Abstract

This study aims to analyze the role of human resource management in improving the quality of One-Stop Integrated Services (PTSP) at UPT PEPENDA (SAMSAT) Kabanjahe. The approach used is qualitative descriptive with data collection techniques through in-depth interviews, observations, documentation, and data triangulation. The focus of the research is directed at the aspects of planning and sufficiency of human resources, recruitment, training and development, work motivation, performance evaluation, and their implications for the speed, accuracy, and responsiveness of public services. The results of the study show that the implementation of PTSP has provided easy access to services for the community, but its effectiveness is highly dependent on the quality and management of human resources. The limited number of employees in a certain period still affects the waiting time for services. Continuous training, work motivation, and performance evaluation play an important role in maintaining service quality. Cross-agency synergy, especially with the National Police of the Republic of Indonesia, also strengthens the accuracy and certainty of service. This research emphasizes that strengthening human resource management is the key to improving the quality of sustainable public services.

Abstract

This article discusses the implementation of One-Stop Integrated Services (PTSP) in improving the quality of Motor Vehicle Tax payment services at SAMSAT Kabanjahe, Karo Regency. PTSP is positioned as an instrument of bureaucratic reform that aims to simplify procedures, increase service certainty, and strengthen the effectiveness of public services. The article uses a descriptive qualitative approach by collecting data through observation, in-depth interviews with SAMSAT officials and employees, as well as the taxpayer community, and documentation studies. The results of the discussion show that the implementation of PTSP is able to increase the certainty of service procedures and times, strengthen coordination between agencies, and encourage transparency and accountability of services. The support of standard operating procedures, the use of information technology, and the improvement of the competence of apparatus contribute to the creation of more effective and responsive services. Although some types of services still require a certain turnaround time, PTSP has increased public trust and satisfaction. This article emphasizes that strengthening PTSP has the potential to encourage taxpayer compliance and support the optimization of regional tax revenues in a sustainable manner.

Abstract

The development of Indonesia’s creative economy depends not only on technological innovation but also on the ability to utilize cultural and natural potential as valuable economic assets. This study aims to analyze the role of strategic communication in transforming culture and nature into sustainable creative economic investments. The research employed a qualitative approach using a case study method on creative economy development programs based on culture and ecotourism in selected regions. Data were collected through in-depth interviews, observations, and document analysis. The findings reveal that strategic communication plays a vital role in building synergy among the government, creative economy actors, and local communities. Effective communication strategies transform public perceptions of cultural values and natural resources from mere heritage to sustainable economic resources. Moreover, digital media utilization expands promotional reach and strengthens regional branding as a creative destination. The study concludes that the successful transformation of culture and nature into sustainable creative economic investments relies on holistic, participatory, and adaptive communication planning responsive to social and technological changes. Thus, strategic communication functions not merely as a message delivery tool but as a transformative instrument for social change toward a sustainable creative economy.
