Abstract

Half of all child deaths worldwide result from malnutrition (malnutrition). East Java Province provides the largest contribution from malnutrition in Indonesia and Sugih Waras District, Bojonegoro Regency, is one of the biggest contributors to malnutrition cases. Problems at the lower level often occur because there are still many posyandu that record data manually by writing it in the posyandu administration book or Kartu Menuju Sehat (KMS), which results in speed of decision making. This community service is about technology-based malnutrition service management including the creation of software (application), counseling, and demonstrations of how to use applications. The purpose of this community service activity is to provide practical knowledge to posyandu health cadres by means of counseling and villages in Sugih Waras Subdistrict, Bojonegoro Regency regarding the importance of posyandu management based on prevention technology that can reduce the number of malnutrition in Sugih Waras District, Bojonegoro Regency. The results of the pre-test and post-test on the capacity of the cadres showed an average increase of 65 percent. With this activity it helps posyandu cadres in providing fast and responsive health services and produces real time data.abstrakSetengah dari kematian anak-anak di seluruh dunia akibat dari adanya kekurangan nutrisi (malnutrition). Provinsi Jawa Timur memberikan kontribusi terbesar malnutrition di Indonesia dan Kecamatan Sugih Waras Kabupaten Bojonegoro menjadi salah satu daerah terbesar penyumbang kasus malnutrition. Problematika pada level bawah sering terjadi karena masih banyak posyandu yang melakukan pencatatan data secara manual dengan ditulis di buku administrasi posyandu atau Kartu Menuju Sehat (KMS), yang berakibat pada kecepatan pengambilan keputusan. Kegiatan pengabdian masyarakat ini tentang manajemen pelayanan kesehatan berbasis teknologi meliputi pembuatan software (aplikasi), penyuluhan, dan demonstrasi penggunaan aplikasi. Tujuan kegiatan pengabdian masyarakat ini adalah untuk memberikan pengetahuan praktis kepada para kader-kader kesehatan posyandu dengan cara penyuluhan dan demonstrasi di Kecamatan Sugih Waras Kabupaten Bojonegoro mengenai pentingnya manajemen posyandu berbasis teknologi sebagai upaya preventif yang dapat menekan angka malnutrition di Kecamatan Sugih Waras Kabupaten Bojonegoro. Hasil pre-test dan post-test terhadap kapasitas para kader menunjukkan peningkatan rata-rata sebesar 65 persen. Dengan kegiatan ini dapat membantu para kader posyandu dalam memberikan pelayanan kesehatan yang cepat dan responsif serta menghasilkan data bersifat real time.

Abstract

The Covid-19 pandemic affects all sectors of life. The government has made various efforts to respond to the impact of the pandemic, but the success of government efforts is determined by public perceptions. Communities have an important role in shaping collective behavior in responding to pandemic disasters, there are people who respond well to pandemic disasters and there are people who underestimate pandemic disasters. The formation of public perceptions is caused by the lack of knowledge about the pandemic and the virus itself, so it is necessary to form public perceptions about the Covid-19 pandemic through disaster risk management. This community service activity aims to provide understanding and public awareness as a preventive effort in shaping the public's perception of responding to the Covid-19 pandemic. This community service activity is carried out by means of socialization and training to the community in Suko Sewu District, Bojonegoro Regency. The results of the pre-test and post-test on the practical knowledge of the community showed an average increase of 85 percent. With these results, it can help the public in forming perceptions about the Covid-19 pandemic and can transmit these perceptions to the surrounding community. abstrakPandemi Covid-19 berdampak pada semua sektor kehidupan. Pemerintah telah melakukan berbagai upaya dalam merespons dampak pandemi tersebut akan tetapi keberhasilan upaya pemerintah ditentukan oleh persepsi masyarakat. Masyarakat memiliki peran penting dalam membentuk perilaku kolektif dalam merespons bencana pandemi, terdapat masyarakat yang menyikapi bencana pandemi dengan baik dan terdapat masyarakat yang menganggap remeh bencana pandemi. Pembentukan persepsi masyarakat disebabkan oleh minimnya pengetahuan mengenai pandemi maupun virus itu sendiri sehingga perlu untuk membentuk persepsi masyarakat mengenai pandemi Covid-19 melalui disaster risk management. Kegiatan pengabdian masyarakat ini bertujuan untuk memberikan pemahaman dan kesadaran masyarakat sebagai upaya preventif dalam membentuk persepsi masyarakat merespons pandemi Covid-19. Kegiatan pengabdian masyarakat ini dilakukan dengan cara sosialisasi dan pelatihan kepada masyarakat di Kecamatan Suko Sewu Kabupaten Bojonegoro. Hasil pre-test dan post-test terhadap pengetahuan praktis masyarakat menunjukkan peningkatan rata-rata sebesar 85 persen. Dengan hasil ini dapat membantu masyarakat dalam membentuk persepsi mengenai pandemi Covid-19 dan dapat menularkan persepsi tersebut kepada masyarakat sekitar.

