Abstract

The application of e-government in the form of information technology in government institutions is an effort to revitalize the implementation of public administration tasks and functions in policy management or service delivery. One of how public management is implemented through the concept of e-government is implemented in the Public Service Mall, which in the process cannot be separated from digital transformation. Digital transformation in public services refers to processes and strategies that use digital technology to realize services that are clean, transparent, and can respond effectively to changing demands. This research was conducted using a qualitative descriptive approach. This research analysis uses the theory of digital transformation of public services which is used as a measuring instrument to determine the implementation of digital transformation in public services at the Banyumas Regency Public Service Mall referring to six dimensions. The data collection technique was carried out using a literature study so that primary data was obtained from various literatures online. The results of the study reveal that most of the dimensions of digital transformation in Banyumas Public Service Mall services are considered very good. Four dimensions, namely the dimensions of Accessibility, Awareness, Accountability, Origin of data, privacy, and fairness, are considered very good. The other dimensions, namely Accountability and Explanation, can be considered good.

Abstract

This study aims to analyze and identify the strengths and interests of state actors and non-state actors in the revitalization of residents’ houses in the riverside area of Banjarmasin City from the perspective of Collaborative Governance. This study used a qualitative approach by collecting data through observation, in-depth analysis, and document analysis. The findings of this study explain that collaborative governance is an alternative to public policy as an interactive process involving state and non-state actors autonomously who use shared rules and norms carried out collectively to solve societal problems. Collaboration involving actors in power with interests in decision-making might fail during its implementation. This research contributes to the scientific literature on interactions between actors and collaborative governance because the problems faced by the public are fought for, and collaborative governance implementation cannot be separated from the presence of actors involved in advocating for issues of public concern.

Abstract

New Development Administration (NDA) memiliki peran yang strategis dan vital dalam pembangunan di suatu wilayah. NDA yang menekankan kehadiran deregulasi, privatisasi, dan partisipasi masyarakat dalam proses pembangunan menjadi salah satu hal yang menentukan keberhasilan pembangunan berjalan secara efektif dan efisien. Pembangunan dapat dikatakan berhasil apabila mampu memberikan dampak dalam memacu pertumbuhan sosial dan ekonomi sektoral suatu wilayah. NDA dituntut untuk dapat merespon secara cepat perubahan yang tak terduga dalam memenuhi kebutuhan masyarakat serta dapat memecahkan secara cepat permasalahan dengan cara-cara yang lebih luwes dan fleksibel. Adapun salah satu upaya pembangunan yang dilaksanakan berdasarkan perspektif NDA yaitu Pembangunan Jalan Tol Trans Sumatera (JTTS). Pembangunan JTTS telah tercantum dalam Masterplan Percepatan dan Perluasan Ekonomi Indonesia (MP3EI). Dengan adanya JTTS, mobilitas masyarakat dan distribusi barang semakin lancar karena konektivitas antar wilayah semakin mudah dan cepat serta memberikan dampak sosial dan ekonomi di wilayah Pulau Sumatera. Tujuan dari penulisan artikel ini berfokus untuk mengkaji dan menelisik dampak pembangunan JTTS terhadap pembangunan sosial dan ekonomi sektoral di wilayah Pulau Sumatera dengan regional development theory sebagai pisau analisis penelitian. Dengan menggunakan metode penelitian kualitatif deskriptif, hasil analisis data dan berita dalam artikel ini menunjukan bahwa pembangunan JTTS berdampak dalam pembangunan sosial dan ekonomi sektoral di wilayah Pulau Sumatera.

