<![CDATA[This study discusses the political model of development of Islamic community organizations namely Muhammadiyah and Al-Washliyah in Medan City. Specifically, this study describes the politics of development of Islamic community organizations (Muhammadiyah and Al-Washliyah) in maintaining and developing their existence in development activities in Medan City. The context of the research carried out mainly concerns the orientation of the two Islamic community organizations which are known to have different schools of thought from each other, Muhammadiyah represents modern thought while Al-Washliyah represents traditional circles in the context of their development activities in Medan City. This study examines the form or model and strategy of development, as well as the direction or orientation that forms the basis of Muhammadiyah and Al-Washliyah's political development policies in Medan City, which of course will have differences because of the different schools of thought. In addition, of course, the development of directions or orientations that shape the political model of development will also have a system or a different way from what has been developed by the government which tends to develop with a secular approach that is felt to have a community side on one side poverty, inequality and moral degradation.]]>

<![CDATA[This study explains the process of identity politics that occurred in the gubernatorial election in North Sumatra in 2018. The purpose of this study is to look at the process of identity politics and patterns of identity politics influencing the course of democratic parties between contesting candidate pairs. This study uses a descriptive method that focuses on the actual problems or phenomena that occur when the research is conducted. The findings of this study are: (1) The identity politics process was carried out by the ERAMAS team by evaluating traditional and religious leaders, while the DJOSS team only carried out the process of identity politics by using traditional leaders in various regions; (2) The patterns of identity politics in the ERAMAS team are carried out in the form of activities related to Islam, such as preaching safari with Ustadz Abdussomad, Dzikir Akbar, provider of mosque cleaning cars, subuh movement in congregation, and sanitation, and participating in traditional activities DJOSS's winning team patterned activities related to adat in various regions and were involved in traditional activities, for religious patterns only to visit religious leaders in the area.]]>

<![CDATA[This study is about political development of halal tourism in Sabang city. The focuses of this study are to analyze the actors of political development of halal tourism in Sabang city, the strategy, also the chances and challenges. The method used is a qualitative method. The findings of this study, among others, there are three important points. First, the actors of political development who invlolved are categorized at the national, Individual (national), Local (Aceh Province), Individual (Aceh Province), Local (Sabang), Individual (Sabang), and Private (Sabang) levels. Second, the actors who involved use a political development strategy with a mixed approach. Third, the actors see the magnitude of opportunities in building halal tourism in Sabang city and also the challenges that must be overcome immediately to manifest this.]]>

<![CDATA[Penelitian ini bertujuan untuk mengetahui kebebasan berpendapat dan kebebasan mendapatkan penghidupan yang layak dan kebebasan untuk memperoleh pendidikan . Metode penelitian yang digunakan adalah metode deskriptif. Hasil penelitian menunjukkan bahwa perkembangan dan partisipasi masyarakat dalam demokrasi politik seperti kebebasan berpendapat, kebebasan mendapatkan penghidupan yang layak dan kebebasan memperoleh akses pendidikan dapat dikategorikan baik, hal ini dapat dilihat dalam setiap kegiatan rapat pembangunan desa, setiap warga diberikan kebebasan memberi aspirasi atau menerima kritikan, dalam kebebasan berkerja, warga memiliki kebebasan untuk bekerja sesuai dengan pendidikan dan keahliannya, begitu juga dalam memperoleh askes pendidikan, semua warga selalu mendapatkan akses pendidikan yang sama dengan warga yang lain.]]>

<![CDATA[The gubernatorial election in North Sumatra has been organized in 2008. Two pairs of candidates run in the election, namely Djarot Syaiful Hidayat and Sihar Sitorus (DJOSS), and Edy Rahmayadi and Musa Rajekshah (ERAMAS). Championing the election, several issues have been used to support Edy Rahmayadi and Musa Rajekshah?s victory, such as religious identity politics and the politics of locality, which exploit the identity of so-called ?son of the soil?. This study aims to understand how these factors work and determine the victory of ERAMAS. It focuses on two political means to find out which factors that contribute more significantly in the triumph of ERAMAS candidate. Using descriptive-qualitative methods, this study collects data through a questionnaire with ?SLOVIN? formula to define population and sample selected through random technique. It applies the theories of identity and political participation with a locus of the research in a purposively-selected district in Medan city, Kecamatan Medan Marelan. This research argues that there are three determining factors that contribute to the ERAMAS? victory in the Gubernatorial Election of North Sumatra in 2018, which are religious identity politics, politics of locality, and the personal influence of the candidates.]]>