Abstract

This study aims to describe the development of human resources competencies and factors that inhibit and support the development of human resource competence in order to improve services at Hajj Hospital Surabaya. This research uses qualitative approach. This research uses direct observation method, in-depth interview, FGD, and documentation analysis as data collection technique. The results concluded that the development of human resources competency in RS Hajj Surabaya basically been planned well enough. This is evident from the priority scale applied in the development of human resource competencies, such as which installations become the focus of human resource competency development and what competencies should be developed in each installation due to different characteristics of each other. However, if examined further, the development of human resources competencies in Hajj Hopital Surabaya can not be said evenly, because it still prioritizes employees who have civil servant status rather than honorary.

Abstract

This study aims to develop a collaborative governance model applied by village-owned enterprises called "BUMDes" which has become one of the keys to the success of the village government in improving the economy and welfare of rural communities becoming an independent village. The research method used is descriptive qualitative method with a case study approach that is by taking the setting and research focus on the success of BUMDes in the village of Panggungharjo, Bantul Regency, Central Java Province. Primary data collection was carried out through in-depth interviews with several key informants and supporting informants, which were determined by snowball sampling. The main informants consisted of: the village head, the head of the village deliberation body, and the village secretary who then rolled out to several supporting informants consisting of the BUMDes officials, community leaders, and the private sector who collaborated with the Panggungharjo BUMDes. In addition, secondary data needed is obtained through documentary studies. This research will produce a collaborative governance model that is expected to be used as a reference for the management of other BUMDes in Indonesia.

Abstract

Mutation is one of the efforts of human resource management to place the right person in the right position to improve employee performance. Meanwhile, mutation is still problematic and has not been organized effectively since the models used are not entirely in accordance with rules and theoretical perspectives. Accordingly, an evaluation of the models used currently is required to implement the development of models of mutation to improve employee performance. This research generally aims to illustrate what kind of models of mutation is used and to develop models of mutation to improve performance of the Coordinating Body of Agricultural, Fisheries, and Forestry Extensions in Bangka-Belitung Islands Province. This research uses rules and theoretical perspectives and qualitative descriptive method. The research location is the offices of Regional Employment Board and Coordinating Body of Agricultural, Fisheries, and Forestry Extensions in Bangka-Belitung Islands Province. Informants of this research are people who are involved in making and receiving decisions of the mutations. The data collection is conducted with a preliminary observation, followed by field research that includes interviews and documentation. Data analysis techniques used in this research are qualitative data analysis techniques. From the research, it can be concluded that the development of models of mutation needs to be implemented to improve performance since the models used in 2015 were still insufficient, especially in the process of intensive and personal approach, which caused inaccuracy of data due to lack of good communication.

Abstract

Purpose: Make a document key performance indicator associated with emotional intelligence, commitment, and motivation on the performance lecturer at the Universitas Maarif Hasyim Latif Sidoarjo. Design/methodology/approach: The research uses quantitative methods to the associative and using regression analysis techniques and equational structure modeling for determining hypothesis. Findings: The research was based on the findings of non-optimal lecturers performance in carrying out the task, they allegedly a violation of labor discipline, still high levels of absenteeism and tardiness in teaching. Research limitations/implications: Predicting the magnitude of the variation, form relationships and determine the direction and magnitude of effect between the independent variables with the dependent variable. Practical implications: Can document the whole process of planning and strategic steps in efforts to implement the increase in faculty performance through increased emotional intelligence, commitment, and motivation on the performance of a lecturer at the Universitas Maarif Hasyim Latif Sidoarjo. Originality/value: An input for policy making in the improvement and development of the organization and management of universities, in particular, relating to the development Lecturer performance through the development of emotional intelligence, commitment, and motivation more. Abstract

Some successes stories of local government in the autonomy era, has proven urged by the courage of leader to make and apply innovations strategies. Keep in mind here is that not all changes are innovations, when the changes made an impact even less favorable for society and government. The role of leader is to determine the existence of innovation and organiza-tional change processes. But innovations and changes will not be run effectively when not supported by the parties affected by these changes both internal and external. In facts, there are many local governments that are still managed under the old pattern, that more advanced the power orientation and less put forward the spirit of public services orientation. Public managers who are committed and really want to realize these commitments are the souls that entrepreneurs seize opportunities as well as weaknesses smartly and follow them with prob-lem solving actions-oriented and increasing outputs. These leaders seem to become really agent of change and transformative leader.

