Abstract

Abstract

This study investigates the role of SAPA 129 as a government-initiated service in safeguarding women who have experienced violence in Aceh Province. Employing a qualitative case study approach, data were collected through in-depth interviews, participant observation, and document analysis. The findings demonstrate that SAPA 129 facilitates access to legal, psychological, and social assistance while offering an accessible digital reporting system. It has also contributed to raising community awareness of gender-based violence. Nonetheless, its implementation remains challenged by limited digital literacy, inadequate infrastructure, and deeply rooted patriarchal norms. Drawing on structural-functional theory, the service performs both manifest and latent functions within the broader social protection framework. Manifest functions include formal assistance and structured support, while latent functions involve increasing social solidarity and empowering survivors to report abuse. However, the presence of dysfunctions, such as service gaps in remote areas and insufficient human resources, continues to hinder its effectiveness. The study recommends expanding outreach efforts, strengthening interagency coordination, and promoting value transformation through community-based education. These insights are intended to inform more inclusive and responsive gender protection policies while advancing sociological understanding of violence prevention in localized contexts.

Abstract

The land occupation fine policy imposed by PT Kereta Api Indonesia (PT KAI) is formally presented as part of asset regulation and optimization. Yet its implementation has generated significant tension among long-established residents living in informal settlements on PT KAI–owned land. The lack of public participation, procedural transparency, and sensitivity to local socio-economic realities has intensified uncertainty and vulnerability within the community. This study examines the impact of the fine policy on residents of Wadukan Hamlet in Sugihwaras Village, Saradan District, Madiun Regency, using a descriptive qualitative approach supported by literature review and field interviews. Drawing on Antonio Gramsci’s concept of hegemony, the study explores how administrative instruments function as mechanisms of symbolic power and spatial control. The findings show that residents recognize PT KAI’s legal ownership and have long contributed through informal dues; however, the sudden escalation of fines and the marking of homes without adequate socialization have produced economic burdens, psychological distress, and a heightened sense of insecurity. What began as an administrative procedure has evolved into a form of structural marginalization. The study underscores the need for policy reform grounded in social justice, transparent implementation, and meaningful community engagement so that state spatial governance does not operate as a vehicle of exclusion.

Abstract

The transformation of the digital economy has changed employment patterns in peri-urban areas, including Buahbatu Village, Bandung Regency, Indonesia. This study aims to analyze how secondary and higher education graduates make employment decisions through digital platforms amid limited access to formal employment opportunities. This research employs a descriptive qualitative approach using in-depth interviews, non-participant observation, and documentation involving ten graduate informants working in the informal digital sector. Data were analyzed using the interactive model of Miles and Huberman within the framework of James S. Coleman’s Rational Choice Theory. The findings show that graduates choose platform-based jobs such as freelancers, online resellers, content creators, and ride-hailing drivers as a form of adaptive rationality driven by economic needs, work flexibility, and limited access to formal labor markets. Social capital derived from family, peer networks, and digital communities plays an important role in providing job information, reducing uncertainty, and supporting adaptation to the digital economy. The study also finds that platform-based work has undergone a process of social normalization and legitimacy at the local level, where it is increasingly recognized as a valid form of employment. The novelty of this study lies in explaining graduate adaptive rationality in a peri-urban village context shaped by structural constraints in the formal labor market, strengthened digital social capital, and a gradual social legitimation process that transforms platform work from informal activity into socially recognized employment. Overall, digital employment decisions reflect not only economic considerations but also interactions between social structures, relational networks, and evolving work values in the digital era.

Abstract

The issue of stunting remains a significant health concern, particularly in East Lombok, which has one of the highest stunting rates in West Nusa Tenggara. This study explores the role of Family Development Session (FDS) activities in preventing and addressing stunting in Lenek Pesiraman Village. FDS, an integral part of the Family Hope Program (PKH), provides structured learning sessions to beneficiary families (KPM) to increase their knowledge and foster behavioral changes related to health, education, and nutrition management. Using Giddens' structuration theory as an analytical tool, this research investigates the interaction between agents (beneficiary families and FDS facilitators) and structures (the PKH program) in implementing FDS activities. A qualitative case study approach was employed, with data gathered through interviews, observations, and documentation from 2019 to 2024. The findings indicate that FDS activities have significantly influenced behavioral changes in the community, particularly in improving nutrition awareness, pregnancy care, and environmental health. Additionally, FDS has facilitated a deeper understanding of stunting prevention among beneficiaries and contributed to reducing stunting rates in Lenek Pesiraman Village. The study highlights the importance of collaboration between facilitators and beneficiaries in achieving the program’s objectives and provides insights into enhancing the implementation of FDS activities for better community health outcomes

Abstract

Background: Child stunting remains a critical global health and development issue with profound long-term consequences.Aims: This study aims to analyze the application of the hexahelix collaboration model in the stunting prevention program in Rancakalong District, Sumedang Regency, Indonesia. Methods: A qualitative case study approach was used to identify and analyze six key helices: Government, Community, Private Sector, Academics, Media, and Policy. The research examines the roles, contributions, and interactions of these six actors within a single, integrated framework to address the multi-causal nature of stunting. Results: The analysis reveals a novel conceptualization of Policy as a distinct, foundational helix that acts as the primary governance structure. Findings show that a layered, synchronized policy framework from the national to the village level facilitates the integration of diverse stakeholder efforts. The collaboration leverages technological innovation (e.g., the SIMPATI application), community-based action rooted in local wisdom, strategic private-sector partnerships, and evidence-based input from academia. The media's role in public education and social accountability further strengthens the model's effectiveness. Data indicates a significant decrease in stunting prevalence in Rancakalong from 27.61% in 2017 to 7.59% in 2025.Conclusion: These findings demonstrate that a well-defined policy helix can mitigate common challenges in multi-actor interventions. The hexahelix model provides a replicable empirical framework for tackling complex public health issues in developing contexts.
