improve services at Hajj Hospital Surabaya. This research uses qualitative approach. This research uses direct observation method, in-depth interview, FGD, and documentation analysis as data collection technique. The results concluded that the development of human resources competency in RS Hajj Surabaya basically been planned well enough. This is evident from the priority scale applied in the development of human resource competencies, such as which installations become the focus of human resource competency development and what competencies should be developed in each installation due to different characteristics of each other. However, if examined further, the development of human resources competencies in Hajj Hopital Surabaya can not be said evenly, because it still prioritizes employees who have civil servant status rather than honorary.

Abstract

Although there has been much research on innovative leadership in both private and public organizations, there is still little empirical evidence showing that innovative leadership at the village level can increase community participation in a sustainable manner. The purpose of this study is to describe and analyze comprehensively the characteristics of the village head's innovative leadership in exploring the innovative leadership of the village head in creating sustainable citizen participation in the village of Mojodeso. This research was conducted using a case study approach. Research subjects were selected purposively, data obtained by in-depth interviews, observation and documentation. The findings in this study are the village head's RT Fund Allocation innovation (radical innovation) followed by providing training in making proposals with RT assistance (innovation adoption) when residents compile and carry out the proposed activities while at the same time compiling the reporting so that the capacity of the residents is created to become more empowered and result in optimizing the participation of villagers in a sustainable manner. In addition, the village head's innovative leadership is accompanied by concern and empathy which creates an aspirational and bottom-up nuanced program, equipped with the courage to make discreet decisions and the ability to manage conflict to become functional (Coser, 1956, Ivancevich, Konopaske and Matteson, 2006). Which actually fosters citizen loyalty to always participate actively (Surbakti, 2010) and be involved (Jung Hyun, 2018) in the process of village development. The implication of these findings, in innovative leadership, it is necessary to emphasize discretive innovative capabilities by providing assistance to citizens and capabilities creating and managing conflict becomes functional to increase as well as maintain the active participation of community members in a sustainable manner.

Abstract

This study aims to determine the organizational culture applied at PT Kereta Api Indonesia (Persero) based on the level of organizational culture, namely: basic assumptions, values, and artifacts. Organizational culture plays a major function in modeling the behavior and performance of the company through the collective efforts of each member. The research method used is qualitative with emphasis on documentation as a data collection technique in this study. Meanwhile, data analysis was carried out in a narrative manner. The empirical findings in this study focus on organizational culture at PT Kereta Api Indonesia (Persero) which as a whole shows the company's success in improving management and employee performance. In addition, it has a significant impact on customer satisfaction and the good image of the company. PT Kereta Api Indonesia (Persero) provides excellent service to customers, where they are a top priority for the company. The change in orientation to excellent service to customers makes PT Kereta Api Indonesia (Persero) able to compete in the global market era.