Abstract

This article aims to analyze the implementation of the defense spending policy in the fiscal year 2020 at the Ministry of Defense. The problem is focused on the success or failure of the implementation of defense spending policies in the fiscal year 2020 by using the theory of policy implementation by George C. Edward III. This study uses a qualitative approach with a descriptive method. The data were collected through documentation or literature study and analyzed qualitatively using an interactive model. This study concludes that the implementation of the defense spending policy has not been effective, especially in the procurement of the main weapon system equipment. This is a challenge faced by the Ministry of Defense. The procurement of the main weapons system can increase defense strength. However, the procurement of the main weapons system equipment that is still on raw materials from abroad shows the need for the development of the domestic defense industry. So support in the form of a larger budget and government commitment is very much needed so that the defense force can increase as well as the independence of the domestic defense industry can be realized immediately.

Abstract

ENGLISHPopulation growth, tourism activities and fast development in the Karimunjawa Islands have created adverse impact on the quality of the coastal and marine environment. Coastal and marine areas are very vulnerable to environmental changes, so it requires proper management. The purpose of this study is to analyze the development plan for coastal and marine areas in the Karimunjawa Islands, Jepara Regency. This study uses a qualitative approach while secondary data are collected from books, journal articles, regulations, and relevant online news. Obtained data is analyzed qualitatively using an interactive model. The results show that the management or utilization of resources in the Karimunjawa Islands still encounters a number of crucial problems. The development of coastal and marine areas in the Karimunjawa Islands must comply with the regulations as well as consider ecological, economic, and social aspects as a basic of sustainable development concept. Since various activities carried out by the local community or tourists also give negative impact on the environment, related action plans need to be formulated and executed well by stakeholders. INDONESIAPertumbuhan penduduk, aktivitas pariwisata, dan pengembangan pembangunan di Kepulauan Karimunjawa menimbulkan ancaman yang membahayakan kualitas lingkungan pesisir dan laut. Hal itu dikarenakan kawasan pesisir dan laut sangat rentan terhadap perubahan lingkungan sehingga diperlukan pengelolaan sumber daya secara tepat. Tujuan dari penelitian ini adalah untuk menganalisis perencanaan pengembangan kawasan pesisir dan laut di Kepulauan Karimunjawa, Kabupaten Jepara. Penelitian ini menggunakan pendekatan kualitatif dengan pengumpulan data sekunder yang diperoleh dari buku, artikel jurnal, peraturan perundang-undangan, berita online yang relevan dengan masalah penelitian. Data dianalisis secara kualitatif menggunakan model interaktif. Hasil studi menunjukkan bahwa pengelolaan atau pemanfaatan sumber daya di Kepulauan Karimunjawa masih ditemukannya sejumlah permasalahan yang krusial. Pengembangan kawasan pesisir dan laut di Kepulauan Karimunjawa harus berpedoman pada peraturan perundang-undangan yang berlaku sekaligus memperhatikan aspek pembangunan secara berkelanjutan dalam rangka mencapai tujuan ekologi, ekonomi, dan sosial. Perlu dilakukan upaya untuk meminimalkan terjadinya dampak negatif dari berbagai aktivitas yang dilakukan oleh penduduk lokal ataupun wisatawan.

Abstract

Adi Husada Kapasari Hospital is one of the companies that is engaged in the field of health care services which prioritize the development of human resources to achieve strategic objectives of the company. Relating to the company's priorities, Adi Husada Kapasari Hospital require a good performance appraisal systems, including for employee of Intensive Care Unit (ICU). The Development of a competency-based performance appraisal is one of the alternatives to evaluate employees performance objectively. Competency-based performance appraisal performance appraisal is based on the competencies that is needed in order to make the job can be implemented effectively which the  criterias of the assessment obtained from the job descriptions and the job specifications. In other words, a competency-based performance appraisal want to connect whether the competency of an employee can meet the demands of a position or a job, so it can be performed well. The Competency mapping which conducted in the job analysis successfully identified a number of competencies of each position in the intensive care unit, which divided into core competencies, general competencies , and specific competencies. The combination of three kinds of competence is referred to as the competency profile. The Competency profile of each position becomes the performance assessment criteria that will be used to evaluate performance each of the incumbent.
