Abstract

Character education is an important element in the effort to prepare superior Indonesian human resources, it is of particular concern to be applied especially among students, there is a need for character education because the attitudes and behavior of the people and people of Indonesia now tend to ignore the noble values of Pancasila which are highly respected and should be rooted in everyday attitudes and behaviors, values such as honesty, politeness, togetherness and religious, gradually eroded by foreign cultures that tend to be hedonistic, materialistic, and individualistic, so that the noble character values are ignored in the future if students and young people are not equipped with character education. Law students have their own challenges, especially in the era of globalization. This paper analyzes and illustrates the character strengthening program for law student activists in Semarang State University through several programs, namely public speaking, strengthening student idealism, strengthening advocacy capacitation and human rights assistance and self-motivation. This research is a field research with the object of research as activists of law students who are members of student organizations. This research confirms that the programs for strengthening the character of students experience several obstacles, one of which is the model used and a relatively short time. However, character education for student activists helps students to survive in real life as part of community members.

Abstract

SMEs are a source of livelihood for small and medium communities in areas in Indonesia. Currently, the government is actively assisting SMEs players in building their businesses in order to improve the family economy and the economy of the people in the region. The size of the contribution of SMEs in supporting the economy of a country so that the existence of SMEs is highly expected by any country because of its vital role in the development and progress of the economy to achieve people's welfare. The establishment of a business in the SMEs sector is able to absorb the number of workforces who are ready to work but have not yet got a job so that it can reduce the number of unemployed. In establishing a business, SMEs actors should have a legality license or business license to run their business. The importance of legality for SMEs activists is that in running their business entrepreneurs do not need to be confused when their merchandise or business is tested to find out the feasibility and legality of the business they are running. Implementation in the ease of granting permits for SMEs is still not possible in all regions because there are still regional heads who have not issued regulations to delegate the authority to issue SMEs permits to sub-districts. Business licenses or SMEs that have received legality of their products to get it easier in running their business. Business licensing provisions that need to be owned by entrepreneurs in the form of Company Business License are based on the Regulation of the Minister of Trade No. 46/2009 concerning Amendments to Permendag No.36/2007 concerning Issuance of Trading Business Permits.

Abstract

This community service activity aims to increase the awareness and understanding of teachers at Labschool UNNES regarding the importance of excellent education services as an integral part of realizing the Pancasila Student Profile Strengthening Project (P5). The background of this activity is based on the results of initial surveys and observations, which show that some teachers have not fully understood or optimally implemented the principles of excellent education and the values in P5. Therefore, this activity was designed in the form of training and mentoring using a participatory approach. The methods used included interactive lectures, group discussions, and hands-on practice in learning development and implementation. During the activity, there was an increase in teachers' awareness through active involvement in the training process, reflection on their learning practices, and improvements in planning and teaching strategies that are more oriented towards Pancasila values. Nevertheless, challenges in classroom implementation are still encountered, especially regarding consistency and adaptation to students' needs. Therefore, further efforts are needed in the form of continuous mentoring and cooperation between stakeholders so that the expected educational transformation can be realized thoroughly and sustainably. ABSTRAKKegiatan pengabdian kepada masyarakat ini bertujuan untuk meningkatkan kesadaran dan pemahaman para guru di Labschool UNNES mengenai pentingnya layanan pendidikan prima sebagai bagian integral dalam mewujudkan Proyek Penguatan Profil Pelajar Pancasila (P5). Latar belakang kegiatan ini didasarkan pada hasil survei dan observasi awal yang menunjukkan bahwa sebagian guru belum sepenuhnya memahami maupun mengimplementasikan prinsip-prinsip pendidikan prima dan nilai-nilai dalam P5 secara optimal. Oleh karena itu, kegiatan ini dirancang dalam bentuk pelatihan dan pendampingan yang menggunakan pendekatan partisipatif. Metode yang digunakan mencakup ceramah interaktif, diskusi kelompok, serta praktik langsung dalam pengembangan dan pelaksanaan pembelajaran. Selama kegiatan berlangsung, terlihat peningkatan kesadaran guru melalui keterlibatan aktif dalam proses pelatihan, refleksi atas praktik pembelajaran mereka, dan perbaikan dalam perencanaan serta strategi mengajar yang lebih berorientasi pada nilai-nilai Pancasila. Meskipun demikian, tantangan dalam implementasi di kelas masih dijumpai, terutama terkait konsistensi dan adaptasi terhadap kebutuhan siswa. Oleh karena itu, dibutuhkan upaya lanjutan berupa pendampingan berkelanjutan dan kerja sama antar pemangku kepentingan, agar transformasi pendidikan yang diharapkan dapat terwujud secara menyeluruh dan berkelanjutan.