Abstract

Penelitian ini ingin mengkaji dan membangun open government dengan menggunakan perspsektif dari Bernard Stiegler. Bahwa pemakian teknologi informasi dalam lingkungan Pemerintahan adalah keharusan dan memberikan manfaat, tapi juga memberikan efek racun. Metode yang digunakan dalam artikel ini adalah artikel kualitatif pada studi kasus dengan analisis data spiral, adapun Langkah analisis, mengorganisir data, membaca dan mencatat ide, mendeskripsikan kode menjadi tema, membangun dan menilai interpretasi, mewakili dan visualisasi data. Temuan artikel ini bahwa framework open government telah memberikan public value di desa Pejambon namun ternyata juga memberikan masalahnya tersendiri. Fokus pada teknologi akan mengesampingkan keberlanjutan. Fokus pada inovasi, akan mengesampingkan pemberdayaan masyarakat. Fokus pada teknologi akan melahirkan kelompok yang termarjinalkan. Oleh karena itu untuk mencapai public value, framework open government harus juga mengembangkan keberlanjutan, minat dan kemampuan masyarakat, adanya keseimbangan kewenangan, dan juga pemerataan.

Abstract

The presence of modern networked stores in the city of Banjarmasin causes traditional business actors to feel marginalized. The distance between establishments is such close operational times that are not following regulations, as well as partnerships and discourses on a moratorium on the establishment, are the causes of the underlying policies that have not run optimally. The purpose of this study is to explore and analyze policy evaluation through the role of actors, especially the Government, in protecting the existence of small-scale business actors behind the strong capitalist economic flows represented by modern networked stores. Indicators of the role of policies become new knowledge spaces in policy evaluation studies that will provide practical benefits for the Government in seeing the natural policy conditions behind the evaluation process, which is often carried out in formal conditions. This study uses a case study method with a qualitative research approach. The results show that policy evaluation is still not effective though the Regional Government as a critical actor has played its role in maintaining policy consistency so that competition between large investors represented through modern networked shops and small investors represented by micro, small and medium enterprises, and traders runs healthily. This paper argues that a consistent public policy will impact achieving the goals and objectives of the policy, only that an economic system based on capital, motives, and interests is another factor that influences the course of a evaluation public policy.

Abstract

After the regulation on mineral and coal mining was appointed in 2020, the study attempts to ascertain the function of street-level bureaucracy in mining company license services. Qualitative research is the methodology employed. The findings of the study indicate that the enactment of regulation number 3 of 2020 has blunted the role of street-level bureaucracy in the implementation of mining policies due to the Provincial Government's loss of authority over the management of mining licensing governance in South Kalimantan. This implication also has an impact on mining activities without carrying out reclamation activities resulting in pollution of public waters. The impact of mining also the social aspects of society as a result of mining business permit holders' disobedience in implementing community development and empowerment programs. Coordination between regional sectors regarding coal mining activities in mining permit granting services must be strengthened. This is essential since it allows the Regional Medium-Term Development Plan and Regional Long-Term Development Plan to be implemented while integrating strategic development strategies for coal and metal mining.

Abstract

This community service activity aims to increase the political and civil literacy of novice voters in preparation for the 2024 Simultaneous Elections in Indonesia. The targets of this community service activity are school students or youth who are at least 17 years old in the year the 2024 Simultaneous Election will be held. Youth were chosen as the main target because they are a group with a large proportion in the 2024 election contestation which will determine the future of democracy. As new voters, they need preparation and a deep understanding of how to participate in the political process effectively to determine the direction and policies of government. For this reason, the Public Administration Department of Universitas Airlangga will partner with the East Java Provincial Education Office which will later provide guidance to the SMAN 1 Giri, Banyuwangi Regency to hold a community service program at the school. Community service activities will involve understanding the political system, democratic processes, political issues, and the importance of active political participation. Activities will be carried out through three main stages: preparation, implementation and evaluation. The preparatory stage involves collecting and compiling relevant political and civic literacy materials. Next, the implementation stage will involve counseling, workshops and group discussions to provide in-depth understanding to novice voters. The evaluation stage will be carried out to measure the effectiveness of the program and obtain feedback from participants. It is hoped that this activity will provide a fundamental contribution in increasing the political and civil literacy of novice voters. With a better understanding of the political system, first-time voters will be able to make good political decisions, participate actively in the political process, and critically evaluate the information they receive.

