Abstract

Penelitian ini bertujuan untuk mendeskripsikan dan menganalisis evaluasi kepuasan masyarakat pengguna Suroboyo Bus. Penelitian ini menggunakan metode penelitian kualitatif. Penentuan informan dalam penelitian ini menggunakan teknik purposive. Teknik pengumpulan data melalui observasi, wawancara mendalam, dan studi dokumentasi. Hasil penelitian menunjukkan bahwa harga tiket dan jaminan keselamatan pada dimensi pelayanan, jangkauan rute dalam dimensi ketersediaan, durasi rute dalam dimensi waktu, serta kebisingan, pengelolaan sampah, edukasi dan kesadaran lingkungan dalam dimensi lingkungan telah dipenuhi dari penyelenggaraan pelayanan jasa transportasi publik Suroboyo Bus. Namun beberapa aspek seperti pelayanan personel, pelayanan dalam bus, aksesibilitas halte, aksesibilitas tiket, frekuensi keberangkatan, frekuensi halte bus, dan ketepatan waktu tunggu rute tidak terpenuhi dari penyelenggaraan pelayanan jasa transportasi publik Suroboyo Bus. Simpulan penelitian ini menunjukkan bahwa kepuasan masyarakat pengguna transportasi publik Suroboyo Bus belum terpenuhi secara keseluruhan. Beberapa aspek perlu diperhatikan untuk menunjang peningkatan kepuasan masyarakat pengguna Suroboyo Bus. Kata Kunci: Evaluasi Kepuasan, Suroboyo Bus, Transportasi Publik.

Abstract

Improving human resource quality is a fundamental requirement for organizations in today's global era. Organizations are challenged to continuously enhance employee abilities, both in terms of talent and knowledge, to create employees with the necessary competencies. This study aims to explain the influence of talent management and competencies on diplomat performance, focusing on economic diplomacy missions within a government institution. The research adopts a quantitative approach with descriptive and inferential statistical design. The study was conducted at the Ministry of Foreign Affairs of the Republic of Indonesia. The independent variables are talent management and competencies, while the dependent variable is diplomat performance. The population includes all diplomats serving at Indonesian overseas missions, with a sample of 87 respondents. Data analysis was performed using Partial Least Square (PLS) with the help of Smart PLS version 3.7.7. The results show that talent management and competencies positively and significantly influence diplomat performance. Competencies have a more dominant influence on diplomat performance in economic diplomacy missions than talent management.

Abstract

This community service aims to increase sales and product promotion through efforts to improve public speaking and copywriting skills for business actors. The target of this community service activity is business actors who are members and are fostered by the Integrated Business Service Center for Cooperatives and UMKM (PLUT-KUMKM) in Batu City, East Java. For this reason, the Department of Public Administration of Airlangga University will partner with the Integrated Business Service Center for Cooperatives and UMKM (PLUT KUMKM) in Batu City, East Java to hold a community service program at the location. Community service activities will provide public speaking and copywriting training for business actors who are members of the PLUT-KUMKM in Batu City. Activities will be carried out through three main stages: preparation, implementation, and evaluation. The preparation stage involves collecting and compiling relevant political and civil literacy materials. Furthermore, the implementation stage will involve counseling, workshops, and group discussions to provide in-depth understanding to business actors. The evaluation stage will be carried out to measure the effectiveness of the program and obtain feedback from participants. This activity is expected to provide a fundamental contribution to increasing sales, promotions, marketing coverage areas and the quality of MSME products. Through this community service activity, it is hoped that business actors in the PLUT KUMKM Batu City will become more aware of how public speaking and copy writing in a business product will compete in a dynamic environment by utilizing digital technology.