<![CDATA[The purpose of this study is to identify forms of expression of social organization identity in development policy and political agendas; analyze the function and role of HIKMA as a political actor in development. This research use desciptive qualitative approach. The results showed that the activities and management practices in the social and political environment of the development of the HIKMA organization carried out contained the causality of the cultural and religious traditions of the Mandailing people. From the values and character of the Mandailing community, found a number of basic principles that reinforce the practice of local wisdom at the community level, namely the value of expediency, cohesiveness, kinship of the community members as well as the values of love and unity that are part of Mandailing's noble culture; and Islamic values. HIKMA has a strong connection with the traces of political development activities with the culture and traditions of the people of Mandailing in the past, which are recorded in symbolic expressions through actions, languages, and traditions in daily life. HIKMA and its relation to development politics, do not involve themselves in practical politics but critically encourage political struggles that are practical or oriented and collaborate on power to develop their regions. In this case the political struggle carried out by the political forces of HIKMA really put the interests of the Mandailing people in particular and the community at large. These cultural values are the basic spirit and purpose of the HIKMA struggle.]]>

<![CDATA[The purpose of this research is to find out and analyze the use of hoax propaganda, material or content and patterns of its use in the 2019 Presidential Election. Qualitative methods are used in this research to seek knowledge or understanding of various related relations behind a reality in the new media era, text studies and news documentation and articles about hoax news that can influence the public and can hinder and influence the substance of democracy itself. The results showed that the purpose of hoaks political propaganda in addition to influencing the public was also done to change the negative image into positive or vice versa, in order to increase the electability and popularity of the candidates supported. material or content that is used as propaganda hoaks is material or content that contains SARA, personal, uses a pattern of nicknames, transfers, lure, popular narrative by using news / information content which is negative in nature and even sometimes contains lies using hoax propaganda patterns that are used in the 2019 presidential election. The pattern of the use of hoax propaganda is exhaled in new media by repetitive and continuous ways to change cognitive thinking and arouse the emotions of people who do not understand the deepening of politics.]]>

The research of variable in this research are personal disturbance, external disturbance, and organization disturbance. The data was collect by the interview to auditor in Inspectorate Aceh Singkil District and the persons in Dinas Lingkungan Hidup Aceh Singkil District. The research proves that personal disturbance, external disturbance, and organization disturbance give effect on the auditor’s independence in Inspectorate Aceh Singkil district.]]>

<![CDATA[The purpose of this study is to analyze the Implementation of the Indonesia Healthy Card Program (KIS) in Pasar Baru Sub-District, Sei Tualang Raso District, Tanjungbalai City and What are the factors that influence the Implementation of the KIS Program in Pasar Baru Sub-District, Sei Tualang Raso Subdistrict, Tanjungbalai City. By using a qualitative research method approach. The results showed that the implementation of the KIS Program in Pasar Baru Kelurahan, Sei Tualang Raso District, if viewed from the above aspects, it could be concluded that it had not been implemented optimally. The communication aspect shows that there are still many people who do not yet know of its existence and benefits. This is because the delivery of information / socialization has not been comprehensive. The aspect of resources shows, there are still human resources who do not yet have the expertise and authority. Funds are still inadequate, facilities and infrastructure are still lacking in supporting the implementation of the KIS program, aspects of the attitude of the implementers show good attitudes and responsibilities of the implementers in accordance with the main tasks and functions, aspects of the bureaucratic structure show that there is no cohesion between employees / officials in task implementation due to lack of coordination. Obstacles in the implementation of the KIS program, including inadequate health service facilities, the unpreparedness of Village Employees in making socialization to the community and the lack of accuracy of the implementing apparatus in carrying out the KIS program.]]>

<![CDATA[The purpose of this study was to analyze the effectiveness of the performance and constraints of the Civil Service Police Unit in controlling Street Vendors in Peureulak Market, East Aceh Regency. This study used descriptive qualitative method. The sample in this study amounted to 8 people. Data collection is obtained from interviews, documentation and observation. The results showed that the performance of the Civil Service Police Unit in controlling street vendors in the Peureulak Market in East Aceh Regency was through policing and socialization. Control is carried out in collaboration with various Local Government agencies ranging from the Office, Assets, to the Regent. The socialization was carried out as a Satpol PP function in addition to its main task of controlling, so that Satpol PP members had to be able to communicate well with street vendors. The municipal police conduct curbing if the street vendors do not accept the relocation offer from the DPP. Constraints experienced are Personnel Deficiencies, Fleet Weaknesses, and lack of Public Awareness]]>