Abstract

Abstract After the conclusion of the National Program for Community Empowerment in 2015, Tuban Regency took the initiative to establish Regent Regulation Number 27 of 2018 to manage the remaining assets, including revolving funds. This research aims to describe and analyze the sustainability strategies for managing the revolving funds from the National Program for Community Empowerment in Rural Areas (PNPM-MPd) in Tuban Regency. The focus is on the sustainability theory by Aras & Crowther (2008), encompassing societal influence, environmental impact, organizational culture, and finance. This qualitative descriptive study involved 12 informants. Findings indicate that Rengel and Semanding Sub-districts successfully implemented societal influence through strategies like collateral-free capital access, social funds, and the leadership of group leaders. Environmental impact was addressed through financing strategies for farmers and agreements to defer payments during crop failures. Financial aspects were evident in the increased assets of BUMDesma, innovative strategies by BUMDesma administrators, and transparency and accountability in revolving fund management. However, the organizational culture aspect was not optimally implemented due to a lack of coordination and synergy between regional device organizations (OPD) or the district guidance team, and passive and subjective village leadership.  Keywords: continuity; community empowerment; BUMDes Together     Abstrak  Setelah berakhirnya Program Nasional Pemberdayaan Masyarakat pada tahun 2015, Kabupaten Tuban berinisiatif menetapkan Peraturan Bupati Tuban Nomor 27 Tahun 2018 untuk mengelola aset-aset yang ditinggalkan, termasuk dana bergulir. Penelitian ini bertujuan untuk mendeskripsikan dan menganalisis strategi keberlanjutan pengelolaan dana bergulir eks Program Nasional Pemberdayaan Masyarakat Mandiri-Perdesaan (PNPM-MPd) di Kabupaten Tuban, dengan berfokus pada teori sustainability oleh Aras & Crowther (2008) yang mencakup aspek societal influence, environmental impact, organisational culture, dan finance. Penelitian ini menggunakan metode deskriptif kualitatif dan melibatkan 12 informan. Temuan menunjukkan bahwa Kecamatan Rengel dan Semanding telah berhasil menerapkan aspek societal influence melalui strategi akses permodalan tanpa agunan, dana sosial, dan ketokohan ketua kelompok. Aspek environmental impact diwujudkan melalui strategi permodalan bagi petani dan kesepakatan penangguhan pembayaran saat gagal panen. Aspek finance ditunjukkan melalui peningkatan aset BUMDesma, strategi inovatif pengurus BUMDesma, serta transparansi dan akuntabilitas dalam pengelolaan dana bergulir. Namun, aspek organisational culture masih belum diterapkan secara optimal, karena tidak adanya koordinasi dan sinergi antar Organisasi Perangkat Daerah (OPD) atau tim pembina kabupaten dan kepemimpinan kepala desa yang pasif dan subjektif. Abstract

Organizational transformation is one of the steps leaders can take to survive and adapt to the current situation. Organizations that do not transform in a certain period will be left behind, even collapse, because of the dynamic nature of consumers and markets. Trans- formation is driven by internal factors such as the need for efficiency, revenue enhancement, and increasing employee prosperity. Meanwhile, external factors that trigger transformation include competition with competitors, technological advancement, and demand for adaptation to consumer needs and desires changes. Leaders have many references to adopt for navigating transformation in the normal situation. However, they have few references on navigating transformation in the Covid-19 pandemic situation. The Covid-19 pandemic has implied implementing a remote working system to minimize viral transmission. Such a system poses many challenges to leaders and employees as they have never practiced it. Failure of the leaders to navigate transformation will seriously harm the organization and even lead to collapse. The present study aims to identify some applicable competencies for leaders in navigating organizational transformation during the pandemic. This study used a qualitative method with semi-structured interviews as the data collection technique. The thematic analysis was conducted to analyze responses from interview questions. 14 informants were involved in this study. They consisted of general and senior managers transforming the pandemic situation. The results of this study revealed four major competencies, namely task competencies, human relation competencies, adaptive competencies, and virtual competencies in navigating transformation during the pandemic situation.