Abstract

Many large-scale development projects, including Indonesia’s new capital relocation, face challenges in ensuring inclusive and participatory governance. The development of Nusantara Capital City (IKN) has been marked by limited public consultation, rapid policy formulation, and marginalization of local communities, leading to recurring resistance at various levels. These issues threaten the achievement of SDG 11 (Sustainable Cities and Communities) and SDG 16 (Peace, Justice, and Strong Institutions), both of which emphasize inclusive and transparent governance. This study explores co-production as a governance approach to enhance citizen engagement in the context of IKN’s development. Employing a qualitative literature review, it examines how co-production is conceptualized and practiced in the planning of IKN. The findings indicate that while co-production is recognized in official discourse, its implementation remains limited and fragmented. Key barriers include weak legal frameworks, lack of institutional mechanisms, and absence of a formal oversight body. Strengthening co-production is crucial for ensuring transparency, inclusivity, and accountability in IKN’s governance. The study proposes a comprehensive framework involving legal reforms, institutionalization of participatory mechanisms, and enhanced accountability tools. These efforts are vital to transform IKN from a top-down megaproject into a model of inclusive urban governance.

Abstract

This study examines the transformation of public trust in implementing restorative justice by the prosecutor's office in Indonesia, particularly in a contemporary era that demands a more inclusive and responsive legal approach. Using a qualitative approach, this research combines insights from Islamic law and social studies to examine the factors influencing public trust in restorative justice and the prosecutor's role in resolving conflicts and promoting social harmony. The study gathers insights through in-depth interviews with legal academics, prosecutorial practitioners, and community representatives, aiming to understand their perceptions of the effectiveness and fairness of the restorative justice process. From the Islamic law perspective, the study highlights a normative framework rooted in values of justice, consultation (shura), and restoration (islah), which closely align with the core principles of restorative justice. Social studies provide additional depth by exploring the influence of individual experiences, legal awareness, and public perceptions of the prosecutor's office on trust dynamics. The findings indicate a gradual increase in public trust in restorative justice within Indonesia, reflecting growing acceptance of its potential as an alternative to conventional punitive measures. However, significant challenges persist, particularly regarding transparency and consistency in its implementation by the prosecutor's office. Studies on similar cases worldwide reveal that transparent processes and accountability are essential for maintaining public confidence, underscoring the importance of addressing these gaps in Indonesia. By positioning restorative justice as a culturally resonant and equitable alternative within Indonesia's legal framework, the study provides actionable insights for policymakers and practitioners striving to create a justice system that aligns with societal needs and ethical values.

Abstract

Gen Z is a generation that has difficulty experiencing job satisfaction. Gen Z tends to have the intention to reach the highest peak in a job. Therefore, Gen Z has a tendency to leave the company and look for alternative jobs in other workplaces. This study aims to determine the effect of work life balance on turnover intention through job engagement for Gen Z employees in Surabaya. This research method uses quantitative analysis techniques to test hypotheses and test mediation or path analysis. The results of this study found that work life balance and job engagement have a simultaneous effect on turnover intention variables.

Abstract

Penelitian ini ingin mengkaji dan membangun open government dengan menggunakan perspsektif dari Bernard Stiegler. Bahwa pemakian teknologi informasi dalam lingkungan Pemerintahan adalah keharusan dan memberikan manfaat, tapi juga memberikan efek racun. Metode yang digunakan dalam artikel ini adalah artikel kualitatif pada studi kasus dengan analisis data spiral, adapun Langkah analisis, mengorganisir data, membaca dan mencatat ide, mendeskripsikan kode menjadi tema, membangun dan menilai interpretasi, mewakili dan visualisasi data. Temuan artikel ini bahwa framework open government telah memberikan public value di desa Pejambon namun ternyata juga memberikan masalahnya tersendiri. Fokus pada teknologi akan mengesampingkan keberlanjutan. Fokus pada inovasi, akan mengesampingkan pemberdayaan masyarakat. Fokus pada teknologi akan melahirkan kelompok yang termarjinalkan. Oleh karena itu untuk mencapai public value, framework open government harus juga mengembangkan keberlanjutan, minat dan kemampuan masyarakat, adanya keseimbangan kewenangan, dan juga pemerataan.