Abstract

Sertifikasi tanah Barang Milik Negara (BMN) merupakan langkah strategis dalam memberikan kepastian hukum terhadap hak atas tanah yang dimiliki oleh negara. Artikel ini membahas urgensi sertifikasi tanah BMN di Kabupaten Pemalang, proses pelaksanaannya, serta tantangan yang dihadapi dalam implementasi kebijakan ini. Dengan menggunakan pendekatan yuridis empiris, penelitian ini bertujuan untuk menganalisis sejauh mana sertifikasi tanah BMN dapat menjamin kepastian hukum serta memberikan manfaat bagi tata kelola aset negara yang lebih baik. Hasil penelitian menunjukkan bahwa sertifikasi tanah BMN di Kabupaten Pemalang masih menghadapi berbagai kendala, termasuk aspek regulasi, administrasi, dan koordinasi antar lembaga terkait. Oleh karena itu, diperlukan sinergi antara pemerintah daerah, Kantor Pertanahan, dan instansi lainnya untuk mempercepat proses sertifikasi tanah BMN guna meningkatkan kepastian hukum dan efisiensi pengelolaan aset negara.

Abstract

Abortion remains one of the most controversial legal and ethical issues, balancing between reproductive rights, religious doctrines, and state regulations. In Indonesia, abortion laws are primarily governed by the Health Law No. 36 of 2009 and the Criminal Code, which generally prohibit abortion except under specific circumstances, such as medical emergencies or rape-induced pregnancies. These legal restrictions reflect Indonesia’s socio-religious landscape, where Islamic principles significantly influence legislative frameworks. From an Islamic legal perspective, abortion is largely prohibited but with nuanced interpretations depending on the gestational stage and underlying reasons. Classical Islamic jurisprudence generally forbids abortion after ensoulment (believed to occur at 120 days of pregnancy), though some scholars permit it under limited circumstances, such as to preserve the mother’s life or in cases of severe fetal abnormalities. However, differences exist among Islamic schools of thought regarding permissibility before ensoulment, leading to diverse legal applications across Muslim-majority countries, including Indonesia. This study critically examines the intersection of Indonesian state law and Islamic law on abortion, highlighting their points of convergence and divergence. It explores how legal, religious, and ethical considerations shape abortion policies and the implications for women's reproductive rights. The paper also addresses ongoing debates over potential legal reforms, considering global human rights perspectives and the influence of Islamic jurisprudence in shaping reproductive health policies. By comparing these legal frameworks, this study aims to provide a comprehensive understanding of abortion law in Indonesia within both secular and religious contexts.

Abstract

The violent dynamics of gender, power, and politics synergistically undermine the political recruitment participation of women in Indonesia. Victims are often unaware of the oppressive power structures disguised as social norms, which continue to marginalize women's roles in politics. This research aims to identify the types of discrimination faced by women during the recruitment process for the 2024 legislative elections and to analyze the effectiveness of existing legal regulations in eliminating these obstacles. The study employs a normative doctrinal research approach by analyzing legislation, policies, and recruitment documents related to gender-based political representation. The analysis is further supported by theoretical frameworks concerning symbolic violence and gendered power relations. The study finds that systematic discrimination is perpetrated through “invisible” power structures that maintain a gap between formal legal protections and actual societal practices. Although the law provides a constitutional quota of 30% for women’s representation, symbolic and structural violence continues to suppress meaningful political participation. Legal frameworks tend to emphasize procedural equality, thereby failing to eliminate entrenched discriminatory practices. The study advocates for regulatory reforms that go beyond formal equality to ensure substantive and meaningful political inclusion of women in Indonesia. Abstract

Mortgage rights are security rights imposed on land rights with the aim of providing legal certainty and priority status for the owner. Regulations and practices in the field must go hand in hand in accordance with the initial objectives. This study aims to comprehensively analyze the legal aspects of mortgage rights, including strengths, weaknesses, and opportunities and challenges faced in the implementation of land mortgage registration in Indonesia. The type of research used is normative legal with a qualitative descriptive approach. This study found that in terms of regulations, land mortgage rights have been regulated properly and maturely. However, in practice in the field, the mortgage registration process is still marked by various obstacles, both in terms of procedures, costs, and public understanding. Therefore, the government needs to consider improving the mortgage recording and reporting system, including the use of technology that supports data transparency and accuracy, such as a nationally integrated digital system.

Abstract

This research analyzes the government's efforts to overcome slum settlements on the banks of the Siwatu River, Tegalsari Village, Tegal City. The aim is to find out the efforts and stages of activities carried out by the government in overcoming the problem of slum settlements. The research method used is qualitative with an empirical juridical approach. Data was collected through interviews, observation, literature study and documentation. The research results show that the government's efforts to overcome slum settlements on the banks of the Siwatu River include restoration, rejuvenation, maintenance and prevention stages, without carrying out the resettlement stage. In conclusion, the efforts made are appropriate as can be seen from the area of ​​slum settlements which decreases every year, but the government must tighten the prevention measures to prevent the formation of new slum areas.
